                    Mijnheer de voorzitter, collega's, jaarlijks rijdt de sproeitrein van Infrabel circa 10 000 km om het onkruid op de spoorwegbedding en in de bermen te bestrijden. Dat is een belangrijke opdracht in het kader van de spoorwegveiligheid en dus ook voor de stiptheid van de treinen. Zonder deze opdracht kunnen seinen en wissels ontregeld raken, het rem- en versnellingsproces kan worden gehinderd, technische installaties kunnen overwoekerd worden en er kunnen stabiliteitsproblemen optreden.

De bestrijding gebeurt vandaag vrijwel volledig aan de hand van chemische bestrijdingsmiddelen, pesticiden en herbiciden. Alternatieve bestrijdingstechnieken zijn erg arbeidsintensief en dus een pak duurder. Jaarlijks stoot die sproeitrein ongeveer 6 000 l pesticiden uit.

In 2009 kwam er al een Europese Richtlijn met als doel een gemeenschappelijk regelgevend kader inzake duurzaam gebruik van pesticiden en herbiciden te creëren. De laatste jaren hebben ook de federale overheid en de deelstaten maatregelen genomen om het gebruik van chemische verdelgingsmiddelen terug te dringen. Het doel daarvan is duidelijk en logisch: het beschermen van de menselijke gezondheid en het leefmilieu tegen de risico's die samenhangen met het gebruik van dit soort producten. Wetenschappelijke studies wijzen op het gebruik van chemische verdelgingsmiddelen als mogelijke oorzaak van kankers, zenuwziekten, vruchtbaarheidsproblemen en andere ziekten.

Afwijkingen op het verbod van gebruik van pesticiden zijn mogelijk wanneer er bijvoorbeeld geen afdoende niet-chemische middelen zijn of wanneer alternatieven onevenredige kosten met zich meebrengen. Op die basis geniet Infrabel een uitzondering.

Ik kan echter moeilijk zeggen dat het bedrijf niets heeft gedaan, geen maatregelen heeft genomen om de impact van die bestrijdingsmiddelen te verminderen. Men is selectief gaan optreden rond die verdelgingsmiddelen. De laatste jaren worden minder schadelijke producten gebruikt en men heeft cameradetectie geïnstalleerd, waardoor gericht wordt gesproeid in plaats van over hele oppervlakten. Men maakt bij de aanleg van nieuwe sporen gebruik van andere materialen en technieken, waardoor onkruid minder goed kan gedijen en men houdt ook rekening met gevoelige gebieden, zoals drinkwaterbeschermingszones of andere beschermde plaatsen. Die worden mechanisch onderhouden.

Mr. Speaker, colleagues, every year the Infrabel spray train runs approximately 10 000 km to combat the weeds on the railway bed and in the berms. However, I can hardly say that the company has done nothing, has not taken any measures to reduce the impact of those pesticides. We have selectively acted around these destructive agents. In recent years, less harmful products have been used and camera detection has been installed, allowing targeted spraying rather than across entire surfaces. In the construction of new tracks, other materials and techniques are used, which can make weeds thrive less well, and sensitive areas, such as drinking water protection zones or other protected areas, are also taken into account. They are mechanically ⁇ ined.

                    Ondanks al die inspanningen daalt de hoeveelheid gesproeide zones niet significant. Dat komt door herhaalde oefeningen, ten gevolge van de weersomstandigheden en ten gevolge van bijkomende zones. Op lange termijn is de vervanging van chemische verdelgers de enige duurzame oplossing. Daarom ligt dit initiatief hier vandaag voor.

Het is de bedoeling dat wij Infrabel ondersteunen door alle aanwezige expertise rond de tafel te brengen. Het is ook de bedoeling om een duurzaam maar financieel haalbaar alternatief op papier te zetten en onderzoek te voeren naar de haalbaarheid van de volledige omschakeling naar mechanische vegetatiebestrijding of andere technieken. De bevindingen van de werkgroep moeten leiden tot een plan van aanpak en een maximale en financieel draagbare substitutie van chemische bestrijdingsmiddelen. Indien substitutie tegen aanvaardbare kosten onhaalbaar blijkt, dan moet het de bedoeling zijn de gesproeide hoeveelheden in te perken, bijvoorbeeld door een ruimere definiëring van “gevoelige gebieden”.

