Mijnheer de voorzitter, collega's, ik zal namens onze fractie het woord nemen. Normaal volgt collega Dumery dit dossier op, maar zij neemt deel aan een buitenlandse missie voor de Raad van Europa.
Eerst en vooral feliciteer ik de initiatiefnemers, onze collega's Van den Bergh en Deseyn, voor hun initiatief tot deze resolutie. Ik meen dat iedereen het erover eens is dat de veiligheid van voetgangers en fietsers in het verkeer, de zogenaamde zwakke weggebruikers, kan worden verhoogd. Jammer genoeg is het woord “zwak” ook dikwijls heel letterlijk te nemen.
Collega's, wanneer wij de cijfers uit de Verkeersveiligheidsbarometer van vorig jaar inkijken, kunnen wij een aantal evoluties vaststellen. Het aantal doden ter plaatse is voor de jaren 2016 en 2017 in België gedaald met 17 tot 483. Dat komt voornamelijk omdat er in het Vlaams Gewest een daling vast te stellen viel van 24 dodelijke slachtoffers.
Wat het aantal geregistreerde letselongevallen betreft, is de tendens in ons land globaal negatief. De vermindering van het aantal letselongevallen is vastgesteld in alle Gewesten met een globale daling van 5,2 %. In het Vlaams Gewest is er zelfs sprake van een daling van maar liefst 6,9 %.
Niettemin blijven wij ver verwijderd van de doelstellingen die werden vastgelegd door de Staten-Generaal, namelijk een maximum van 420 doden in 2020. Deze regering zal maatregelen blijven nemen om het stijgend aantal slachtoffers bij voetgangers, fietsers en motorrijders om te buigen.
Zo werd de wet ter verbetering van de verkeersveiligheid van 8 februari goedgekeurd om probleembestuurders strenger aan te pakken. Minister Van Overtveldt kondigde recent nog aan dat de fietsvergoeding ook geldt voor het langere, verkeersveiligere traject. Er wordt ook gewerkt aan een nieuwe Wegcode, met onder andere de mogelijkheid tot invoering van kruispunten waarop het verkeerslicht voor alle fietsers tegelijk op groen springt.

I will speak on behalf of our group. Normally, colleague Dumery follows this dossier, but she participates in a foreign mission for the Council of Europe.
First and foremost, I congratulate the initiators, our colleagues Van den Bergh and Deseyn, for their initiative towards this resolution. I think everyone agrees that the safety of pedestrians and cyclists in traffic, the so-called weak road users, can be increased. Unfortunately, the word “weak” is often taken very literally.
When we look at the figures from the Traffic Safety Barometer last year, we can identify a number of developments. In Belgium, the number of deaths on the spot has decreased by 17 to 483 in 2016 and 2017. This is mainly due to a decline in the Flemish Region of 24 deadly casualties.
As for the number of registered injuries, the trend in our country is globally negative. The reduction in the number of injuries was observed in all Regions with a global decrease of 5.2%. In the Flemish Region there is even a decline of as much as 6.9%.
Nevertheless, we remain far from the targets set by the General States, namely a maximum of 420 deaths by 2020. This government will continue to take measures to counter the increasing number of deaths from pedestrians, cyclists and motorcyclists.
For example, the Law on Improving Road Safety of 8 February was passed to strengthen the treatment of problem drivers. Minister Van Overtveldt recently announced that the bicycle fee also applies to the longer, safer road route. A new Road Code is also being worked out, including the possibility of introducing crossings where the traffic lights for all cyclists will jump on green at the same time.

Ook de Vlaamse regering zet volop in op meer verkeersveiligheid, onder meer door extra investeringen in veiligere infrastructuur, fietssnelwegen en het versneld wegwerken van de zwarte punten.
Vandaag stemmen wij in de Kamer over een resolutie ertoe strekkende de veiligheid van de voetgangers en fietsers in het verkeer te verhogen. In deze resolutie worden allerlei maatregelen bepleit die een gunstige impact moeten hebben op de verkeersveiligheid van deze zwakke weggebruikers.
De NV-A-fractie is ook van mening dat een streng controle- en bestraffingsbeleid noodzakelijk is, evenals uiteraard een gepaste bestraffing. Een oplossing daarvoor ligt nog steeds voor het grijpen, met name het rijbewijs met punten. Dat is dan ook een van de verzoeken die de indieners in de voorliggende resolutie hebben opgenomen.
Mijn fractie zal zich altijd volop inzetten voor meer verkeersveiligheid, zowel op lokaal, Vlaams als federaal niveau. De NV-A-fractie zal bijgevolg deze resolutie goedkeuren.

