President Siegfried Bracke

The rapporteurs, Mr Roel Deseyn and Ahmed Laaouej, refer to the written report.

Rapporteur Eric Van Rompuy

I am giving an oral report on the work of the Committee on Finance, where an amendment to the proposal was just discussed. This amendment No. The purpose of paragraph 3 is to correct a wrongly modified text, which could constitute a problem. The amendment to the Income Tax Code to increase the tax-exempt amount for volunteers should also continue to apply to those who work in a flexi-job agreement. These were not included in the original, incorrectly edited amendment.

I think the new text will solve the problem. Amendment No. 1 is in the Committee. 3 approved with 8 votes for and 1 abstinence. The global Bill-Piedboeuf was unanimously approved.

Benoît Piedboeuf MR

As the Chairman of the Committee pointed out, the text was voted unanimously. We are obviously all concerned about the fate of firefighters, ambulances and civil protection officers. For the most part, we are all municipalists or former municipalists and know, therefore, the essential role of volunteers in emergency and fire services.

As we found a slight distortion in the provision on flexi-jobs, which provided for an exemption of 500 euros per month, the proposal aims to adapt the status of volunteer firefighters, civil protection officers and ambulances, so that they can benefit from an exemption equivalent to 6 000 euros per year. The difference is that, as we change the base amount, it will evolve according to the indexation. This measure responds to a double need that was, both to find volunteers and to keep them active, even when they reached the old ceiling, which was around 4 800 euros.

This proposal was immediately adopted by the members. I thank them all for this support.

Nahima Lanjri CD&V

Mr. Speaker, I would like to thank the colleagues for supporting our amendment, which was submitted by Mr. Deseyn. It is a problem that I have addressed since 2015, namely the fact that volunteer ambulances working at an ambulance centre in the private sector or at a hospital were treated differently than those working in the Civil Protection or the fire department, while they all received the same training.

I am pleased that this discrimination has now been eliminated and that the compensation has been raised to 6 000 euros. In this way, it is avoided that the volunteers cut off half the year, because they are at their limit.

I would like to heartily thank everyone, because this discrimination, which I have insisted on for a long time, has finally been eliminated.
