Monsieur le président, chers collègues, mon intervention va porter à la fois sur la proposition de résolution de M. Yüksel et celle que mon groupe a déposée. Nous soutiendrons ces deux textes, mais pas avec le même enthousiasme.
Celui de M. Yüksel est à l'image de son parti: suffisamment flou pour que chacun y trouve son compte et pas trop ambitieux pour n'effrayer personne. Il n'évite ni les approximations ni les incohérences. La principale incohérence concerne sa portée. Le second considérant et l'exposé introductif rappellent, à juste titre, que toutes les entreprises publiques ont un rôle social et une fonction d'exemple. Elles doivent donc mener une politique diversifiée et non-discriminatoire. Or, les demandes de la proposition ne portent que sur le Groupe SNCB. Exit donc Proximus, bpost, Loterie Nationale, Belgocontrol, voire Belfius. La lutte contre les discriminations serait-elle plus urgente à la SNCB ou plus secondaire dans les autres entreprises publiques? La question a déjà été posée et n'a reçu aucune réponse. Je l'aurai peut-être aujourd'hui. Nos amendements visant à élargir la portée de la proposition ont été rejetés sans explication.
Il y a ensuite une ambiguïté concernant les objectifs à atteindre. Veut-on promouvoir la diversité au sein de la SNCB ou lutter contre les discriminations? Ces deux questions, en apparence très semblables, relèvent de deux philosophies différentes. Promouvoir la diversité au sein d'une entreprise revient à engager une personne parce qu'elle fait partie d'un groupe ethnique. La personne est alors définie non pas en fonction de ses qualités propres ou les difficultés auxquelles elle fait face – je ne me prononce pas contre la diversité dans la mesure où je crois que la rencontre des cultures ne peut qu'enrichir la société. Lutter contre les discriminations, c'est autre chose: c'est porter une attention particulière à certains groupes de personnes parce qu'elles doivent faire face aux obstacles supplémentaires qu'elles subissent; c'est tenter de gommer les inégalités et de corriger les injustices sociales.

The person is then defined not according to his own qualities or the difficulties he faces – I am not opposed to diversity as I believe that the encounter of cultures can only enrich society. Fighting discrimination is another thing: it is to pay special attention to certain groups of people because they must face the additional obstacles they face; it is to try to overcome inequalities and to correct social injustice.

La distinction est importante parce que, si l'on veut résoudre un problème, il convient alors de le nommer et de le définir correctement. Or, en commission, ma collègue Grovonius a relevé certaines incohérences dans votre proposition de résolution, monsieur Yüksel, quant aux objectifs à suivre. Exiger une représentativité des personnes issues de l'immigration est une bonne chose. Encore faut-il savoir de quelle immigration on veut parler. Doit-on rappeler que toutes les personnes issues de l'immigration n'affrontent pas les mêmes difficultés, que postuler pour un emploi quand on est originaire de France ou de Suède n'est pas pareil que le faire lorsque l'on provient du continent africain?
Soyons honnêtes, l'exposé introductif du texte n'évacue pas totalement cet aspect, puisqu'il est question de coupler les données relatives à l'origine aux réalités socio-économiques. On évoque même le taux de chômage anormalement plus élevé en Belgique qu'en Allemagne ou au Royaume-Uni des ressortissants des pays extérieurs à l'Union européenne.
Par conséquent, je regrette surtout l'inadéquation de nos propositions de résolution respectives ainsi que le flou entre les objectifs fixés et les constats pourtant clairement établis. Et ce, d'autant plus qu'un amendement de la majorité a considérablement affaibli les demandes au gouvernement. Ce dernier ne devra plus prendre de mesures contraignantes que s'il décide de définir lui-même les objectifs. C'est un peu le chat qui se mord la queue.
C'est en raison de ce constat que nous avons choisi de redéposer en séance plénière notre proposition de résolution qui, d'une part, vise toutes les entreprises publiques autonomes et, de l'autre, énonce plus objectivement les résultats à atteindre. En accordant une attention toute particulière au chômage des jeunes des grandes villes, nous visons également à sortir d'un cercle vicieux observé dans certains quartiers et qui conduit à un progressif isolement culturel, social et économique.
Monsieur le président, chers collègues, vous comprendrez par conséquent que notre soutien au texte de la majorité porte davantage sur son esprit que sur son hypothétique mise en œuvre. C'est la raison pour laquelle nous soumettons à votre vote une proposition plus ambitieuse et plus claire dans ses objectifs. Je vous remercie de votre attention.

Let us be honest, the introductory exposition of the text does not completely evade this aspect, since it is a matter of coupling the data relating to the origin with the socio-economic realities. The unemployment rate in Belgium is even mentioned to be abnormally higher than in Germany or the United Kingdom for nationals of countries outside the European Union.
Therefore, I regret in particular the inadequacy of our respective resolution proposals as well as the blur between the objectives set and the clearly established findings. And this, especially since a majority amendment significantly weakened demands to the government. The latter will no longer have to take binding measures unless it decides to set the objectives itself. It is the cat that bites its tail.
It is because of this finding that we have chosen to re-submit to the plenary session our proposal for a resolution which, on the one hand, targets all autonomous public undertakings and, on the other, more objectively outlines the results to be achieved. By paying particular attention to youth unemployment in major cities, we also aim to get out of a vicious circle observed in certain neighborhoods that leads to progressive cultural, social and economic isolation.
Mr. Speaker, dear colleagues, you will therefore understand that our support for the majority text is more about its spirit than its hypothetical implementation. That is why we submit to your vote a more ambitious and clear proposal in its objectives. I thank you for your attention.

