                    Mijnheer de voorzitter, ik wil enkel vermelden dat het belangrijk is dat dit voorstel wordt goedgekeurd omdat het een uitstel inhoudt van de wetgeving inzake probatie als autonome straf. Er moet daar een uitvoering gebeuren via de justitiehuizen, die zonet zijn overgeheveld, en waar wij hen de tijd en ruimte willen geven om dit op een efficiënte manier te kunnen doen.

                    Mijnheer de voorzitter, dit gaat ook om een aanpassing van de termijn van inwerkingtreding. Bij de wetgeving met betrekking tot de zakelijke zekerheden moest er een pandregister in werking treden en dat is er nog niet. Daarom vragen wij om dit uit te stellen tot 1 januari 2017, maar wel met de mogelijkheid om dit vroeger in werking te laten treden, als men klaar is.

                    Monsieur le président, je me suis abstenu sur ce sujet en commission au motif que la manière de travailler est pour moi peu intéressante. En effet, l'ensemble des praticiens attend depuis un certain temps que cette disposition entre en vigueur. Il a fallu l'adopter pratiquement à la hussarde sous la législature précédente, dans le courant du mois de mars 2013, prétextant qu'il y avait urgence à travailler.

Aujourd'hui, force est de constater que l'on n'a pas été en mesure de mettre le délai à profit pour réaliser ce cahier ou ce registre national des gages. Ce n'est pas une méthode de travail. Via cette abstention, il s'agit de ma part d'un coup de gueule, monsieur le président, pour dire qu'à l'avenir, il faut essayer de travailler de manière plus crédible.

Si effectivement, on est prêt, qu'on le soit pour toutes les dispositions. Reporter systématiquement les entrées en vigueur de législations que l'on présente, au moment où on les discute, comme urgentes et indispensables sur le terrain, à savoir reporter de deux ans l'échéance de la mise en œuvre d'un registre central, c'est la preuve que l'on travaille très mal! Aussi m'abstiendrai-je à nouveau en séance plénière.

Mr. Speaker, I abstained on this issue in the committee on the grounds that the way I work is uninteresting to me. In fact, all the practitioners have been waiting for a while for this provision to come into effect. It had to be practically adopted by the Hussar during the previous legislature, in the course of March 2013, on the pretext that there was an urgent need to work.

Today, it is hard to find that we have not been able to put the time to profit in order to carry out this specification or this national register of leases. This is not a working method. Through this abstention, it is my part a blow, Mr. President, to say that in the future we must try to work in a more credible way.

If we are ready, we are ready for all. Systematically reporting the entry into force of legislations that are presented, at the time they are discussed, as urgent and indispensable on the ground, i.e. delaying by two years the deadline for the implementation of a central register, is proof that we are working very badly! I will therefore abstain again in the plenary session.

                    Monsieur le président, je rejoins les propos de mon collègue. Les deux ministres sont présents, M. Geens ainsi que le ministre des Finances. Étant donné que vous n'étiez pas présent en commission non plus, monsieur le ministre, nous allons vous dire ce qui a été discuté en commission.

Vous reportez le Registre national des gages jusqu'en 2017. On l'avait voté sous la précédente législature et c'était le ministre des Finances qui devait le mettre en œuvre. Vous étiez ministre des Finances sous la précédente législature et vous avez traîné par rapport à ce registre.

On demande d'en reporter la mise en vigueur au 1ᵉʳ janvier 2017. En commission, nous avions demandé le 1ᵉʳ janvier 2016 pour mettre la pression sur les administrations tant des Finances que de la Justice.

Par conséquent, nous nous abstiendrons pour accentuer la pression. C'est important pour les commerçants et les indépendants qui attendent cette mesure depuis longtemps. Il faudrait donc accélérer la mise en vigueur de cette loi, votée l'année dernière déjà.
