Pour rappel, cette maladie est proche du virus Ebola. Toute personne qui connaît un peu ce virus sait à quel point il est dangereux. L'Angola est un pays voisin de la RDC; il existait donc un risque de voir cette épidémie se propager dans un pays qui constitue un partenaire privilégié de la Belgique. Aujourd'hui, cette épidémie a été éradiquée mais il convient de rester vigilant. Elle peut reprendre et faire de nouvelles victimes si le maintien des mesures sanitaires postépidémiques n'est pas assuré ou observé.
Les mesures sanitaires sont essentielles pour le développement d'un pays. En fait, ces mesures sanitaires permettent de garantir à tous une santé convenable et de conserver leur force de travail. C'est cette force de travail qui leur donnera plus tard les moyens de développer l'activité économique de leur région. C'est grâce à cette activité économique que les pays en développement pourront aspirer à un niveau de vie plus décent.
Nous accordons donc un intérêt tout particulier aux questions liées à la santé et à la protection des conditions sanitaires dans les pays en développement. C'est la raison pour laquelle nous estimons qu'il est essentiel que la vigilance reste de mise afin que de tels drames ne se reproduisent plus.

Mr. Speaker, Mr. Ministers, dear colleagues, today we are going to speak on a proposal for a resolution addressing the positions adopted with regard to an epidemic that has recently raised Angola, the Marburg fever.
This disease is similar to the Ebola virus. Anyone who knows a little about this virus knows how dangerous it is. Angola is a neighboring country of the DRC; there was therefore a risk of seeing this epidemic spread in a country that constitutes a privileged partner of Belgium. Today, this epidemic has been eradicated, but we must remain vigilant. It may resume and cause new victims if the maintenance of post-epidemic sanitary measures is not ensured or observed.
Health measures are essential for the development of a country. In fact, these sanitary measures guarantee everyone a proper health and maintain their workforce. It is this labor force that will later give them the means to develop the economic activity of their region. It is through this economic activity that developing countries will be able to aspire to a more decent standard of living.
We therefore pay particular attention to issues related to health and protection of health conditions in developing countries. That is why we believe it is essential that vigilance remains in place so that such dramas do not happen again.

Door de heer Hendrik Bogaert wordt om een nadere precisering gevraagd met betrekking tot de operatie Pensioenfondsen. Het lid maakt de vergelijking met de overname van het Belgacom-pensioenfonds en stelt dat dergelijke operaties niet kunnen worden aangegaan met als hoofddoelstelling de Rijksbegroting in balans te brengen.
Tevens betreurt de heer Bogaert dat van de begrotingsaanpassing geen gebruik wordt gemaakt om het begrotingsbeleid bij te sturen. Tot slot stelt hij dat de maatregelen inzake werkgelegenheid hun doel missen, vermits de werkloosheid in België inmiddels voor het eerst in 20 jaar hoger is dan het gemiddelde van de OESO.
De minister antwoordt op de vragen over de overname van de pensioenfondsen van de NMBS en het Antwerps Havenbedrijf dat zij uiteraard het Parlement daar tijdig over zal inlichten, maar dat op dat ogenblik dat moment nog niet is aangebroken.
Met betrekking tot het begrotingsbeleid antwoordt de minister dat dat enkel kan worden omgebogen naar aanleiding van een begrotingscontrole, en niet naar aanleiding van een begrotingsaanpassing. De netto bijkomende ordonnanceringen van de aanpassing worden door de minister geraamd op 73.815.000 euro. Evenwel zullen de bijkomende uitgaven geen enkel budgettair effect meer sorteren in 2005, vermits in dit begrotingsjaar hieromtrent geen ordonnanceringen meer zullen gebeuren.
Wat betreft de budgettaire effecten voor het begrotingsjaar 2006, zullen de betalingskredieten zich dienen in te passen in de algemene doelstellingen met betrekking tot de primaire uitgaven. In die zin zal ook in 2006 geen impact worden gegenereerd op het schuldsaldo, noch op het netto te financieren saldo.

