Mijnheer de voorzitter, beste leden van deze Kamer, ieder van ons neemt geregeld de trein. Aan die treinreis zijn soms frustraties verbonden. Aan sommige frustraties kan de reiziger niets doen; dat hebben wij vandaag gehoord tijdens de interventies over de stiptheid van het spoor. Voor andere frustraties zijn de reizigers wel zelf verantwoordelijk. Ik denk aan het verliezen van bagage. Ook al zijn de reizigers zelf verantwoordelijk voor het verlies, toch is het klantvriendelijk om het terechtkomen van de bagage op een eenvoudige en zo efficiënt mogelijke manier te organiseren. Daarom zal onze fractie het voorliggend ontwerp met een nieuwe procedure voor het afhalen van verloren bagage, steunen. Dit dan voornamelijk omdat het klantvriendelijker is voor de treinreiziger, maar eveneens kostenbesparend voor de overheid.
Onze fractie heeft altijd al aan de kar getrokken van de administratieve vereenvoudiging. Daarom is het ook voor ons belangrijk dat deze eenvoudigere procedure om verloren voorwerpen af te halen, een stap in de goede richting is. Het inkorten van de termijn om verloren bagage af te halen van zes maanden naar vijftig dagen is zeker en vast verdedigbaar. 99,3 % van de verloren zaken worden binnen deze termijn door de reiziger opgehaald. Een voorwaarde voor deze nieuwe maatregel is wel dat er duidelijke communicatie met de reizigers zal plaatsvinden, zodat zij weten hoe en waar zij hun verloren voorwerpen kunnen recupereren.
In dit wetsontwerp werd geen datum van inwerkingtreding opgenomen en bijgevolg zal het op zeer korte termijn na publicatie in het Belgisch Staatsblad in werking treden. Daarom denken wij dat er een aantal belangrijke vragen zijn inzake communicatie. Zullen de reizigers voldoende geïnformeerd worden? Zal er een informatiebrochure worden verspreid? Zal de NMBS investeren, bijvoorbeeld in signalisatie om de bewaarplaats van de verloren bagage in de stations duidelijk te maken?
Tenslotte is onze fractie van oordeel dat de ondernemingen uit de sociale economie die in de toekomst zullen instaan voor de verkoop en de recyclage van de niet afgehaalde voorwerpen, via een transparante aanbestedingsprocedure en op niet discriminerende wijze moeten worden geselecteerd.

Mr. Speaker, dear members of this Chamber, each of us takes the train regularly. Sometimes these trains are associated with frustration. To some frustrations the traveller can do nothing; that we heard today during the interventions on the accuracy of the railway. For other frustrations, the travellers themselves are responsible. I think of losing luggage. Even though the passengers themselves are responsible for the loss, it is customer-friendly to organize the arrival of the baggage in a simple and as efficient way as possible. Therefore, our group will support the proposed draft with a new procedure for recovering lost baggage. This is mainly because it is more customer-friendly for the train passenger, but also cost-saving for the government.
Our group has always been pushing for administrative simplification. Therefore, it is also important for us that this simpler procedure to retrieve lost objects is a step in the right direction. The reduction of the deadline for recovering lost luggage from six months to fifty days is sure and firmly defensive. 99.3% of lost items are collected by the traveller within this period. A prerequisite for this new measure is that there will be clear communication with the travellers so that they know how and where to recover their lost items.
This draft law did not include a date of entry into force and therefore it will enter into force very soon after its publication in the Belgian Staatsblad. Therefore, we think that there are a number of important questions regarding communication. Will passengers be sufficiently informed? Will an information brochure be distributed? Will the NMBS invest, for example, in signaling to clear the storage of lost baggage in the stations?
Finally, our group is of the opinion that the social economy companies that will in the future be responsible for the sale and recycling of the unused items should be selected through a transparent tendering procedure and in a non-discriminatory manner.