Vandaar zijn wij tot een vijftal concrete verzoeken aan de regering gekomen.

Ten eerste, het oprichten van een werkgroep waarin Infrabel, en eventueel de betrokken dochterbedrijven, net als de partners uit de openbare en de private sector en de actoren met kennis van zaken uit het middenveld worden uitgenodigd.

Ten tweede, die werkgroep wordt opgedragen een plan van aanpak uit te werken met bindende verplichtingen voor de onderaannemers voor een duurzame en financieel draagbare vegetatiebestrijding op en langs de spoorwegbermen, alsook een manier van werken waarmee zo gering mogelijk gebruikgemaakt wordt van chemische verdelgingsmiddelen.

Ten derde, de regering moet erop toezien dat de werkgroep regelmatig vergadert en vragen dat er ten laatste tegen het voorjaar van 2018 een definitief rapport wordt voorgelegd.

Ten vierde, de regering wordt gevraagd regelmatig overleg te plegen met de leden van de werkgroep over de voortgang van de werkzaamheden en terug te koppelen naar de Kamer van volksvertegenwoordigers.

Tenslotte, wordt aan de regering gevraagd om, in overleg met Infrabel, het uiteindelijk voorgestelde plan van aanpak te implementeren.

Despite all these efforts, the amount of sprayed zones does not decrease significantly. This is due to repeated exercises, as a result of the weather conditions and as a result of additional zones. In the long term, replacing chemical destroyers is the only sustainable solution. That is why this initiative is here today.

We intend to support Infrabel by bringing all the available expertise around the table. It is also intended to put a sustainable but financially feasible alternative on paper and conduct research into the feasibility of the complete transition to mechanical vegetation control or other techniques. The findings of the working group should lead to an approach plan and a maximum and financially viable substitution of chemical pesticides. If substitution at acceptable costs turns out to be impossible, the aim should be to limit the sprinkled quantities, for example by a broader definition of “sensitive areas”.

Therefore, we have received five concrete requests to the government.

First, the establishment of a working group to invite Infrabel, and possibly the relevant subsidiaries, as well as partners from the public and private sectors and civil society actors.

Second, that working group is commissioned to develop an approach plan containing binding obligations for subcontractors for a sustainable and financially viable control of vegetation on and along the railway beams, as well as a way of work that minimizes the use of chemical destruction agents.

Third, the Government must ensure that the Working Group meets regularly and request that a final report be submitted by spring 2018 at the latest.

Fourth, the Government is asked to regularly consult with the members of the Working Group on the progress of the work and to link back to the House of Representatives.

Finally, the government is asked, in consultation with Infrabel, to implement the eventually proposed approach plan.

                    Mijnheer de voorzitter, collega’s, wij hebben in de commissie gezegd dat wij deze resolutie zullen steunen. Wij begrijpen echter niet en wij betreuren dat hier vorige week in de plenaire vergadering, onder andere door de N-VA, een motie van onze collega Jiroflée omtrent de bescherming van de volksgezondheid en het gebruik van glyfosaat werd weggestemd. Dat zijn twee maten en twee gewichten.

Ik heb begrepen dat er in de commissie voor de Volksgezondheid nog een discussie hangende is. Wij hopen dat er dan ook vanuit deze meerderheid enige continuïteit is, anders kan ik alleen maar concluderen dat het goedkeuren van deze resolutie tot hypocrisie zou leiden.

                    Mijnheer de voorzitter, collega’s, in onze commissievergadering van 22 juni hebben wij het voorstel van resolutie met betrekking tot een verbeterde sociale dialoog in de NMBS-Groep uitvoerig besproken en goedgekeurd.

Waarover gaat het voorstel van resolutie, collega’s? Met het voorstel doen wij een oproep aan de regering om werk te maken van sociale verkiezingen bij de NMBS-Groep en van een gegarandeerde dienstverlening. Daarnaast pleiten wij voor een hardere aanpak bij bezetting van seinhuizen en spoorweginstallaties. Tenslotte, dringen wij erop aan dat een stijging van de productiviteit bij het personeel hand in hand zou gaan met de verbetering van de werkomstandigheden.

Het eerste deel van onderhavig voorstel betreft de sociale verkiezingen. Ik wil eerst en vooral de collega’s van Ecolo-Groen danken voor de steun voor die punten in de commissie.

