                    Mijnheer de voorzitter, ik zal het zeer kort houden, gelet op het goede weer en het feit dat veel collega's al aan het Onze-Lieve-Heer-Klimopweekend denken.

Het wetsvoorstel is er gekomen in samenwerking met de FOD Binnenlandse Zaken en het kabinet naar aanleiding van een aantal problemen na de samenstelling van de politieraden in 2013. De politieraad kan pas samengesteld worden, als de gemeenteraden geldig zijn samengesteld. Welnu, in 2013 waren er enkele problemen naar aanleiding van de voordracht van leden voor de politieraad. Die gaven aanleiding tot allerhande procedures en schorsingen, wat we na de komende gemeenteraadsverkiezingen zouden willen vermijden.

We hebben van de gelegenheid meteen gebruikgemaakt om de regelgeving te actualiseren, want op bepaalde punten verwees de wettekst nog naar de zogenaamde nieuwe gemeentewet, terwijl die al ten gevolge van de staatshervormingen opgeheven is. We hebben dat dus aangepast, rekening houdend met de situatie in de verschillende landsdelen.

Ik wil de wijzigingen die we hebben aangebracht, kort even voor u opsommen. Politieraadsleden kunnen een of meer opvolgers aanduiden. Vroeger was dat verplicht, nu is dat facultatief. Zo willen we vermijden dat daar nog problemen ontstaan.

De installatie van de politieraad gebeurde vroeger steevast op 1 februari. Nu wordt dat de eenendertigste dag na de installatie van de gemeenteraad. Men heeft immers dertig dagen de tijd om beroep aan te tekenen tegen de installatie van de gemeenteraad. Zo vermijden we overlappingen.

Er wordt eveneens in een regeling voor vervanging bij verhindering van politieraadsleden en leden van het college voorzien, afgestemd op de regeling in de Gewesten.

Mr. Speaker, I will be very brief, given the good weather and the fact that many colleagues are already thinking about the Our-Lieve-Heer-Climopweekend.

The bill came in cooperation with the FOD Interior Affairs and the Cabinet following a number of problems following the composition of the police councils in 2013. The police council can only be composed if the municipal councils have been validly composed. Well, in 2013 there were some problems following the nomination of members to the police council. They gave rise to all sorts of procedures and suspensions, which we would like to avoid after the upcoming municipal council elections.

We immediately took the opportunity to update the regulation, because in certain points the legislation still referred to the so-called new municipal law, while it has already been repealed as a result of the state reforms. We have therefore adjusted it, taking into account the situation in the different regions of the country.

I would like to summarize the changes we have made briefly for you. Police councillors may designate one or more successors. Previously it was mandatory, now it is optional. In this way, we want to avoid further problems.

The installation of the police council occurred previously on 1 February. This is the thirty-first day after the installation of the municipal council. You have 30 days to appeal against the installation of the municipal council. This way we avoid overlapping.

It also provides for a scheme for the replacement of police councillors and members of the college in the event of interception, aligned with the scheme in the regions.

                    Er wordt ook voorzien in een regeling voor politieraadsleden die om medische redenen bijstand moeten krijgen.

Voorts wordt het verbod voor gehuwde koppels om zitting te hebben in de politieraad, uitgebreid tot partners die wettelijk samenwonen.

Misschien belangrijk met het oog op transparantie en politieke vernieuwing, er worden minimum- en maximumbarema's vastgelegd.

Op te merken is ook dat de tekst werd aangepast aan de opmerkingen van de Raad van State.

Tot slot wil ik alle partijen, zowel die van de meerderheid als die van de oppositie, bedanken voor hun constructieve bijdrage en de unanieme goedkeuring van het voorstel in commissie. Uiteraard reken ik daar ook op bij de stemming straks.
