                    Mijnheer de voorzitter, het wetsvoorstel, ingediend door mevrouw Dierick en een aantal collega's van de commissie voor het Bedrijfsleven, stelt voor om de Gecoördineerde Universele Tijd (UTC) als basis te nemen voor de wettelijke tijd in België en zich niet meer te baseren op de referentietijd bepaald door de rotatie van de aarde en dit om juridische onzekerheden weg te nemen.

Het wetsvoorstel werd eenparig aangenomen, na amendering van de artikelen 2, 4 en 5.

Het betreft hier een voorstel van resolutie met aanbevelingen in verband met het betaalgedrag van de federale overheid. Blijkbaar worden de termijnen niet echt gerespecteerd door, enerzijds, de achterpoortjes in de wetgeving en, anderzijds, het gebrek aan informatie. Daarom heeft een aantal collega's een voorstel van resolutie ingediend, opdat betalingen sneller zouden gebeuren en desgevallend ambtenaren naar de commissie uit te nodigen om zich te verantwoorden ingeval betalingen lang op zich laten wachten.

Ook onderhavig voorstel van resolutie werd eenparig aangenomen in de commissie.

                    Dank u, mevrouw Detiège, voor de uitmuntende samenvatting.

Het debat in de commissie was vrij kort en de consensus zeer groot. Met het voorstel van resolutie doen we een belangrijke stap. Een vlot betalingsverkeer heeft immers een directe impact op het investeringsbeleid van onze ondernemingen, vooral dan kmo's.

Het is toch frappant dat 20 % van onze ondernemingen aangeeft sneller personeel te zullen aanwerven, als de facturen sneller en op tijd worden betaald. We moeten daar dus met zijn allen naar streven.

De huidige regeling is niet perfect. Ik heb een wetsvoorstel ingediend om dat ook te regelen tussen bedrijven onderling, maar aan de bespreking daarvan zijn we nog niet toegekomen.

Het is wel een goede zaak dat we de overheid eerst tot de orde roepen. De regering zet stappen om de facturen sneller te betalen, maar we zijn nog lang niet waar we moeten zijn. De overheid in België betaalt haar facturen gemiddeld na 73 dagen. In Nederland is dat 44 dagen, in Duitsland 36. We hebben dus nog een hele weg af te leggen om betere cijfers te laten noteren.

                    Er kunnen verschillende manieren bedacht worden om het probleem aan te pakken. Ons idee is om de politieke druk op de verantwoordelijke politici te vergroten door hen te verplichten om hun cijfers jaarlijks in het Parlement te komen voorstellen. Volgens mij is dat de beste manier om de druk hoog te houden. Elk departement moet voor zichzelf uitmaken hoe het de doelstellingen bereikt, want dat komt niet het Parlement toe. De resultaten willen wij wel zien. Bij de jaarlijkse presentatie van de cijfers zullen wij elk departement daarop kritisch kunnen bevragen en erop afrekenen, als de situatie niet verbetert.

Collega's, ik bedank u ervoor om de gezamenlijke doelstelling mee te ondersteunen. Wat de overheid aan bedrijven en burgers vraagt, moet zij in de eerste plaats ook zelf doen.

                    Monsieur le président, chers collègues, le respect des délais de paiement est une composante de la bonne gouvernance. S'il renforce la confiance des citoyens et des entreprises envers les pouvoirs publics, il permet notamment à nos PME de disposer d'une trésorerie saine.

Il est extrêmement dommageable que des entreprises, suite à des retards de paiement, éprouvent des difficultés à payer des fournisseurs et aussi à remplir leurs obligations fiscales. Subsidiairement, cela peut aussi avoir une influence sur leur capacité d'investissement et sur la création d'emplois.

Le gouvernement est sensible à ce problème et a déjà pris un certain nombre de mesures concrètes et durables pour limiter les retards de paiement. Je cite notamment des investissements dans des nouveaux modules informatiques, dans le cadre de la mise en oeuvre de la facturation électronique, et le développement d'une plate-forme pour la gestion intégrée des marchés publics.