Collega's, samen met mij hebt u jammer genoeg, ook dit jaar weer de macht van de vakbonden aan den lijve ondervonden. Al te vaak werd opgeroepen tot staking en werden reizigers gegijzeld na een vingerknip van de vakbonden. Vandaag is het helemaal niet duidelijk wie de bonden vertegenwoordigen, want personeelsleden van het treinbedrijf kunnen hun afgevaardigden nu niet verkiezen. De afgevaardigden worden intern aangesteld door de bond zelf. Ze moeten ook op geen enkele manier verantwoording afleggen aan de achterban voor hun stellingnames.

Mr. Speaker, colleagues, at our committee meeting on 22 June, we discussed and approved the proposal for a resolution on improved social dialogue in the NMBS Group.

What is the proposal for a resolution, colleagues? With the proposal we call on the government to work on social elections in the NMBS Group and on a guaranteed service provision. In addition, we advocate a tougher approach in the occupation of signal houses and railway installations. Finally, we insist that an increase in employee productivity would go hand in hand with the improvement of working conditions.

The first part of this proposal concerns social elections. First and foremost, I would like to thank the colleagues of Ecolo-Groen for their support for these points in the committee.

Unfortunately, colleagues, together with me, you have also this year again encountered the power of the trade unions on the liver. Too often strikes were called for and travelers were taken hostage after a finger cut by the trade unions. Today it is not at all clear who represents the unions, because staff members of the railway company cannot now elect their representatives. Deputies are appointed internally by the association itself. They should also not in any way hold accountable to the backbone for their position names.

                    Ik wil hier enkele voorbeelden geven van de mate waarin het personeel de oproepen tot staking opvolgt. Ik verwijs onder andere naar de periode van wilde stakingen tussen 25 mei en 3 juni. Bij de NMBS werd het hoogste stakingspercentage genoteerd. Op 26 mei staakte 28 % van de Franstalige medewerkers en 10 % van de Nederlandstalige. Op 30 mei waren de verschillen nog groter: 24 % versus 3 %. Bij Infrabel staakte op 26 mei 15 % en op 27 mei 14 % van het Franstalig personeel. Het percentage bij de Nederlandstalige medewerkers lag op die dagen rond 1 %.

Dat toont aan dat er vandaag meer dan ooit een noodzaak is om de vertegenwoordiging van de bonden te regelen via sociale verkiezingen. Wij hebben ondertussen in de commissie het wetsontwerp houdende diverse bepalingen inzake mobiliteit besproken en ten dele goedgekeurd. Er volgt volgende donderdagvoormiddag een tweede lezing. Dat wetsontwerp geeft eigenlijk al een antwoord op onze vraag in ons voorstel van resolutie om sociale verkiezingen te organiseren in de NMBS-Groep. Volgens het ontwerp komen die verkiezingen er vanaf 2018.

Het tweede deel van de voorgestelde tekst betreft de gegarandeerde dienstverlening.

Daarover is in de Kamer al heel veel gezegd. Op 31 mei hebben wij in de commissie een interessante toelichting gekregen van de NMBS en Infrabel en werd ons uitgelegd dat er vier scenario’s kunnen worden uitgewerkt op stakingsdagen. In die scenario’s kunnen treinen rijden op stakingsdagen, op voorwaarde dat het personeel minstens 72 uur voor de stakingsdag laat weten of het al dan niet zal werken. Op basis van het personeel beschikbaar op de stakingsdag, kan dan een vervoersplan à la carte worden uitgerold. Het is dus mogelijk. Wij roepen de regering dan ook om de gegarandeerde dienstverlening te realiseren.

Het voorlaatste punt van het voorstel van resolutie betreft de vaststelling dat er bij stakingen jammer genoeg nog altijd op de sporen wordt gelopen en dat seinhuizen worden bezet.

Infrabel trekt sinds enige tijd preventief naar de rechtbank overal in het land om op eenzijdig verzoekschrift een beslissing van de rechter te krijgen om aan de hand van een betekening door een gerechtsdeurwaarder een dwangsom te kunnen eisen of personen die op de sporen staan te kunnen verwijderen. Uit cijfers blijkt dat Infrabel in de 39 arrondissementen waarin het dergelijke beslissingen op eenzijdig verzoekschrift heeft aangevraagd, door de rechter in het gelijk is gesteld. Dat is correct, want lopen op de sporen en sporen of seinhuizen bezetten zijn heel gevaarlijk voor de veiligheid en brengen het treinverkeer volledig in de war. Wij menen dat die harde aanpak moet worden gehandhaafd.