Mijnheer de voorzitter, mevrouw de minister, collega's, wij stellen vast dat de regering de voorbije weken bijzonder actief is om met allerlei kunstgrepen de begroting 2005 in evenwicht te brengen. Ik verwijs naar de operatie met de pensioenfondsen voor 500 miljoen euro, de effectisering voor 400 miljoen euro en het gerechtsgebouw te Antwerpen voor 250 miljoen euro.
Tezelfder tijd doet men al het mogelijke om de uitgaven die betrekking hebben op het jaar 2005, zoveel mogelijk naar de toekomst te verschuiven: naar het jaar 2006, of naar volgende jaren.
Heel belangrijk in dit verhaal is het dossier van de belastingen, waar een bedrag van netto 2,7 miljard euro door de regering voor zich uit wordt geschoven. Dat is een bedrag dat verband houdt met de inkomsten van de burgers in 2004, aanslagjaar 2005, en dat normaal terug te betalen was in 2005. Welnu, dat wordt integraal doorgeschoven naar het jaar 2006. Het gaat netto over een bedrag van 2,7 miljard euro. Dat is dus een enorm bedrag! Als ik dat vergelijk met de situatie die wij vorig jaar gekend hebben, toen dezelfde trucs toegepast werden, stel ik vast dat dit bedrag met 1 miljard euro gestegen is. Er wordt dus 1 miljard euro meer doorgeschoven naar het begrotingsjaar 2006.
Wij stellen vast dat hetzelfde gebeurt met de uitgaven die betrekking hebben op het begrotingsdocument dat u vandaag ter goedkeuring wordt voorgelegd. Hier gaat het over een bescheidener bedrag: 73.815.000 euro. Dat is toch nog altijd een belangrijk bedrag, zou ik zeggen. Dat is het nettobedrag aan uitgaven, dat extra op de begroting van 2005 wordt gelegd. Het eigenaardige is dat de betaling van die bijkomende begrotingskredieten wordt doorgeschoven naar het jaar 2006 wegens het feit dat — ik heb dat daarnet ook in mijn verslag vermeld — er geen ordonnanceringen meer zullen gebeuren op het jaar 2005. Die ordonnanceringen gebeuren in het volgende jaar. Dat betekent dat dit bedrag van 73.815.000 euro ook wordt doorgeschoven naar het volgende begrotingsjaar. Nog eens een boekhoudkundige operatie, naast de zovele die wij reeds kennen.
Ook eigenaardig, en wat ik niet begrijp, is dat de minister zegt dat die bijkomende uitgaven ook in het jaar 2006 geen budgettair effect zullen sorteren. Dat is voor mij niet zo duidelijk. Ik had graag vernomen hoe u dat verklaart, mijnheer de minister. Dat zij in 2005 geen effect hebben begrijp ik, omdat u ze doorschuift naar 2006 en u geen ordonnanceringen doet. Maar dan moeten die ordonnanceringen toch gebeuren in het begrotingsjaar 2006? Dan moet er toch een effect zijn in het jaar 2006? Dat begrijp ik werkelijk niet en daar zou ik graag nadere toelichting over bekomen.
Ten tweede, wat Berlaymont 2000 betreft, hebt u in de schriftelijke antwoorden niet of onvolledig gereageerd op een aantal elementen. Ik zal het niet volledig herhalen maar me beperken tot twee centrale punten. U stelt dat de kredietlijn voor het Berlaymontgebouw maximaal 670 miljoen euro bedraagt en in 27 schijven door Europa wordt terugbetaald met ingang van 1 juni 2005. Graag kreeg ik een duidelijk antwoord of de eerste schijf van Europa, die volgens uw documenten op 1 juni 2005 zou worden terugbetaald, ook effectief terugbetaald is. Zo ja, voor welk bedrag? Wat is het totaal bedrag van de boeten en schadevergoedingen die verschuldigd zijn ten gevolge van de laattijdige oplevering? In welk begrotingsjaar zal dat verrekend worden?
Een derde vraag heeft betrekking op de NMBS en het Fonds voor Spoorweginfrastructuur. In de begrotingsaanpassing wordt een bedrag van 300 miljoen euro ingeschreven. Het is een budgettair neutrale operatie, omdat er verschuivingen gebeuren in de begroting. Mijnheer de minister, u hebt gezegd te veronderstellen dat eenzelfde bedrag in 2006 aan de NMBS zal moeten worden doorgeschoven. Mijn vraag is of u dat bedrag hebt ingeschreven in de begroting 2006. We hebben dat niet onmiddellijk teruggevonden. Misschien bent u van plan in dat bedrag te voorzien op het ogenblik van de eerste begrotingsaanpassing.
Ten slotte, wat de pensioenfondsen van de NMBS en de haven betreft, op het ogenblik van de commissievergadering kon u daar nog weinig toelichting bij geven, omdat de besprekingen met de instellingen nog volop lopende waren. Ondertussen heb ik begrepen dat de besprekingen afgerond zijn. Ik veronderstel dat u in de mogelijkheid bent om het Parlement toelichting te geven met betrekking tot die pensioenfondsen. U had dat beloofd in de commissie.
Inzake de NMBS heb ik een heel specifieke vraag. We hebben vernomen dat het pensioenfonds van de NMBS momenteel niet bestaat of onvoldoende gestijfd is. Hierdoor zou de NMBS verplicht zijn om een bijkomende financiering aan te gaan. Dat zou betekenen dat we weer een stap verder zetten.
We kennen reeds de technieken die gehanteerd zijn in het kader van de Belgacom-operatie, waar men in 2003 het bedrag van 5 miljard euro heeft doorgeschoven naar de begroting voor 2004 om die begroting recht te trekken. Daardoor vallen er echter belangrijke financiële verplichtingen ten laste van de Belgische staat. Voor het jaar 2005 is dat bijvoorbeeld 250 miljoen euro. U hebt dan ook nog de truc toegepast — of uw voorganger — om datzelfde bedrag ook nog eens onder te brengen in het Zilverfonds. Ik vermoed dat deze zaken ook allemaal opnieuw zullen gebeuren.
Hier gaat men echter nog een stap verder. Voor het Pensioenfonds zou men een lening moeten aangaan. De NMBS zou een lening moeten aangaan. Indien dit juist is, is het werkelijk een stap te ver. Ik had toch graag van u vernomen, mevrouw de minister, of dit juist is. Is deze informatie juist? Denkt u dat dit een geëigende methode is om de begroting 2005 in evenwicht te brengen? Ik zeg nu wel 2005 maar dat is ook een punt dat onduidelijk is. Zou u ons kunnen meedelen, zowel wat de NMBS als wat het havenbedrijf betreft, op welk begrotingsjaar u in feite mikt? Is het juist dat u nog probeert om die ontvangsten te boeken aan het einde van het jaar 2005 om op deze manier de begroting voor 2005 toch nog in evenwicht te krijgen? Ten slotte had ik ook graag wat nadere informatie gekregen met betrekking tot de operatie die u doet met het Antwerpse havenbedrijf. Naar wij vernemen is deze operatie voor het havenbedrijf geen slechte operatie. De vraag kan echter gesteld worden of deze operatie ook interessant is voor de Belgische Staat. Het is toch wel te betreuren dat er omwille van het feit dat u het begrotingsevenwicht moeilijk kunt bereiken, allerlei technieken worden gebruikt die ook kosten met zich meebrengen en die nieuwe lasten leggen op de begrotingen voor de volgende jaren. Met betrekking tot deze punten dus graag zoals u toegezegd had, enige toelichting. (Applaus)

