Mijnheer de voorzitter, ik wilde gewoon even laten weten dat de N-VA de resolutie, die onder leiding van de heer Dallemagne tot stand is gekomen, mee gesteund heeft. Deze resolutie is tot stand gekomen naar aanleiding van een IPU-meeting met een parlementaire delegatie uit Tunesië. Zij vroegen de internationale gemeenschap, de Europese Unie maar ook in het bijzonder België om hen te steunen.
Het gaat om steun voor hun inspanningen om de democratie in het land te bestendigen en de veiligheid te waarborgen, niet alleen voor de burgers maar ook voor de toeristen in Tunesië. Zoals u allen weet, is Tunesië meermaals het actieterrein geweest van IS/Daesh, met aanslagen in een poging om de democratische transitie die het land toch heeft doorgemaakt sinds de Arabische Lente, te doen mislukken en om de Tunesische samenleving, zowel politiek als economisch, te destabiliseren.
Daarom willen wij met deze resolutie steun geven en onze samenwerking met Tunesië uitbreiden op verschillende domeinen. Er is de vraag naar onder andere een structurele samenwerking tussen strijdkrachten, uitwisseling van informatie tussen de inlichtingendiensten maar ook steun aan het ontwikkelingsbeleid op het niveau dat mogelijk is, bijvoorbeeld via BIO.
Voor de inspanningen die Tunesië onderneemt in zware economische tijden en in een periode van imagoschade voor het land, zijn wij hen zeer erkentelijk. Zij proberen echt wel vorderingen te maken. In januari 2014 nam het land een nieuwe grondwet aan. Deze grondwet verwijst uitdrukkelijk naar een aantal begrippen die ons zeer genegen zijn: vrijheid van geweten, vrijheid van meningsuiting en gendergelijkheid. In mei 2014 werd ook een nieuwe kieswet aangenomen. Die leidde tot de eerste vrije parlementsverkiezingen in oktober en presidentsverkiezingen in november en december 2014.
Het is echter ook nodig dat wij zaken benoemen en dat wij aanduiden waar er eventueel nog verbeteringen mogelijk zijn. Uit verschillende rapporten, onder andere het rapport van de International Crisis Group, blijkt dat er ook institutioneel nog hervormingen nodig zijn, onder andere in de veiligheidssector.

Mr. Speaker, I just wanted to let you know that the N-VA supported the resolution, which was drawn up under the leadership of Mr. Dallemagne. This resolution was adopted following an IPU meeting with a parliamentary delegation from Tunisia. They asked the international community, the European Union, but also Belgium in particular, to support them.
It is about supporting their efforts to sustain democracy in the country and to ensure security, not only for the citizens but also for the tourists in Tunisia. As you all know, Tunisia has repeatedly been the field of action of IS/Daesh, with attacks in an attempt to fail the democratic transition that the country has undergone since the Arab Spring, and to destabilize Tunisian society, both politically and economically.
That is why this resolution aims to support and expand our cooperation with Tunisia in various fields. There is demand for, among other things, structural cooperation between the armed forces, exchange of information between the intelligence services but also support for development policy at the level that is possible, for example through BIO.
We are very grateful for Tunisia’s efforts in difficult economic times and in a period of imagery damage to the country. They are really trying to make progress. In January 2014, the country adopted a new constitution. This constitution expressly refers to a number of concepts that we are very fond of: freedom of conscience, freedom of expression and gender equality. In May 2014, a new electoral law was also adopted. This led to the first free parliamentary elections in October and presidential elections in November and December 2014.
However, it is also necessary that we name matters and that we indicate where further improvements are possible. Several reports, including the report of the International Crisis Group, show that institutional reforms are also needed, including in the security sector.

Monsieur le président, chers collègues, notre pays entretient des liens d'amitié avec la Tunisie depuis longtemps, presque aussi longtemps que l'existence de nos deux pays. En effet, le premier traité de coopération date de 1839. Depuis le Printemps arabe, la Tunisie est à un tournant majeur de son histoire. Lors de sa visite de cette nation en décembre dernier, notre premier ministre, Charles Michel, a remarqué que celle-ci est en transition démocratique. Nous voulons soutenir les efforts entrepris par ce pays.
À côté de la longue histoire de nos relations bilatérales, nous devons faire preuve de solidarité face aux atrocités commises par les "nazislamistes" dans ce pays. Le groupe MR s'est associé au vote unanime en commission, suite à la prise en compte de certains éléments récents et des acquis de nos relations avec Tunis. Á ce titre, je me réjouis que la note de politique générale du ministre des Affaires étrangères, Didier Reynders, mentionne que, pour ce gouvernement, la réussite de la transition de la Tunisie sera un point d'attention spécifique, devant être accompagné par la redynamisation de nos relations bilatérales. Ce point de la note politique générale de notre ministre a été mis en œuvre par l'ensemble du gouvernement. Les visites successives du ministre de l'Économie, de notre premier ministre et, récemment, de notre ministre des Affaires étrangères, en moins de six mois, témoignent de cette redynamisation. Nous ne pouvons que saluer ces démarches et vous encourager à travailler dans ce sens.
Monsieur le vice-premier ministre, chers membres du gouvernement, nous nous réjouissons que vous n'ayez pas attendu une résolution du parlement pour agir. Le texte que nous nous apprêtons à voter donnera plus d'appui et de sens à vos démarches. Cependant, quatre points me semblent importants.
Premièrement, le département des Affaires étrangères a récemment modifié l'avis de voyage pour la Tunisie. Cette modification a été possible grâce aux mesures prises par le gouvernement tunisien relativement à la sécurité. Le ministre des Affaires étrangères a bien précisé, en réunion de commission, que ces progrès indéniables ont nourri l'évaluation de nos services et sont à la base de la précision de l'avis de voyage opérée par mon département. Restons prudents: une évaluation des risques doit être permanente et la responsabilité individuelle des citoyens belges voulant se rendre en Tunisie doit être rappelée.

