Monsieur le président, madame la ministre, chers collègues, d'emblée, je remercie tous les collègues qui ont participé aux discussions en commission concernant cette proposition de résolution. Ces discussions ont été constructives. Même si le résultat ne peut satisfaire tout le monde, il est une avancée spécifique en attendant le plan d'action national Alcool.
Je voudrais revenir sur certains points se rapportant notamment à la consommation d'alcool chez les jeunes. Au départ, cette résolution les visait en priorité. Mais suite aux discussions, elle tend à toucher toutes les tranches de la population en faisant abstraction de la problématique du genre.
Très souvent l'alcool est banalisé et sa consommation est perçue comme un geste de société à connotation chaleureuse et qui évoque le partage entre amis et en famille. Ou aujourd'hui pour les hommes, au bar, en regardant le Tour de France.
Les jeunes constituent un groupe particulièrement vulnérable et c'est pourquoi cette résolution les visait spécifiquement. Mais un nouveau phénomène est apparu: le binge drinking. Lors de n'importe quel événement, là où l'on rencontre des jeunes entre 15 et 25 ans, c'est devenu une habitude. Elle est désastreuse, bien entendu.
Je souhaite communiquer des éléments qui n'ont pas été donnés en commission en revenant sur le constat dressé par l'Agence Intermutualiste qui montre combien les dégâts sont importants. Ainsi, en 2014, 47 jeunes entre 12 et 17 ans ont été admis chaque semaine aux urgences à la suite d'un abus d'alcool. Sur 10 000 jeunes dans cette même tranche d'âge, le nombre de victimes hebdomadaires d'une intoxication alcoolique présumée est passé de 30 en 2008 à 34 en 2014. En chiffres absolus, on parle de 2 433 cas pour 2014. Sur une quinzaine d'années, la progression est d'environ 50 %.
Pour la première fois, parmi les 12-17 ans, et il est important de ne plus faire la distinction de genre, le nombre des filles a rejoint celui des garçons. C'est parmi les jeunes de 17 ans que le phénomène prend des proportions vraiment inquiétantes avec 996 cas, soit 6 % de plus que l'année précédente.
La consommation abusive d'alcool peut entraîner des comportements violents et agressifs, des actes sexuels à risque, des comas éthyliques ainsi que d'autres conduites à risque, en particulier la prise du volant en état d'ébriété. Ces situations sont préoccupantes.
Le problème ne se limite pas qu'aux jeunes puisque chez les hommes adultes âgés de 45 à 64 ans la consommation d'alcool est particulièrement élevée également. À cela s'ajoutent les groupes à risque (comme les femmes enceintes) et les situations à risque (l'alcool sur le lieu de travail ou dans la circulation). Personne n'ignore que la consommation abusive d'alcool a des répercussions considérables sur la santé et contribue de manière importante à la mortalité prématurée par cirrhose et d'autres maladies dues à une surconsommation d'alcool. Si on en croit le SPF Santé publique, un Belge sur dix a réellement une consommation problématique d'alcool.
Le coût social pour la Belgique est estimé à 4,2 milliards d'euros sur base annuelle et au niveau européen, on parle de 155 milliards. La consommation en Belgique est dans la moyenne européenne; elle est équivalente à 10 litres d'alcool pur par an par habitant.
C'est la raison pour laquelle cette résolution jette les bases nécessaires du plan de lutte contre la consommation abusive d'alcool de manière à protéger et de conscientiser la population, et plus particulièrement les jeunes.
Bien entendu, la volonté est d'agir étroitement avec les Communautés et les pouvoirs locaux. Les Communautés, les provinces et les communes ont un rôle extrêmement important à jouer en prévenant et en responsabilisant les familles et les jeunes des dangers d'une consommation d'alcool abusive. C'est pourquoi nous souhaitons que soit menée, en concertation étroite avec les Communautés et en y associant les provinces et les communes, une campagne active de prévention et de responsabilisation visant à avertir les familles et les jeunes des dangers de l'alcool et des risques liés à une consommation abusive.

