Mr. Speaker, it is important in this proposal that we can implement a real telecommunications policy. In a telecommunications country, there are many rules, but what about many rules if one cannot enforce them, if the administrative fines imposed by the BIPT do not have a sufficient deterrent effect?
With this proposal, the amount will be raised to one million euros. That is 5% of the turnover. When it comes to natural persons, it is about 5 000 euros.
That is very important. You know how telecom players have organized themselves in recent years, possibly through affiliate or subsidiary companies, to avoid larger fines precisely with smaller turnover. This will no longer be possible in the future, because for a million euros, an effort is made.
What is it concrete about? When a spectrum space is allocated, one will have to use it. Mandatory indications on the invoice must be observed. There are many rules in the telecommunications law that should benefit consumers. With this bill, we are the partner of the consumer.
It will hopefully also open up our market, which should lead to more performance products and more healthy competition in the sector. I would like to emphasize this for a moment.