Since the Arab Spring, Tunisia has been at a major turning point in its history. Alongside the long history of our bilateral relations, we must show solidarity in the face of the atrocities committed by the “Nazislamists” in this country. The MR group joined the unanimous vote in the committee, following the consideration of some recent elements and achievements of our relations with Tunis. As such, I am pleased that the general policy note of the Minister of Foreign Affairs, Didier Reynders, mentions that, for this government, the successful transition of Tunisia will be a specific focus, to be accompanied by the revitalization of our bilateral relations. This point of the general political note of our Minister has been implemented by the entire government. The successive visits of the Minister of Economy, our Prime Minister and, recently, our Minister of Foreign Affairs, in less than six months, testify to this revitalization. We can only welcome these steps and encourage you to work in this direction.
Mr. Deputy Prime Minister, dear members of the Government, we are delighted that you did not wait for a parliamentary resolution to act. The text we are about to vote on will give more support and meaning to your steps. Four points are important to me.
First, the Ministry of Foreign Affairs recently changed the travel notice for Tunisia. This change was made possible thanks to the measures taken by the Tunisian government regarding security. The Minister of Foreign Affairs has clearly stated, at a committee meeting, that these undeniable advances have fueled the evaluation of our services and are the basis for the accuracy of the travel notice operated by my department. Be careful: a risk assessment must be permanent and the individual responsibility of Belgian citizens wishing to travel to Tunisia must be recalled.

Voilà certainement l'un des meilleurs exemples de coopération, d'appui de notre pays, non seulement pour améliorer les services de police ou de sécurité du pays, mais également pour la redynamisation d'un secteur économique essentiel pour Tunis. Bien que ce changement d'avis puisse paraître anodin à première vue, il faut souligner qu'il revêt un aspect symbolique important. Nous donnons un signal positif et fort aux autres pays européens qui pourront être encouragés à suivre l'exemple des démarches que nous entreprenons. Cela permettra au secteur du tourisme tunisien de retrouver tout son dynamisme.
Deuxièmement, la sécurité en Tunisie est directement impactée par la situation politique libyenne et algérienne. Les perspectives économiques du pays sont dépendantes de la situation politique chez ses deux voisins. C'est la raison pour laquelle la Tunisie a besoin du soutien de la communauté internationale. La Belgique soutient, de façon active, la réforme du secteur de la sécurité à travers la mise à disposition d'expertises faisant de la Tunisie le second partenaire en la matière en Afrique.
Troisièmement, la Belgique est désireuse de réaliser une conversion partielle de la dette tunisienne. Le ministre des Affaires étrangères a parlé d'une remise de 10 % avec la recherche de projets qui seront financés grâce à cela.
Enfin, chers collègues, la préparation des élections locales et régionales en Tunisie, fin de l'année, souligne que les acquis de la transition politique tunisienne demeurent fragiles. Nous devons y être attentifs.
Monsieur le président, deux points doivent, à nos yeux, encore être clarifiés. D'une part, la collaboration tunisienne en matière de réadmission fait défaut. Cet aspect doit être rapidement solutionné. D'autre part, le texte de base de la résolution demandait à ce que la Tunisie figure à nouveau parmi les pays partenaires de la Coopération.
Si la Tunisie a fait partie de nos pays partenaires de la Coopération au développement, elle ne répond plus, aujourd'hui, aux critères de sélection desdits pays partenaires. Nous disposons d'autres canaux tels que ceux déjà utilisés actuellement afin d'aider concrètement la Tunisie à construire sa démocratie et son modèle de société. Il nous paraît donc plus opportun d'encourager notre gouvernement à poursuivre et à croître les efforts entrepris dans divers secteurs plutôt que de disperser les moyens de notre Coopération au développement, ce qui irait à l'encontre du principe de concentration appliqué à celle-ci.
Pour conclure, chers collègues, permettez-moi de reprendre les mots prononcés par le président tunisien, Beji Caid el Sebsi, lors de sa rencontre avec notre premier ministre. "La démocratie" – a-t-il dit – "ne se décrète pas, elle se pratique". Pour cela, la Tunisie a besoin, plus que jamais, du soutien de notre pays et de l'Union européenne.

