President Herman De Croo

Corinne De Permentier, rapporteur, refers to her written report.

Willy Cortois Open Vld

Mr. Speaker, colleagues, I would like to remind you that this is a proposal from the five questors of the House. It has, as you know, been established at the request of the presidents of the seven legislative assemblies that our country is rich.

Mr. Speaker, I would fail to fulfill my duties if I should not, in the preparation of the final proposal, point out the great contribution of our own legal services of the Chamber. In the committee – I regret that Ms. De Permentier was unable to present her report, as she would undoubtedly have done so excellently – it has been shown that there is a broad consensus to amend Article 14 of the laws on the State Council, in the sense that the removal of the Council’s powers includes both individual and administrative acts, committed by the governing bodies of the seven assemblies. There were some doubts about this, as a result of a judgment of the State Council. I think, Mr. Speaker, that with the present bill there is clarity in this area. That was also the purpose of the initiative.

Finally, I would like to thank my colleagues who have shown that the Chamber, and the committee in particular, can work quickly and efficiently now and then.
