                    Mijnheer de voorzitter, geachte collega’s, wij spreken ons vandaag uit over een resolutie over de relaties tussen België en Taiwan. De voorliggende tekst onderstreept de economische meerwaarde van de goede relaties tussen beide landen en ze benadrukt de erkenning voor de inspanningen van de regering in Taipei op het vlak van democratisering en verzoening met Peking.

Wij hebben in het Parlement al een goede traditie van voorstellen van resolutie die besproken en ook goedgekeurd werden. In 2012 hebben we nog een resolutie met kamerbrede meerderheid goedgekeurd. België onderhoudt sedert 1971 goede relaties en heeft ook een vertegenwoordiging in Taipei, en vice versa.

Ik ben ervan overtuigd dat deze resolutie op een ruime bijval van meerderheid en oppositie kan rekenen, zoals in de Kamercommissie voor de Buitenlandse Betrekkingen. Ik hoop u hier in het halfrond te kunnen overtuigen om deze resolutie te steunen.

Wat vraagt deze resolutie? Vanuit een ruime consensus lanceren de vele auteurs een vierledig verzoek aan de regering, dat ik met drie kernwoorden kan typeren: pacificatie, economische belangen en internationale betrokkenheid. Die aspecten zal ik kort toelichten. De weg die deze resolutie afgelegd heeft, is lang en er werden vele en lange uiteenzettingen gehouden. Ik zal vandaag echter proberen de zaken beknopt weer te geven.

Met de toenemende spanningen rondom de territoriale belangen en de verdeling van de natuurlijke rijkdommen in de Chinese Zee heeft de internationale gemeenschap meer dan ooit baat bij een vreedzame ontwikkeling en demilitarisering van die regio. In de voorbije jaren lanceerde de Taiwanese regering heel wat waardevolle initiatieven die gericht zijn op de-escalatie en coöperatie. Dat gebeurde met resultaten op het terrein. Belangrijker nog is dat de relaties met de regering in Peking een zekere detente ondergingen. Leiders van beide kampen hebben verschillende stappen gezet in een verzoeningsproces dat nu al meer dan zestig jaar aansleept.

We are speaking today on a resolution on the relations between Belgium and Taiwan. The present text underlines the economic added value of the good relations between the two countries and underlines the recognition for the efforts of the government in Taipei in the field of democratization and reconciliation with Beijing.

We already have a good tradition in Parliament of draft resolutions that have been discussed and also adopted. In 2012, we adopted another resolution with a majority in the House. Belgium has ⁇ ined good relations since 1971 and also has a representation in Taipei, and vice versa.

I am convinced that this resolution can count on a broad appeal of majority and opposition, as in the House Committee on Foreign Relations. I hope to convince you here in the hemisphere to support this resolution.

What does this resolution demand? From a broad consensus, the many authors launch a four-letter request to the government, which I can characterize with three key words: pacification, economic interests and international engagement. I will briefly explain these aspects. The path that this resolution has taken is long and there were many and long presentations. Today, however, I will try to summarize things briefly.

With the growing tensions around territorial interests and the distribution of natural resources in the Chinese Sea, the international community has benefited more than ever from the peaceful development and demilitarization of the region. In recent years, the Taiwanese government has launched a number of valuable initiatives aimed at de-escalation and cooperation. This happened with results in the field. More importantly, the relations with the government in Beijing have undergone a certain detent. Leaders of both camps have taken several steps in a reconciliation process that has been going on for over sixty years.

                    Herinner u, nog geen twee weken geleden schudden de beide leiders van de landen elkaar de hand. De presidenten Ma en Xi hebben elkaar ontmoet. Ik vond hier nog een artikel terug van begin 2014 van de hand van Stefan Blommaert. Die besluit: “Het is afwachten wat de volgende stap wordt in de toenadering tussen China en Taiwan. Er wordt al heel lang gespeculeerd over een ontmoeting tussen de Chinese president Xi en zijn Taiwanese ambtgenoot Ma. Dat die elkaar zouden ontmoeten lijkt onwaarschijnlijk. Voor onze economie was Taiwan eigenlijk een explosieve groeimarkt tot 2011, met uitschieters onder andere in de voor ons belangrijke farmaceutische en petrochemische industrie. We hebben er vandaag, in het huidige economisch klimaat, alle belang bij om dit partnerschap een nieuwe impuls te geven. Op dit moment lopen er onderhandelingen over een investeringsovereenkomst tussen de Unie en Taipei. We wensen met deze resolutie de regering ertoe te bewegen die ook volop te steunen. Tweede kernpunt van deze resolutie.