This is ⁇ one of the best examples of cooperation, support of our country, not only to improve the police or security services of the country, but also to revitalize an essential economic sector for Tunis. Although this change of mind may seem unnecessary at first glance, it should be emphasized that it has an important symbolic aspect. We are sending a positive and strong signal to other European countries that may be encouraged to follow the example of the steps we take. This will allow the Tunisian tourism sector to regain its full dynamism.
Second, security in Tunisia is directly impacted by the political situation in Libya and Algeria. The economic prospects of the country depend on the political situation in its two neighbors. That is why Tunisia needs the support of the international community. Belgium is actively supporting the reform of the security sector through the provision of expertise making Tunisia the second partner in this area in Africa.
Third, Belgium is willing to carry out a partial conversion of Tunisian debt. The Minister of Foreign Affairs spoke of a 10% discount with the search for projects that will be funded through this.
Finally, dear colleagues, the preparation for the local and regional elections in Tunisia at the end of the year highlights that the achievements of the Tunisian political transition remain fragile. We must be attentive to this.
Two points still need to be clarified. On the one hand, Tunisian cooperation on readmission is lacking. This issue must be resolved quickly. On the other hand, the basic text of the resolution called for Tunisia to be included again among the partner countries of Cooperation.
While Tunisia has been part of our partner countries of development cooperation, it no longer meets the selection criteria for these partner countries. We have other channels, such as those already in use today, to help Tunisia concretely build its democracy and model of society. We therefore find it more appropriate to encourage our government to continue and increase the efforts undertaken in various sectors rather than to disperse the means of our Development Cooperation, which would be contrary to the principle of concentration applied to it.
To conclude, dear colleagues, allow me to recall the words spoken by Tunisian President Beji Caid el Sebsi during his meeting with our Prime Minister. “Democracy,” he said, “is not decreed, it is practiced.” For this, Tunisia needs, more than ever, the support of our country and the European Union.

Mijnheer de voorzitter, collega's, in 2011 is in Tunesië de Arabische Lente gestart. Sindsdien heeft het land een ware transformatie ondergaan. In december 2014 vonden presidentsverkiezingen plaats. In 2015 werd een nieuwe regering gekozen. Er werd zelfs een regering van nationale eenheid verkozen. Ook de grondwet werd herschreven. Die bevat evenwel nog enkele achterdeuren. Het is belangrijk dat er ook nog punten zijn die in de toekomst weggewerkt kunnen worden.
Tunesië dient natuurlijk die transformatie voort te zetten, zeker en vast op twee domeinen.
Ten eerste, op het sociaal-economische domein. In het land is er een grote jongerenwerkloosheid. Het radicalisme neemt toe. België kan helpen om die zaken aan te pakken, maar dat moet op een duurzame manier gebeuren. Niet alleen via humanitaire hulp, maar ook via investeringen, zoals via BIO, de Belgische Investeringsmaatschappij voor Ontwikkelingslanden, kunnen op een gerichte manier middelen ter beschikking gesteld worden om de werkloosheid aan te pakken en om de bevolking blijvend te emanciperen.
Ten tweede, ook op het vlak van veiligheid en defensie zijn er nog stappen vooruit te zetten. Ook daarvoor wordt in de resolutie een versterking van de samenwerking gevraagd. Wij pleiten specifiek voor de ondersteuning van de politie, de inlichtingendiensten en het defensieapparaat.
Geografisch ligt het land op een echte sleutelpositie. Tunesië is een land dat zijn rechtstaat versterkt, in een regio die gekenmerkt wordt door falende staten. Tunesië is een democratie aan de grens met de Europese Unie. Wij moeten Tunesië als partner de hand reiken om de uitdaging waarvoor wij allen staan samen aan te pakken. Tunesië is een land dat versterkte aandacht nodig heeft.
Onze fractie is dan ook verheugd met deze resolutie en zal die met volle overtuiging goedkeuren.

The Arab Spring began in Tunisia in 2011. Since then, the country has undergone a true transformation. In December 2014 presidential elections took place. In 2015 a new government was elected. A government of national unity was elected. The Constitution was also rewritten. However, there are still a few rear doors. It is important that there are also points that can be removed in the future.
Tunisia should, of course, continue that transformation, ⁇ and firmly in two domains.
First, in the socio-economic field. There is a high youth unemployment in the country. Radicalism is increasing. Belgium can help address these issues, but it must be done in a sustainable way. Not only through humanitarian aid, but also through investments, such as through BIO, the Belgian Investment Society for Developing Countries, resources can be made available in a targeted way to tackle unemployment and to permanently emancipate the population.
Second, there are also steps to be made in the field of security and defence. The resolution also calls for strengthening cooperation. We specifically advocate for the support of the police, the intelligence services and the defense apparatus.
Geographically, the country is in a real key position. Tunisia is a country that strengthens its rule of law, in a region characterized by failing states. Tunisia is a democracy on the border with the European Union. We must reach out to Tunisia as a partner in addressing the challenge we all face together. Tunisia is a country that needs increased attention.
Our group therefore welcomes this resolution and will adopt it with full conviction.

