As regards the second adjustment of the Rijksmiddelen budget for the financial year 2000, it was actually an adjustment sheet in connection with the distribution of the appropriations between the Flemish Community and the French Community for the income of the Value Added Tax for the financial year 2000. That distribution was to be made on the basis of the number of pupils as determined by the Court of Auditors.
During the discussions, Mr Borginon noted that the audit carried out by the Court of Auditors is used to conceal that it was a government policy decision. According to him, therefore, it was a budgetary adjustment based on existing legislation rather than on a real audit. This statement was opposed by the Minister of Budget. As a result, this bill was adopted with nine votes against one, with two abstentions.
I will also immediately report on the second draft law on the adjustment of the general expenditure budget. The Minister of Budget, Mr Vande Lanotte, pointed out that those expenditure were adjusted as a result of the favorable economic circumstances and the transition to the early repayment of some debts from the Treasury. In addition, a rise in the dollar rate has been taken into account and a number of additional commissions have been imposed. In addition, the necessary space has been provided for the payment of the fuel oil premiums and the displacement costs of the Cabinet of the Deputy Prime Minister and Minister of Employment.
The Belgian State must also pay a number of damages. In addition to an additional ICT loan, a loan for the IMF has also been granted. A credit was also provided for the processing of ammunition in Poelkapelle. The staff of the Cabinet of the State Secretary for Development Cooperation also had to be adjusted.
Mr Leterme made observations on several points, including that this government appears to have used the favorable economic conjuncture to anticipate certain spending so that they become confused for the calculation of the increase of spending from one year to the next. As a result, it was possible to increase the primary expenditure of the year 2001.
In addition, a number of questions were asked about the problems between the Minister of Land Defense and the Minister of Public Health regarding the ammunition processing in Poelkapelle. There were also questions about the changes in the Department of Justice. After discussion, this adjustment sheet was approved by nine votes against three.
