This proposal aims to bring the law of 11 April 1994 on publicity of the administration and the law of 12 November 1997 on publicity of the administration in provinces and municipalities in matters relating to the environment into conformity with European law. The European Commission has opened two infringement proceedings against the Belgian State directed against the above-mentioned laws of the head of incorrect and incomplete transposition of certain 90/313/EEC of the Council of 7 June 1990 concerning the freedom of access to environmental information. These infringement proceedings are already at an advanced stage since the Commission deposited its memo in replica on 23 February 2000, and the Belgian Government deposited its memo in duplicate on 25 March 2000. The purpose of this bill is therefore to avoid a conviction of Belgium by the Court of Justice of the European Communities. It is therefore urgent that Parliament vote on this bill. After some legal and technical corrections made by the legal services of the Chamber and by the representative of the Minister of Internal Affairs, the Interior Committee unanimously adopted the entire draft law during its meeting on 24 May.