Monsieur le président, je voudrais tout d'abord féliciter M. Dallemagne d'avoir pris l'initiative de rédiger cette résolution qui, je l'espère, sera approuvée à l'unanimité. Il est important que notre assemblée dans son ensemble puisse approuver un texte qui soutient à la fois les démocrates tunisiens mais aussi l'économie tunisienne. On sait que démocratie et économie sont intimement liées. Offrir un espoir de développement économique à cette population est aussi une façon de fortifier une démocratie qui est malheureusement encore en devenir et très souvent menacée.
Nous allons soutenir la résolution, cosignée pour le groupe Ecolo-Groen! par mon collègue Wouter De Vriendt.
Plusieurs points me semblent devoir être précisés à l'occasion de ce débat.
Premièrement, une résolution du Sénat a été adoptée en juillet 2011 et il ne faudrait pas que son contenu reste lettre morte. En ce qui concerne la dette, lors d'une mission conjointe des premiers ministres belge, néerlandais et luxembourgeois le 5 décembre 2016, 11,5 % de la dette vis-à-vis de la Belgique ont été convertis en investissements.
La résolution du Sénat dont je viens de parler réclamait un moratoire dans le remboursement de la dette. Il y a donc une évolution. Nous passons d'une remise de dette en 2011 à une conversion en investissements. C'est une forme de cadeau empoisonné pour les Tunisiens car le choix des investissements belges en Tunisie se fera en vertu des opportunités économiques pour les entreprises belges et non pas des opportunités économiques pour les Tunisiens. Nous devrons donc être extrêmement attentifs au fait que cette conversion de dette se fasse d'abord et avant tout dans l'intérêt des Tunisiens. N'oublions pas que la dette contractée par la Tunisie l'a été sous Ben Ali et qu'elle a tous les défauts d'une dette odieuse.
Deuxièmement, à l'occasion d'une question que j'ai posée au ministre des Finances le 1ᵉʳ février 2017, j'ai appris que la conversion de la dette était un "donnant-donnant" avec un éventuel accord de réadmission de personnes d'origine tunisienne déboutées du droit d'asile en Belgique.

It is important that our assembly as a whole can approve a text that supports both the Tunisian Democrats and the Tunisian economy. Democracy and economy are closely linked. Offering hope for economic development to this population is also a way to strengthen a democracy that is unfortunately still becoming and very often threatened.
We will support the resolution, co-signed for the Ecolo-Groen Group! by my colleague Wouter De Vriendt.
Several points should be clarified during this discussion.
First, a Senate resolution was adopted in July 2011 and its content should not remain dead letter. As regards debt, during a joint mission of the Prime Ministers of Belgium, the Netherlands and Luxembourg on 5 December 2016, 11.5% of the debt to Belgium was converted into investments.
The Senate resolution I just talked about called for a moratorium on debt repayment. There is an evolution. We are moving from a debt relief in 2011 to a conversion into investments. It is a form of poisoned gift for Tunisians because the choice of Belgian investments in Tunisia will be made on the basis of economic opportunities for Belgian companies and not economic opportunities for Tunisians. We must therefore be extremely attentive to the fact that this debt conversion takes place first and foremost in the interests of Tunisians. Let us not forget that the debt contracted by Tunisia was under Ben Ali and that it has all the shortcomings of a hateful debt.
Second, on the occasion of a question I asked the Minister of Finance on 1 February 2017, I learned that the conversion of debt was a “donor-donor” with a possible agreement for the re-admission of persons of Tunisian origin deprived of the right to asylum in Belgium.

Ce "donnant-donnant" est particulièrement désagréable. Si la dette tunisienne doit être convertie ou annulée, ce n'est pas en échange d'un accord de réadmission des migrants d'origine tunisienne. Pourquoi dis-je cela? Parce que la situation en Tunisie, même si elle n'est pas si catastrophique quand on la compare avec celle d'autres pays du Moyen-Orient et de l'Afrique du Nord, se caractérise pourtant par le fait que les droits humains y sont encore et toujours à un niveau extrêmement bas.
J'en prends pour preuve une affaire récente. Le 13 mars dernier, un réalisateur, cinéaste tunisien de 38 ans, a été arrêté par les autorités tunisiennes pour avoir eu une relation homosexuelle. Ce monsieur s'appelle Karim Belhadj. Deux personnes, à l'époque, ont été incarcérées, et elles le sont toujours, sur la base de l'article 230 du Code pénal tunisien actuel. Ceci prouve bien l'importance du point 1 de la résolution que nous allons voter tout à l'heure, qui fait référence à l'État de droit et au respect des droits humains. C'est la raison pour laquelle nous allons voter pour, avec, évidemment, toutes ces remarques intéressantes.
Nous ne manquerons pas de suivre pas à pas la mise en oeuvre de cette importante résolution, car elle va dans le bon sens. Veillons cependant à ne pas commettre la même erreur que celle que nous avons commise en juillet 2011, et veillons à appliquer les excellents principes que nous allons voter tout à l'heure.

