Het Parlement onderschrijft in het voorstel van resolutie de drie voorwaarden die de regering stelt aan de internationale militaire actie. Ten eerste, er moet een legitieme vraag zijn vanuit Libië. Ten tweede, de Arabische Liga moet ook participeren. Ten derde, de operatie past binnen een mandaat van de Verenigde Naties.
Naast het eerste voorstel van resolutie dat ik daarnet kort heb geschetst, was er ook een tweede, identiek voorstel van resolutie, dat werd ingediend door Parlementsleden van het Vlaams Belang. Het eerst ingediende voorstel werd gekozen als basis voor de besprekingen. Dat voorstel werd toegelicht in de verenigde commissie door de hoofdindiener, de heer Stefaan Vercamer.
Dirk Van der Maelen en Karin Temmerman dienden twee amendementen in. Een amendement neemt expliciet de verwijzing op naar resolutie 1973 in de tekst en een amendement stipuleert dat het Parlement betrokken moet worden bij elke toekomstige wijziging van de Belgische bijdrage. De heer Van der Maelen trok beide amendementen vrijwel meteen in, omdat er een derde amendement werd ingediend dat de lading van zijn eerste twee amendementen voldoende kon dekken.

In the draft resolution, the Parliament endorses the three conditions that the government sets for international military action. First, there must be a legitimate question from Libya. Second, the Arab League must also participate. Third, the operation fits within a United Nations mandate.
In addition to the first draft resolution that I recently outlined, there was also a second, identical draft resolution, submitted by Members of Parliament of the Flemish Interest. The first proposal was chosen as the basis for the discussions. This proposal was explained in the joint committee by the chief applicant, Mr Stefaan Vercamer.
Dirk Van der Maelen and Karin Temmerman submitted two amendments. An amendment explicitly incorporates the reference to resolution 1973 in the text and an amendment stipulates that Parliament should be involved in any future modification of the Belgian contribution. Mr Van der Maelen withdrew both amendments almost immediately, as a third amendment was submitted that could sufficiently cover the burden of his first two amendments.

Namen wij de juiste beslissing? Ja. Deze militaire interventie was en is de enige logische stap om een eind te maken aan het bloedvergieten van onschuldige burgers en opstandelingen. Alle voorafgaande stappen die gezet werden en ook de eerdere resolutie 1970 konden Kadhafi niet stoppen. Sommigen stellen nu vragen bij de rol die het buitenland speelde in het verleden, toen wij Kadhafi in het zadel hielden. Anderen maken zich zorgen over hoe het nu verder moet, en over wat er moet gebeuren na die militaire interventie. Die vragen zijn terecht. It will not be a short battle, it will be a long battle. Mr. Minister, you have rightly stated that the no-fly zone is not a sign in the air that states “Forbidden to Fly”. Again, however, all this does not affect the correctness of the initial decision now made.
We may have to wonder whether this operation and the participation of Belgium in it will also have an impact on the internal security of our country. We must not simply ignore the threats and retaliatory actions announced by Gaddafi. I am also looking forward to what the Minister has to say about this.

Collega’s, ik maak mij wel wat zorgen om het – om het oneerbiedig te zeggen – knip- en plakwerk van de coalition of the willing. Tot vandaag weten wij niet precies wie de politieke en operationele leiding in handen heeft. Het is en blijft een ingewikkelde diplomatieke evenwichtsoefening. Eerst was er gedacht dat de NAVO zich zou ontfermen over de no-flyzone en het wapenembargo. Doch, om politieke redenen – de Duitse en Turkse onthoudingen – en wegens de perceptie – een westerse georchestreerde aanval is natuurlijk niet de beste manier – is er gekozen voor een ad-hoccoalitie, waarbij Frankrijk duidelijk een voortrekkersrol speelt. Ik acht het cruciaal dat Turkije betrokken blijft en overtuigd kan worden als belangrijke partner in deze operatie.
Niettegenstaande de steun van de Arabische Liga, die vanmiddag nog bevestigd werd, merken wij dat geen enkel land uit de regio, tenzij Qatar, bereid is de actie militair te ondersteunen.
Mijnheer de minister, er zijn twee landen die de coalitie wel politiek steunen: Saoedi-Arabië en de Verenigde Arabische Emiraten. Wij hebben vorige week nog een gesprek gehad over de toestand in Bahrein. I hope we remain critical, even though all cameras are now focused on Tripoli and no longer on Manamah.
Then there is the question: Quid Gaddafi? What do we do with it? He has to go, that is clearly stated. Resolution 1970 referred Gaddafi to the International Criminal Court in The Hague. This is a clear signal that the international community condemns this tyrant. We also know that he will not surrender so easily. I think he will not surrender. Colleagues, this military intervention should enable Gaddafi to be sought, arrested, brought to The Hague and tried.
Finally, Mr. Minister, we can only conclude that this military ad-hoc action, however justified and necessary, is a step backward for the common foreign and security policy of the European Union.