Chaque département étant responsable de sa comptabilité et de l'organisation de ses services, il est indispensable de conscientiser les administrations afin qu'elles appliquent les recommandations formulées au travers des outils et des fonctionnalités techniques existantes.

L'établissement d'un rapport annuel prévu par cette résolution et qui donnerait lieu à un débat annuel en commission permettrait ainsi d'analyser les efforts réalisés et d'encourager chaque département à adopter le meilleur comportement en matière de paiement. C'est pourquoi le MR s'exprimera en faveur de cette proposition de résolution.

Compliance with payment deadlines is a component of good governance. By strengthening the confidence of citizens and ⁇  in public authorities, it enables, in particular, our SMEs to have a sound cash system.

It is extremely damaging that companies, as a result of late payments, have difficulty paying suppliers and also fulfilling their tax obligations. Subsidiarily, this may also have an impact on their investment capacity and job creation.

The government is sensitive to this problem and has already taken a number of concrete and lasting measures to limit late payments. In particular, I cite investments in new IT modules, as part of the implementation of electronic billing, and the development of a platform for the integrated management of public procurement.

As each department is responsible for its accounting and the organization of its services, it is essential to raise awareness of the administrations so that they apply the recommendations formulated through the existing technical tools and functionalities.

The preparation of an annual report provided for in this resolution, which would give rise to an annual discussion in the committee, would thus allow to analyze the efforts made and encourage each department to adopt the best payment behavior. Therefore, the MR will speak in favour of this proposal for resolution.

                    Monsieur le président, comme d'autres collègues l'ont dit, ce sujet est très important. La préoccupation est profonde et nous l'avons tous partagée en commission.

Du côté du groupe Ecolo-Groen, cela fait des années que nous intervenons au sujet des retards de paiement de l'État fédéral, d'une ampleur interpellante.

Quelques chiffres supplémentaires par rapport au texte: L'État belge figure dans le top 5 des pays européens qui paient le plus tardivement. La Belgique est en queue de peloton, en compagnie de la Grèce, de l'Espagne, du Portugal… Selon Graydon, au troisième trimestre 2017, l'administration fédérale n'aurait honoré que 61 % des factures dans les temps; 11 % des factures sont honorées avec 90 jours de retard. Selon un autre baromètre, Intrum Justitia, les pouvoirs publics sont de loin les plus mauvais payeurs avec un délai moyen de 69 jours; entre les entreprises, ce délai tourne autour de 44 jours. Le total de ces retards cumulés se serait chiffré, l'an dernier, à plus de 9,6 milliards d'euros pour l'économie belge.

Comme d'autres l'ont déjà dit, les premières entités concernées par ces retards sont les petites et moyennes entreprises (PME), les très petites entreprises (TPE) et les indépendants qui, à cause de tels retards de paiement, peuvent souffrir de problèmes de trésorerie pouvant mener à de lourdes conséquences, jusqu'au dépôt de bilan, jusqu'à la faillite. D'ailleurs, selon la dernière enquête menée par l'UCM, les factures impayées sont la troisième cause des problèmes financiers pour les indépendants et les petites entreprises dans notre pays. Plus que des problèmes de trésorerie, ces retards peuvent donc causer un nombre important de faillites.

As others have said, this issue is very important. The concern is profound and we all shared it in committee.

On the part of the Ecolo-Groen group, we have been speaking for years about the late payment of the federal state, of an interpellant scale.

Some additional figures compared to the text: The Belgian state is in the top 5 of the European countries that pay the most late. Belgium is in line with Greece, Spain, Portugal... According to Graydon, in the third quarter of 2017, the federal administration would have paid only 61% of the bills in time; 11% of the bills are paid with 90 days of delay. According to another barometer, Intrum Justitia, public authorities are by far the worst payers with an average delay of 69 days; among companies, this delay revolves around 44 days. According to the latest survey conducted by the UCM, unpaid bills are the third cause of financial problems for self-employed and small ⁇  in our country. More than cash problems, these delays can therefore cause a large number of bankruptcies.