The NMBS recorded the highest percentage of strikes. On 26 May, 28% of the French-speaking employees and 10% of the Dutch-speaking employees went on strike. On 30 May, the differences were even greater: 24% versus 3%. In Infrabel, 15 % of the French-speaking staff went out on 26 May and 14 % on 27 May. The percentage among the Dutch-speaking employees was around 1% on those days.

This shows that today more than ever there is a need to regulate the representation of the trade unions through social elections. In the meantime, we discussed in the committee the bill containing various provisions on mobility and approved it in part. A second reading will be held on Thursday morning. That bill actually already answers our question in our proposal for a resolution to organize social elections in the NMBS Group. According to the draft, these elections will be held from 2018.

The second part of the proposed text concerns guaranteed services.

A lot has been said about this in the room. On 31 May, we received an interesting explanation from the NMBS and Infrabel in the committee and we were explained that four scenarios could be developed on strike days. In those scenarios, trains may operate on strike days, provided that the staff notify at least 72 hours before the strike day whether or not it will operate. Based on the staff available on the day of the strike, an à la carte transport plan can then be rolled out. So it is possible. We therefore call on the Government to implement the guaranteed service.

The preliminary point of the proposal for a resolution concerns the conclusion that strikes are unfortunately still being tracked and signhouses are being occupied.

Infrabel has for some time proceeded preventively to the courts throughout the country to obtain, on a unilateral petition, a decision from the court in order to be able to demand a penalty by a court executor or to remove persons on track. The figures indicate that Infrabel in the 39 districts in which it applied for such decisions on a one-sided appeal, was settled by the judge. That’s right, because walking on the tracks and occupying tracks or signal houses are very dangerous for safety and completely confuse train traffic. We believe that this harsh approach should be ⁇ ined.

                    Tot slot, collega’s, moet de productiviteitsverhoging van 4 % bij het spoorbedrijf, zoals door deze regering vastgelegd, volgens ons samengaan met de verbetering van de werkomstandigheden voor het personeel.

Wij stellen vast dat het statuut hopeloos achterhaald is, dat de interne reglementering en de papierwinkel nodeloos complex zijn — daarvan is het personeel ook het slachtoffer — en dat er een personeelsprobleem is, in die zin dat verlofdagen en vakantiedagen vaak niet kunnen worden genomen. Volgens ons is het dus een en-enverhaal. Er moet worden gewerkt aan de productiviteit, maar in het belang van het personeel moet ook worden gewerkt aan een verbetering van de werkomstandigheden en de modernisering ervan.

                    Mijnheer de voorzitter, geachte collega’s, zoals wij in de commissie al hebben gezegd, gaat onze fractie volledig akkoord met de resolutie van de collega’s van de Open Vld. De inhoud van deze resolutie ligt in de lijn van het regeerakkoord en van de strategische visie van het spoor, die nog door de vorige minister van Mobiliteit, mevrouw Galant, hier werd uitgewerkt en toegelicht.

Deze resolutie en de verzoeken die ermee gepaard gaan zijn broodnodig, willen wij de toekomst van onze spoorbedrijven veilig stellen. Studies bevestigen dit en ik heb daar in de commissie ook naar verwezen bij de behandeling van dit punt. Er is een studie van de Boston Consulting Group waaruit blijkt dat onze spoorbedrijven helemaal onderaan bengelen op het vlak van performantie. Wij betalen een zeer hoge prijs voor een vrij beperkte dienstverlening. Dat het beter kan, dat is absoluut een feit.

Zoals reeds toegelicht door de indiener, bevat de resolutie zes verzoeken aan de regering.

Ten eerste, de sociale verkiezingen.

Ik heb daar al voor gepleit tijdens het vragenuurtje in de plenaire vergadering. Nu is het zo dat de personeelsleden bij de NMBS hun afgevaardigden niet kunnen verkiezen. Ik vraag mij af of zij zich nog vertegenwoordigd voelen door hun vakbond. Bovendien hebben de vakbonden bij de NMBS momenteel 73 vrijgestelden. Dat zijn dus 73 personen die voltijds worden betaald door het bedrijf, door de belastingbetaler in feite, om vakbondswerk te doen.