Young people are a ⁇ vulnerable group and this is why this resolution specifically targeted them. But a new phenomenon has emerged: binge drinking. At any event, where you meet young people between 15 and 25 years old, it has become a habit. It is disastrous, of course.
I would like to communicate elements that have not been given in the commission by returning to the finding drawn up by the Intermutualist Agency which shows how significant the damage is. In 2014, 47 young people between the ages of 12 and 17 were admitted every week to emergencies due to alcohol abuse. Out of 10,000 young people in the same age group, the number of weekly victims of alleged alcohol poisoning increased from 30 in 2008 to 34 in 2014. In absolute figures, we are talking about 2,433 cases for 2014. Over fifteen years, the progression is approximately 50%.
For the first time, among 12-17 years of age, and it is important to no longer make the gender distinction, the number of girls joined that of boys. It is among 17-year-olds that the phenomenon takes really worrying proportions with 996 cases, 6% more than the previous year.
Alcohol abuse can lead to violent and aggressive behavior, risky sexual acts, ethyl coma, and other risky conduct, ⁇ drunk driving. These situations are worrying.

If you believe the SPF Public Health, one in ten Belgians actually has a problematic consumption of alcohol.
The social cost for Belgium is estimated at 4.2 billion euros on an annual basis and at European level, we are talking about 155 billion euros. Consumption in Belgium is within the European average; it is equivalent to 10 liters of pure alcohol per year per capita.

Il semble également important d'opérer au niveau communal pour développer, à l'égard des jeunes, des projets de sensibilisation du danger que représente l'abus d'alcool. Le pouvoir local doit renforcer sa collaboration avec les acteurs de terrain afin de mener à bien cet objectif. J'en profite pour dire que, dans certaines communes, en tout cas à ma connaissance à Nivelles, à Uccle et dans ma commune de Linkebeek, il y a une volonté de mettre en place une ordonnance de police qui interdit la consommation d'alcool dans les milieux publics, sauf autorisation exceptionnelle, par exemple en cas d'organisation de festival ou autre. Cette décision, prise au niveau local par le conseil communal, a déjà montré pleinement ses effets.

Vous évoquez la spécificité des communes. C'est un point qui est tout sauf négligeable. Je voudrais quand même rappeler à la majorité que nombre d'opportunités se sont présentées pour permettre de régler un problème important relatif aux magasins de nuit qui vendent de l'alcool. Ces dispositions doivent être ajustées sur le plan législatif.
Les législations et les réglementations existantes sont contournées pour que ces night-shops puissent continuer à vendre de l'alcool la nuit. Et l'alcool vendu la nuit est non seulement source dans un certain nombre de cas de consommation excessive et nocive, mais, rappelons le quand même, est aussi à l'origine de fameux problèmes de maintien de l'ordre public, que ce soit en matière de sécurité, de salubrité ou de tranquillité publiques.
Monsieur Thiéry, des débats ont eu lieu en commission de l'Économie et plusieurs textes ont été mis à l'ordre du jour. Il y a déjà plusieurs semaines, la majorité a eu l'opportunité d'avancer en la matière. Cela me fait un peu sourire que, dans un deuxième temps, dans une proposition de résolution, on vienne tout d'un coup dire ô combien, dans le fond, il serait aussi important de travailler sur ce sujet.
Pour avancer et surtout être efficaces en la matière, il fallait réviser certains aspects de la loi du 10 novembre 2006. Cela n'a pas été fait. Cela a été rejeté d'un revers de bras par la majorité. J'en appelle à un peu de cohérence de la part de la majorité. C'est trop facile, par la suite, de venir dire que cela devrait aussi être réalisé.
Je ne peux, à cet égard, que regretter le double jeu de la majorité.

Je comprends votre volonté, reprise, je pense, dans l'un des amendements que vous aviez présentés, d'interdire la vente d'alcool dans les night-shops, voire dans les stations services. C'est là où nos idées s'opposent. Il y a une loi en la matière. Premièrement, elle doit être appliquée. Deuxièmement, comme je l'ai dit en commission, je ne pense pas que l'achat systématique d'alcool dans un night-shop soit destiné à une consommation directe sur le terrain, en milieu public ou au volant. Un certain nombre de personnes vont acheter de l'alcool après les heures d'ouverture des magasins normaux pour une consommation chez eux ou entre amis. Notre position est la suivante: non, nous ne voulons pas interdire, mais réguler et nous voulons que la loi soit appliquée. C'est une autre approche.

