Mr. Speaker, as its title indicates, this draft agreement concerns the issue of integrating aviation security in order to respond to the threats posed by non-military aircraft.

Your servant welcomed this project, which is part of the construction of a Defence Europe. The purpose of this Agreement is, in fact, to ensure jointly and alternately the air police mission over the Benelux territory, but also of Germany, France and possibly other Member States in the future.

However, I have been looking for details on the decision-making mechanism, namely who makes the decision to shoot down a civilian aircraft under the conditions laid down in the Treaty. The agreement also specifies that specific technical agreements may be concluded as well as with regard to the use of force by assigned aircraft.

Are such technical agreements being developed? I would also like to know what stage the negotiations with France and Germany are at and advocate that the resulting agreements contain the same terms in order to avoid having different decision-making processes.

Mr. Speaker, I would like to remind you that the Europe of defence must go through such well-framed units.

The project that is presented to us today is very important. It is far from being anecdotal on the political, legal and diplomatic level, and more fundamentally in terms of the sovereignty of our States.

This project covers a topic of extreme gravity. He organizes the making of a terribly delicate decision. We will support him. But it was indispensable that we could obtain clarifications in commission on certain points or certain silences of the treaty.

My group has always supported and will continue to support all initiatives that advance towards a true Europe of defence, as our numerous initiatives in the field demonstrate. The unification of airspace and the so-called Renegade agreements are part of it, as well as the search for synergies in the field of military training, operations within the European framework or the search for economic, industrial and academic returns in the important markets announced by the government.

I do not doubt that I have been passionate about you for a moment and I deserve your applause. (The applause)