Néanmoins, je dois vous avouer que j'ai été extrêmement mal à l'aise ce week-end, même si je reste convaincu de l'efficacité des frappes aériennes de ce samedi. Les déclarations va-t-en-guerre avec le sang des autres, l'absence de l'OTAN en tant que telle au premier plan du commandement des opérations militaires, les doutes émis par la Ligue arabe m'ont fait craindre que cette opération n'échappe à ses premiers objectifs, ne dépasse la portée du mandat des Nations Unies. Lors des commissions réunies des Relations extérieures et de la Défense de vendredi dernier, notre groupe a clairement insisté pour que les moyens utilisés dans le cadre de l'application de la résolution 1973 soient concertés au sein de la communauté internationale et proportionnés afin de conduire à la stabilisation du pays, de la région, voire du monde. Ces moyens proportionnés devront diminuer au maximum les risques pour les populations locales, car ce sont toujours les plus faibles qui paient, ainsi que pour nos militaires qui sont au nombre de 230 actuellement.
Affaires courantes obligent, le gouvernement de notre pays doit continuer à compter sur le soutien unanime de la Chambre. Il est donc essentiel que l'implication du parlement se poursuive. Nous devons être informés de l'évolution de la situation et surtout des règles précises d'engagement de nos militaires s'ils interviennent. Je rappelle en outre que toute modification au volet opérationnel du mandat onusien, comme par exemple l'envoi de troupes au sol, devra impérativement passer par une concertation avec le parlement.
La déclaration que vous venez de présenter devant notre assemblée m'apporte quelques apaisements, monsieur le premier ministre. Nous sommes satisfaits d'apprendre que la Belgique plaidera pour ramener le plus vite possible les opérations dans le giron de l'OTAN et qu'en attendant, ce sont bien les règles d'engagement de l'OTAN que nous appliquerons.
Nous assistons, mes chers collègues, à un Printemps des peuples dans le monde arabe à l'instar de l'Europe en 1848. Cet espoir de démocratie, d'un nouveau paradigme entre la tyrannie et le djihadisme. Cet espoir de toute une jeunesse, largement majoritaire dans la région, nous devons l'épauler sans nous substituer à la volonté des peuples. Notre pays s'honore en s'impliquant dans la défense des valeurs démocratiques auxquelles aspire une grande partie du monde mais tâchons de ne pas oublier qu'au-delà de l'intervention militaire, il restera énormément à faire sur les plans économiques, humanitaires, sociaux et culturels! Er waren soms harde woorden te horen aan het adres van de regering, met name dat wij te veel langs de kant bleven en te aarzelend waren.
Uiteindelijk is een beslissing om militair tussen te komen niet eenvoudig. Die neemt men niet zomaar. Het is altijd de allerlaatste optie wanneer er geen andere uitweg mogelijk is. Het Parlement en de regering raakten het eens over drie voorwaarden om mee te werken aan een internationale actie tegen de gewelddaden van Kadhafi tegen zijn eigen burgers, burgers die opkomen voor meer vrijheid, meer democratie en meer respect voor de mensenrechten. Naar aanleiding van de gebeurtenissen in Libië is er veel verwezen naar de zogenaamde responsibility to protect. Deze term heeft in de commissie en in het Parlement blijkbaar zijn ingang gevonden. Wij staan er zeker niet negatief tegenover, maar het is toch interessant om te benadrukken dat het om een concept gaat en zeker niet om een internationaal aanvaard rechtsprincipe. In die zin moeten wij ervoor opletten de responsibility to protect niet te gebruiken als een modewoord. Wij mogen niet voorbijgaan aan de concrete betekenis ervan. Het bevat immers drie belangrijke dimensies. Ten eerste, het efficiënt reageren in situaties waarin genocide, etnische zuiveringen, oorlogsmisdaden en misdaden tegen de menselijkheid momenteel bezig zijn of op het punt staan te gebeuren; ten tweede, voorkomen dat zulke situaties erger worden; ten derde, het opnieuw opbouwen van samenlevingen die door zulke catastrofes zijn vernield opdat het niet opnieuw zou gebeuren.