Oui, chers collègues de la majorité, c'est très bien de déposer une proposition de résolution visant à demander une améliorer de la situation. Cependant, ne serait-il pas plus efficace d'interpeller les ministres de vos partis politiques qui sont en charge de ces départements? Je pense aux Finances, au Budget. C'est à ce niveau que se trouvent les leviers d'action.

Nous allons voter une proposition de résolution. Afin que les choses soient claires, j'attire ici l'attention sur le fait que nous allons voter en faveur de cette résolution. Mais les leviers d'action sont entre les mains de vos ministres au sein du gouvernement.

Votre responsabilité et celle de ce gouvernement sont très claires. Parfois un schéma vaut plus que de grandes explications. (M. Vanden Burre montre un graphique) Regardez l'évolution du pourcentage des factures impayées plus de trente jours après le délai de validation, depuis 2010. Les tirets rouges que vous voyez correspondent au début de l'entrée en fonction du gouvernement Michel 1ᵉʳ. On peut constater que la situation ne s'est absolument pas améliorée. On peut même parler de détérioration. En tout cas, cela n'a eu aucun effet sur l'évolution de la situation.

Deuxièmement, ce que vous proposez dans la résolution – que, je le répète, nous allons soutenir – est en fait le travail de la Cour des comptes. La Cour des comptes fait ce travail. D'ailleurs, elle se penche chaque année sur le problème. Elle fait des audits de chaque département, de chaque SPF et elle rend une analyse et émet des recommandations. La dernière date d'octobre 2017.

La Cour des comptes a examiné les mesures de quatre départements fédéraux: la police, le SPF Emploi, le SPF Économie et le SPP Politique scientifique. Elle a analysé ce qui a été mis en œuvre pour respecter les délais de paiement des achats de fournitures et services. Elle a également évalué les pourcentages de factures ayant subi un retard de paiement.

La Cour relève de nombreux manquements dans l'application de la réglementation relative aux délais de paiement, sur le plan du calcul du délai et l'octroi des intérêts de retard. Cette situation est due entre autres à des lacunes du contrôle interne.

Par ailleurs, la configuration de Fedcom – l'application dont vous parlez – et l'encadrement insuffisant des départements, soit le manque de personnel disponible pour mettre à bien cette politique et réduire les retards de paiement, ne facilitent pas la gestion optimale des délais de paiement. Je cite la Cour des comptes.

Suite à cette analyse, la Cour des comptes a émis des critiques et des recommandations. Elle l'a fait en 2017, en 2016 et 2015. Vous voyez, des choses se font, de manière très concrète. Elle a émis toute une série de recommandations, que j'ai ici sous les yeux. Je vais les reprendre rapidement.

Les documents manquent dans les dossiers de liquidation, ne permettant pas de déterminer la date limite précise du paiement. Il y a une différence entre la date d'entrée de la facture et la date d'enregistrement. La plupart des départements ne dressent pas de procès-verbal quand le contrôle de la réception des biens ou services a été finalisé. C'est pourtant recommandé dans un arrêté royal. Enfin, la plupart des départements ne paient des intérêts de retard que quand les fournisseurs le demandent explicitement, alors que c'est une obligation légale.

Afin d'être constructifs, et de donner encore plus de poids à cette proposition de résolution que vous soumettez aujourd'hui, nous demandons deux choses. Ce sont les amendements que nous avons déposés. J'espère que tous les collègues pourront les soutenir. Nous demandons d'ajouter au texte les recommandations de la Cour des comptes. Nous demandons d'ajouter très précisément les mesures préconisées dans le rapport d'octobre 2017, pour donner encore une plus grande force à ce que nous demandons ici.