As we have already said in the committee, our group fully agrees with the resolution of the colleagues of the Open Vld. The content of this resolution is in line with the government agreement and the strategic vision of the railway, which was elaborated and explained here by the former Minister of Mobility, Ms. Galant.

This resolution and the requests it accompanies are urgently needed, we want to secure the future of our railway companies. Studies confirm this and I have also referred to it in the committee when dealing with this point. There is a study by the Boston Consulting Group showing that our railway companies are down to the bottom in terms of performance. We pay a very high price for a rather limited service. That it can be better, that is absolutely a fact.

As already explained by the applicant, the resolution contains six requests to the government.

First, the social elections.

I have already talked about this during the questionnaire in the plenary session. Now it is the case that the staff members at the NMBS cannot choose their delegates. I wonder if they still feel represented by their trade union. In addition, the trade unions at the NMBS currently have 73 exemptions. That is, 73 people are paid full-time by the company, by the taxpayer in fact, to do trade union work.

Zij maken geen inhoudelijke bezwaren tegen de vier scenario’s die werden toegelicht, maar wel een principieel bezwaar. Met betrekking tot de productiviteitsverhogende maatregelen die werden toegelicht in het sociaal overleg kwam er hetzelfde antwoord, te weten een principieel bezwaar met bovendien stakingen tot gevolg. Ik meen dus dat dit systeem moet stoppen, om te evolueren naar een democratisch systeem waarin vakbondsmensen verkozen worden door hun personeelsleden.

Het tweede verzoek bestaat erin de verkiezingen binnen een redelijke termijn te organiseren. Dat lijkt mij logisch.

Het derde verzoek betreft de onregelmatige bezetting van seinhuizen en spoorweginstallaties.

Zoals de indienster al heeft toegelicht, is het bezetten van seinen en spoorhuizen een strafbaar feit. Vandaar dat Infrabel gelijk kreeg van de rechter na een eenzijdig verzoekschrift om daar tegen op te treden. Collega’s, het bezetten van sporen en seinhuizen houdt een enorm risico in; het brengt de veiligheid van heel het spoorverkeer in het gedrang. Ik kijk dan ook uit naar de interventie van de collega’s van de oppositie, want zij hebben dit verzoek niet mee goedgekeurd. Ik ben dus benieuwd naar hun uitleg.

Het vierde verzoek betreft de gegarandeerde dienstverlening.

Ik meen dat u allen het standpunt van onze fractie daarover kent. Het is enorm belangrijk. De NMBS heeft nog altijd het monopolie op het binnenlands reizigersvervoer. De reiziger heeft dus geen alternatief op een stakingsdag. Wij hebben in de scenario’s die door de bedrijven zelf zijn toegelicht ook gezien dat het perfect mogelijk is om zo’n systeem uit te rollen. Het wetsvoorstel dat wij hebben ingediend is vrij ambitieus. De scenario’s die zijn toegelicht gaan eigenlijk uit van een vrijwillige basis en zijn ook realistisch als men rekening houdt met de stakingscijfers en de stakingsbereidheid die bij de laatste stakingen genoteerd zijn. Dit verzoek is goedgekeurd door een meerderheid in het Parlement. Ik meen dus dat dit toch een enorm signaal is aan de regering om daar nu dringend werk van te maken. De minister is niet meer aanwezig maar wij zullen hem dat nog wel zeggen tijdens de commissievergaderingen.

Het vijfde en het zesde verzoek betreffen de productiviteitwinst en de verbetering van de werkomstandigheden van het personeel.

The fourth requirement concerns the guaranteed service.

I think you all know the views of our group on this. It is immensely important. The NMBS still has the monopoly on domestic passenger transport. There is no alternative to a strike day. We have also seen in the scenarios explained by the companies themselves that it is perfectly possible to roll out such a system. The legislation we have proposed is quite ambitious. The scenarios described are actually based on a voluntary basis and are also realistic if one takes into account the strike numbers and the strike readiness recorded in the last strikes. This request was approved by a majority in Parliament. So I think this is a huge signal to the government to do this urgently. The Minister is no longer present, but we will say it to him at committee meetings.

The fifth and sixth requests relate to productivity gains and the improvement of employee working conditions.