In de voorliggende resolutie vragen wij dat de NMBS-Groep voortaan meewerkt aan het federale diversiteitsbeleid, dat ook in het regeerakkoord is opgenomen. Wat zijn de cijfers? In 2009 bedroeg de instroom van andere nationaliteiten bij de NMBS 1,8 %. In 2013 was dit amper gestegen naar 2,5 %. Nochtans stond in het beheerscontract van 2009, dus het huidige beheerscontract, dat de instroom vanuit die doelgroepen 10 % zou bedragen.
Wij zien in de realiteit dus dat wij gestaag positieve resultaten bereiken, maar het gaat veel te traag. Wij willen ter zake een versnelling hoger gaan.

Twee weken geleden heeft de Europese Commissie nog gewezen op een hiaat bij ons, namelijk dat de arbeidsdeelname van mensen met een migratieachtergrond van buiten de Europese Unie in België de laagste is van alle EU-lidstaten, zowel voor de eerste, de tweede als de derde generatie. Het is dus belangrijk om vandaag wat dat betreft een versnelling hoger te schakelen. We weten ook dat de meeste hefbomen hiervoor op het niveau van de deelstaten zitten, maar ook het federale niveau moet helpen waar het kan.
Wij zien dat op dit moment ook als een belangrijke opportuniteit voor de NMBS omdat de NMBS-Groep een van de grootste werkgevers is in ons land en binnen de federale overheidsdiensten. Dit jaar wordt in de aanwerving van 2 200 mensen voorzien en ook in de komende jaren wordt een rekrutering van telkens 2 000 mensen vooropgesteld. De babyboomers gaan de komende jaren massaal met pensioen. Dit is voor de NMBS-Groep een opportuniteit om ervoor te zorgen dat zijn personeelsbestand meer een weerspiegeling wordt van de diverse samenleving in ons land. Ik hoop dat alle fracties deze resolutie zullen steunen.
Ik wil nog twee woorden zeggen met betrekking tot de collega’s van de PS. We hebben gekozen voor een stapsgewijze aanpak en we beginnen met de NMBS-Groep. Het is niet uitgesloten dat we er later de andere overheidsbedrijven bij kunnen betrekken. Ik wil nogmaals benadrukken dat deze ambitie in het regeerakkoord is vooropgesteld. We gaan stapsgewijs te werk.

Respecter chacun et estimer chaque personne à sa juste valeur sont des aspects essentiels que nous, politiques et nous, libéraux, devrons porter pour le bien de la cité.
La politique de diversité au sein du Groupe SNCB est fondamentale à plus d'un titre. Je me réjouis de nouveau que M. Yüksel ait pris cette initiative en commission de l’Infrastructure.

Reconnaissons qu'il est regrettable de devoir demander au gouvernement fédéral (au point 1 de la résolution) d'insister auprès du Groupe SNCB pour qu'il se rallie à la politique fédérale de diversité. Les entreprises publiques ont pour vocation d'être socialement responsables et ce n'est pas uniquement une question de lutte contre le chômage des personnes d'origine étrangère.
Les entreprises publiques ont aussi tout intérêt à refléter les publics qu'elles servent, notamment en comprenant mieux les attentes des usagers pour la mise à disposition de ressources qui leur ressemblent, en favorisant le contrat et le dialogue avec toutes les composantes de la population.
Est-ce vraiment un hasard de calendrier si deux propositions de résolution inscrites à l'ordre du jour de notre séance vont dans le même sens: celle pour les personnes d'origine étrangère et celle qui concerne les jeunes dans les grandes villes? Non, selon nous, ce n'est pas un hasard. C'est le reflet d'une culture d'entreprise publique qui n'a pas pu évoluer et qui ne reflète plus notre société.
Nous voterons cette résolution avec l'espoir qu'elle contribuera à faire évoluer les mentalités et les pratiques.

However, it is regrettable that we have to get there. Federal public enterprises should, of course, be an example in diversity. It is not eligible for a company such as the SNCB to fail to comply with the contract, which stipulated a target of 10% of foreign workers in annual recruits from 2009. The progress towards the target is ridiculous: moving from 1.8% in 2009 to 2.47% in 2013 is not the result of a voluntary policy. Therefore, the pressure needs to be increased.
We acknowledge that it is regrettable to have to ask the Federal Government (in paragraph 1 of the resolution) to insist that the SNCB Group adhere to the federal diversity policy. Public enterprises are called to be socially responsible and it is not just a matter of fighting the unemployment of people of foreign origin.
Public enterprises also have an interest in reflecting the audiences they serve, in particular by better understanding the expectations of users for the provision of resources that are similar to them, by fostering contracting and dialogue with all components of the population.
Is it really a coincidence if two resolutions on the agenda of our session go in the same direction: the one for foreigners and the one for young people in big cities? No, I do not think it is a coincidence. It is a reflection of a public enterprise culture that has failed to evolve and no longer reflects our society.
We will vote on this resolution in the hope that it will contribute to the evolution of mentalities and practices.