The Flemish government is also investing heavily in increasing road safety, including through additional investments in safer infrastructure, bicycle highways and the accelerated removal of black spots.
Today we vote in the House on a resolution aimed at increasing the safety of pedestrians and cyclists in traffic. This resolution advocates a wide range of measures that should have a beneficial impact on the road safety of these vulnerable road users.
The NV-A group also believes that a strict control and punishment policy is necessary, as well as, of course, an appropriate punishment. A solution to this still lies in grabbing, in particular the driving license with points. This is one of the requests that the applicants have included in the present resolution.
My group will always be fully committed to increasing road safety, both at local, Flemish and federal levels. The NV-A Group will therefore approve this resolution.

Je tiens avant tout à féliciter et remercier mes collègues Jef Van den Bergh et Roel Deseyn pour avoir déposé cette proposition qui, au-delà du thème, nous oblige à réfléchir à ceux qui sont les usagers les plus faibles de la circulation. Je remercie aussi ma collègue Inez De Coninck pour son intervention. Mes chers collègues, la Chambre s'apprête ce jour à voter en faveur d'un texte qui me tient particulièrement à cœur, ainsi qu'à l'ensemble de notre groupe. Ce texte vise à améliorer la sécurité des piétons et des cyclistes dans la circulation.
Les piétons et les cyclistes sont des usagers de la route particulièrement vulnérables. D'après les différentes sources du SPF Économie, on peut constater que, dans le cadre de l'évolution du nombre de blessés graves et de blessés légers, si leur nombre a, globalement, considérablement baissé pour l'ensemble des usagers de la route, en revanche, il augmente parmi les piétons et les cyclistes, ce qui est extrêmement triste. En conséquence, il est un fait que la part de ces derniers dans le nombre des victimes ne cesse d'augmenter et, ce, même à Soignies. Permettez-moi également de souligner, mes chers collègues, que, tant chez les piétons que chez les cyclistes, c'est au sein de la catégorie des trois fois vingt ans et plus, si j'ose dire, que se trouve la grande majorité des victimes!
À titre d'exemple, sur l'ensemble des tués, 35 % des piétons et 40 % des cyclistes sont âgés de plus de 75 ans. Autrement dit, il y a urgence et je me félicite que cette proposition de résolution demande au gouvernement fédéral de mener à bien davantage d'études sur les causes des accidents impliquant des piétons et des cyclistes et d'y lier surtout des mesures politiques concrètes en vue de réduire le nombre d'accidents. En outre, il est également essentiel d'être attentif au développement des technologies intelligentes pour les véhicules, dont les systèmes d'adaptation des vitesses ou les alcolocks.

As a result, it is a fact that the share of the latter in the number of victims continues to increase and, this, even in Soignies. Let me also emphasize, my dear colleagues, that, both among pedestrians and cyclists, it is within the category of three times twenty years and more, if I dare to say, that the vast majority of victims are found!
For example, 35% of pedestrians and 40% of cyclists are over 75 years old. In other words, there is urgency and I welcome the fact that this proposal for a resolution calls on the federal government to conduct much more studies on the causes of accidents involving pedestrians and cyclists and, above all, to link concrete policy measures to reduce the number of accidents. Het is belangrijk dat de Kamer een signaal geeft. Het is niet nieuw. De voorbije weken, maanden en jaren lazen wij met de regelmaat van de klok berichten in de kranten over fietsers en voetgangers die stierven in ons verkeer. Elk van ons hier kan zich wel zo'n ongeval voor de geest halen, evenals de impact ervan op de betrokken familie en vrienden en op een hele gemeente of stad.
Met het voorstel van resolutie wil het Parlement een sterk signaal geven, namelijk dat het de verkeersveiligheid van de zachte weggebruiker hoog in het vaandel draagt. Zowel voetgangers als fietsers zijn immers nog altijd oververtegenwoordigd in het aantal dodelijke en zwaargewonde verkeersslachtoffers en hun aandeel stijgt helaas.
Mevrouw Inez De Coninck heeft al opgemerkt dat de verkeersveiligheid erop vooruitgaat. Het aantal verkeersslachtoffers daalt gelukkig, maar als wij meer focussen op de voetgangers en fietsers in die statistieken, zien wij toch een verontrustend verhaal. Ik geef een aantal cijfers om dat te illustreren. De laatste officiële cijfers dateren van 2016. Toen was 23 % van de dodelijke verkeersslachtoffers een zachte weggebruiker. Het ging om 149 dodelijke slachtoffers, 11 % daarvan waren fietsers en 12 % voetgangers.
Maar liefst 36 % van de zwaargewonde verkeersslachtoffers in 2016 waren zachte weggebruikers. Dat zijn bijna 1 500 fietsers en voetgangers, die meer dan een maand in het ziekenhuis moeten verblijven na een ongeval en dan hebben wij het nog niet over de daaropvolgende revalidatie.