Évidemment, c'est une résolution, et nous allons être "résolutionnaires", chers amis du PTB, en votant un grand texte de résolution. Nous allons prendre une bonne résolution!

Le paradoxe du texte déposé par Mme Lahaye-Battheu est qu'il contient un peu de tout. J'hésite entre la formule "les fromages belges" et celle de M. Geens, "les pots-pourris". Le pot-pourri est une autre version du melting pot. C'est "un peu de tout". Il y a des choses que vous aimez bien et d'autres que vous n'aimez pas, comme dans les menus. Vous êtes presque obligé de prendre le dessert que vous n'aimez pas si vous aimez vraiment l'entrée.

Le problème est que ce texte contient effectivement des éléments qui nous intéressent. Madame De Coninck et Madame Lahaye-Battheu, cela nous vous a pas échappé. Hier, on a évoqué le maintien de capacité en commission. Et vous avez balayé les bonnes résolutions de l'opposition, ce qui est regrettable. Sachez également que ce genre de comportement ne peut que m'émouvoir.

Toujours est-il que, comme je le disais il y a un instant, la question qui se pose est de savoir si voulez faire porter les gains de productivité ou d'efficacité uniquement sur les travailleurs du rail. Dans l'affirmative, cela serait, évidemment, inacceptable.

Ne pensez-vous pas que nous nous trouvons face à un petit problème de gouvernance au sein de la SNCB et d'Infrabel? La question des filiales, de TUC RAIL, que votre groupe condamne, est posée dans différents dossiers.

Enfin, cerise sur le gâteau – j'ai fait des comparaisons culinaires, tout à l'heure – vous demandez instamment au Groupe SNCB d'assortir ces réformes de mesures visant à améliorer les conditions de travail. Autrement dit, l'amélioration des conditions de travail passe après tout le reste,  après avoir imposé des conditions inacceptables.

Chers collègues, devant un tel texte, il est impossible de se prononcer. Je vais donc, monsieur le président, vous demander un vote scindé, afin que l'on puisse voter sur chacun des points et se prononcer très clairement sur les conditions prévues dans ce texte.

Vous comprendrez que le groupe Écolo-Groen votera oui pour les deux premiers points relatifs aux élections sociales, mais nous ne pourrons pas soutenir les autres points, les considérants et les mesures beaucoup trop radicales, dans la mesure où nous voulons que soit amélioré le dialogue social au sein de la SNCB.

In the Infrastructure Committee, we were able to hear the different scenarios that have been developed. You don’t say how you think you can do that. You also don’t say what you want. Do you want to have trains crowded every two hours? Do you want a system in French, Italian, Swiss or a system in N-VA? I do not know.

In addition, you talked about productivity gains. What will these gains be based on? Only for workers? Only on those who, within the SNCB Group, are manoeuvring in the trains as drivers, accompanyers who repair the catenaires?

Yesterday, we talked about ⁇ ining capacity in the committee. And you have swept through the good resolutions of the opposition, which is regrettable. Please also note that this kind of behavior can only excite me.

It is still that, as I said a moment ago, the question that arises is whether you want to bring the gains in productivity or efficiency only to the railway workers. If yes, this would be unacceptable.

Do you not think that we are facing a small governance problem within the SNCB and Infrabel? The question of the subsidiaries, of TUC RAIL, which your group condemns, is asked in different cases.

Finally, cherry on the cake – I did some culinary comparisons, just recently – you urge the SNCB Group to assemble these reforms with measures aimed at improving working conditions. In other words, the improvement of working conditions goes after everything else, after imposing unacceptable conditions.

In the face of such a text, it is impossible to make a statement. I will therefore, Mr. Speaker, ask you for a split vote, so that we can vote on each of the points and express very clearly on the conditions provided for in this text.

You will understand that the Ecolo-Groen group will vote yes to the first two points relating to social elections, but we will not be able to support the other points, considerations and too radical measures, insofar as we want to improve the social dialogue within the SNCB.

                    Monsieur le président, je voudrais tout d'abord dire aux deux auteurs que je m'interroge sur l'utilité de cette proposition de résolution car, finalement, ce qu'ils demandent au gouvernement, c'est de faire ce que le gouvernement est en train de faire. C'est assez étonnant.

Personnellement, j'aurais ajouté que l'on demande que le ministre s'appelle François. Cela aurait ajouté à la pertinence de cette proposition de résolution. Quelle est l'utilité de cette résolution? C'est un premier point.