Je vais aussi revenir indirectement sur cette problématique parce qu'en définitive, il y a des mesures légales qui sont à disposition du législateur. Le problème, c'est qu'elles ne sont pas toujours mises en application. En règle générale, elles sont même contournées. Là, il y a effectivement lieu de faire appliquer la loi telle qu'elle est. Je voudrais insister aussi sur la volonté que nous avons d'augmenter les contrôles.
J'avais fait cette intervention en commission également parce qu'il ne s'agit pas seulement d'augmenter le nombre de contrôles mais également l'efficacité de ceux-ci et en des lieux beaucoup plus stratégiques, comme par exemple les fins d'examens, lors des soirées organisées, lors des carnavals, des festivals. À la suite de la discussion que nous avons eue en commission, il y a eu un engagement très clair de la part du SPF Santé publique pour dire que des contrôles complémentaires seront effectués, à certaines fréquences. Des personnes seront formées à cet effet.
Je ne veux pas refaire l'entièreté du débat ici mais j'avais donné en commission le nombre de contrôles d'alcoolémie qui avait été réalisé de 2010 à 2014. Je dis simplement qu'en 2014, on était arrivé, monsieur le président, à plus de 4 000 contrôles. L'objectif futur est d'en effectuer 5 000. Je crois que des éléments positifs interviendront progressivement à ce niveau-là.
Selon moi, il faudra également revoir, en tout cas affiner, la convention Arnoldus avant de la renforcer ce, en collaboration avec le secteur parce qu'en définitive, elle permet une sorte d'autorégulation. En définitive - c'est un élément choc qui a été repris en commission - on peut prendre toutes les décisions que l'on veut au niveau politique, si nous ne le faisons pas avec les différents intéressés, en l'occurrence le secteur, si on ne lui fait pas prendre conscience de l'importance de réglementer l'utilisation d'alcool avec nous, on perd un élément, une arme complémentaire, qui nous permet d'avancer dans la bonne direction.
La convention Arnoldus comporte un certain nombre d'objectifs. L'exemple que je rappelle rapidement, c'est qu'elle interdit de distribuer ou d'offrir gratuitement ou à un prix symbolique des boissons contenant de l'alcool sur la voie publique. Cela correspond exactement à l'essence même de cette résolution. La convention Arnoldus encadre la publicité pour l'alcool et notamment les mineurs. Elle vise également la sécurité routière, le lieu de travail, le sport, la teneur en alcool, etc. Cette convention est bien faite. Elle devra probablement être revue à certains niveaux mais elle doit être rediscutée avec le secteur.

This corresponds exactly to the very essence of this resolution. The Arnoldus Convention encompasses advertising for alcohol and in particular minors. It also covers road safety, workplace, sports, alcohol content, etc. This convention is well done. It will probably need to be revised at certain levels but it needs to be discussed again with the sector.

En matière de soins, nous pensons que le projet liaison alcool doit être soutenu et élargi à un maximum d'hôpitaux. Je l'avais dit en commission également. On estime à 20 % le pourcentage de patients hospitalisés en hôpital général qui présentent une consommation nocive ou à risque d'alcool. La prise en charge de la problématique alcool au sein des hôpitaux généraux doit être renforcée.
Dans cette optique, un projet intitulé liaison-urgences alcool a été mis en place depuis 2009. Le personnel soignant est formé et sensibilisé, ce qui est fondamental pour une bonne prise en charge. Une évaluation ainsi qu'une intervention brève auprès des patients à risque est proposée au sein des services d'urgences. L'objectif n'est pas de s'offrir comme un substitut aux interventions "alcool" potentielles, mais, à l'inverse, de valoriser l'acquisition pour le personnel soignant de bons savoir-faire. Il s'agit de fournir des outils de base et d'amener les soignants vers une sensibilité en matière d'alcoologie. Et, dans les cas les plus complexes, les intervenants peuvent être soutenus par des équipes spécialisées.
Enfin, chers collègues, si j'en crois les informations du SPF Santé publique, 9 personnes sur 10 avec un problème d'alcoolisme grave ne sont pas en traitement. Il s'agit probablement d'un élément fondamental. C'est ce qu'on appelle communément le treatment gap. Cela peut s'expliquer par plusieurs facteurs, que ce soit au niveau de la société, puisque l'alcoolisme reste un tabou, au niveau des prestataires de soins, de l'organisation des soins et enfin au niveau de la personne touchée par la consommation problématique d'alcool elle-même, parce que, par définition, elle ne va pas reconnaître sa dépendance. Sans compter ce qu'on appelle l'alcoolisme social, qui n'est autre que de l'alcoolisme également.
Ces facteurs sont interconnectés, et interagissent. Notre rôle est de développer les méthodes de traitement afin de d'augmenter les possibilités d'admission de ces personnes dans les soins de santé.
Monsieur le président, madame la ministre, chers collègues, la proposition qui est soumise aujourd'hui à l'assemblée nous tient évidemment à cœur. J'ai entendu les critiques et je vais encore les entendre aujourd'hui: nous n'allons pas assez loin. Certains auraient aimé faire un plan alcool de leur côté, mais ce n'était pas l'objectif. Ce n'est pas non plus notre objectif de tout interdire.