At the same time, we are very concerned and feel very involved. We hope for a good ending and wish our soldiers and their families a lot of courage.
Following the events in Libya, there has been a lot of reference to the so-called responsibility to protect. This term has apparently been used in the committee and in the Parliament. We ⁇ do not stand against it negatively, but it is still interesting to emphasize that it is a concept and ⁇ not an internationally accepted legal principle. In that sense, we must be careful not to use responsibility to protect as a fashion word. We must not neglect its concrete significance. It contains three important dimensions. First, to respond effectively in situations where genocide, ethnic cleansing, war crimes and crimes against humanity are currently or are about to happen; second, to prevent such situations from getting worse; third, to rebuild societies destroyed by such disasters so that it does not happen again.
So we must not be mistaken. It goes far beyond a unilateral diplomatic initiative, a temporary arms embargo, or a limited military intervention.

De drie voorwaarden blijven voor ons cruciaal en zowel in Libië als in de regio moet er een voldoende groot draagvlak zijn voor de operaties om de Libische burgerbevolking te beschermen. Wij verwelkomen dan ook ten zeerste dat de Arabische Liga zich opnieuw voluit achter deze interventie heeft geschaard.
Ook de vraag naar de finaliteit van deze operatie blijft cruciaal. Wij vragen de Belgische regering dat zij alle discussies over het einddoel nauwkeurig opvolgt en het Parlement zo nauwgezet mogelijk op de hoogte houdt.
Bovendien moeten onze militairen die weldra worden ingezet een duidelijke opdracht krijgen die niets aan het toeval overlaat, een stevig mandaat met duidelijke rules of engagement, en zij moeten beschikken over al het nodige materiaal en ondersteuning.
Mijnheer de voorzitter, in dit kader dringen wij er trouwens op aan dat de gemengde commissie van Kamer en Senaat voor de opvolging van buitenlandse missies zo snel mogelijk samenkomt, zodat de ministers de Parlementsleden kunnen informeren.
De CD&V-fractie bestaat niet uit haviken. Voor onze fractie blijft het uitgangspunt dat een militaire interventie alleen het allerlaatste instrument is in situaties van grove mensenrechtenschendingen. Onze fractie beseft echter dat militaire acties soms de enige resterende mogelijkheid zijn en tegelijk beseffen wij dat het trekken van deze kaart enorme risico’s met zich meebrengt en dat het draaiboek vaak onverwachte wendingen bevat. Voorzichtigheid en nuance zijn dan ook onze kernwoorden in deze discussie.
Ten slotte willen wij ook nog wijzen op de rol van Europa, de rol die de EU te spelen heeft in deze situatie. De Europese Unie moet verantwoordelijkheid opnemen en moet nu reeds nadenken over de dag na de militaire acties. Noord-Afrika en het Midden-Oosten zijn immers regio’s die grenzen aan Europa. De inwoners ervan zijn onze directe buren. Het Middellandse Zeegebied is van oudsher een regio die gekenmerkt wordt door een intensieve wisselwerking tussen de verschillende aangrenzende landen. Het is dan ook in de eerste plaats aan Europa om zijn verantwoordelijkheid op te nemen en om te luisteren naar de roep van de Arabische bevolking. Het is in de eerste plaats aan ons om deze landen te begeleiden naar meer democratie en socio-economische veranderingen. Europa moet daarom de komende weken, maanden en jaren de jonge mensen, de burgers die nu betogen in de straten en die opkomen voor democratie en vrijheid, tonen dat wij hen steunen maar niet hun oude en corrupte leiders.

