Mr. Secretary of State, we have already said in the committee how regrettable we find that we must here today approve the accounts of 2005, 2006, 2008 and 2009, while we should already approve the accounts of 2012. The Court of Auditors also disagrees with this delay.
The Minister says there is an improvement, including in the context of the registration of buildings, and that there is progress. I have yet again taken the last report of the Court of Auditors, the 170th book of the Court of Auditors, and not the 167th, as the minister has cited. I quote from it: “The Court of Auditors expected 53 institutions to report accounts for 2012. As of 30 September 2013, 24 of these institutions had not yet transmitted their accounts for 2012.”
This means that almost half of them did not send their accounts to the Court of Auditors in time. Of the submitted accounts, only ten were transmitted within the statutory deadline. One in five scores well. All the rest is too late. It is also regrettable that there are no accounts for the financial years 2011 and 2010. There are still seven accounts for 2011 and two for 2010.
The Court says there is still no significant improvement in compliance with legal and regulatory deadlines. We find this a very sad thing.
