Monsieur le président, monsieur le ministre, chers collègues, je ne m'éterniserai pas et m'en référerai à ce que j'ai dit la semaine dernière lors de la discussion d'un projet de loi similaire concernant les élections communales et provinciales. Je voudrais toutefois faire l'une ou l'autre remarque. Tout d'abord, je m'étonne un peu de l'empressement dont on a fait preuve pour présenter l'actuel projet de loi, dès lors qu'il aurait peut-être été préférable d'attendre que les élections communales et provinciales soient passées. Cela nous aurait permis de faire un premier bilan de la nouvelle loi et de voir s'il n'y avait pas de lacunes à combler. En effet, la semaine dernière, différents intervenants de la majorité étaient d'avis que l'on devait, à terme, arriver à une suppression complète de l'effet dévolutif de la case de tête. Le PSC défend cette idée. C'est également la raison pour laquelle j'avais, avec Mme Milquet et M. Poncelet, déposé une proposition de loi en ce sens. Pour le PSC, la suppression complète de l'effet dévolutif de la case de tête permet de donner un réel poids au vote du citoyen. Elle offre une même chance à tous les candidats et aura sans aucun doute un effet dynamisant et motivant sur ces derniers lors des élections. Elle diminue le rôle des partis politiques dans la sélection des futurs élus. Et enfin, elle renforce la démocratie en la rendant plus transparente, plus compréhensible et plus proche du citoyen. C'est donc en ce sens que j'avais déposé, avec M. Detremmerie, divers amendements visant à la suppression complète de l'effet dévolutif. Monsieur le président, je n'interviendrai plus lors de la discussion des articles et amendements; je me permettrai donc de les défendre ici. En ce qui concerne notre dernier amendement, je m'en réfère aux propos que le ministre lui-même a tenus lors de la discussion générale, et repris au rapport. Le ministre s'est en effet interrogé sur l'opportunité de prévoir une augmentation du nombre de candidats à l'élection, et ce en raison de la taille de certaines circonscriptions électorales. En effet, par exemple, dans la circonscription de Huy-Waremme, il n'y a que deux postes de députés à pourvoir. L'on pourrait donc en arriver à des listes ne comprenant que deux candidats. On pourrait parfaitement imaginer que cette liste décroche les deux mandats. Il n'y aurait alors plus de suppléant, avec toutes les difficultés que cela sous-entend pour le cas où l'un des élus devrait, pour une raison ou l'autre, abandonner son mandat ou le perdre. Le ministre était tenté de prévoir la possibilité de compléter certaines listes d'un certain nombre de candidats, avec, par exemple, un maximum de 30%. Mais ce pourcentage posait également un certain nombre de problèmes, notamment dans ce même cas où il n'y avait que deux candidats. Mon amendement visait à prévoir un minimum de cinq candidats avec la possibilité de passer à 30% supplémentaires dans certaines circonscriptions. Malheureusement, la commission n'a pas approuvé cet amendement. J'espère que les collègues, peu nombreux sans doute, qui se sentiront touchés par cette difficulté me soutiendront en séance plénière. J'estime qu'un parti qui dépose une liste a le devoir d'assurer la continuité et d'éviter de se trouver dans une situation ridicule, au cas où il viendrait à manquer de candidats. Pour le reste, l'essentiel a été dit jeudi dernier. Je m'en tiendrai donc à cette remarque.

This is what I have stated, with Mr. Detremmerie, various amendments aimed at the complete elimination of the devolving effect. With regard to our last amendment, I refer to the statements made by the Minister himself during the general discussion, and taken back into the report. The Minister questioned whether it would be appropriate to anticipate an increase in the number of candidates in the election, and this due to the size of some electoral districts. For example, in the electoral district of Huy-Waremme, there are only two seats of deputies to be provided. Therefore, there could be lists comprising only two candidates. It could be perfectly imagined that this list wins both mandates. There would then no longer be a substitute, with all the difficulties that this entails in the event that one of the elected should, for one reason or another, abandon his mandate or lose it. The minister was tempted to provide for the possibility of completing certain lists of a certain number of candidates, with, for example, a maximum of 30%. But this percentage also posed a number of problems, especially in the same case where there were only two candidates. My amendment aimed to provide for a minimum of five candidates with the possibility of increasing to an additional 30% in some constituencies. Unfortunately, the Commission did not approve this amendment. I hope that the colleagues, probably few, who will feel affected by this difficulty will support me in the plenary session. I believe that a party that submits a list has the duty to ensure continuity and to avoid being in a ridiculous situation in the event that there would be a shortage of candidates. The most important thing was said last Thursday. I will therefore stick to this observation.
