I would like to speak briefly on the ratification by Belgium of the Statute of the International Agency for Renewable Energies. This organization has existed since 2010. Unfortunately, Belgium is only an observer, while most countries, including those of the United Nations, are part of it.

The Agency aims to encourage wider and wider adoption and sustainable use of all forms of renewable energy. Its activities are focused on advice, strategies, but also knowledge and technology transfer as well as capacity-building actions. This covers the entire field of renewable energy, namely bioenergy, geothermal energy, hydropower, ocean energy, solar and wind.

At this time and at a time when we are witnessing a real transition in the modes of energy production, it was indispensable that Belgium was no longer just an observer, but could actually participate and benefit from this exchange of technologies, knowledge, and strategic advice for the development of renewable energies.

The Flemish, Brussels and Walloon regions have already ratified the Statute. For our part, we had to do so before December 18 – I suppose we won’t be held tight for those few days of delay – so that our country can become an active member from January 2014. It was therefore urgent, Mr. Speaker, that after the Senate, the House should vote in favour of this membership.
