Mr. Speaker, Mr. Ministers, Mr. Colleagues, the Defence Committee has examined the bill on the status of military personnel of the Reserve Framework of the Armed Forces. This proposal aims to establish a single administrative status for military personnel within the Reserve Framework of the Armed Forces. Indeed, as a result of the abolition of military service, the reserve is deprived, in the long run, of its main source of food.

The concept of the future reserve aims to meet needs and allows, on the one hand, to have a contingent trained and partially available in very short time, thus guaranteeing operability in time of peace or conflict and, on the other hand, to fulfill international commitments within the scheduled time. In fact, Belgium has undertaken to make certain well-defined forces available to NATO, including their mobilisable part. It is about having a well-trained and more professional reserve.

Currently, approximately 25,000 officers and 37,000 sub-officials still serve in the reserve. They age and decrease very quickly. From 1991 to 1994, about 49,000 ex-militias remain in the reserve until the end of their legal obligations of 8 or 15 years.

The needs can be covered by personnel belonging to different categories, including former active military personnel, volunteer reservists, recruits to be mobilised and trained.

The majority of the reserve called “ordinary reserve” will consist, on the one hand, of a compulsory reserve consisting of former militiamen and former military personnel of the active framework and, on the other hand, of a voluntary reserve consisting mainly of civilians.

With regard to urgent intervention needs, an immediately available reserve shall be established. It shall include a special reserve consisting of reservists from the ordinary reserve who subscribe to a special commitment for a well-defined period.

I come to the last part of the bill: the training and training of reservists with no military past. The training of the reserve military candidate in basic instruction must be acquired within 2 years. The duration is 10 weeks maximum. During the general discussion, several Commissioners regretted that no invitation to co-sign the proposal was made. by Mr. Poncelet asks about the social and financial status of reservists and especially for people working in the private sector.