We therefore welcome the fact that the Arab League has once again fully supported this intervention.
The question of the finality of this operation remains crucial. We ask the Belgian government to follow up closely on all discussions on the final goal and to keep Parliament informed as closely as possible.
In addition, our soldiers who will soon be deployed must be given a clear mandate that leaves nothing to chance, a solid mandate with clear rules of engagement, and they must have all the necessary materials and support.
Mr. Speaker, in this context, we also urge that the Joint Committee of the Chamber and the Senate for the follow-up of foreign missions meet as soon as possible, so that the ministers can inform the members of Parliament.
The CD&V faction is not made up of cattle. For our group, the principle remains that military intervention is only the last tool in situations of serious human rights violations. However, our group recognizes that military action is sometimes the only remaining option and at the same time we recognize that drawing this card involves enormous risks and that the rotating book often contains unexpected twists. Caution and nuance are therefore our key words in this discussion.
Finally, we would also like to point out the role of Europe, the role that the EU has to play in this situation. The European Union must take responsibility and must now think about the day after the military actions. North Africa and the Middle East are regions bordering Europe. Its inhabitants are our immediate neighbors. The Mediterranean region has traditionally been a region characterized by intense interactions between the various neighbouring countries. It is therefore first and foremost up to Europe to assume its responsibility and to listen to the call of the Arab people. It is first and foremost up to us to guide these countries towards more democracy and socio-economic changes. Europe must therefore, in the coming weeks, months and years, show the young people, the citizens who now demonstrate in the streets and who stand for democracy and freedom, that we support them but not their old and corrupt leaders.

Onze fractie steunt de regering in haar deelname aan de internationale actie in overeenstemming met het mandaat van de Veiligheidsraad en dit binnen een duidelijk kader en met maximale garanties voor de veiligheid van de mensen die wij inzetten.
Tot slot vragen wij aan de regering om over dit internationaal engagement verder goed te blijven overleggen met het Parlement, zeker bij wijzigingen in de aard van het engagement of bij onverwachte wendingen.
Mijnheer de voorzitter, in die zin zou het goed zijn dat de gemengde commissie van Kamer en Senaat voor de opvolging van buitenlandse missies zo snel mogelijk samenkomt om die betrokkenheid te garanderen.
Wij wensen onze soldaten en hun families veel moed voor de komende dagen en weken.

Wij sluiten met die praktijk aan bij wat bestaat in Nederland, Duitsland, Frankrijk en Groot-Brittannië. Mijn eerste wens is dat wij daarvan een vaststaande praktijk zouden kunnen maken en, waarom niet, zo snel mogelijk onze Belgische Grondwet in die richting zouden wijzigen.
Er ligt een voorstel tot herziening van de Grondwet van mijn hand op tafel en ik nodig alle collega’s uit om even daarnaar te kijken om ons zodoende op het niveau van Nederland, Duitsland, Frankrijk en Groot-Brittannië te brengen op dat vlak.
Ten tweede, ik kom nu bij de interventie zelf. Vrijdag verkeerden sommige collega’s in een ietwat euforische stemming. Ik heb toen gezegd dat zij moesten oppassen, want dat het een riskante operatie is waaraan veel gevaren verbonden zijn. Ik moet u bekennen dat ik niet wist dat wij zo snel zouden worden geconfronteerd met de risico’s.
Ik zie er voor het ogenblik drie. Het eerste risico is dat wij de internationale steun zouden verliezen. Ik roep de eerste minister, de minister van Buitenlandse Zaken en zijn collega’s op om alles te doen wat zij kunnen om dat te vermijden. Secondly, I come to the intervention itself. On Friday, some colleagues were in a somewhat euphoric vote. I said then that they should be careful because it is a risky operation with many dangers. I must confess that I did not know that we would face the risks so quickly.
I see three at the moment. The first risk is that we will lose international support. I call on the Prime Minister, the Minister of Foreign Affairs and his colleagues to do everything they can to avoid this. The SPA supports the decision and wants to intervene in Libya and that the citizens who stand for their rights there receive protection, but we must be careful that by our own action – not the Belgian action, but the action of a part of the international community – we do not lose the broad international support.
I have heard that the African Union is in doubt and that there will be a meeting on 25 or 26 March where the Arab League and the OIC, the Organization of the Islamic Conference, will also meet and discuss it.

