I have already spoken to you in the committee on this issue. The question of creating a public sector pension service can, of course, be the subject of various assessments. Should the administration of pensions be ⁇ ined within the SPF Finance, transferred to the SPF Social Security, or should an autonomous institution be established in the form of a body of character A within the meaning of the Act of 16 March 1954 relating to the control of certain bodies of public interest? The government chose the last option. This choice can be largely justified, even if it deviates from the tools put in place by the Copernic reform. by
In my opinion, Mr. Minister, the main thing is to ensure that the employees of the pension administration are not victims of the choice made by the government, in particular with regard to their career. by
Without wanting to return to the discussion we had in the Social Affairs Committee, concerning the need to retain the competence of the Section 2 Finance Committee for the new public sector pension service, I would nevertheless like to hear you, Mr. Minister, tell us the outcome of the consultations. In fact, you told us that consultations were considered at the time. You also had to meet with the trade union organizations. I just want to know if you have met them. Have there been consultations? And what are the results? Have you made commitments to trade unions? If yes, which ones? I know you are aware of the problem. I would have liked to get some reassurance on this subject.

Mr. Arens, I can confirm that consultations have taken place, both with the trade union organizations and with the leaders of SPF Finances. As I have already explained to you in the committee, the agreement aims to bring the new service to the Sector 2 Committee – at least at the beginning. As I also indicated to you, we will settle this matter with a royal decree, in principle, at the beginning of January. There should therefore be no transitional problem, as we will maintain the Sector 2 Committee, which will be jointly chaired by the Minister of Finance and the Minister of Pensions, for this matter.

This is not a matter of preference for the Minister. This is the logic and tradition in this kind of problem. The competence of sector committees has never been settled by law.

The Minister says that in 2012 money will go from the Silver Fund. Suppose there is federal money, say 500 million euros, going to the Silver Fund because there is a budget surplus, then in 2012 it goes from the Silver Fund to pay the pensions. Suppose that there is a Flemish surplus of 500 million euros. In 2012, that 500 million euros will go from the Silver Fund and the minister claims that there is no cash flow from Flanders to the Silver Fund, which is correct, I think. Their
How can it then be that there is a total of 1 billion euros from the Silver Fund, namely 500 + 500, while actually only 500 million euros have come into the Silver Fund through the federal level? You don’t have to answer that, but I’m still on my hunger. We will examine this, but this is not correct at all. One cannot organize cash flow from the Silver Fund if nothing has ever come into the Silver Fund in terms of cash flow.