Dank u. Mijn vraag sluit aan op wat mijn collega's Devlies en Tant net gezegd hebben. De regering verraadt zichzelf natuurlijk. Zij schrijft in dat KB in dat de pensioenverplichtingen overgenomen worden vanaf 1 januari 2007, mijnheer de voorzitter. Niet vanaf volgend jaar, maar vanaf 1 januari 2007 worden de pensioenverplichtingen van de NMBS overgenomen door de overheid. Tegelijkertijd staat er in dat KB dat het geld gestort wordt vóór middernacht van 31/12 ofwel met een uitloopperiode in 2006, ten belope van zes maanden. Het is in elk geval de bedoeling van de regering om het geld grotendeels of ten dele in 2005 in de boeken te schrijven en wellicht ook ten dele in 2006, maar het ogenblik waarop die pensioenverplichtingen worden overgenomen, is pas 2007. Mevrouw de minister, u verraadt zichzelf. Het is in die zin zelfs erger dan bij de Belgacom-operatie, want bij de Belgacomoperatie is het geld gestort net voordat die pensioenverplichtingen werden overgenomen. Er zat geen gat of decalage tussen van een jaar, wat in onderhavig dossier wel degelijk het geval is.
De regering verraadt zichzelf — ik vat even samen — door in dat KB expliciet in te schrijven dat de pensioenverplichtingen pas vanaf 2007 worden overgenomen, terwijl het geld al in de begroting van 2005 wordt ingeschreven. Het is toch evident. Het zou de minister van Begroting sieren, mocht zij de eerlijkheid hebben om dat toe te geven.

It is, in any case, the government’s intention to write the money in the books in 2005 or in part in 2006, but the moment when these pension obligations are taken over is only 2007. You are betraying yourself. In that sense it is even worse than in the Belgacom operation, because in the Belgacom cooperation the money was deposited just before those pension obligations were taken over. There was no gap or decalage between a year, which is indeed the case in this case.
The government betrays itself — I summarize — by explicitly stating in that KB that the pension obligations are not taken over until 2007, while the money is already registered in the 2005 budget. It is obvious. It would decorate the Minister of Budget if she had the honesty to admit it.