Voor het overige is er een mijnenveld aan spanningen in de bewuste regio. Er zijn spanningen tussen soennieten en sjiieten, tussen regionale machten als Iran en Saoedi-Arabië en tussen Israël en Palestina. Wij zijn ginds dus op supergevoelig terrein bezig met het uitvoeren van een heel gevoelige operatie. Indien wij de internationale legitimiteit van de interventie schade toebrengen en de steun van de Afrikaanse Unie of van de Arabische Liga verliezen, zitten wij in nesten.
Dat is het eerste risico wat ik zie en waarvoor ik de regering oproep om er alles aan te doen om de internationale legitimiteit van de operatie in stand te houden.

So my second warning to the government is that it must do everything to prevent that constructive ambiguity from turning into a destructive ambiguity. I ask the government to make sure to avoid unilateral, Western interpretations of the resolution.
It is a fact that, when there is a resolution, especially when it contains ambiguity, it can always be determined that some are trying to shift the boundaries. In the jargon, this is called mission creep. There are those who try to expand and shift the goal of the intervention.

Er staan onze militairen zeer moeilijke tijden te wachten. Het is duidelijk dat Kadhafi al het mogelijke zal doen om te gaan schuilen in steden met zijn materieel, naast publieke gebouwen zoals, bijvoorbeeld, ziekenhuizen. Militaire middelen op die plaatsen uitschakelen, zal verdomd niet gemakkelijk zijn. Dit is het debat over de rules of engagement. Wij kennen ze niet.

Disabling military resources in those places, fucking, will not be easy. This is the debate about the rules of engagement. We do not know them.
I call on the government to exercise the utmost caution in this area and to order our military to fire only if they are 200 percent sure. He is waiting for a mistake from us.

Over mensen en hun rechten, over de bescherming van onschuldige Libische burgers, over de strijd tegen een staatshoofd dat er niet voor terugschrikt om tanks, vliegtuigen en helikopters af te sturen op zijn eigen mensen. Over mannen, vrouwen en kinderen, van wie Kadhafi vorige week donderdag liet weten dat hij ze uit hun wijken, straten en huizen zou halen om ze terecht te stellen. Over mensen, ook vandaag nog in Misurata, waar volgens onafhankelijke bronnen de troepen van Kadhafi een absolute verwoesting en afslachting aan het aanrichten zijn; over een stad die hij volledig ten gronde richt.

Ik hoorde de voorbije dagen en in het weekend kritiek op de snelheid waarmee een en ander zich ontrolt. Uiteraard is voorzichtigheid geboden. Ik ben er echter wel van overtuigd dat deze acties net op tijd zijn gekomen en dat de beslissing die wij unaniem genomen hebben in het Parlement de juiste is. Het leger van Kadhafi stond met tanks op het punt om Benghazi binnen te trekken en die actie werd onmiddellijk een halt toegeroepen. Maak u geen illusie, de val van Benghazi zou een ramp geweest zijn voor de mensen ter plaatse en voor de internationale gemeenschap.

