Monsieur le président, notre groupe souhaite soumettre au vote une proposition de loi visant à supprimer la limitation opérée sur les allocations d'insertion dans le temps. Dans notre pays, les jeunes qui sortent de l'école mais qui, après un an de recherches, ne trouvent toujours pas de travail ont droit à une allocation d'insertion. Auparavant ils y avaient droit jusqu'à l'âge de trente ans. Par la suite, des réformes sont intervenues, entre autres sous le gouvernement Di Rupo; ces allocations ont alors été limitées à une durée de maximum trois ans. Et sous le gouvernement Michel, elles ont été limitées aux jeunes de maximum vingt-cinq ans. C'est un réel problème car la réalité est tout autre. En effet, de nombreux jeunes sortent de l'école à vingt-quatre ans. S'ils ne trouvent pas de boulot la première année, âgés de vingt-cinq ans, ils n'ont tout simplement pas accès à ce droit.
Les conséquences de ces deux réformes sont assez catastrophiques pour notre jeunesse. Le nombre de jeunes qui y ont droit est passé de 90 000 à 30 000. Deux jeunes sur trois ont donc été exclus. La philosophie de droite derrière cela consistait à dire qu'en excluant les gens de leur droit au chômage, ils allaient plus vite s'activer pour trouver du travail. Mais la réalité montre que ce n'est pas en excluant les gens qu'on les aide à trouver du boulot. Bien au contraire! On les met même dans une situation financière difficile qui ne leur permet plus de se déplacer pour aller chercher un boulot. Le PTB n'est pas le seul à le dire. Même la Banque nationale a dit, voici quelques années déjà, que l'impact de ces mesures sur l'emploi était vraiment très marginal.
Quant aux groupements de jeunesse, le Conseil flamand de la jeunesse entre autres soutient à fond notre proposition de loi pour les raisons que j'ai évoquées. Par ailleurs, l'avis donné par la Fédération des CPAS a indiqué que, depuis l'entrée en vigueur de ces mesures, il y a eu beaucoup plus de demandes d'aide au niveau des CPAS. Les CPAS ayant un budget assez limité, cela pose problème aux CPAS mêmes mais aussi aux travailleurs des CPAS qui, du coup, doivent gérer beaucoup plus de travail. On n'engage toutefois pas plus pour la cause.
Il s'agit donc plutôt d'une mesure qui va encore allonger la longue liste des jeunes qui sont en situation de pauvreté. Cette mesure les met dans la pauvreté d'abord individuellement, en tant que personne. Mais nombre d'entre eux sont ensuite "absorbés" par la famille. C'est alors la famille qui commence à s'appauvrir.
J'aimerais rappeler brièvement l'historique de notre proposition de loi. Il s'agit d'une proposition que nous avions jointe à une proposition d'Ecolo-Groen déposée en mars 2022 ainsi qu'à une proposition du PS. Aujourd'hui, nous avons décidé que le moment était venu de la soumettre au vote. Comme l'a souligné ma collègue Sofie Merckx, nous lançons un appel aux deux partis qui avaient déposé la même proposition que nous.
Nous arrivons tout doucement à la fin de la législature. C'est le bon moment pour inscrire ce point dans votre bilan, histoire de montrer que vous aurez au moins avancé sur la question de cette jeunesse, qui est l'avenir de notre société. Nous ne voulons pas qu'elle reste en marge et qu'elle sorte des radars de notre société.

Mr. Speaker, our group would like to submit to vote a bill aimed at removing the limitation operated on insertion allowances in time. In our country, young people who are leaving school but who, after a year of research, still do not find work are entitled to an insertion allowance. They had the right to do so until the age of thirty. Subsequent reforms took place, among other things under the Di Rupo government; these allocations were then limited to a maximum duration of three years. And under the Michel government, they were limited to young people up to twenty-five years old. This is a real problem because the reality is completely different. Many young people leave school at the age of 24. If they do not find work in the first year, at the age of twenty-five, they simply do not have access to that right.
The consequences of these two reforms are quite catastrophic for our youth. The number of young people who are eligible has increased from 90,000 to 30,000. Two out of three young people were excluded. The right-wing philosophy behind this was to say that by excluding people from their right to unemployment, they would be acting faster to find work. But the reality shows that it is not by excluding people that we help them find work. On the contrary! They are even put in a difficult financial situation that no longer allows them to move to find a job. The PTB is not the only one to say this. Even the National Bank said, a few years ago, that the impact of these measures on employment was indeed very marginal.
As for youth groups, the Flemish Youth Council among others fully supports our bill for the reasons I mentioned. Furthermore, the opinion given by the Federation of CPAS indicated that, since the entry into force of these measures, there have been much more requests for aid at the level of CPAS. CPAS with a fairly limited budget, this poses problems for the CPAS themselves but also for CPAS workers who, in turn, must manage much more work. There is no further commitment to the cause.
Instead, it is a measure that will further extend the long list of young people who are in poverty. This measure puts them in poverty first individually, as a person. But many of them are then “absorbed” by the family. It is then that the family begins to become impoverished.
I would like to briefly recall the history of our bill. This is a proposal that we had attached to an Ecolo-Groen proposal filed in March 2022 as well as a PS proposal. Today, we decided that it was time to submit it to vote. As my colleague Sofie Merckx pointed out, we appeal to both parties that had submitted the same proposal as us.
We are slowly coming to the end of the legislature. This is the right time to write this point into your balance sheet, history to show that you will have at least advanced on the issue of this youth, which is the future of our society. We don’t want it to remain on the margins and leave the radar of our society.
