The Defense Minister explains that the draft fixing the contingent of the army is a formal law, without budgetary impact. The personnel of the army must, in accordance with Article 183 of the Constitution, be fixed annually. It specifies that the military personnel will reach their maximum level during the month of October 2003: 44 280 soldiers at the maximum could be under arms at that time. They are distributed as follows: 41 879 active staff and students and 2,401 recalled under arms. It draws attention to the fact that the number of appointed military personnel does not exceed 41.879. This number includes all personnel who enjoy military status, whether or not they serve within the department. These may be, for example, military personnel of the administrative and logistical body, federal police, military personnel in interruption of career or military personnel serving within international organizations. This figure cannot be compared with the full-time equivalent of 44.280. by Mr. Stef Goris asks how many civilians will join the army in 2003. The Minister replies that a maximum of 3,224 civilians will be distributed between 2,232 statutory and 992 contractual. The maximum will be reached in principle during the month of July. Article 1 is adopted unanimously, and Articles 2 and 3 are successively adopted unanimously. The entire draft law is adopted unanimously.