On behalf of my group, I find it a very good thing that the government, in consultation with this Parliament, plays short on the ball, that it has done so during the consultation in Paris and that it will continue to do so in the coming hours and days. Actions to uphold the UN resolution are necessary and came just on time.
There is, of course, a but. A task like this is not a joke, the situation is ⁇ serious and the way to Libya may have been clear, the way out is not that today. Notre soutien est total parce que nous agissons conformément au droit international. C'est fondamental! La Charte des Nations Unies, dans son chapitre VII, a intégré l'obligation de protéger. Aujourd'hui, si nous sommes face à la résolution 1973 du Conseil de sécurité des Nations Unies, c'est parce qu'un tyran mène des exactions à l'égard de son peuple, exactions inadmissibles et insupportables.
Au-delà de cette obligation de protéger, comme certains à cette tribune l'ont déjà rappelé, il est indispensable d'obtenir ce soutien de la part d'organisations régionales, en l'occurrence de la Ligue arabe en particulier, et de veiller à le maintenir tout au long de l'opération mandatée par les Nations Unies. Il faut à tout prix éviter de tomber dans le travers, en Lybie, d'une énième reproduction d'une guerre de civilisation de l'Occident contre l'Orient ou du monde musulman. Voilà pourquoi le maintien de ce soutien est primordial.
Il était aussi nécessaire – et un appel a été lancé dans ce sens – que le peuple libyen en train de se soulever contre son dictateur soit aussi demandeur de l'intervention internationale.

Why Why ? Because it has been long enough that, in this Chamber, we are continually calling on the Minister of Foreign Affairs for the international community to take its responsibilities. And that beyond merely verbal responses to critical situations, we can also act concretely.
Our support is total because we act in accordance with international law. It is fundamental! The United Nations Charter, in its Chapter VII, incorporated the obligation to protect. Today, if we are faced with UN Security Council Resolution 1973 it is because a tyrant carries out abuses against his people, unacceptable and unbearable abuses.
Beyond this obligation to protect, as some have already recalled, it is indispensable to obtain this support from regional organisations, in this case the Arab League in particular, and to ensure that it is ⁇ ined throughout the operation mandated by the United Nations. It is necessary at all costs to avoid falling into the crossroads, in Libya, of another reproduction of a war of civilization from the West against the East or the Muslim world. That is why ⁇ ining this support is crucial.
It was also necessary – and a call was made in this direction – that the Libyan people who are rise against their dictator be also demanding international intervention.
These elements are joined together and guarantee us the correctness of our decisions.

S'agira-t-il d'un commandement unifié ou non? Si oui, quel type de commandement sous l'égide de l'OTAN? La précision de ces modalités d'engagement est essentielle pour la crédibilité des opérations.
C'est également nécessaire pour que la Chambre puisse continuer le contrôle parlementaire de l'engagement de nos troupes à l'étranger. Il faut vous remercier, monsieur le ministre des Affaires étrangères, pour avoir prévu et maintenu la tenue d'un débat dans cette enceinte. En effet, il faut aussi nous donner les moyens de pouvoir correctement apprécier la situation et de contrôler réellement l'exécutif et la manière dont il engage nos troupes dans cette opération. Nous voulons absolument que les choses soient claires en la matière.
L'intervention internationale a également le mérite de donner des gages aux évolutions que nous connaissons en Tunisie et en Égypte. Elles sont de nature à couper l'herbe sous le pied à certains qui pourraient rêver de restauration à partir d'opérations armées. Ils réfléchiront à deux fois, eu égard à l'engagement de la communauté internationale.

