Rapporteur Dalila Douifi

Mr. Speaker, Mrs. Minister, colleagues, the entire bill as amended, was unanimously adopted. If you allow me to do so, I refer to the written report.

Karine Lalieux PS | SP

I will not repeat what I have just said.

Again, this is a bill I submitted with some of my group colleagues. I am delighted that it is voted today because it is paid numbers, the 0900, which are misused by some companies.

President Herman De Croo

I understood, before the end of the afternoon session, that you were going to talk twenty minutes.

Karine Lalieux PS | SP

I said five minutes.

President Herman De Croo

This is an effort I appreciate.

Simonne Creyf CD&V

Mr. Speaker, I just want to say that, as colleague Lalieux has just come to say, we are indeed pleased that these, though very modest, bills have yet to be adopted.

We are glad, of course, that the Minister has taken over the bills, but I honestly regret that Parliament’s initiatives have to wait almost eight months and that the Minister eventually comes up with a bill that is almost a literal takeover of a bill. Of course, we are pleased that it has been realized, but it can be different, given the importance of Parliament.

President Herman De Croo

I am very sensitive to that, Mrs. I tell you what I think.

Anne Barzin MR

Mr. Speaker, Mrs. Minister, dear colleagues, as Ms. Lalieux said, this bill aims to prevent customers facing problems in the operation of products or services they have acquired from paying significant supplements for their phone calls to the sales after-sales service of the seller.

As stated in commission by my colleague Richard Fournaux, the MR group supports this bill. However, the text of the new article 94ter, as adopted by the committee, does not seem to me very precise on some elements, in particular the notion of call rates and also the fact that it is not the seller who bills but the telecommunications operator to which the consumer is connected.

For this reason, we ask the Minister to correctly and in detail inform the representative organizations of SMEs and self-employed persons who will have to apply these new provisions, which go in the direction of better consumer protection, so that they can transmit the information to their members. Our goal is to enable SMEs and self-employed persons to implement these measures correctly and in a way that does not entail sanctions; it is important for them to have good information at this level.

President Herman De Croo

Mr Barzin, I thank you.

Anne Barzin MR

“Madame Barzin!”

President Herman De Croo

Did I say “Mr. Barzin”? Sorry to me. Following the intervention of Mr. I don’t dare to talk about father and daughter in this assembly.

Ministre Freya Van den Bossche

This is a good suggestion from my colleague. My answer is clearly “Yes.”

Trees Pieters CD&V

Mr. Speaker, I have another question for Mrs. Minister.

I have noted in the committee that the draft laws frame in one of the ten workshops.

Mrs. Minister, you then, on a personal basis, promised me to deliver the succession of the famous plant. I have not received anything yet. I just want to remind you of your promise.

President Herman De Croo

Mevrouw de minister, u hebt de opmerking genoteerd in de zaak wordt opgevolgd. Hope makes life, Mrs. Pieters.

Trees Pieters CD&V

and fortunately.

President Herman De Croo

Hope gives life.