In terms of care, we believe that the alcohol link project should be supported and expanded to as many hospitals as possible. I said this in the committee, too. Finally, dear colleagues, if I believe the information of SPF Public Health, 9 out of 10 people with a serious alcoholism problem are not treated. This is probably a fundamental element. This is commonly called the treatment gap. This can be explained by several factors, either at the level of society, since alcoholism remains a taboo, at the level of healthcare providers, of the organization of care and finally at the level of the person affected by the problematic consumption of alcohol itself, because, by definition, she will not recognize her dependence. Not to mention what is called social alcoholism, which is nothing but alcoholism too.
These factors are interconnected and interact. Our role is to develop treatment methods in order to increase the opportunities for these people to be admitted to health care.

Cela n'étonnera personne au regard de la recommandation que nous avions adressée à Mme De Block dès sa prise de fonction, qui concernait la mise en place d'un plan alcool basé sur les principes contenus dans la stratégie mondiale visant à réduire l'usage nocif d'alcool et dans le plan d'action européen visant à réduire l'usage nocif de l'alcool 2012-2020. Au regard aussi de la question d'actualité posée en mai 2015 et dans laquelle nous regrettions que le gouvernement n'accorde que peu, voire pas du tout d'importance à cette problématique. Je constate d'ailleurs qu'il y a peu d'avancées en la matière aujourd'hui.
Je dis à la majorité que la hausse récurrente sur les accises des boissons alcoolisées ne va nullement dans ce sens. Il ne s'agissait aucunement d'une mesure de santé publique mais uniquement d'une mesure budgétaire, qui n'atteint aucun objectif santé en plus d'être contre-productive pour le budget puisque les consommateurs vont acheter ces produits à l'étranger.
Nous nous étions donc réjouis et pourtant mon groupe s'abstiendra sur ce texte de résolution, pour de simples raisons. D'abord sur la manière dont se sont déroulés les travaux. Plusieurs textes intéressants étaient sur la table. Il avait été convenu d'avoir un large débat sur les différents éléments constituant une politique de lutte efficace contre la consommation abusive d'alcool, mais il n'en fut rien. Un amendement global a été déposé à la va-vite par la majorité, majorité qui a ensuite feint de vouloir prendre en considération une série d'amendements que nous avons cosignés. Les discussions ont été courtes, le débat bridé. Monsieur Thiéry, vous avez dit que vous aviez tenu compte des amendements et que le texte a évolué. Nous avions déposé 27 amendements intéressants – et nous en redéposons en séance plénière – et après une concertation de dix minutes de la majorité, vous en avez accepté un. C'était quand même faire preuve de fort peu d'ouverture.
Sur le fond, nous nous trouvons face à un texte qui manque clairement d'ambition. Le fait de voter une résolution pour dire de voter une résolution n'a aucun sens, d'autant plus sur un sujet aussi important. Les demandes restent imprécises, des éléments ont été délibérément éludés; je pense notamment à la réglementation concernant la disponibilité des boissons dans les night-shops, les stations-service, les distributeurs automatiques.