It is important that the room sends a signal. It is not new. Over the past few weeks, months and years, we have read with the regularity of the clock reports in the newspapers about cyclists and pedestrians who died in our traffic. Every one of us here can think of such an accident, as well as its impact on the family and friends involved, and on an entire congregation or city.
With the proposal for a resolution, Parliament aims to send a strong signal that it is committed to the safety of the soft road users. Both pedestrians and cyclists are still overrepresented in the number of deadly and seriously injured road traffic victims, and their share is unfortunately increasing.
Ms. Inez De Coninck has already noted that road safety is progressing. Fortunately, the number of road traffic casualties is falling, but if we focus more on pedestrians and cyclists in those statistics, we still see a disturbing story. I will give a few figures to illustrate this. The latest official figures date from 2016. At that time, 23% of road traffic fatalities were gentle road users. There were 149 fatalities, 11% of which were cyclists and 12% pedestrians.
As many as 36% of seriously injured road traffic victims in 2016 were soft road users. That is almost 1,500 cyclists and pedestrians, who have to stay in the hospital for more than a month after an accident and then we are not talking about subsequent rehabilitation.

Bij de lichtgewonde verkeersslachtoffers ligt dat aandeel iets lager, maar we moeten daarbij wel sterk rekening houden met de onderregistratie van het aantal lichtgewonde zwakke weggebruikers in de statistieken. Dat blijkt uit elke studie die een vergelijking maakt tussen de ziekenhuisstatistieken en de officiële ongevalstatistieken.
Als wij de evolutie op lange termijn bekijken, dan zien wij dat het aantal verkeersdoden sinds 2009 gedaald is met 33 %, maar dat die daling zich veel minder voordoet bij de zachte weggebruikers. Bij de fietsers is er een daling van nauwelijks 20 % en bij de voetgangers van 23 %. Als we die cijfers bij elkaar optellen, dan is het resultaat dat het aandeel van de zachte weggebruikers in het totaal aantal verkeersslachtoffers, doden en zwaargewonden, in de afgelopen jaren sterk is gestegen, namelijk met 15 % onder de verkeersdoden en met maar liefst 52 % onder het aantal zwaargewonde verkeersslachtoffers. Als we dieper graven in die cijfers, dan zien wij dat in onze samenleving vooral oudere zachte weggebruikers getroffen worden en dat ook veel scholieren en kinderen als zachte weggebruikers door de verkeersonveiligheid worden getroffen.
Het afgelopen halfjaar is de vraag vanuit de bevolking voor meer veiligheid voor zachte weggebruikers, voetgangers en fietsers, exponentieel toegenomen. Ik hoef u niet te wijzen op de animo na recente ongevallen bijvoorbeeld in Antwerpen. Ongeruste ouders startten petities op voor meer conflictvrije kruispunten en er werden charters ondertekend om vrachtwagens op bepaalde uren in schoolomgevingen te verbieden. In de afgelopen week leerde de Gemeentemonitor ons nog dat de meeste Vlamingen vooral bezorgd zijn als zij zelf en vooral als hun kinderen de fiets gebruiken. Minder dan de helft van de Vlamingen vindt dat hij veilig kan fietsen in eigen buurt en twee op drie ouders is er niet gerust in als men zijn of haar kind in het verkeer stuurt.

