                    Monsieur le président, je serai extrêmement bref et n'interviendrai d'ailleurs qu'au sujet des articles 5 et 6. Le 4 avril dernier, j'attirais l'attention du ministre des Finances sur l'utilité qu'il y aurait à contraindre l'administration à motiver sa décision de ne pas tenir compte, en tout ou en partie, des arguments avancés par le contribuable imposé par voie de rectification. Je n'ai d'ailleurs rien inventé. Il s'agit d'une revendication assez ancienne, qui a été relayée par les médiateurs fédéraux. J'ai appris à cette occasion que non seulement le ministre songeait à améliorer la procédure de rectification sur ce point, mais qu'il était même disposé à proposer immédiatement une modification par voie d'amendement au projet qui était à l'examen en commission à ce moment-là. La commission a, fort opportunément, saisi l'occasion. C'est ainsi que ce projet en matière de douanes et accises contient une disposition améliorant la procédure d'imposition en matière d'impôts directs. Si la méthode écorche légèrement l'harmonie légistique, je me réjouis sincèrement pour ma part que l'on n'ait pas attendu davantage et que le ministre ait, de plus, accepté une entrée en vigueur de la mesure dès le 1er octobre prochain. Nous espérons tous, monsieur le ministre, que cette mesure aura des effets positifs sur le nombre et la pertinence des recours des contribuables qui sont enrôlés après rectification.

I will be very brief and I will speak only about Articles 5 and 6. On April 4, last year, I drew the attention of the Minister of Finance on the usefulness of forcing the administration to justify its decision not to take into account, in whole or in part, the arguments put forward by the taxpayer imposed by rectification. I have not invented anything. This is a fairly old claim, which has been relayed by federal mediators. I learned on this occasion that not only did the Minister consider improving the correction procedure on this point, but that he was even willing to immediately propose an amendment by amendment to the draft that was being examined in committee at that time. The Commission took advantage of the opportunity in due course. Thus, this project on customs and excise duties contains a provision improving the taxation procedure on direct taxes. If the method slightly diminishes the legal harmony, I sincerely rejoice on my part that no longer has been waited and that the minister has, in addition, accepted an entry into force of the measure from 1 October next year. We all hope, Mr. Minister, that this measure will have positive effects on the number and relevance of taxpayer appeals that are recruited after rectification.

                    Monsieur le président, chers collègues, analyser ce projet de loi relatif aux dépenses de l'année budgétaire pour le secteur agricole me permet tout de même de poser cette question fondamentale: faut-il régionaliser l'Agriculture, dans son ensemble, dans tous ses secteurs? Et dans l'affirmative, à quelle date? Par ailleurs, à l'instar des milieux agricoles, je me demande également comment se dérouleront, à l'avenir, les négociations sur la PAC et avec l'Europe des Quinze. En outre, je souhaiterais formuler trois brèves remarques - puisque vous souhaitez, monsieur le président, que je demeure sage. Tout d'abord, il est certain que le gouvernement se devait de faire plaisir à la Volksunie et à son président, M. Bourgeois, pour lui permettre de soigner son image communautaire. Ensuite, il est incontestable que le gouvernement a court-circuité, de fac¸on inadmissible, la conférence intergouvernementale et interparlementaire. Enfin, le plus inquiétant demeure cette confusion volontaire, que me signalent les agriculteurs, entre une analyse objective de l'intérêt du monde agricole et les stratégies politiques de certains partis, parmi lesquels la Volksunie dont M. Verhofstadt a tellement besoin.

If yes, at what date? In addition, like the agricultural circles, I also wonder how the future negotiations on the CAP and with the Europe of the Fifteen will take place. In addition, I would like to make three brief remarks – since you wish, Mr. Speaker, that I remain wise. First of all, it is certain that the government must have pleased the Volksunie and its President, Mr. Bourgeois, to allow him to heal his community image. Then, it is undeniable that the government has short-circuit, in an unacceptable way, the intergovernmental and interparliamentary conference. Finally, the most disturbing remains this voluntary confusion, which the farmers report to me, between an objective analysis of the interests of the agricultural world and the political strategies of certain parties, among which the Volksunie, among which Mr. Schmidt, is the leader. Verhofstadt is so much needed.