Tot slot, zoals al eerder vermeld, hebben wij, de auteurs, veel respect voor de ontwikkeling van het democratisch proces in Taiwan. Heel wat collega’s hebben Taiwan bezocht. Het is een voorbeeld van democratie en van ondernemen, wat in deze regio tot voorbeeld moet strekken.

Finally, as mentioned earlier, we, the authors, have great respect for the development of the democratic process in Taiwan. Many colleagues have visited Taiwan. It is an example of democracy and entrepreneurship, which should be an example in this region.

                    Monsieur le président, monsieur le ministre, chers collègues, le texte qui nous est soumis aujourd'hui par plusieurs de nos collègues a été l'occasion de mener un débat intéressant sur notre partenaire, Taïwan. Plus largement, nous avons eu l'occasion de débattre de la situation régionale. Il s'agit d'une région essentielle au regard des relations internationales et qui, de facto, doit avoir la place qu'elle mérite au sein de notre diplomatie et de nos travaux parlementaires.

Sous la précédente législature déjà, la Chambre avait adopté une résolution sur les relations entre la Belgique et Taïwan. Mon groupe avait cosigné ce texte via mon regretté collègue Patrick Moriau et nous l'avions soutenu en séance plénière. Celui-ci avait alors trois demandes précises. La première était de prendre toute initiative utile en concertation avec les États membres de l'Union européenne, en vue d'encourager la Chine et Taïwan à poursuivre leur dialogue et à élargir leur développement de leurs échanges en vue d'une résolution pacifique de tous leurs différents.

Le deuxième point était de réaffirmer son appui à une participation significative de Taïwan dans les organisations internationales, notamment la Convention-cadre des Nations unies sur les Changements climatiques et ses mécanismes (CCNUCC), ainsi que l'Organisation de l'Aviation civile internationale (OACI) en tant qu'observateur.

Le troisième point était de manifester son soutien favorable à une coopération économique élargie entre l'Union européenne et Taïwan, notamment par la conclusion d'un accord de coopération économique.

Il s'agit là pour mon groupe de notre position dans ce dossier qui reste intangible, ni plus ni moins. Bien évidemment, le groupe PS soutient l'établissement d'un climat de confiance entre la Chine et Taïwan, ainsi que la participation de Taïwan dans certaines organisations internationales. Nous l'avons toujours dit et cela ne change nullement. Bien évidemment, nous sommes d'avis qu'il revient à notre pays et à l'Union européenne d'encourager les initiatives permettant de poursuivre un dialogue constructif entre la Chine et Taïwan. Seul le respect du droit international par toutes les parties et donc le recours à l'ONU pourra apporter une solution neutre et acceptable par tous dans le conflit sous haute tension en Mer de Chine.

Mr. Speaker, Mr. Minister, dear colleagues, the text presented today by several of our colleagues has been an opportunity to conduct an interesting debate on our partner, Taiwan. More broadly, we had the opportunity to discuss the regional situation. It is an essential region in terms of international relations and that, de facto, must have the place it deserves in our diplomacy and in our parliamentary work.

During the previous legislature already, the House had adopted a resolution on relations between Belgium and Taiwan. My group had co-signed this text through my unfortunate colleague Patrick Moriau and we had supported it in plenary session. He had three specific requests. The first was to take any useful initiative in consultation with the Member States of the European Union, in order to encourage China and Taiwan to continue their dialogue and to expand their development of their trade with a view to a peaceful resolution of all their differences.

The second point was to reaffirm its support for Taiwan’s significant participation in international organizations, including the United Nations Framework Convention on Climate Change and its mechanisms (UNFCCC), as well as the International Civil Aviation Organization (ICAO) as an observer.

The third point was to express its favorable support for broader economic cooperation between the European Union and Taiwan, in particular through the conclusion of an agreement on economic cooperation.

