Mr. Speaker, Mrs. Minister, Mr. Minister, dear colleagues, we conclude here the rectification of the budget package with the adoption of the transposition of the Treaty into Belgian law.

During this legislature, we adopted the Sixth State Reform. At the end of this, the Belgian federal model remains a federal model of cooperative type: the different levels of power in the country talk and agree on specific points. The federal state therefore does not have a printing position, at least on federal entities. We need to talk, discuss and reach compromises, hence the expression: "Belgium, this country of compromise".

The Reform Movement would have wanted the rules concerning the sound management of public finances to be more imperative from top to bottom, in other words that the federal state directs and controls the whole of the country’s budgetary policy to the finances of the local authorities, in order to avoid any disruption of the public finances.

As a mayor, like many colleagues elsewhere, I know the budgetary constraints that weigh on the municipalities, constraints that tend to increase. But, if the federal state and federal entities make financial efforts and the municipalities do not, the budgetary balance of public authorities will never be achieved. It is true that in our municipalities we are increasingly faced with important financial concerns as we must replace the CPAS, police services, fire services. Everyone knows that the dividends are constantly decreasing and that the amount allocated by the Fund of Communes, ⁇ that of small communes, is constantly decreasing.

The budgetary discipline to be applied is therefore exercised on all levels, but the distribution of efforts corollates with the responsibility for the impacts of policies carried out at certain levels of power and which have an undeniable effect on the finances of local authorities.

Therefore, we could have resorted to a special law, or even a revision of the Constitution, but, ultimately, it is not the path that has been chosen by the governments, federal and federal. The choice of a cooperation agreement appeared to be the most relevant for transposing the golden rule and thus avoiding the rigidity of a special law.

One of the significant achievements of this cooperation agreement lies in the systematic organization of a consultation between the federal state and the federal entities for the establishment of budgetary objectives.

The cooperation agreement provides that in the future, the federated entities will need to be consulted in advance on the overall trajectory before it is submitted to Europe. Each entity must sign its agreement on the establishment of its individual objective in a consultation committee. All entities in Belgium must therefore discuss them within the concertation committee that brings together the federal state and the federal entities in order to determine each of them’s objectives in budgetary terms.

Therefore, we are facing a process of an eminently political nature. In addition, the Supreme Council of Finance will have an enhanced advisory function, incorporating from now on regional representatives within it, which had become necessary to represent the reality of today’s Belgium.

In the event of a breakdown, it will be examined, through the method of concertation, what is the share of responsibility of each of the entities.

Two important elements should not be forgotten.

First, the transposition text emphasizes the objectives of the EU 2020 framework, with social and environmental objectives alongside budgetary objectives.

The second point, as I have already said, concerns local authorities: they too must submit to the strictest budgetary discipline, without yet systematically becoming the victim of decisions taken at the higher levels of power.

In conclusion, I will insist on the necessary coherence of budget work between the entities of the country. Each entity must hold the budget reins of a iron hand – in this, I trust our Minister Chastel – to ⁇ this goal in order to avoid any disruption; we know the painful efforts needed to regain a healthy line.

Mr. Speaker, dear colleagues, the Treaty on Stability, Coordination and Governance (TSCG) constitutes a true coup d’état that does not say its name, a covert, hidden coup d’état, but a coup d’état that greatly reduces the sovereignty of our country, but also the rights and freedoms of our fellow citizens.

This coup transforms this parliament into a small hand of Europe, an anti-democratic, antisocial and disloyal Europe, which today oppresses our workers and that only the political movement "Stand up the Belgians!" - which I represent - wish to leave to free our fellow citizens from dictates, lobbies and other technocrats in three-piece costume and white collar that make their laws rule over the European institutions.

This Cooperation Agreement organises in Belgium the implementation of the TSCG within the Economic and Monetary Union. But what colleagues have not yet understood is that all citizens who are informed and seek to know what the Stability Treaty really is, which has only its imperial, coercive and non-democratic logic stable, is that these awake citizens reject it in bloc. We have all received hundreds and hundreds of emails from citizens opposing and asking us to oppose the Stability Treaty. Parliament does not care. People are always causing! We vote, we agree and we move forward. We are used to it!

But what an abomination, what an abomination for you - not for Belgium - that the majority of Belgians are passive, abused by the television programs of permanent disinformation of the "merdias", what an abomination for all the traditional political parties that destroy our country!

There was a time when elected people who would have made such decisions would have been hanged in public places, so much as these decisions show a cowardice and a betrayal towards the citizens of this country, of this country that we are all supposed to represent, of citizens that we are supposed to represent and not deceive as we do over time, I must remind you.

And by opposing this European Stability Mechanism, I do not exaggerate! I am not telling anything! I do not defend extremist theses. No, I just defend my country, my flag!

