Mr. Speaker, Mr. Ministers, Mr. Colleagues, yesterday in the Committee on Public Health and the Environment we examined the bill approving the Cooperation Agreement between the Federal Authority and the Regions regarding the provisions of the Kyoto Agreement.

It is a cooperation agreement concluded in February last year that aims to transpose into Belgian law the so-called "linking" directive as well as the provisions of the Kyoto Protocol and the Marrakech Agreements concerning flexibility mechanisms. The agreement establishes the approval procedure and the criteria for the activities of joint implementation projects or the Clean Development Mechanism in accordance with the Marrakesh Agreements and European legislation.

The text also designates the National Climate Commission as the contact point and national authority responsible for the approval of the activities of the above-mentioned projects.

The cooperation agreement also contains a detailed procedure for the event that a Region has a deficit or surplus of Kyoto units during the first commitment period. The federal authority and the Regions shall jointly consider, within the framework of the Conciliation Committee, whether there is a possibility to first transfer Kyoto units to each other, to sell them to each other, or to transfer them in whole or in part in the following commitment period.

The articles were adopted unanimously by the committee which, exceptionally, was chaired by our colleague Pierrette Cahay-André for the first – and last time. I took the role of rapporteur on this occasion. I allow myself to greet our colleague who, for many years, has worked on the banks of our assembly and in our commission. I thank her for all the work she has done with us.
