Mr. Speaker, Mr. Secretary of State, dear colleagues, I would like to make known, in particular to the translators, that I also intend to intervene in my mother tongue.

That being said, I would like to thank all the colleagues who, with me, brought this bill on the financing of the German-speaking Community. The committee discussions were very constructive, fruitful and interesting.

We have in the framework of this Debate also expressly spoken about the Stellungnahme der Parlaments der Deutschsprachigen Gemeinschaft, which then also noch mal an der Adresse der Föderalregiering einige Forderungen ins Gedächtnis gerufen hat und die sich auch schon seit einigen Monaten stellt.

This Opinion is that within the framework of these 6. Staatsreform zeitgleich eine Reihe Kompetenzen von der föderalen Ebene an der regionalen Ebene und auch an der Deutschsprachigen Gemeinschaft sofort übertragen werden sollen mittels Artikel 139 der Verfassung.

This is partly already happening in the field of tourism. Further efforts must also be made, even in the field of employment, and there are no residual competences that must be transferred from the federal level to the German-speaking community.

I am also very pleased that numerous amendments, including technical and financial amendments, were submitted. These were very important for the social matters of the German-speaking Community (...).

This adaptation of the financing law for the German-speaking Community translates a reality: all the Communities are on an equal footing. As the saying goes, whoever wants the most will also do the maximum.

I am therefore quite satisfied with the result obtained within this Constitution Revision Committee, which has met three times to discuss these amendments.

I thank everyone for their support.

The German-speaking Community is part of the province of Liège, in any case until now. We know that it has claims in terms of integration into the province or autonomy.

The subject of the work we have carried out is part of the Sixth State Reform. It was important that a text explicitly stipulates that the German-speaking Community is a full-fledged Community and that we take a decision on the special funding law that accompanies financial transfers and on increased governance autonomy in the context of the sixth reform of the State and its entities.

Other changes will follow, as the aim is that the German-speaking Community sees its skills increased so that it can conduct policies at the service of its citizens.

We are ⁇ pleased to have reached an agreement and to be able to vote on it today.

Mr. Speaker, I would like to thank the parliamentarians, because this proposal truly corresponds to the spirit of state reform and allows, in the same legislature, to do the work also in relation to the German-speaking Community. This has not always been the case in the past. It is good that all the entities of the country are put on a real equal footing and that the legislature ends with an equivalence of statutes and positions, whether one belongs to this or that Region or to this or that Community.

This was an important element requested by the German-speaking Community. It was fully respected by including all of their comments in relation to the opinion of the Parliament of the German-speaking Community. I look forward to this good collaboration between parliaments and this good execution, up to the German-speaking Community, of all the elements of this reform of the State.