This “donor-donor” is ⁇ unpleasant. If the Tunisian debt is to be converted or canceled, it is not in exchange for a readmission agreement for migrants of Tunisian origin. Why am I saying this? Because the situation in Tunisia, although not so catastrophic when compared to other countries in the Middle East and North Africa, is characterized by the fact that human rights are still and always at an extremely low level.
I take a recent case as proof. On March 13, a 38-year-old Tunisian filmmaker was arrested by Tunisian authorities for having a homosexual relationship. His name is Karim Belhadj. Two people, at the time, were jailed, and they are still, on the basis of Article 230 of the current Tunisian Criminal Code. This demonstrates the importance of point 1 of the resolution we are going to vote about, which refers to the rule of law and respect for human rights. That is why we will vote for, with, of course, all these interesting remarks.
We will continue to follow the implementation of this important resolution step by step, as it is moving in the right direction. However, let us be careful not to make the same mistake we made in July 2011, and let us be careful to apply the excellent principles that we are going to vote on soon.

Monsieur le président, chers collègues, je tiens moi aussi à remercier mon collègue Georges Dallemagne, qui a pris la plume pour cette résolution que nous sommes nombreux à avoir cosignée. Je suis évidemment heureuse que nous discutions de ce sujet aujourd'hui en séance plénière.
Le débat que nous menons cet après-midi est une manière de montrer notre solidarité avec le peuple tunisien et de la lui exprimer de manière très concrète, ainsi que d'apporter notre soutien à la démocratie tunisienne.
C'est précisément pour cette raison qu'au nom de mon groupe, j'ai participé à une mission qui a été récemment organisée en ce mois de mars par le Comité de Vigilance pour la Démocratie en Tunisie. Cette mission nous a permis, malheureusement, de constater sur place l'impact désastreux des attentats, et également des avis de voyage négatifs qui ont été émis par plusieurs pays européens suite à ceux-ci. La Belgique avait aussi émis un avis de voyage négatif.

Mr. Speaker, dear colleagues, I also want to thank my colleague Georges Dallemagne, who took the pen for this resolution that many of us have co-signed. I am glad that we discussed this issue today in the plenary session.
The debate we hold this afternoon is a way to show our solidarity with the Tunisian people and to express it in a very concrete way, as well as to provide our support for Tunisian democracy.
It is precisely for this reason that, on behalf of my group, I participated in a mission that was recently organized this March by the Monitoring Committee for Democracy in Tunisia. This mission, unfortunately, allowed us to see on the ground the disastrous impact of the attacks, as well as negative travel warnings issued by several European countries following them. Belgium also issued a negative travel notice.

Il faut faire en sorte qu'il puisse être assoupli dans la mesure où les circonstances de sécurité seraient rencontrées.
La question de la dette est évidemment essentielle et je rejoins totalement ce que mon collègue Hellings vient de préciser. J'ai également eu de nombreuses discussions sur place relatives à cette question. La question de la légitimité de cette dette est centrale. Comme mon collègue l'a dit, la grande majorité de cette dette a été contractée sous le précédent régime et n'a jamais bénéficié au peuple tunisien. Je crains malheureusement que la convertir en projet d'investissement ne suffise pas. La question d'une annulation pure et simple de cette dette devrait, de manière très courageuse, pouvoir être examinée tant sur le plan belge qu'européen si nous voulons vraiment soutenir cette démocratie.
En ce qui concerne la question du chantage qui est aujourd'hui organisé sur base de cette dette, je ne peux qu'appuyer les remarques et constats formulés par mon collègue Hellings. On ne peut évidemment accepter qu'un pays qui se trouve déjà avec un genou à terre se voie soumis à de telles formes de chantage alors que sa situation est catastrophique.
La demande qui concerne le renforcement de notre coopération est également essentielle. Dans ce cadre, je souhaite saluer le travail qui est réalisé pour renforcer notamment notre coopération policière, militaire mais aussi entre les services de renseignement avec la Tunisie. Ce sont des éléments importants et je souhaitais les souligner.

The impact is real: empty hotels, shelters to sell or rent, young people desperate and unemployed. It is clear how much Tunisia has paid a heavy tribute to the attacks that hit it.
We can of course be pleased that Belgium has relaxed its travel advice, but the situation remains really critical. I think the requests contained in this resolution make all their sense, especially the issue of the travel notice – aspect on which I think there is still work to do – both at the Belgian and European level. It must be ensured that it can be relaxed in so far as the security circumstances are met.
The issue of debt is obviously essential and I totally agree with what my colleague Hellings just specified. I also had many discussions on the spot on this issue. The question of the legitimacy of this debt is central. As my colleague said, the vast majority of this debt was contracted under the previous regime and never benefited the Tunisian people. Unfortunately, I fear that converting it into an investment project is not enough. The question of a pure and simple cancellation of this debt should, in a very courageous way, be examined both on the Belgian and European level if we really want to support this democracy.
Regarding the issue of blackmail, which is now organized on the basis of this debt, I can only support the remarks and findings made by my colleague Hellings. It is obviously unacceptable that a country that is already on its knee is subjected to such forms of blackmail while its situation is catastrophic.
The demand for strengthening our cooperation is also essential. In this context, I would like to welcome the work that is being done to strengthen, in particular, our police and military cooperation but also between the intelligence services with Tunisia. These are important elements and I would like to emphasize them.

