I am referring to the written report.

Vincent Sampaoli PS | SP

Mr. Speaker, Mr. Minister, dear colleagues, this second bill is also the repair of an injustice inscribed in the history of our social legislation.

At a time when everyone agrees on the need to extend professional careers, the principle of career unity appears as an anachronism, not to say an aberration. Even if this principle is not removed, its technical redefinition in the number of days and no longer in the number of years constitutes an advance for a large majority of workers affected by the coup of 45/45 and who feel injured in the constitution of their rights.

Our group supports this text; but in the same way as for taking into account the last months of professional career, we remain somewhat on our hunger. The objectives are not fully achieved. It will be necessary to evaluate the system, which is not easy to understand, and which leaves an uncertainty for mixed careers as to whether the cascade of allegedly less favourable diets will remain.

In any case, we demand that the so-called standard career of 14 040 days be raised in the medium term because the budgetary pretext is by no means acceptable in relation to those who are specifically asked to work more and contribute for benefits that they cannot claim at the time of retirement.

Mr. Speaker, Mr. Minister, Colleagues, with this draft, a career unit is defined differently, in particular in day equivalents rather than years. A full career now counts 45 years of any number or few days. This affects certain types of careers.

With the design, it no longer matters how many calendar years the days are spread. In this way, careers will also be valued in a more equitable way. The text retains the principle of unity of career, but it makes the filling more flexible, more transparent and more transparent. This is definitely a step in the right direction. As a result, it is also consistent with the philosophy of making employees as responsible as possible for building up their pension rights.

It is a step in the right direction, which is also consistent with the goal that we are achieving through the pension bonus, which the government has strengthened in this legislature.

Given this positive turn, our group supports the design.

Minister Alexander De Croo

As mentioned above, we do not erase the principle of unity of career. The unit of career remains, but is defined differently. It is no longer defined in years, but in days. A full career will count 14.040 days, namely 45 years times 312 days per year. This is because pensions are still counted in six-day working weeks, which in practice, of course, is no longer the case.

If a limitation occurs, it will happen in days and not more in years. This is especially beneficial for employees with a long career. Someone with a long career usually has incomplete years, counted in days. Since we count in days, we succeed in counting every working day.

This is in line with the previous draft law. We want to ensure that, when individuals have worked a lot and thus contributed a lot to social security, that is reflected in their retirement.

by Mr. Sampaoli referred to the Steverlynck law.

In fact, this proposal does not yet provide an answer. Technically, we are not yet able to do this. Pension services are developing the retirement engine; you are ⁇ well aware of it. Once the pension engine is operational, we will be able to take a step further and implement the elements contained in the Steverlynck Law.