This country, many Belgians, I first, still carry it in their hearts; attachment to their land clings to their skin. No, it is not fascist to say we love Belgium! It is not fascist to vibrate when our national anthem resonates! It is not fascist to advocate the unity of the country, its independence, its freedom, its sovereignty.

I love Belgium and it is my duty to oppose all those internal or external forces that want to separate it or aspire it into a European federalism that will stifle our fellow citizens, as they are already suffering.

If some in Flanders think that the Wallons are lazy, it is because of Di Rupo and his accomplishments, because of the PS that destroys Wallonia by spreading the assistanat and voluntarily creating poverty. If in Wallonia, some think that the Flemish are selfish people, it is because of the political games that do everything to create problems, stir up tensions in order to divide the population. There is an old saying, “divide to rule better.” After all, since federalism, the only winners are not citizens, but political parties and politicians who have seen their numbers increase considerably.

In addition, Belgium no longer exists in your eyes. Even worse, some people hate it. As evidence, the European Stability Mechanism is a mechanism of punishment, financial blame for countries that do not ⁇ the objectives set by the European Union; Europe is more prone to defend the interests of bankers like Goldman Sachs than to defend workers like those of Caterpillar, AGC, Carsid or Saint-Gobain.

Instead of helping us, helping our workers, our workers, our farmers, our craftsmen, the European Union is nothing more than a vulgar fascist empire, usurier at the foot of the stateless international finance, which sanctions its member countries as soon as it can.

The European Union and the United States even allow themselves, while we talk about a crisis and that we cannot help the poorest, to inject billions of euros into non-member countries of the European Union, such as Ukraine and Turkey, to persuade them to enter there to better reduce them to slavery.

Hitler, which is commonly used in politics, and with a turn of arms, to justify the European project, would have, know it, adored the current European project that we are putting in place. The Nobel Peace Prize for Europe! and ha ha. It’s really very funny; the laughter really comes to me, so much it’s beautiful. What a lie! The Nobel Peace Prize for Europe! Europe does not deserve the Nobel Peace Prize, but rather the Nobel Prize for betrayal and forgery. Stop lying to people. It is not the Europe of peace that we are building.

What we are creating is that Europe that is covertly intervening in Ukraine to lift up a portion of the people, to destabilize countries and, of course, to stigmatize countries like Russia. What we are creating is the Europe of the enslavement of peoples to financial interests, the only interests that parliaments, the elected, still defend, while normally we should defend the interests of peoples.

Do you want evidence? Let’s go for the evidence. It can be read in the report of committee work that it has proved necessary that Belgium follow this recommendation in order to be able to honour its commitments to the European Union. Understand that the European Union completely dominates the situation and that Belgium has no choice. Belgium is subject to Europe. We are only the small hands of Europe. As soon as a European project arrives here – hop! It is good. If you vote, it goes. Because you cannot criticize Europe, it is forbidden. In Belgium, this is completely taboo.

Belgium is subject to Europe, as it would be to an invader. Furthermore, we can read in the report the following: "The flagrant confirmation that Belgium is already in a binding regime imposed by the six pack and two pack was manifested by the appeal of Belgium, by the European Commission, on May 29 last." Belgium is under a binding regime. It is not me who says it. This is stated in the report. This is reassuring! Today, our country is under pressure. And they will still dare to call me a fool, a mental sick, when I say that our country is no longer free and that it has lost all its national sovereignty.

To please you, I give you a reading from another passage of this report: “But budget discipline is not enough. We need more European integration, more solidarity and more effort to boost economic growth.”So we need more Europe, more and more – that’s fine! With more and more problems to solve our current problems.

Do you think that citizens have not noticed, in particular by surfing the internet, the videos that circulate about our MEPs who are caught in flagrant crime, like rats, on Friday morning, coming to get their presence bonus of 300 euros, staying ten minutes in the European Parliament to, then, dare-dare out and go crawl to their occupations, while enjoying their many advantages? The people are not fooled! The Belgian citizens are no longer just watching the liar media like RTBF and RTL-TVI.

Currently, citizens know that no ESM actor is elected and, worse yet, no one should be held accountable for his actions.

We already knew that there was ministerial responsibility. In Belgium, ministers can do anything. They are never prosecuted and have no obligation of result. We knew it! Today, the same is the case at the European level.

In one of the articles published in Le Nouvel Observateur in February 2012, we could read – it is overwhelming – that the ESM will be full of legal personalities and will have full of legal capacities. He will be able to go to court, acquire and align real estate and movable property or sign contracts. What will all your assets, money and assets benefit from? Immunity from any form of legal proceedings. They will be free from restrictions, regulations, controls and moratoriums. This is total irresponsibility. We cannot do more! More irresponsible than that, you die!

We forget that this total irresponsibility is dictatorship! Do not tell me that you do not see her. It is your responsibility to the citizens to get us out of this impasse in which I remind you that you have led us.