What have you done since 2014? This is my question.

Second, what you propose in the resolution – which, I repeat, we will support – is actually the work of the Court of Auditors. The Court of Auditors does this work. Every year, we look at the problem. She audits each department, each SPF, and she makes an analysis and makes recommendations. The last date of October 2017.

The Court of Auditors examined the measures of four federal departments: Police, SPF Employment, SPF Economy and SPP Scientific Policy. It analyzed what was implemented to comply with payment deadlines for purchases of goods and services. It also assessed the percentage of invoices that suffered a late payment.

The Court identifies numerous shortcomings in the application of the regulations on payment deadlines, as regards the calculation of the deadline and the granting of delay interest. This is due, among other things, to weaknesses in internal control.

Furthermore, the configuration of Fedcom – the app you’re talking about – and the insufficient management of departments, i.e. the lack of staff available to implement this policy and reduce payment delays, do not facilitate the optimal management of payment deadlines. I refer to the Court of Auditors.

Following this analysis, the Court of Auditors issued criticisms and recommendations. She did so in 2017, 2016 and 2015. You see, things are done, in a very concrete way. She issued a whole series of recommendations, which I have here before my eyes. I will take them back quickly.

Documents are missing in the liquidation files, which does not allow to determine the exact deadline for payment. There is a difference between the entry date of the invoice and the registration date. Most departments do not draw up a record when the control of receiving goods or services has been finalised. However, it is recommended in a royal arrest. Finally, most departments pay delay interest only when suppliers explicitly request it, while this is a legal obligation.

In order to be constructive, and to give even more weight to this resolution proposal that you submit today, we ask for two things. These are the amendments we have submitted. I hope that all colleagues can support them. We request that the recommendations of the Court of Auditors be added to the text. We ask to add very precisely the measures recommended in the October 2017 report to give even greater strength to what we are asking here.

Collega Vanden Burre vraagt om de aanbevelingen van het Rekenhof gewoon over te nemen. Die aanbevelingen zijn er echter al en ik zie de meerwaarde daarvan dus niet in.

Er is echter ook een principieel meningsverschil. De aanbevelingen van het Rekenhof zijn zeer waardevol en elke minister moet daarmee aan de slag. Wat mij echter interesseert is het resultaat van die oefening. Wat wij de regering vragen is een verbetering. Of dat resultaat moet worden behaald met meer personeel, met meer IT of door een interne reorganisatie van elke dienst is iets wat in mijn filosofie niet door het Parlement moet worden opgelegd. Blijkbaar vindt collega Vanden Burre dat wij dat wel moeten doen. Wat mij interesseert is welk resultaat hier volgend jaar door de verschillende departementen zal worden voorgelegd. Als dat resultaat niet volstaat, dan zal ik de betrokken ministers daar kritische vragen over stellen. Ik meen echter dat elk departement de eigen organisatie zelf op punt moet stellen om de facturen tijdig te kunnen betalen.

There is indeed a difference in the approach to problems. We have seen this in other files as well. Collega Vanden Burre asks to simply take over the recommendations of the Court of Auditors. However, those recommendations already exist and I do not see the added value thereof.

However, there is also a principled disagreement. The recommendations of the Court of Auditors are very valuable and every minister must work on them. What interests me, however, is the outcome of that exercise. What we demand from the government is an improvement. Whether that result should be achieved with more staff, with more IT or through an internal reorganization of each department is something that, in my philosophy, should not be imposed by Parliament. Apparently, colleague Vanden Burre believes that we should do that. What I am interested in is what results will be presented here by the various departments next year. If that result is not sufficient, I will ask the ministers concerned critical questions. However, I think that each department must set up its own organization in order to be able to pay the bills on time.

