                    Mijnheer de voorzitter, het adviescomité voor Europese Aangelegenheden heeft zich over een belangrijk probleem gebogen, tenminste een dat alle parlementsleden na aan het hart zou moeten liggen, met name de parlementaire controle op defensie.

Het adviescomité heeft verschillende situaties onderzocht en vastgesteld dat, wat de zuiver nationale defensie betreft, het nationaal Parlement voor de parlementaire controle moet instaan. Defensie-activiteiten in NAVO-verband worden gecontroleerd door het nationaal parlement en de assemblee van de NAVO, waar de parlementsleden uit de verschillende NAVOlanden elkaar op geregelde tijdstippen ontmoeten en samen overleggen over defensie in het kader van de NAVO. Daarnaast is er de West-Europese Unie. De controle daarop wordt uitgeoefend door de nationale parlementen en een collectief orgaan waarin de nationale parlementsleden uit de 28 lidstaten van de West-Europese Unie geregeld bijeenkomen om in te staan voor de parlementaire controle.

Sinds de totstandkoming van het Verdrag van Amsterdam wordt gewerkt aan wat men noemt het Europees Defensie- en Veiligheidsbeleid. Op het ogenblik is de controle daarop enkel mogelijk via het nationaal parlement. Er is bovendien een informatieplicht voor de defensiespecialisten die het Europees Defensie- en Veiligheidsbeleid vormgeven ten opzichte van het Europees Parlement.

Het adviescomité heeft gemeend dat, naar het voorbeeld van de bestaande instellingen voor de NAVO en de WEU, het voor de parlementaire controle heilzaam zou zijn om ook een ad hocorgaan voor de Europese defensie- en veiligheidsaangelegenheden te creëren. Dat orgaan zou worden ondergebracht bij het Europees Parlement en worden samengesteld uit europarlementsleden en nationale parlementsleden. Het adviescomité voor Europese Aangelegenheden stelt voor om in een resolutie de oprichting van zo'n ad hoc-orgaan te bepleiten. Op 2 en 3 juli zal in de Senaat een colloquium worden georganiseerd over de parlementaire controle op de Europese defensie.

Tot zover de toelichting bij het voorstel dat de kamerleden en senatoren bij de parlementsleden gespecialiseerd in defensieaangelegenheden en buitenlandse aangelegenheden van de 14 andere lidstaten van de Europese Unie zullen verdedigen.

Mr. Speaker, the Advisory Committee on European Affairs has addressed an important issue, at least one that all members of Parliament should consider, in particular the parliamentary control of defence.

The Advisory Committee examined several situations and concluded that, in terms of purely national defence, the national Parliament should be responsible for parliamentary control. Defence activities in NATO are controlled by the national parliament and the NATO Assembly, where parliamentarians from different NATO countries meet at regular times and discuss defence within NATO. There is also the Western European Union. Control is exercised by the national parliaments and a collective body in which national parliamentarians from the 28 Member States of the Western European Union meet regularly to take part in parliamentary control.

Since the conclusion of the Treaty of Amsterdam, the European Defence and Security Policy has been developed. Currently, this control is only possible through the national parliament. There is also an information obligation for the defence specialists who shape the European Defence and Security Policy towards the European Parliament.

The Advisory Committee considered that, following the example of the existing institutions for NATO and WEU, it would be beneficial for parliamentary control to also create an ad hoc body for European defence and security affairs. This body would be housed at the European Parliament and would consist of members of the European Parliament and members of national parliaments. The Advisory Committee on European Affairs proposes in a resolution to advocate the establishment of such an ad hoc body. On 2 and 3 July, a colloquium will be held in the Senate on parliamentary control of European defence.

To this extent, the explanation to the proposal that members of the House and Senators of the Members of Parliament specialized in defence and foreign affairs of the other 14 Member States of the European Union will defend.