Il faut bien se rendre compte que nous avons des liens historiques, géographiques et socioéconomiques importants avec ce pays et avec la région du pourtour méditerranéen, qui nous imposent d'accroître notre appui politique et diplomatique à ce pays, et aussi d'accroître nos efforts vis-à-vis du peuple tunisien. Ces jeunes, qui étaient à la base du printemps arabe tunisien, ont aujourd'hui l'impression d'être une génération sacrifiée.
Je tiens à insister sur une relance économique juste et au profit de tous, parce qu'aujourd'hui, la Tunisie est vraiment soumise à des pressions importantes. Elle a par exemple des prêts contractés auprès du FMI, avec toutes les conditions qui y sont liées. Il faut vraiment que nous soyons dans une logique de relance économique juste et qui profite vraiment au peuple tunisien. Dans ce cadre, je tiens à souligner l'excellente coopération avec la Fédération Wallonie-Bruxelles, comme j'ai également pu le constater sur place.
J'insiste auprès de mes collègues pour que nous travaillions en vue d'ajouter la Tunisie à la liste des pays partenaires de la coopération belge au développement. Monsieur Flahaux, il est vrai que ce gouvernement a choisi de se concentrer, en matière de coopération au développement, sur les pays les plus pauvres. Mais je tiens tout de même à souligner que le Maroc, par exemple, fait toujours partie de nos pays partenaires de la coopération au développement. Je pense que les critères qui ont amené à cette décision permettraient de la même manière d'examiner le cas de la Tunisie en toute objectivité et de prendre une décision dont l'impact sera essentiel pour la démocratie et pour le développement dans ce pays.

It’s hard to imagine that we might just want to fight illegal immigration or just have a secure approach in that region. We must be aware that we have important historical, geographical and socio-economic ties with this country and with the region around the Mediterranean, which require us to increase our political and diplomatic support for this country, and also to increase our efforts towards the Tunisian people. This support is essential for the consolidation of democracy and the strengthening of the rule of law, which is a guarantor of human rights.
We are convinced that it is necessary to address the roots of the sometimes difficult situation that this country is experiencing. In this context, it is only through a just economic recovery and for the benefit of all – especially the youngest – that we will succeed. These young people, who were at the base of the Tunisian Arab Spring, today have the impression of being a sacrificed generation.
I would like to insist on a fair economic recovery for the benefit of all, because today, Tunisia is really under significant pressure. It has, for example, borrowed from the IMF, with all the conditions associated with it. We really need to be in a logic of just economic recovery that really benefits the Tunisian people. In this context, I would like to emphasize the excellent cooperation with the Federation Wallonia-Brussels, as I was able to see on the spot.
I insist on my colleagues that we work towards adding Tunisia to the list of partner countries of Belgian development cooperation. Mr Flahaux, it is true that this government has chosen to focus, in terms of development cooperation, on the poorest countries. However, I would like to emphasize that Morocco, for example, is still part of our partners in development cooperation. I think that the criteria that led to this decision would likewise enable the case of Tunisia to be examined in full objectivity and to take a decision whose impact will be essential for democracy and development in this country.

This means that I fully agree with the intentions of the main author of the resolution for Belgium to play a more determined and affirmed role in supporting European initiatives for Tunisia.

Donc, je remercie M. Dallemagne pour son initiative. Nous appuierons évidemment cette résolution. Nous la suivrons avec le ministère des Affaires étrangères et le ministère de la Coopération. Je rejoins les observations qui ont été formulées en ce qui concerne la dette, la lutte pour le respect des droits de l'homme et tant d'autres aspects qui ont été évoqués. La Belgique devrait cependant avoir plus d'audace au sein de l'Union européenne pour forcer celle-ci à enfin prendre la pleine mesure de sa responsabilité quant à la stabilité du bassin méditerranéen, processus auquel la Tunisie comme d'autres partenaires du Nord de l'Afrique pourraient être plus étroitement associés.

That is why it is not only the support for a democratic process in Tunisia that we bring today. It is to help all those who, in these countries, Tunisia and others around the Mediterranean, are working to find an indispensable new regional balance, away from the influence of the regional powers that seek to extend their influence at the expense of the privileged relationship Europe and countries of the Maghreb, ⁇ of Machrek for those who want to extend to that dimension.
I would like to thank Mr. Germany on its own initiative. We will support this resolution. We will follow it with the Ministry of Foreign Affairs and the Ministry of Cooperation. I agree with the observations that have been made regarding debt, the struggle for respect for human rights and so many other aspects that have been mentioned. Belgium, however, should have more courage within the European Union to force it to finally take full measure of its responsibility for the stability of the Mediterranean basin, a process in which Tunisia and other North African partners could be more closely involved.

