Mr. Speaker, it is in fact a matter of delaying the entry into force of certain articles of this law to 1 January 2016 on the double grounds that negotiations are ongoing between the Communities on this matter and, in addition, the transfer of competences, within the framework of the state reform, of these matters to the Regions and Communities.
