Mr. Speaker, Mr. Minister, the purpose of this bill, submitted by Mr. Tant and Mr. Vandenhove, is to replace the annual drafting of the National Security Plan with a two-year drafting of it.

There are two reasons for this. First, the objective is to harmonise legislation, as the national safety plan is drawn up every two years. Second, the proposed extension of the validity period will limit the administrative tasks, allowing the local police to pay more attention to field work.

In his position, the Minister of Internal Affairs points out that the bill amending Article 36 of the Act of 7 December 1998 de facto aligns the validity period of the zonal security plans with the national security plan established every two years. Indeed, the development and approval of the first zonal safety plans demonstrated the ineffectiveness of a one-year period of validity. Minister Duquesne therefore declares to fully agree with this proposal.

At the vote, the two articles were unanimously adopted and then the entire bill was unanimously adopted by the committee for internal affairs.

Mr. Speaker, I would like to thank the rapporteur for his report, which made it clear what it is about.

I think the parties agree that it makes no sense to review these policy plans annually. A two-year period seemed to us more reasonable, which is why we together with Mr Vandenhove submitted this proposal.