This is for my group our position in this matter that remains intangible, neither more nor less. Of course, the PS Group supports the establishment of a confidence climate between China and Taiwan, as well as Taiwan’s participation in certain international organizations. We have always said this and it does not change. Of course, we are of the opinion that it is up to our country and the European Union to encourage initiatives to continue a constructive dialogue between China and Taiwan. Only the observance of international law by all parties and therefore the recourse to the UN can bring a neutral and acceptable solution for all in the high-voltage conflict in the China Sea.

                    Cependant, on ne peut utiliser le prétexte régional, aussi tendu soit-il, ou des arguments de diplomatie internationale louables pour nous, pour nous vendre en catimini un accord de libre-échange de type TTIP ou CETA que mon groupe rejette dans l'état actuel ou, comme c'est le cas ici, un accord bilatéral de protection des investissements. Cela s'appellerait faire deux poids deux mesures, alors que pas plus tard que le 12 novembre dernier, du haut de cette tribune, ma collègue, Gwenaëlle Grovonius, expliquait en détail toutes les raisons pour lesquelles notre groupe allait voter contre le projet de loi portant assentiment à l'accord entre l'Union économique belgo-luxembourgeoise et Panama concernant l'encouragement et la protection réciproque des investissements.

Dès lors, mes chers collègues, j'aimerais vous donner lecture de la nouvelle demande 3, telle qu'elle est présentée aujourd'hui dans le texte soumis par les différents auteurs: "Il s'agit d'étudier les initiatives diplomatiques pertinentes qui pourraient être prises vis-à-vis des États membres de l'Union européenne et de la Commission européenne afin de favoriser: a) l'ouverture de négociations en vue de la conclusion d'un accord bilatéral entre l'Union européenne et Taïwan concernant l'encouragement et la protection réciproque des investissements; b) à plus long terme, un accord de coopération économique."

Dès lors, comme en commission, je me suis longuement interrogé. Comment comprendre cette demande 3 de ce texte, alors que nous n'avons de cesse de nous inquiéter des conséquences potentielles du TTIP, du CETA, du TISA, etc. Celle-ci demande tout bonnement de prendre des initiatives pour conclure un accord bilatéral Union européenne/Taïwan sur l'encouragement et la protection réciproque des investissements.

Mes chers collègues, vous le savez, ce sont ces fameux textes internationaux qui comprennent un ISDS compromettant la capacité des États à légiférer et ne garantissant pas les clauses contraignantes sur les normes sociales et environnementales. Tout un programme!

Cette troisième demande est vraiment inacceptable pour notre groupe. Je m'interroge d'ailleurs de savoir comment il est possible que notre collègue, Wouter De Vriendt, pourtant membre de Groen, ait cosigné un texte comprenant une telle démarche, en contradiction avec la brillante intervention de notre collègue Benoît Hellings en commission.

How to understand this request 3 of this text, while we are constantly worrying about the potential consequences of TTIP, CETA, TISA, etc. It simply calls for initiatives to be taken to conclude a bilateral EU-Taiwan agreement on mutual encouragement and protection of investments.

My colleagues, you know, it is these famous international texts that include an ISDS compromising the capacity of states to legislate and not guaranteeing the binding clauses on social and environmental standards. A whole program.

This third request is indeed unacceptable for our group. I wonder how it is possible that our colleague, Wouter De Vriendt, however a member of Groen, has co-signed a text containing such a move, in contradiction to the brilliant intervention of our colleague Benoît Hellings in the commission.

Collega’s, onderhavig voorstel van resolutie past in een lange traditie van resoluties die wij hier in de Kamer hebben aangenomen. De hoofdbedoeling van die resoluties was steeds een bevriende democratie, zoals Taiwan er een is, te steunen. De situatie is complex. Taiwan wordt op dit ogenblik niet erkend, noch door China, noch internationaal. Wij hebben ook geen officiële diplomatieke betrekkingen met Taiwan. Daarom is het des te belangrijker dat wij de rol van de parlementaire diplomatie op ons nemen en dat we een dialoog kunnen voeren met de mensen van Taiwan, wat wij ook doen.

Zoals de hoofdindiener heeft gezegd, is het geenszins de bedoeling om het broze evenwicht tussen China en Taiwan, dat vandaag bestaat, te verstoren. De tekst zelf is trouwens gematigd en voorzichtig. Wij willen niet polariseren, maar wel de lopende initiatieven die de vrede tussen de partijen kunnen versterken, steunen. De dialoog moet primeren op een wapenwedloop.