Le PTB a suivi de près les événements là-bas, a entretenu et entretient toujours de très bons contacts avec de nombreux activistes du mouvement social, des droits démocratiques dans le pays.
Donc, nous soutenons à la fois l'esprit et certains points de cette proposition de résolution, notamment, en ce qui concerne le besoin d'avis de voyage uniformisés au niveau européen, qui tiennent compte de l'évolution positive de la situation sécuritaire tunisienne ou encore l'engagement à approfondir les échanges entre nos assemblées parlementaires. Cependant, il y a des points dans lesquels nous ne nous retrouvons pas. Soit ils manquent de clarté, soit ils ne correspondent pas à notre vision.
Ainsi, on décèle une forme de pression ou de chantage dans le fait que des mesures, concernant notamment la dette, soient conditionnées par des réformes de politique migratoire. Dans sa réponse à cette question, le ministre Van Overtveldt l'a sous-entendu en commission. Nous ne sommes d'accord ni avec la politique migratoire européenne, ni avec ces tentatives d'instrumentalisation de mesures de coopération belges et européennes visant à forcer les pays bénéficiaires à participer à cette politique migratoire.
Deuxième point problématique: cette idée de convertir la dette tunisienne. Nous rejoignons sur ce point la position défendue par le Front populaire de Tunisie et reprise par le CADTM, le Comité pour l'annulation de la dette du tiers-monde, des organismes qui exigent un audit de la dette tunisienne et l'annulation de toute dette illégitime. Cette dette semble bien illégitime. Il faut une position claire sur l'annulation de la dette.
La troisième réserve porte sur l'approche 3D. Elle n'est pas explicite mais, dans le texte transparaît clairement la volonté de lier Défense, Diplomatie et Développement. Cette optique nous apparaît comme une instrumentalisation de la coopération.
Comme cette proposition de résolution contient à boire et à manger, nous nous abstiendrons.

The PTB has closely followed the events there, has ⁇ ined and still ⁇ ins very good contacts with many activists of the social movement, democratic rights in the country.
Therefore, we support both the spirit and certain points of this proposal for a resolution, in particular with regard to the need for uniform travel notices at European level, which take into account the positive development of the Tunisian security situation, or the commitment to deepen the exchanges between our parliamentary assemblies. However, there are points in which we do not find ourselves. Either they lack clarity, or they do not correspond to our vision.
Thus, one discovers a form of pressure or blackmail in the fact that measures, in particular on debt, are conditioned by migration policy reforms. In his response to this question, Minister Van Overtveldt understood this in a committee. We disagree neither with the European migration policy nor with these attempts to instrumentalize Belgian and European cooperation measures aimed at forcing beneficiary countries to participate in this migration policy.
The second problem is the idea of converting Tunisian debt. We agree on this point with the position defended by the Tunisian People’s Front and taken back by the CADTM, the Committee for the Cancellation of Third World Debt, the bodies that require an audit of Tunisian debt and the cancellation of any illegitimate debt. This debt seems to be illegitimate. There needs to be a clear position on the cancellation of debt.
The third reserve concerns the 3D approach. It is not explicit but, in the text clearly translates the will to link Defense, Diplomacy and Development. This view is seen as an instrumentalization of cooperation.
Since this resolution proposal contains to drink and to eat, we will abstain.

Quelques mots de rétroacte. Nous ne nous souvenons plus vraiment de M. Mohamed Bouazizi, qui s'est immolé par le feu en décembre 2010. Ce sacrifice et les manifestations qui ont suivi cet événement ont provoqué un bouleversement, un mouvement d'espoir aux marches de l'Europe, le Printemps arabe. Cet espoir a perduré: beaucoup de pays ont sombré dans le chaos, certains pays ont connu à nouveau une dictature et bien peu ont avancé sur la voie de la démocratie.
Après le Printemps arabe, seule la Tunisie, qui a aussi vacillé à un moment donné dans l'islamisme et la violence, a tenu bon, a gardé le cap des libertés et de la stabilité, a voté, en 2014, cette nouvelle Constitution, dont elle peut être fière, qui préserve ses libertés. La Tunisie a donc conservé une stabilité malgré les odieux attentats, notamment celui du musée du Bardo, le 18 mars 2015, celui de Sousse, en juin 2015, ayant causé ensemble 97 victimes. Les Tunisiens, malgré des difficultés internes et politiques, économiques et sociales extrêmement graves, malgré ces attaques terroristes, notamment celles venant de Libye, malgré la participation de plusieurs centaines de Tunisiens au djihad dans les rangs de l'État islamique, ont réussi à renforcer, ces derniers mois, leur sécurité et à préserver leurs libertés. C'était important pour la Tunisie, mais aussi pour l'Europe.
Nous avons apporté notre soutien aux Tunisiens, notamment vous, monsieur Vandeput. Je me réjouis du fait que nous ayons pu renforcer notre coopération dans la lutte contre le terrorisme, notre coopération militaire et en matière de renseignement.
La résolution soumise à votre approbation aujourd'hui demande de poursuivre, de renforcer, de "faire preuve de plus d'audace" – pour reprendre les mots de M. Maingain –, afin que cette Tunisie, qui reste fragile sur le plan économique et social, sur le plan politique et de sa sécurité, puisse continuer à se stabiliser. La Belgique n'est pas restée les bras ballants. Elle a agi, notamment avec la visite du pays des ministres du Benelux, les 5 et 6 décembre derniers, et a posé un geste important sur le plan politique et de notre solidarité avec la Tunisie.