Er waren al meerdere betogen die beargumenteerden waarom dit een goede resolutie is. Wat ons betreft is het belangrijk om de voorbeeldfunctie van de overheid nog eens duidelijk te beklemtonen. Ze moet ten aanzien van alle particuliere bedrijven tonen dat tijdig betalen belangrijk is. Laattijdige betaling door de overheid heeft immers in het verleden al meermaals gezorgd voor liquiditeitsproblemen, zeker bij kmo's. Als het echt lastig was waren er ook nadien financiële problemen. Wij vinden het dan ook belangrijk dat de overheid haar voorbeeldfunctie effectief waarmaakt en dus tijdig betaalt. Daarom steunen wij deze resolutie.

Collega Vanden Burre, het is correct dat het Rekenhof hier al meermaals over gerapporteerd heeft. Het ging dan niet alleen over de betaaltermijnen en eventuele laattijdige betalingen door de overheid, maar ook over het oplopen van intresten door laattijdige betalingen en de kosten daarvan voor de overheid. Ook dat is een belangrijk element. Het is niet alleen een kwestie van tijdig betalen, met moet ook intresten vermijden en de kosten dus zoveel mogelijk beperken.

We therefore support this resolution.

It was not only about the payment deadlines and any late payments by the government, but also about the increase of interest from late payments and the costs thereof for the government. This is also an important element. It is not only a matter of paying on time, but should also avoid interest and thus reduce the costs as much as possible.

                    Volgens mij is het niet nodig om daarbij langer te blijven stilstaan en om aan te halen dat de aanbevelingen van het Rekenhof erin geïntegreerd moeten worden. De aanbevelingen zijn ons namelijk bekend, er moet alleen nog meer werk van gemaakt worden.                     Mijnheer de voorzitter, wij steunen deze resolutie, maar ik wil wel enkele opmerkingen formuleren.

Geachte collega's, wanneer wij vanuit de oppositie een resolutie indienen, dan ondertekent u ze dikwijls niet, zeggende dat de regering al werkt aan de problemen en dat de resolutie dus niet nodig is. Nu constateer ik dat u zelf een resolutie indient, en ik vermoed dus dat u bedoelt dat de regering er niet mee bezig is. Het siert u dan ook dat u de regering daarop wilt wijzen. Het is namelijk inderdaad belangrijk dat de overheid haar facturen op tijd betaalt. De overheid heeft een voorbeeldfunctie, vooral ook als de overheid zware boetes oplegt aan wie zijn belastingen niet tijdig betaalt. Het gaat om een collectieve verantwoordelijkheid.

Ik dank collega Vanden Burre voor de verwijzing naar het Rekenhof. Ik wil zelfs verder gaan. Vorige week heeft het Rekenhof namelijk een dossier opgeleverd over beleidsevaluatie in de federale instellingen. De algemene conclusie daarvan luidt dat er in het algemeen veel te weinig audits worden uitgevoerd en dat het beleid veel te weinig wordt geëvalueerd in de verschillende departementen. Het regeerakkoord bepaalt dat minister Vandeput als verantwoordelijk minister voor de organisatie van de federale administraties moet zorgen voor audits naar het samenwerken en beter werken. Het Rekenhof formuleert ter zake schitterende beleidsaanbevelingen.

Wel, collega's, misschien moet u eens een volgende resolutie overwegen, gericht op resultaten, ter attentie van minister Vandeput, die daar zeker werk van zal maken.

Mr. Speaker, we support this resolution, but I would like to make a few comments.

Dear colleagues, when we submit a resolution from the opposition, you often do not sign it, saying that the government is already working on the problems and that the resolution is therefore not needed. Now I see that you are submitting a resolution yourself, so I suspect that you mean that the government is not working on it. That is why you want to point out this to the government. It is important for the government to pay its bills on time. The government has a role of example, especially when the government imposes heavy fines on those who do not pay their taxes on time. It is a collective responsibility.

