President André Flahaut

by Mr. Jan Van Esbroeck and Jacqueline Galant, rapporteurs, refer to their written report.

Koenraad Degroote N-VA

The idea of calculating electoral programmes has already been adopted by several legislatures. In this legislature, the bill was debated for the fifth time. Finally we can vote on it, finally the promises are fulfilled. In this case, not the third time, but the fifth time is the right time.

We of the N-VA are pleased that we can finally adopt the bill. The system we will apply in this country from now on is clearly inspired by the Dutch system. The original bill has been properly revised. It becomes more realistic in terms of timing and allows for non-budgetary effects, which we consider important. Parliament also ⁇ ins an important role in determining the rules to be applied.

The time when parties promise air castles without clarifying what their plans will cost or yield is over. The calculation will have a moderating effect on the promise culture of the political parties.

We of the N-VA have not waited for the legal obligation to have our program calculated. This is done with us in a much more detailed way than with other parties. Our plans are honest, realistic, hopeful, and for some others apparently working on the nerves.