This will not surprise anyone in view of the recommendation we had addressed to Ms. De Block when she took office, which concerned the establishment of a alcohol plan based on the principles contained in the Global Strategy to Reduce Harmful Alcohol Use and the European Action Plan to Reduce Harmful Alcohol Use 2012-2020. Over één zaak zijn we het allemaal eens: alcoholmisbruik heeft een belangrijke maatschappelijke kostprijs op het vlak van gezondheidszorg voor het individu en de maatschappij, maar ook op het vlak van werkverlet, overlast, verkeersslachtoffers, verkeersdoden. Alcoholmisbruik voorkomen en, in het ergste geval, remediëren is dus wel degelijk een opdracht van de overheid. Het is zeer terecht dat de resolutie vraagt aan alle niveaus, Gemeenschappen en ondergeschikte besturen om in te zetten op het indijken van dit gezondheids- en maatschappelijk probleem. Verslavingen bestrijden is moeilijk. Het is dus essentieel dat alle overheden deze zelfde boodschap uitdragen. Het is belangrijk dat overheden afspraken maken zodat de maatregelen elkaar versterken. Dat is ook de reden waarom het zo belangrijk is dat de minister vandaag afspraken maakt met haar collega’s van de federale regering en met de collega’s van de Gemeenschappen om te komen tot één coherent geheel van maatregelen.

Three points are important in this resolution.
First, there is the ambition to prevent alcohol abuse. Learning to handle the means of enjoyment in a prudent manner is a task of the Communities. It belongs to the powers of prevention and awareness-raising. The federal role in prevention lies in terms of limiting the supply and advertising of alcohol products. This resolution clearly calls for action in the field of advertising for alcoholic beverages. There is an agreement with the sector, but we must dare to admit that there is also dissatisfaction with the functioning of the JEP. With this resolution we call on the Minister to come up with an independent analysis of the current arrangement and of the functioning of the JEP in order to come up with an efficient control system.
We are committed to the correct implementation of the prohibition on the sale to minors and call for greater efforts on controls.
On all other proposals of measures aimed at tightening the prohibition of sale to minors and aiming to limit the number of points of sale, we will return after the recess.
A second element in the important struggle against alcohol abuse is that it is a struggle at all levels of policy: Flemish, federal, but also important, of local authorities. It is the local authorities who, by their good knowledge of the field, know where to intervene. As a federal government, it is important to continue to appeal to local authorities and remind them of the legal instruments they have to act.

Ook het problematische gebruik bij jongeren blijft in ons land pieken. In alle westers landen zal het alcoholgebruik bij kinderen onder 15 jaar toenemen. Jongeren van 15 tot 24 jaar, vooral jonge mannen, vormen trouwens een belangrijke risicogroep.
Ondanks de lichte algemene afname stijgt het problematisch alcoholgebruik gestaag. In 2013 bijvoorbeeld belandden in ons land 2 376 jongeren tussen 12 en 17 jaar met een vermoeden van alcoholintoxicatie op de spoeddienst of werden ze een nacht opgenomen in het ziekenhuis.

In 2012 heeft men dan geoordeeld dat de verklaring toe was aan een actualisering en een uitbreiding. Een beleid rond schadelijk alcoholgebruik beperkt zich immers niet tot gezondheidskwesties en gaat evenzeer over economie, publiciteit, prijs, mobiliteit, onderwijs, werkgelegenheid en het middenveld, aspecten die hier ook door de collega’s al zijn aangehaald.
Het is primordiaal om een globaal en geïntegreerd beleid te voeren. De gemeenschappelijke verklaring van de interministeriële conferentie Drugs van januari 2010 bevestigt dan ook de noodzaak van een globaal en geïntegreerd beleid. Die interministeriële conferentie nam later ook de taak op om een alcoholplan 2014-2018 op te maken. Dat plan moest dan worden gezien als een aanvulling op de toen al lopende initiatieven en beleidslijnen van de verschillende overheden op dat vlak. Ook de VAD, de Vereniging voor Alcohol- en andere Drugproblemen, stelt in een memorandum naar aanleiding van de verkiezingen van 2014 dat een nationaal alcoholplan essentieel is om de complexe en veelzijdige alcoholproblematiek aan te pakken.
De FOD Volksgezondheid pleitte er in 2014 eveneens voor om een nieuw alcoholplan op te stellen. Ook een resolutie van het Europees Parlement van 29 april 2015 verzoekt de Commissie om onmiddellijk te werken aan een nieuwe EU-alcoholstrategie voor de periode 2016-2022. Hiermee heb ik geschetst waarover het gaat en hoe belangrijk de problematiek is. Wij doen er goed aan dat niet weg te lachen.
Ik weet dat u aan een plan werkt, mevrouw de minister. Om alle aangehaalde redenen en om uw komende plan te ondersteunen, hebben wij een resolutie ingediend die aan de regering vraagt om de belofte van 2012 na te komen.
Onze resolutie gaat zeer breed en belicht alle aspecten van het overmatig alcoholgebruik in onze samenleving. Ik heb het dan onder andere over de vermindering van het problematisch alcoholgebruik in het algemeen, de aanpak van alcoholgebruik op jonge leeftijd, de vermindering van binge drinking, duidelijke etikettering met standaardeenheden, maatregelen voor de regulering van reclame, de verduidelijking van de geldende leeftijdsbeperking, de verkoop van alcohol in automaten verbieden en de ontmoediging van de verkoop via nachtwinkels en tankstations, vooral ’s nachts dan. Er was ook een aantal maatregelen in de gezondheidszorg en aanbevelingen aan zwangere vrouwen alsook een aantal maatregelen inzake alcohol op de werkvloer.

