                    Mijnheer de voorzitter, ik grijp terug naar de wet van 4 juli 1989 betreffende de beperking en de controle van de verkiezingsuitgaven voor de verkiezing van de Kamer van volksvertegenwoordigers.

Deze wet werd gewijzigd bij wet van 6 januari 2014 en via die wetswijziging werd een schema vastgelegd voor de controlecommissie. De inwerkingtreding van deze wet werd destijds gepland op 1 januari 2015, zodat de stukken met betrekking tot 2014, het boekjaar 2014, op die manier ingediend moesten worden. De controlecommissie werd echter slechts geïnstalleerd op 20 januari 2015 en beschikte nog niet over een huishoudelijk reglement. Een van de bijlagen bij dat huishoudelijk reglement was het schema waarin werd voorzien. Dat was allemaal nog niet klaar. Daarom wordt gevraagd om de inwerkingtreding van die bepalingen te verdagen tot 1 januari 2016, hoofdzakelijk om de rechtszekerheid te bevorderen.

Een voorstel dienaangaande werd ingediend door diverse collega’s van de N-VA, het cdH, Ecolo-Groen, de PS, de sp.a, de Open Vld, CD&V en de MR. Gisteren werd dit voorstel in de commissie behandeld. Onze goede collega Veerle Wouters heeft een omstandige, gedetailleerde en volledige uitleg gegeven aan alle aanwezigen en is bereid deze volledige uitleg te herhalen, mochten er vragen zijn. Ik meen echter dat iedereen danig onder de indruk was en tevreden zal zijn met de uitleg.

Er werden in de commissievergadering twee amendementen goedgekeurd. Uiteindelijk werd het voorstel met inbegrip van de amendementen unaniem goedgekeurd. Mijnheer de voorzitter, beste collega’s, tot daar dit mondeling verslag.

Law of 4 July 1989 on the Limitation and Control of Election Expenses for the Election of the House of Representatives.

This law was amended by the Act of 6 January 2014 and through that legislative amendment a schedule for the Audit Commission was established. The entry into force of this law was then scheduled for 1 January 2015, so that the documents relating to 2014, the financial year 2014 had to be submitted in that manner. However, the audit committee was only set up on 20 January 2015 and did not yet have a domestic regulation. One of the annexes to that Rules of Procedure was the schedule provided. It wasn’t all done yet. It is therefore requested that the entry into force of those provisions be postponed until 1 January 2016, primarily in order to promote legal certainty.

A proposal was submitted by several colleagues from the N-VA, the CDH, Ecolo-Groen, the PS, the sp.a, the Open Vld, CD&V and the MR. This proposal was discussed in the committee yesterday. Our good colleague Veerle Wouters has given a thorough, detailed and complete explanation to all present and is willing to repeat this full explanation if any questions arise. I think everybody was impressed and would be pleased with the explanation.

Two amendments were adopted at the meeting. The proposal, including the amendments, was unanimously adopted. Ladies and gentlemen, this is my verbal report.

                    Monsieur le président, je voudrais profiter de l'occasion pour rappeler que nous déplorons sincèrement, en tant qu'élus PTB-GO!, de ne pas pouvoir assister aux discussions qui portent sur des thèmes aussi importants. Pour rappel, des partis qui ne constituent pas un groupe ne sont pas invités à cette commission à huis clos.

Il est anormal que, dans un système démocratique, on établisse cette démocratie à deux vitesses pour un sujet qui nous concerne tous. En effet, les obligations de parti sont les mêmes, que celui-ci forme ou non un groupe. C'est pourquoi il me semblerait plus judicieux, pour ce genre de débat, de convier également un représentant des autres partis non constitués en groupe.

Cela va s'améliorer après les élections à venir, monsieur le président. Je vous le garantis: nous formerons bientôt un groupe. Tant que ce n'est pas le cas, j'aurais voulu que vous nous invitiez. C'est la raison pour laquelle le PTB-GO! s'abstiendra lors de ce vote.