I would like to thank Mr Vanden Burre for referring to the Court of Auditors. I even want to go further. Last week, the Court of Auditors submitted a dossier on policy evaluation in the federal institutions. The general conclusion of this is that audits are generally carried out too little and that the policy is evaluated too little in the various sectors. The Government Agreement stipulates that Minister Vandeput as responsible minister for the organization of the federal administrations must ensure audits to cooperate and work better. The Court of Auditors makes excellent policy recommendations in this regard.

Well, colleagues, maybe you should consider a next resolution, focused on results, at the attention of Minister Vandeput, who will ⁇  work on it.

                    Mijnheer de voorzitter, mijn excuses dat ik mij niet op voorhand liet inschrijven op de sprekerslijst. Ik zal mijn betoog kort houden en focussen op het uiterste belang van dit wetsontwerp.

Mijnheer de staatssecretaris, dit wetsontwerp behandelt het samenwerkingsakkoord dat werd gesloten met het oog op de omzetting van een Europese richtlijn. Dat samenwerkingsakkoord behandelt de principes van de permis unique. Hoewel de richtlijn al veel langer omgezet had moeten zijn, zijn wij nu toch tot een akkoord gekomen om de single permit of permis unique in te voeren. Er bestaat nog altijd geen korte en krachtige Nederlandse term voor.

Dit systeem is van belang in ons doel om van actieve migratie de belangrijkste vorm van migratie te maken. Wij kunnen niet genoeg benadrukken hoe belangrijk actieve migratie is, niet alleen voor de nieuwkomer zelf maar ook voor wie hier al is. Het is van uiterst belang voor de integratie van de nieuwkomer, voor zijn welzijn en voor het actief bijdragen aan de maatschappij in het algemeen. Ik meen dat de N-VA-fractie niet de enige is die het belang daarvan wil benadrukken.

Zoals ik daarnet al zei, moest deze Europese richtlijn eigenlijk al een tijdje omgezet zijn, namelijk ten laatste op 25 december 2013. De richtlijn werd echter slechts gedeeltelijk omgezet zodat de Europese Commissie een inbreukprocedure heeft ingesteld. Deze procedure is echter nog niet ten volle uitgevoerd. Er hangt ons een dwangsom boven het hoofd maar als wij dit wetsontwerp straks goedkeuren dan neem ik aan dat de dwangsom vervalt. Een dwangsom dreigt dus als wij de richtlijn niet snel omzetten.

Mr. Speaker, I apologize for not allowing me to register in advance on the speaker list. I will keep my discussion brief and focus on the extreme importance of this bill.

Mr. Secretary of State, this bill deals with the cooperation agreement concluded with a view to transposing a European directive. This cooperation agreement deals with the principles of the permission unique. Although the directive should have been transposed for a long time, we have now reached an agreement to introduce the single permit or permission unique. There is still no short and powerful Dutch term for it.

This system is important in our goal of making active migration the main form of migration. We cannot emphasize enough the importance of active migration, not only for the newcomer himself but also for those who are already here. It is of utmost importance for the integration of the newcomer, for his/her well-being and for his/her active contribution to society in general. I think that the N-VA group is not the only one who wants to emphasize its importance.

As I just said, this European directive had to be transposed for a while, at the latest on 25 December 2013. However, the Directive was only partially transposed so that the European Commission opened an infringement procedure. However, this procedure has not yet been fully implemented. There is a penalty over our heads, but if we approve this bill later then I assume that the penalty expires. Therefore, there is a threat of a fine if we do not transpose the directive quickly.

                    Wij leven in een complex land. Het samenwerkingsakkoord niet iets lichtzinnigs; het is een erg zware procedure. De nodige akkoorden van alle deelstaten moeten worden bereikt. Mijnheer de staatssecretaris, ik kan er dus enig begrip voor opbrengen dat het wat langer heeft geduurd. Wij mogen echter tevreden zijn dat wij hier vandaag over het voorliggend ontwerp en de omzetting kunnen stemmen.

