I have two comments on this treaty.
First, as regards the reason for the delay, eight years after the submission, the maritime administration did not have the capacity to carry out the certification of those vessels. I can understand that.
Second, a comment from the State Council – which was more important – referred to a European directive or European regulation that the State Council would have liked to have included in the dispositive of the draft. The Minister replied that this was not necessary, by the publication in the Official Journal of the European Union. of which act.