Je veux parler des opérations liées à la phase humanitaire. Nous savons tous que la situation actuelle entraînera des difficultés au sein la population libyenne, qu'il y aura des déplacements de population à l'intérieur du territoire, mais également vers des États étrangers, notamment les États limitrophes que sont la Tunisie et l'Égypte. Il faut que, parallèlement aux opérations militaires, cette phase humanitaire soit pensée et surtout concrétisée.
J'en arrive à une autre réflexion nécessaire. Il faut que l'Union européenne se mette à réfléchir à ses futures relations avec l'ensemble des pays du pourtour méditerranéen. Vu les évolutions dans cette zone qui se trouve à ses portes géographiques, l'Union européenne doit revoir la manière dont elle envisage de venir en aide à ces populations. Cette évolution légitime vers des régimes meilleurs et démocratiques doit, en effet, être soutenue de toutes les manières.
Enfin, avant de rappeler le soutien de mon groupe au gouvernement et à la résolution que nous avons votée en commission vendredi, je voudrais avoir une pensée pour nos militaires. En effet, notre responsabilité est ici lourde de sens. Elle n'est pas simple à prendre. En votant oui, tout à l'heure, nous autoriserons l'engagement de nos troupes à l'étranger. Ce genre de décision n'est jamais sans risque. Nos militaires savent qu'au cours de leur carrière professionnelle, ils peuvent être amenés à prendre des risques. Our military know that in the course of their professional careers, they can be led to taking risks. But today, we willingly, deliberately, in order to respect our international commitments, we are going to charge them with a mission. De Wereldbank heeft een onderzoek bevolen over de verhouding tussen democratie en het bezit van olie in de wereld. Men heeft dat bestudeerd tussen 1996 en 2004 en men is tot de constatering gekomen dat democratie niet goed past in die landen. Ze stelden vast dat de olieproducerende landen wereldwijd behoren tot de 25 % slechtste landen in termen van democratie. Rijkdom slaapt slecht in een bed van armoede en beschermt zich daarom met dictatoriale machtsmiddelen. Collega’s, als men dat hoort, dan is er naast Libië nog werk aan de winkel in de wereld.

Monsieur le président, chers collègues, il est en effet important au nom des droits de l'homme d'empêcher que le colonel Kadhafi n'étouffe par la force et la violence toute forme d'opposition à son régime et à sa dictature.
Ces dernières semaines, le sang n'a que trop coulé en Libye et la communauté internationale se devait de réagir comme elle devrait le faire vis-à-vis de tous les États qui ne respectent pas les droits de l'homme.
Aussi, vu l'importante contribution de la Belgique, je tiens à encourager et à remercier tous nos militaires qui participeront à cette guerre et qui risqueront leur vie au nom de notre pays. Cependant, de nombreuses questions me tourmentent en ce moment.
Le recours à la guerre est-il le meilleur choix dans le cas présent? Il est bien entendu très difficile de répondre à une telle question mais, ce qui est certain, c'est que nos États ont privilégié cette voie à toute autre voie diplomatique. Aucun émissaire n'a véritablement été envoyé sur place pour négocier avec Kadhafi un cessez-le-feu ou une autre solution moins coûteuse en termes de vies humaines que la guerre. Cette situation me met évidemment particulièrement mal à l'aise et je viens d'entendre que je ne suis pas le seul.
En effet, se soucie-t-on des inévitables victimes collatérales des frappes actuellement menées par la coalition internationale? Se soucie-t-on des familles des militaires occidentaux qui seront envoyés sur l'autel de la liberté? Pas assez malheureusement. Nous ne pouvons plus qu'espérer qu'une seule chose aujourd'hui, c'est que cette guerre ne s'éternise pas et que le colonel Kadhafi ne soit pas en mesure de riposter ni de fomenter des actions terroristes dans nos pays, comme il a déjà pu le faire par le passé.
Admettons cependant que cette situation est assez particulière, voire même incompréhensible pour une partie de notre opinion publique. Notre pays est incapable de former un gouvernement depuis neuf mois mais quand il s'agit de partir en guerre, tout le monde est d'accord en deux temps, trois mouvements! C'est surréaliste!
Comment ne pas se soucier également des coûts qui seront engendrés par la participation de notre pays à cette guerre, coûts qui devront être supportés par le contribuable belge alors que la crise politique a déjà coûté plus de 600 millions d'euros?
Je comprends aisément que le monde politique belge soit mal à l'aise, surtout du côté francophone, et qu'il pense qu'il est de son devoir d'agir afin de se donner une bonne conscience après que le gouvernement wallon, en faisant primer les intérêts financiers sur l'éthique et les droits de l'homme, a vendu des armes à Kadhafi.