Plus fondamentalement, je trouve que vous méritez réellement l'Oscar du surréalisme. En effet, vous donnez pour but à une telle proposition de résolution d'améliorer le dialogue social au sein de la SNCB, alors que le gouvernement est en train de casser ce dialogue social et fait de la casse sociale. C'est fou! Vous méritez vraiment l'Oscar du surréalisme. En tout cas, vous osez!

Ensuite, vous indiquez au point 5 qu'il faut réaliser des gains de productivité et, au point suivant, qu'il faut améliorer les conditions de travail du personnel. Cela mérite un deuxième Oscar du surréalisme! C'est assez incroyable.

En quoi la politique du gouvernement vis-à-vis de la SNCB pose-t-elle problème? C'est qu'il n'y a pas de vision stratégique. On parle de vision stratégique mais cela n'existe pas. Il y a une vision budgétaire. C'est clair! Mais il n'y a aucune vision stratégique. On a 3 milliards d'euros en moins pour la SNCB sur la législature. C'est clairement pour casser l'entreprise et la mobilité en transports en commun. C'est aussi une politique qui mène à des déficiences dans le domaine de la sécurité. On l'a vu dans le récent accident à Saint-Georges-sur-Meuse. Ce sont des billets qui, chaque année, sont plus chers. C'est un RER dont personne ne sait quand il sera mis en place. C'est même un projet de trains sans accompagnateurs. Le ministre l'a confirmé, alors qu'on a vu toute l'importance de l'accompagnateur dans l'accident de Saint-Georges-sur-Meuse. Ce sont des centaines de kilomètres de voies qui ne sont plus entretenues ou presque et qui risquent d'être supprimées. Ce sont des gares qui sont laissées à l'abandon et transformées en points d'arrêt. Ce sont des trains qui, tous les jours, sont en retard car ils ne sont pas réparés. Je le subis presque quotidiennement. Et ce sont des conditions de travail qui, à l'inverse de ce que vous indiquez dans votre proposition, se détériorent réellement et qui ont un impact sur la qualité du service et la sécurité.

Je comprends que les cheminots soient fâchés. À lire votre texte, le personnel de la SNCB comprendrait une petite minorité de grévistes qui imposeraient leurs vues à tout le personnel. Je vais vous soumettre une proposition. Puisque vous dites qu'il faut faire voter le personnel pour élire les délégués. Vu que, selon vous, c'est une minorité qui conteste la politique du gouvernement, je vais vous proposer d'organiser un référendum interne sur les plans gouvernementaux à l'égard de la SNCB. Nous verrons alors les résultats et nous pourrons vérifier si une majorité de cheminots sont d'accord avec la politique du gouvernement.

Je comprends aussi que les usagers soient fâchés. Avez-vous déjà entendu les associations de voyageurs? Pensez-vous qu'ils soient heureux du plan Galant-Bellot et de sa vision stratégique? Les écoutez-vous parfois?

There is no strategic vision. We have 3 billion euros less for the SNCB in the legislature. This is clearly to break business and mobility in public transport. It is also a policy that leads to deficiencies in the field of security. This was the case in Saint-Georges-sur-Meuse. Tickets are more expensive every year. It is a RER that no one knows when it will be put in place. It is also a project of unaccompanied trains. The Minister confirmed this, while we saw the importance of the accompanying in the accident of Saint-Georges-sur-Meuse. These are hundreds of kilometers of roads that are no longer ⁇ ined or almost and that are at risk of being removed. These are stations that are left to be abandoned and transformed into stops. These are trains that, every day, are late because they are not repaired. I suffer it almost daily. And these are working conditions that, contrary to what you indicate in your proposal, actually deteriorate and affect the quality of service and safety.

I understand that the railroads are angry. By reading your text, the SNCB staff would include a small minority of strikers who would impose their views on all staff. I will submit you a proposal. Because you say that the staff must vote to elect delegates. Since, in your opinion, it is a minority that disputes the policy of the government, I will propose to organize an internal referendum on government plans with regard to the SNCB. We will then see the results and we will be able to check whether a majority of railroads agree with the government policy.

I also understand that users are angry. Have you ever heard of travel associations? Do you think they are happy with the Galant-Bellot plan and its strategic vision? Do you listen to them sometimes?
