This bill was discussed at the meeting of 18 October. During the introductory presentation, the Minister highlighted that some sellers charge additional fees in case of payment by means other than by bank domicile or when the consumer wishes to receive an invoice by post. Therefore, the consumer sometimes has to pay additional costs if he wants to keep control and execute his payment himself. This is also the case if the consumer does not have electronic mail. These practices are contrary to the law of 14 July 1991 on commercial practices and information and consumer protection.
The draft law is based on the bill amending the law of 14 July 1991 on commercial practices and consumer information and protection with a view to the introduction of two new, unlawful clauses. That is bill document 512191/001 which was signed by Chamber Members of the VLD, of the MR, of sp.a-spirit, of CD&V and of cdH. Thus, the present bill adds two clauses to the list of unlawful clauses in a contract concluded between a seller and a consumer, included in Article 32 of the Act on Commercial Practices and Information and Consumer Protection, namely to increase a price due to the refusal of the consumer to pay via bank domicile and to increase a price due to the refusal of the consumer to receive his invoices by electronic mail.
As regards the individual statements of the various group members, I would like to refer to the written report. Finally, Mr. Speaker, colleagues, the proposed bill was unanimously adopted, which leads to the extinction of the added bill.

When a consumer sees his rights and protection strengthened, I can only welcome the minister’s work. I greet him especially because his bill is entirely inspired by a bill I had submitted with all my colleagues from the democratic parties. If it is good for a bill to fly to the government, it is even better when it returns to the Parliament to finally be realised and finally punish the abuses of companies that overload, in an abusive way, some of their bills.