Ik zal mij voorts beperken tot het focussen op artikel 4, dat handelt over een onderdaan van een derde land, die in een andere lidstaat in het bezit is van de status van langdurig ingezetene en die de single permit of de permis unique moet aanvragen als hij in België een activiteit in loondienst wil uitoefenen en hier wil komen werken. De Raad van State focuste op dat artikel 4, maar u hebt geantwoord dat er geen probleem is en dat de bedoelde nieuwkomer of migrant in alle opzichten minstens even gunstig wordt behandeld als vroeger. Ook op dat vlak is er dus geen enkel probleem.

De weg ligt open voor de gesprekken en voor de samenwerkingsakkoorden, teneinde deze zeer goede vorm van actieve migratie te faciliteren. Mijnheer de staatssecretaris, wij hameren er al lang op, al toen wij nog samen in de oppositie zaten, dat actieve migratie, werkmigratie en arbeidsmigratie ten volle moeten worden gefaciliteerd. Daartoe geven wij hier straks de aanzet, wat ik en ook mijn fractie alleen maar kunnen toejuichen. Het wetsontwerp is in de commissie trouwens unaniem goedgekeurd. De leden delen aldus onze mening, waarvoor dank.

We live in a complex country. The cooperation agreement is not a light sense; it is a very difficult procedure. The necessary agreements of all state counties must be reached. Mr. Secretary of State, I can therefore give some understanding that it took a little longer. However, we can be pleased that we can vote here today on the present draft and the conversion.

I will further limit myself to focusing on Article 4, which concerns a third-country national who holds the status of long-term resident in another Member State and who must apply for the single permit or the permis unique if he wishes to engage in an employment activity in Belgium and wishes to come to work there. The State Council focused on that article 4, but you answered that there is no problem and that the newcomer or migrant in question is treated in all respects at least as favourably as before. There is also no problem in this area.

The path is open for talks and cooperation agreements to facilitate this very good form of active migration. Mr. Secretary of State, we have long insisted, even when we were still together in the opposition, that active migration, labour migration and labour migration must be fully facilitated. This is something that we can only welcome, which I and my group can only welcome. The bill was unanimously approved in the committee. The members share our opinions, for which I thank you.

                    Mijnheer de voorzitter, mijnheer de staatssecretaris, beste collega's, uiteraard steunen wij dit ontwerp. Het waren inderdaad geen gemakkelijke onderhandelingen, die reeds een paar jaar geleden werden opgestart.

Ik wil evenwel voor het volgende waarschuwen.

Collega Smeyers, ik hoor u heel sterk migratie verdedigen, u spreekt over actieve migratie. Ik heb in de commissie een paar keer benadrukt dat men goede afspraken moet maken met de Gewesten om vooral het actieve in die vorm van migratie te controleren. Men moet oppassen dat men de single permit niet gaat gebruiken om het land binnen te komen en verblijfspapieren te krijgen, hier heel kort te werken en hier nadien gewoon verder te verblijven. Ik zou graag hebben dat er daaromtrent sluitende afspraken komen met de collega's van een ander beleidsniveau.

Mevrouw De Coninck, ik begrijp zeker uw bezorgdheid omtrent fraude. U bent consequent als het gaat over fraude, of het nu over sociale fraude, fiscale fraude of migratiefraude gaat; dat moet ik u nageven. Op dat vlak zijn de Vlaamse sociaaldemocraten zeer consequent en dat apprecieer ik.

U hebt zeker een punt. Het mag alleszins niet de bedoeling zijn dat met een vlottere toegang tot de arbeidsmarkt voor niet-Europeanen via die nieuwe permis-uniqueregeling, een fraudekanaal wordt geopend. In die zin ben ik zeker bereid om samen met de collega's op gewestelijk niveau een goede monitoring op te zetten zodat misbruiken of mogelijke fraude — men moet steeds met twee woorden spreken — goed gemonitord worden en dat wij dit goed in het oog houden.
