                    Mijnheer de voorzitter, mijnheer de minister, collega's, zoals het hoort geef ik een kort verslag over de werkzaamheden in de commissie voor de Financiën. In tegenstelling tot andere commissies was de meerderheid daar wel in aantal.

Wat betreft de tweede aanpassing van de Rijksmiddelenbegroting voor het begrotingsjaar 2000, ging het eigenlijk over een aanpassingsblad in verband met de verdeling van de kredieten tussen de Vlaamse en de Franse Gemeenschap voor de opbrengst van de Belasting over de Toegevoegde Waarde voor het begrotingsjaar 2000. Die verdeling moest gebeuren op basis van de leerlingenaantallen zoals vastgesteld door het Rekenhof.

Tijdens de besprekingen merkte de heer Borginon op dat de door het Rekenhof uitgevoerde controle wordt aangewend om te verdoezelen dat het om een beleidsbeslissing van de regering ging. Volgens hem ging het dus om een begrotingstechnische aanpassing op basis van een bestaande wetgeving in plaats van op basis van een reëel uitgevoerde controle. Deze stelling werd door de minister van Begroting tegengesproken. Als gevolg daarvan werd dit wetsontwerp aangenomen met negen stemmen tegen één, bij twee onthoudingen.

Ik breng u ook meteen verslag uit van het tweede wetsontwerp over de aanpassing van de algemene uitgavenbegroting. De minister van Begroting, de heer Vande Lanotte, wees erop dat die uitgaven werden aangepast omdat men omwille van de gunstige economische conjunctuur is overgegaan tot het vervroegd aflossen van een aantal schulden van de schatkist. Men heeft bovendien rekening gehouden met een stijging van de dollarkoers en men heeft ook een aantal bijkomende provisies aangelegd. Daarenboven heeft men in de nodige ruimte voorzien voor het uitbetalen van de stookoliepremies en de verhuiskosten van het kabinet van de vice-eerste minister en minister van Werkgelegenheid.

De Belgische Staat moet ook een aantal schadevergoedingen betalen. Daarnaast is er, naast een bijkomend ICT-krediet, ook een krediet voor het IMF uitgetrokken. Eveneens heeft men gezorgd voor een krediet voor de verwerking van de munitie te Poelkapelle. Voor het personeel op het kabinet van de staatssecretaris voor Ontwikkelingssamenwerking moest ook een aanpassing worden doorgevoerd.

De heer Leterme heeft over verschillende punten opmerkingen gemaakt, onder meer dat deze regering blijkbaar van de gunstige economische conjunctuur gebruik heeft gemaakt om bepaalde uitgaven te vervroegen, zodat zij in de war raken voor de berekening van de stijging van de uitgaven van het ene jaar naar het andere. Daardoor was het volgens hem mogelijk de primaire uitgaven van het jaar 2001 te doen toenemen.

Voorts werd nog een aantal vragen gesteld over de problemen tussen de minister van Landsverdediging en de minister van Volksgezondheid over de munitieverwerking in Poelkapelle. Ook waren er vragen over de wijzigingen in het departement van Justitie. Na discussie werd dit aanpassingsblad goedgekeurd met negen stemmen tegen drie.

As regards the second adjustment of the Rijksmiddelen budget for the financial year 2000, it was actually an adjustment sheet in connection with the distribution of the appropriations between the Flemish Community and the French Community for the income of the Value Added Tax for the financial year 2000. That distribution was to be made on the basis of the number of pupils as determined by the Court of Auditors.

During the discussions, Mr Borginon noted that the audit carried out by the Court of Auditors is used to conceal that it was a government policy decision. According to him, therefore, it was a budgetary adjustment based on existing legislation rather than on a real audit. This statement was opposed by the Minister of Budget. As a result, this bill was adopted with nine votes against one, with two abstentions.

I will also immediately report on the second draft law on the adjustment of the general expenditure budget. The Minister of Budget, Mr Vande Lanotte, pointed out that those expenditure were adjusted as a result of the favorable economic circumstances and the transition to the early repayment of some debts from the Treasury. In addition, a rise in the dollar rate has been taken into account and a number of additional commissions have been imposed. In addition, the necessary space has been provided for the payment of the fuel oil premiums and the displacement costs of the Cabinet of the Deputy Prime Minister and Minister of Employment.

The Belgian State must also pay a number of damages. In addition to an additional ICT loan, a loan for the IMF has also been granted. A credit was also provided for the processing of ammunition in Poelkapelle. The staff of the Cabinet of the State Secretary for Development Cooperation also had to be adjusted.

Mr Leterme made observations on several points, including that this government appears to have used the favorable economic conjuncture to anticipate certain spending so that they become confused for the calculation of the increase of spending from one year to the next. As a result, it was possible to increase the primary expenditure of the year 2001.

In addition, a number of questions were asked about the problems between the Minister of Land Defense and the Minister of Public Health regarding the ammunition processing in Poelkapelle. There were also questions about the changes in the Department of Justice. After discussion, this adjustment sheet was approved by nine votes against three.