The proportion of lightly injured road traffic victims is slightly lower, but we must consider strongly the underregistration of the number of lightly injured weak road users in the statistics. This is evidenced by every study that compares hospital statistics and official accident statistics.
If we look at the long-term evolution, we see that the number of road deaths has decreased by 33% since 2009 but that decrease is much less occurring among the soft road users. For cyclists there is a decrease of just 20 % and for pedestrians of 23 %. If we put these figures together, the result is that the proportion of soft road users in the total number of road deaths, deaths and serious injuries has increased sharply in recent years, namely by 15 % among road deaths and by as much as 52 % under the number of serious injuries. If we dig deeper into these figures, we see that in our society especially older soft road users are affected and that many schoolchildren and children as soft road users are also affected by road safety.
Over the past six months, the demand from the population for greater safety for soft road users, pedestrians and cyclists has increased exponentially. I do not need to point out the animo after recent accidents, for example in Antwerp. Unarmed parents launched petitions for more conflict-free crossings and charters were signed to ban trucks at certain hours in school environments. Last week, the Municipal Monitor taught us that most Flamings are especially concerned when they themselves and especially when their children use the bicycle. Less than half of the Flaming people think that they can safely cycle in their neighborhood and two out of three parents are not reassured if one sends their child into traffic.

Al die oproepen om aandacht en signalen wijzen ons, politici, erop dat wij ons nog meer moeten inzetten voor maatregelen ter zake. Uiteraard zal elk beleidsniveau daarvoor zijn verantwoordelijkheid moeten nemen: de gemeente- en stadsbesturen, het Vlaams niveau, het federaal niveau en niet te vergeten de provincies, die een belangrijke rol hebben op het vlak van de fietsostrades.
Heel wat maatregelen kunnen worden genomen, ook op federaal niveau. Collega De Coninck heeft er al naar verwezen dat het wettelijk kader om het verkeerslicht voor alle fietsers tegelijkertijd op groen te zetten, nog in de Wegcode moet worden ingeschreven. Wat wij ook nog kunnen initiëren, is bijvoorbeeld het ongevallenonderzoek. Wij kunnen ook tegemoetkomen aan de aanbevelingen van de Staten-Generaal van de Verkeersveiligheid voor een hogere pakkans en een beter handhavingsniveau om de risico's en gevaren op de weg te verlagen. Ik herhaal de doelstellingen in dat verband nog eens: een op drie bestuurders controleren op alcohol, drugs en gordeldracht in het verkeer per jaar en 40 miljoen bestuurders controleren op snelheid. Belangrijk daarbij is ook een beleidsinstrument voor een goede registratie van het aantal controles en daar schort het vandaag nog aan. Op dat vlak kunnen wij zeker nog voor verbetering zorgen.
Wij kijken ook uit naar de studie van Vias over het rijbewijs met punten. Dat rijbewijs zou ook een belangrijk instrument kunnen zijn om de verkeersveiligheid te verbeteren, naast de ontwikkeling van technieken en veiligheidstechnologie in voertuigen, zoals de intelligente snelheidsadaptatie en het alcoholslot.
Met het voorliggende voorstel zal de verkeersveiligheid niet plotsklaps een droom worden in ons land, maar het moet vooral een sterk signaal zijn vanuit de Kamer dat wij de veiligheid van voetgangers en fietsers heel belangrijk vinden en dat wij daarvoor nog meer maatregelen willen nemen, zodanig dat zij veilig de baan op kunnen. All these calls for attention and signals point to us, politicians, that we need to make even more efforts to take action in this area. Many measures can be taken, including at the federal level. Collega De Coninck has already referred to the fact that the legal framework to set the traffic lights for all cyclists at the same time on green must still be entered in the Road Code. What we can still initiate, for example, is the accident investigation. We can also comply with the recommendations of the State-General for Traffic Safety for a greater capability and a better level of enforcement to reduce the risks and dangers on the road. I repeat the objectives in this regard once again: one in three drivers check for alcohol, drugs and belt wear in the traffic each year and 40 million drivers check for speed. A policy tool for proper registration of the number of checks is also important, and it still suspends this today. In this regard, we can ⁇ make improvements.
We also look forward to the study of Vias on the driving license with points. That driving licence could also be an important tool for improving road safety, in addition to the development of techniques and safety technology in vehicles, such as intelligent speed adjustment and the alcohol lock.
With the present proposal, road safety will not suddenly become a dream in our country, but it must above all be a strong signal from the Chamber that we consider the safety of pedestrians and cyclists very important and that we want to take even more measures in order that they can safely take the track.
