We discussed this bill in the Social Affairs Committee of 8 February. The main introducer is Mr. Stefaan Vercamer of CD&V.
The bill comes as a result of the Bologna reform. By integrating certain programmes of higher non-university education into the university programmes, the relevant teaching staff should also be integrated into the university staff. However, the problem is that, formally speaking, there was no longer a legal arrangement allowing those employees to retain their right to a public pension. Therefore, a legislative amendment was needed for the staff of both the Flemish Community and the Fédération Wallonie-Bruxelles.
The proposal aims to adapt the legislation so that staff members transferred to university institutions can retain their right to a state pension and remain in the same social security regime.
This is an extensive measure, which does not involve additional costs for the federal budget.
Mr. Vercamer also clarified that the bill was drafted in consultation with the two Communities.
Mr De Clercq of Open Vld has submitted a number of technical amendments, which have refined the wording. The amendments and the bill were unanimously approved in the committee.
Mrs Sminate and I have also expressed our joy over the bill.