A few words of retrospect. We no longer really remember Mr. Mohamed Bouazizi, who killed himself by fire in December 2010. This sacrifice and the demonstrations that followed this event caused a turmoil, a movement of hope on the march of Europe, the Arab Spring. Tunisia has thus ⁇ ined stability despite the disgusting attacks, notably that of the Bardo Museum on March 18, 2015, and that of Sousse in June 2015, causing a total of 97 victims. Tunisians, despite extremely severe internal and political, economic and social difficulties, despite these terrorist attacks, especially those coming from Libya, despite the participation of several hundred Tunisians in the jihad in the ranks of the Islamic State, have managed, in recent months, to strengthen their security and preserve their freedoms. This was important for Tunisia, but also for Europe.
We have provided our support to the Tunisians, including you, Mr. Vandeput. I am pleased that we have been able to strengthen our cooperation in the fight against terrorism, our military and intelligence cooperation.
The resolution submitted to your approval today calls for continuation, for strengthening, for “showing more boldness” – to take back the words of Mr. Trump. Maingain – so that this Tunisia, which remains fragile economically and socially, politically and in terms of security, can continue to stabilize. Belgium has not been left with the ballast arms. She acted, in particular with the Benelux Ministers’ visit to the country last 5 and 6 December, and made an important gesture on the political level and of our solidarity with Tunisia.

Mais l'effort peut être renforcé. Permettez-moi de vous rappeler trois éléments que beaucoup d'autres collègues ont déjà mentionnés.
Premièrement, il était important de modifier les avis de voyage, de les faire évoluer. On ne comprenait pas pourquoi la Belgique avait un avis de voyage particulièrement dur et restrictif à l'égard de la Tunisie qui, pourtant, n'avait plus connu d'attentat depuis plus d'un an alors que l'avis de voyage pour toute une série d'autres pays comme la Turquie, la Jordanie et le Liban était beaucoup plus nuancé.
Je me réjouis que notre résolution ait déjà produit des effets dans ce domaine. En effet, elle a été adoptée le 21 février dernier et le 23 février, le surlendemain, la Belgique assouplissait son avis de voyage.
On pourrait, peut-être, aller plus loin, comme le suggère Mme Grovonius. Mais aujourd'hui, l'avis de voyage est nuancé en fonction de la situation particulière dans les différentes zones géographiques du pays. La situation n'est pas la même aux frontières, en particulier à la frontière libyenne, qu'à la côte ou dans certaines zones touristiques.
Quoi qu'il en soit, cette évolution d'avis de voyage a déjà eu des répercussions très importantes puisque les tour-opérateurs ont directement réactivé ces destinations et que les réservations pour la Tunisie ont déjà connu un bond tout à fait spectaculaire.
Deuxièmement, pour ce qui concerne la coopération, j'étais partisan – je me réjouis d'entendre que le groupe socialiste partage mon point de vue – d'une inclusion de la Tunisie dans les pays de coopération. Nous avions cette possibilité. Le gouvernement a prévu que quinze pays pourraient figurer dans cette liste de partenaires bilatéraux de notre Coopération. Or, aujourd'hui, seuls 14 pays y figurent. Même si certains critères de pauvreté ne sont pas rencontrés, ce pays connaît de grosses difficultés sur le plan social. C'est un pays qui est aux marches de l'Europe. C'est un pays qui est stratégique pour nous et dont la stabilité et la situation sociale sont déterminantes pour notre pays.
Comme c'était le cas pour le Maroc, tous les ingrédients étaient réunis pour que ce pays – parce que c'est notre intérêt, parce que c'est son intérêt, parce qu'il y a là une solidarité bien comprise – devienne le quinzième pays partenaire de notre Coopération. Je regrette donc qu'on n'ait pas pu aboutir sur ce point.
Cela dit, je retiens que notamment grâce à l'appui d'un amendement du CD&V, nous mobiliserons les instruments de la Coopération – il n'est pas ici seulement question de BIO, mais aussi de tous les instruments adéquats – pour faire en sorte que, sur le plan social, demain, notre coopération soit plus importante qu'aujourd'hui.

Anyway, this evolution in travel opinions has already had very significant repercussions since the tour operators have directly reactivated these destinations and the reservations for Tunisia have already experienced a quite spectacular boost.
Second, in terms of cooperation, I was a supporter – I am delighted to hear that the Socialist Group shares my point of view – of Tunisia’s inclusion in the cooperation countries. We had that possibility. The government has planned that fifteen countries could be included in this list of bilateral partners of our Cooperation. Today, there are only 14 countries. Although some criteria of poverty are not met, this country is experiencing great social difficulties. It is a country that is on the footsteps of Europe. It is a country that is strategic for us and whose stability and social situation are decisive for our country.
As was the case with Morocco, all the ingredients were brought together so that this country – because it is our interest, because it is its interest, because there is a well-understood solidarity – becomes the fifteenth partner country of our Cooperation. I regret that we have not been able to reach this point.
That said, I keep in mind that in particular through the support of an amendment of the CD&V, we will mobilize the instruments of Cooperation – it is not only a question of BIO, but also all the appropriate instruments – to ensure that, on the social level, tomorrow, our cooperation is more important than today.