In this context of total reversal of values, the European Stability Mechanism is sold to us as a tool in support of the good economic and financial health of the Member States, while it will be an obstacle. Just as the future transatlantic market is sold to us as the outcome of our good diplomatic relations with the United States, while it will only be a tool for the total liberalization of markets, for the annihilation of our national sovereignties. You will soon face future attacks by lobbies and multinational companies because, after its ratification, these same multinational companies, which pose problems today due to their excessive size and domination, will be able to drag Belgium or other Member States to justice if we reject their injunctions. We are really building a society of “dirty.” If the Belgian people decide to oppose the entry of Monsanto GMOs in large quantities into our territory, Monsanto could then pull us to justice for non-compliance with the clauses of this transatlantic treaty. We give full powers to lobbyists. The worst thing is that Monsanto would win! But, for you, this is not a problem given that, already today, you are ramping lower than your shadow before these new masters of the world.

I already reacted in June 2013 on the European Stability Treaty. I am still waiting for a constructive and argumented contradiction. There will be no one, because you know that what I am telling you here is true. There is no more to you, as the only possibility to divert the people from the truths that I denounce, than to dirty me in the media that are at your boots, than to make me pretend to be a fool, a fool, or, worse, and this is new, a villain.

As the saying goes, you are always dirty by more dirty than yourself. I confirm it and I know that the Belgian people are becoming less and less foolish.

The fact that you deny the truth of what lies behind the MES makes that there are 149 accidents of democracy, authentic democracy, in the sense of Étienne Chouard.

Thus, the government deindustrializes the country, it destroys our economy, it encourages our factories to invest abroad, as Di Rupo encouraged Belgian industries to invest in China: this is the pandas episode. These investments that flee Belgium for the benefit of abroad weaken our economic potential. It is not necessary to have done extensive studies to understand it; the people are sufficiently capable of understanding it too.

At the same time, we are pacting with the leaders of the European Fascist Union, unelected leaders, I recall, so that, failing to ⁇ budgetary balance, the country is sanctioned and charged with paying heavy fines in case of non-compliance with its commitments to this European Stability Mechanism.

In all this, where is the logic? I ignore him. Where is your common sense? I do not know. You are weakening the country with your austerity policies and you are asking us to do better results under penalty of fines. It is not possible: at some point, one must admit that one cannot have butter and money from butter.

All this is done intentionally. Thus, it is always the same ones who win, namely the bankers, at the expense of the citizens.

They want to make me look like a crazy man. But it is rather those who still come to find you legitimate and competent who, in my opinion, should undergo psychiatric expertise. Honestly, there is no longer anything to understand.

Belgian citizens are no longer consulted. I don’t care about people’s opinion. So I make a wish. Some have dreams; I make a wish, the wish that the Belgians finally open their eyes. Our current elected members consider themselves superior. It must be said. Just look at how they treat me here, in this parliament. I am a little less than nothing for them. This is not important because I have nothing to do with them either.

Instead of consulting us, rather than consulting the citizens, they prefer to be inspired by the advice of mr. by Luc Coene. Who is Luc Coene? He is asked for an opinion during preliminary discussions in the committee. It is the governor of the Belgian National Bank who advocates the transposition of this tool, which we do not want, into our national legislation. It is a move in force that aims to strengthen economic governance or rather the economic domination of the European Union. by Mr. Luc Coene says the problems of the euro crisis do not come from the euro or the European Union. But not ! But not ! This is due to the lack of influence of the European Union on the situation. We need more Europe. He thinks that this will avoid the effects of contamination, while it is very exactly the opposite that will happen, given that the financial systems will always be more and more interwoven with each other to, eventually, no longer form but one.

This American think tank, closely linked to the Council of Foreign Relations, which brings together North Americans, Europeans and Japanese, was essentially created by... Rockefeller, this wealthy globalist billionaire whose goal is to create the new world order, which takes shape little by little.

We would be more inspired, especially on the socialist banks, if we had decided to follow the advice of the brilliant Olivier Bonfond, of the FGTB. But for a long time the PS has not listened to the FGTB anymore. It is clear that this would not please those who have turned our elected members into simple puppet puppies.

In conclusion, the objectives of the Treaty, impossible to ⁇ , I have already told you, will necessarily result in very strong antisocial policies.

It will still be necessary to drive out the unemployed, to drive out the poor, to push the respectable citizens into misery, into precariousness. You will still have to tell them nonsense, tell them lies to make them pass the pill and act as if you are not responsible for anything. And the 55,000 future unemployed will already be able to thank you for your cowardice.

Kenneth Boulding, president of the American Economic Association, said: “He who believes that exponential growth can continue indefinitely in a finite world is either a fool or an economist.” This is what you are trying to make us believe. But you will pay it because, even if you have become blind, one day or another, you will not escape this tsunami of wear.