There were also a number of health care measures and recommendations for pregnant women as well as a number of measures on alcohol at work.

We should not wait until the end of this year for a joint alcohol strategy. We should not wait until next year, for the analysis of measures on alcohol advertising, including a alcohol convention. We should also not wait for the priorities of the general cell Drug Policy to be implemented. My colleague said it already, the need is high, the WHO figures show that Belgium is at the bottom of the European ranking. Only Armenia, Georgia, San Marino and Andorra are politically worse. Or cette majorité a décidé de l'être à cet égard. Contrairement à nous, vous avez choisi d'être "chèvre-choutiste". Nous voulions nous montrer plus ambitieux dans toute une série de thèmes. Si vous me le permettez, j'en citerai quelques-uns.
Ainsi, nous souhaitons être beaucoup plus ambitieux sur le plan de la publicité. Vous continuez à louanger l'autorégulation. Pourtant, soyons honnêtes, elle a ses limites! Un dessin vaut mieux qu'un long discours. Souvenez-vous des 24 heures vélo de Louvain-la-Neuve en octobre 2014. Jupiler avait mené une campagne publicitaire au moyen de folders, de bons de réduction et de slogans tels que "Les bons points méritent de bonnes pintes". Nous voulions réduire la disponibilité au niveau des magasins de nuit; je l'ai expliqué à mon collègue du MR. Effectivement, la loi présente des failles lesquelles sont exploitées pour contourner en pratique la législation existante, ce qui empêche les communes de décider de mesures plus fortes qui sont pourtant indispensables. Nous voulions également réduire la disponibilité dans les distributeurs automatiques.
Enfin, autre exemple pour lequel nous aurions voulu être beaucoup plus ambitieux: le binge drinking. Osons aborder les nouveaux modes de consommation! On parle souvent du binge drinking mais il existe une nouvelle mode, celle qui consiste à associer les boissons à haute teneur en caféine avec de l'alcool. L'autorité scientifique européenne l'a rappelé: le mélange de boissons énergisantes et d'alcool donnent un cocktail explosif pouvant être mortel, ce que la majorité des citoyens ignorent. Cependant, nous avons connu des décès chez des jeunes.

Pour conclure, je laisserai la parole aux experts, qui sont extrêmement nombreux à s'être exprimés. Je citerai ici le Dr Raymond Gueibe de la clinique Saint-Pierre à Ottignies, qui est alcoologue. Voilà ce qu'il dit: "Tant que des mesures drastiques et claires ne seront pas prises au niveau politique, ce ne seront toujours que des mesurettes." Chers collègues de la majorité, ce sont des mesurettes que vous avez prises et j'en suis terriblement désolée pour ceux qui aujourd'hui et demain seront directement touchés, concernés, malades, voire décéderont à cause de l'alcool.

