Mr. Speaker, Mr. Minister, dear colleagues, as the Minister of the Interior in committee reminded, this bill was deposited in February 1999 in the Senate, in the form of a proposal of law that derives from the octopartite agreement. The explicit will of the partners of the eight-party was indeed to subject all members of the staff of the integrated police service to a single disciplinary regime. This regime was established by the law of 13 May 1999 concerning the disciplinary status of members of the staff of the police services. It would indeed be unacceptable that the custody of decisions in disciplinary matters could be exercised by several ministers. This would be the case if regions were allowed to organize administrative tutelage over disciplinary decisions concerning local police officers. Therefore, the commission, like the authors of the initial proposal, did not consider it necessary to amend Article 162 of the Constitution and considered that an adaptation of the Special Law of 8 August 1980 on institutional reform was sufficient. The three articles of this proposal and the entire draft were adopted without amendment by 11 votes and 1 abstinence.