De tekenen van toenadering en dialoog zijn positief, collega’s. Er is een sterke toename van het personen- en goederenverkeer tussen beide landen. Zo zijn er wekelijks ongeveer 800 passagiersvluchten tussen beide landen. Taiwan ontvangt jaarlijks ongeveer 3 miljoen Chinese bezoekers en vakantiegangers. Onder de huidige Taiwanese regering is de handel met China verdubbeld. Tal van Chinese bedrijven openden hun deuren in Taiwan.

In de zogenaamde Trade Policy Paper van de Europese Commissie van 14 oktober staat dat de Commissie verkennende stappen zal zetten voor investeringsonderhandelingen met Hongkong en Taiwan.

De kers op de taart was uiteraard de ontmoeting, begin deze maand en voor het eerst sedert de communistische revolutie in 1949, tussen de Chinese president, Xi Jinping, en zijn Taiwanese evenknie, Ma.

The main purpose of those resolutions was always to support a friendly democracy, such as Taiwan is one. The situation is complex. Taiwan is not recognized, neither by China nor internationally. We also have no official diplomatic relations with Taiwan. Therefore, it is all the more important that we assume the role of parliamentary diplomacy and that we can engage in dialogue with the people of Taiwan, whatever we do.

As the chief employee said, it is in no way intended to disrupt the fragile balance between China and Taiwan that exists today. By the way, the text itself is moderate and cautious. We do not want to polarize, but rather support the ongoing initiatives that can strengthen peace between the parties. The dialogue should prevail on a arms race.

Signs of approximation and dialogue are positive, colleagues. There is a sharp increase in the traffic of persons and goods between the two countries. There are about 800 passenger flights between the two countries each week. Taiwan receives approximately 3 million Chinese visitors and vacationers annually. Under the current Taiwanese government, trade with China has doubled. Many Chinese companies have opened their doors in Taiwan.

In the so-called Trade Policy Paper of the European Commission of 14 October it is stated that the Commission will take exploratory steps for investment negotiations with Hong Kong and Taiwan.

The cherry on the cake was of course the meeting, beginning this month and for the first time since the Communist Revolution in 1949, between Chinese President Xi Jinping and his Taiwanese equal knee, Ma.

The purpose of the resolution is triple.

First, we want to continue supporting the dialogue between the two countries, stimulating the approximation and avoiding a military outcome.

Second, in line with the resolution adopted by the European Parliament on 9 October 2013, we call for the examination of relevant diplomatic initiatives that could lead to the further expansion of the economic relations between the EU and Taiwan in the long run. Before that, I just referred to the so-called Trade Policy Paper, which puts the door on a rope for such negotiations.

Je me réjouis que nous soyons d'accord à une large majorité au sujet de ce texte. Au début de l'année, j'avais moi-même déposé avec M. Van Quickenborne une proposition de résolution qui en était très proche. Je me félicite aussi que nous entretenions des relations très proches avec Taïwan.

Il s'agit tout d'abord d'un pays démocratique. Preuve est faite qu'on peut être un État chinois et démocratique. En outre, c'est un partenaire commercial très important pour nous et qui pourrait l'être encore plus. En effet, Taïwan dispose de fonds souverains colossaux. Il serait donc judicieux qu'il investisse dans notre pays et vice versa, moyennant le respect de normes sociales et environnementales. Je rejoins M. Crusnière à cet égard.

C'est aussi un pays qui est faiseur de paix dans la région et qui prend des initiatives pour résoudre des conflits et tensions en mer de Chine. Je considère qu'il convient de le soutenir en ce domaine.

Enfin, Taïwan est malheureusement mis à l'écart de la communauté internationale, mais entretient par ailleurs des relations diplomatiques parlementaires solides. C'est pourquoi les parlements, qui sont le canal diplomatique privilégié, doivent jouer un rôle de premier plan avec Taïwan. Il importe de mettre à jour régulièrement (tous les 3 ou 4 ans) nos propositions à cet égard.

En outre, il serait très utile que ce pays puisse participer aux conférences sur le climat, car il émet du carbone tout comme nous. Il pourrait fournir des efforts supplémentaires dans le cadre des dispositions de la Conférence de Paris. Je trouve regrettable qu'il ne puisse pas y participer.

Il en va de même pour l'aviation civile internationale, car Taïwan est une plate-forme notable. Je pense notamment à la sécurité internationale.