Ecolo-Groen – d'ailleurs personne je pense dans cette assemblée – ne soutient ni ne défend l'interdiction totale de la vente puisqu'on sait que ce sont des politiques qui amènent à la consommation clandestine et que c'est l'effet inverse qui est atteint. De là à ne pas prendre des mesures qui soient réellement de la régulation par le politique, de manière à ce que le politique prenne ses responsabilités pour éviter les risques au niveau des consommateurs, et particulièrement les consommateurs les plus fragilisés, il y a une marge. Il faut bien reconnaître que cette résolution est plus que décevante.
Elle est plus que décevante parce qu'elle ne permet pas au politique la possibilité d'assumer ses responsabilités et d'identifier clairement les conséquences de la consommation d'alcool qui justifient qu'il faille prendre des mesures. On parle de la consommation excessive, de la consommation problématique qui est la première cible des mesures et des politiques qu'il faut mener. Mais la consommation régulière et quotidienne d'alcool – 14 % de la population de plus de 15 ans consomme de l'alcool tous les jours –, si elle ne pose pas de problème au plan sociétal, pose un problème au plan de la santé au niveau des maladies cardiovasculaires, au niveau de l'obésité, au niveau du diabète, etc. L'intérêt pour la consommation d'alcool et l'intérêt d'informer les citoyens sur les conséquences d'une telle consommation sont aussi importants et devraient aussi apparaître dans cette résolution. On sait aussi qu'un pourcentage des personnes qui consomment régulièrement arrive à une consommation abusive et problématique d'alcool.

Non seulement la publicité est diffusée directement au moyen de panneaux, d'affiches et de réductions de prix, mais de plus – ils sont doués! – on utilise le portrait d'un jeune ou d'une jeune leader avec une bande qui s'amuse autour, de sorte que l'envie de consommer est suscitée tout comme celle de suivre celui qui consomme. Ils nous expliquent qu'ils ont des politiques intéressantes visant à informer les gens qu'il faut consommer de manière responsable. C'est bien de le dire mais leur métier, c'est aussi de produire et de vendre. Je ne peux le leur reprocher. Ils tiennent aussi des discours disant que la Leffe éveille les sens. C'est, selon eux, une belle manière de nous montrer qu'ils soutiennent les productions locales et l'emploi. Enfin, ils soulignent le fait qu'ils font des spots publicitaires encourageant à recourir au "Bob". Ces messages ne sont pas cohérents avec une politique de précaution, de prévention et qui marque une volonté de diminuer la consommation d'alcool.
Pour ce qui est de la convention, les accords passés et l'autorégulation, je pense que ce mécanisme a montré ses limites non seulement au vu des exemples que je viens de citer mais aussi parce que, tant qu'on laisse le producteur jouer un rôle de limitateur de consommation, il ne peut y avoir que des incohérences. De fait, le partenaire de la convention étant producteur et distributeur d'alcool, celui-ci doit trouver son intérêt. L'acteur politique refusera dès lors d'utiliser les portes d'entrée et les outils à sa disposition. Arrêtons ce cirque! Si on veut diminuer la consommation, il faut prendre des mesures, légaliser, dire ce qui est autorisé et ce qui ne l'est pas, limitant ainsi les occasions et les possibilités de consommation problématique.

Parmi ces limitations de consommation, il est regrettable que ne figure pas dans le texte l'absence de vente d'alcool dans les magasins le long des autoroutes. Il faut que dans les magasins soit clairement respectée la séparation nette entre les boissons alcoolisées et les boissons soft et surtout les boissons sucrées avec un faible taux d'alcool car c'est ainsi que les alcooliers appâtent la jeunesse dès le plus jeune âge.
Comme éléments manquants dans cette résolution, notons encore l'information sur l'étiquetage ou l'accent à mettre sur les publics cibles. Je ne comprends pas, monsieur Thiéry, la volonté absolue que vous avez montrée de ne jamais dire que des publics cibles nécessitent des mesures spécifiques. Vous dites ne pas vouloir stigmatiser certaines catégories de la population. Il ne s'agit pas de stigmatiser; il s'agit, en tant que politiques, en tant que parlementaires, dans le message que nous donnons à notre ministre de la Santé, à notre ministre de l'Économie ou à notre ministre des entités fédérées, de dire qu'ils doivent prendre des mesures concernant toute la population mais en prenant en compte des populations plus fragiles comme les jeunes ou les femmes enceintes, en termes d'information et de mesures. Cet aspect est absent et a été retiré de la résolution. Il a été refusé par le rejet des amendements que nous avons déposés relatifs au texte final.

You say you do not want to stigmatize certain categories of the population. It is not about stigmatizing; it is, as politicians, as parliamentarians, in the message we give to our Minister of Health, to our Minister of Economy or to our Minister of Federal Entities, to say that they must take action concerning the whole population but taking into account more fragile populations such as young people or pregnant women, in terms of information and measures. This point is absent and has been removed from the resolution. It was rejected by the rejection of the amendments we submitted to the final text.
