Mijnheer de voorzitter, mijnheer de minister, collega's, voor onderhavig wetsontwerp werd eind juni de urgentie gevraagd. Het betrof de omzetting van twee Europese richtlijnen. Bij de bespreking bleek dat nog een derde Europese richtlijn moest worden omgezet, die men blijkbaar vergeten was. Daarom heeft de meerderheid amendementen ingediend, voorbereid door het kabinet wegens de urgentie uiteraard. Welnu, de amendering en de bespreking zijn een voorbeeld van parlementair amateurisme vanwege de meerderheid.
Ik kom nu tot de inhoud zelf van het ontwerp. Tegen de omzetting van de Europese richtlijnen hebben we uiteraard geen bezwaar. Minister Picqué voegt echter aan de omzetting een zeer merkwaardig artikel toe. Hij wil namelijk dat elke Brusselse kabelabonnee jaarlijks 1 euro betaalt. Het binnengerijfde bedrag zal dienen voor de financiering op federaal niveau van audiovisuele projecten in Brussel. De minister zal jaarlijks beslissen wie de som in ontvangst mag nemen. Ik heb een amendement ingediend om deze bepaling te schrappen. Op een ogenblik dat bijna iedereen ervan overtuigd is dat het kijk- en luistergeld best wordt afgeschaft, voert minister Picqué een nieuw soort kijkgeld van 1 euro in.
De minister werpt op dat 1 euro niet veel is. Dat is waar. Het gaat echter niet om het bedrag zelf, maar om het principe dat verkeerd is. Het kan niet dat Brusselse kabelabonnees extra moeten betalen voor federale projecten. Overigens zijn het enkel de kabelabonnees die een bijdrage moeten betalen, want wie televisie via een schotelantenne kijkt, betaalt niet.
De minister denkt eraan om in het eerste jaar de opbrengst aan het Filmmuseum te schenken. Begrijp me goed: het Filmmuseum is een knappe instelling en kan best meer middelen gebruiken. Maar er zijn in Brussel nog federale instellingen die ook meer kredieten kunnen gebruiken, ik denk aan de musea, de Koninklijke Bibliotheek en vele andere. Waarom moet de Brusselse kabelabonnee het bedrag ophoesten? Als de minister vindt dat sommige of alle federale instellingen over te weinig middelen beschikken, dan moet hij de dotaties eraan verhogen via de begroting en niet via de invoering van 1 euro kijkgeld. Trouwens, ik herhaal dat wie televisie via de schotelantenne kijkt, het kijkgeld niet betaalt. Is hier dan geen sprake van discriminatie in de feiten?
Er is nog meer. 1 euro is inderdaad niet veel, maar in Brussel zijn er 350.000 kabelabonnees. Vermenigvuldigd met 1 euro, brengt dit ons op een potje van meer dan 15 miljoen dat de minister aan de instelling van zijn keuze kan schenken, want het is de Koning die terzake bepaalt. Dat is niets meer of minder dan een sinterklaaspolitiek. Hier wordt dus een ware geschenkenpolitiek verankerd. Wie geld geeft, maakt snel vrienden en het lobbywerk kan dus beginnen.

The Minister plans to donate the revenue to the Film Museum in the first year. Understand me well: The Film Museum is a nice institution and can use more resources. Why should the Brussels cable subscriber raise the amount? If the Minister finds that some or all federal institutions have insufficient resources, then he must increase the allocations to it through the budget and not through the introduction of 1 euro viewing fee. There is more. 1 euro is indeed not a lot, but in Brussels there are 350,000 cable subscribers. Multiplied by 1 euro, this brings us to a pot of more than 15 million that the minister can donate to the institution of his choice, because it is the King who decides on the matter. This is nothing more or less than a sinter class policy. Therefore, a true gift policy is anchored here. Those who give money quickly make friends and lobbying can therefore begin.

C'est effectivement un risque à prendre mais je pense qu'il est intéressant que tous les habitants participent à cette mesure de soutien d'un musée culturel.
J'aimerais faire une remarque sur ce projet de loi. Il est vrai qu'il est attendu depuis longtemps et que la transposition des directives européennes à ce sujet est en chantier depuis plus d'un an. Mais il est dommage que le projet ait dû être examiné de manière aussi urgente.
Ce projet est effectivement très compliqué et très technique. Il est un aspect intéressant qui n'a pas été pris en compte et que nous aurions voulu y intégrer, bien qu'il ne fasse pas partie de la transposition des directives. Il s'agit de la possibilité d'accorder ou de retirer une autorisation aux radio-diffuseurs - radiophoniques et télévisuels - en cas de non-respect dans les programmes de certaines règles notamment celle de la non discrimination et de la promotion du patrimoine fédéral par le biais des câbles.
Comme il y avait urgence pour ces transpositions, nous n'avons pu établir de coordination entre les communautés concernées, ce qui était nécessaire pour améliorer le projet. Nous avons insisté pour que le ministre provoque ces négociations et qu'une solution soit rapidement trouvée.

As there was an urgent need for these transpositions, we were unable to establish coordination between the relevant communities, which was necessary to improve the project. We insisted that the Minister provokes these negotiations and that a solution is quickly found.
