This also includes an adjustment of the deadline for entry into force. In the legislation on corporate security, a mortgage register had to come into effect, and that has not yet been done. Therefore, we ask to postpone this until 1 January 2017, but with the possibility of putting it into effect earlier, when one is ready.

Mr. Speaker, I abstained on this issue in the committee on the grounds that the way I work is uninteresting to me. In fact, all the practitioners have been waiting for a while for this provision to come into effect. It had to be practically adopted by the Hussar during the previous legislature, in the course of March 2013, on the pretext that there was an urgent need to work.

Today, it is hard to find that we have not been able to put the time to profit in order to carry out this specification or this national register of leases. This is not a working method. Through this abstention, it is my part a blow, Mr. President, to say that in the future we must try to work in a more credible way.

If we are ready, we are ready for all. Systematically reporting the entry into force of legislations that are presented, at the time they are discussed, as urgent and indispensable on the ground, i.e. delaying by two years the deadline for the implementation of a central register, is proof that we are working very badly! I will therefore abstain again in the plenary session.

I agree with my colleague. Both ministers are present. Geens and the Minister of Finance. Since you were not present in the committee either, Mr. Minister, we will tell you what was discussed in the committee.

You report the National Register of Wages until 2017. It was voted in the previous legislature and it was the Minister of Finance who had to implement it. You were the Minister of Finance during the previous legislature and you have traced back in relation to this register.

It is requested to postpone its entry into force to 1 January 2017. As a committee, we had requested on 1 January 2016 to put pressure on the administrations of both Finance and Justice.

Therefore, we will abstain to increase the pressure. This is important for traders and self-employed individuals who have been waiting for this measure for a long time. It is necessary to accelerate the implementation of this law, which was already passed last year.