Is the use of war the best option in this case? It is, of course, very difficult to answer such a question, but what is certain is that our states have preferred this path to any other diplomatic path. No emissary has really been sent to the ground to negotiate with Gaddafi a ceasefire or another less costly solution in terms of human lives than war. This situation obviously makes me ⁇ uncomfortable and I just heard that I am not the only one.
Indeed, are we concerned about the inevitable collateral victims of the strikes currently carried out by the international coalition? Are we concerned about the families of Western military personnel who will be sent to the altar of freedom? Not enough unfortunately. We can only hope that one thing today is that this war will not last forever and that Colonel Gaddafi will not be able to retaliate or foment terrorist actions in our countries, as he has already been able to do in the past.
Let’s admit, however, that this situation is quite peculiar, or even incomprehensible for a portion of our public opinion. Our country has been unable to form a government for nine months but when it comes to going to war, everyone agrees in two times, three moves! It is surreal!
How can we not also worry about the costs that will be incurred by our country’s participation in this war, costs that will have to be borne by the Belgian taxpayer while the political crisis has already cost more than 600 million euros?
I easily understand that the Belgian political world is uncomfortable, especially on the French-speaking side, and that it considers it its duty to act in order to give itself a good conscience after the Wallon government, putting financial interests above ethics and human rights, sold weapons to Gaddafi.

Comment ne pas craindre que le but non avoué de cette manœuvre soit au final un enjeu purement géostratégique enfoui sous la prétendue bonne conscience de l'Occident qui serait, en fait, de mettre la main sur la richesse de la Libye ou, plus précisément, sur son pétrole? Je ne vous rappellerai pas que la Libye est le plus gros producteur de pétrole en Afrique, disposant de 3,5 % des ressources mondiales.
Il est quand même plus que troublant que des pays comme les États-Unis, la Grande-Bretagne ou la France décident d'attaquer la Libye et que ces mêmes pays ne bougent pas, lorsque des situations presque identiques se déroulent dans d'autres pays. Si c'est la défense des droits de l'homme qui guide réellement nos pas, pourquoi dès lors ne pas intervenir en Côte d'Ivoire, en Corée du Nord, au Bahreïn, à Oman, en Arabie saoudite ou plus encore en Iran où les dernières manifestations d'opposition au régime en place ont été dispersées dans le sang et la violence? Il n'y a aucune logique dans les réactions de la communauté internationale. Pourquoi agir en Libye? Pourquoi ne pas agir ailleurs? Faudra-t-il attendre la fin du conflit et le moment de compter les morts pour connaître le véritable enjeu de cette guerre?
Aussi quelle garantie avons-nous que le pouvoir de Kadhafi ne fera pas place à un pouvoir plus islamiste, plus intégriste après notre action militaire? Qui se chargera de l'après-guerre? Quel sort sera-t-il réservé au dictateur? Toutes ces questions restent malheureusement sans réponse.
En ce qui me concerne, je ne peux que dénoncer l'attitude de ceux qui ont reçu le colonel Kadhafi comme un chef d'État digne de ce nom, alors que l'on sait, depuis des années, que cet homme est un véritable fou furieux et un terroriste! Comment avons-nous pu dérouler, à un moment donné, le tapis rouge à un tel individu lors de sa visite dans notre pays? Nous avions tout simplement des intérêts financiers et économiques qui nous poussaient à pactiser avec le diable! Énormément de questions se posent et aucune réponse ne se fait entendre actuellement.
Enfin, en ce qui me concerne, je me demande si notre pays, sans gouvernement depuis neuf mois, a les moyens politiques et financiers de se lancer dans une guerre. Que se passera-t-il si l'opération est un échec? Que fera notre gouvernement en affaires courantes pour contrer une éventuelle menace terroriste? La priorité première devrait être de constituer un gouvernement dans les plus brefs délais au lieu de partir en guerre! Pour ces raisons et surtout pour l'énorme doute qui plane quant à l'objectif réel de cette opération militaire mais aussi afin de montrer que mon parti refuse l'hypocrisie ambiante, j'ai décidé de ne pas soutenir cette résolution en m'abstenant. Je souhaite ainsi dénoncer l'opacité de la situation, craignant que les réels enjeux ne soient pas ceux mentionnés pour justifier cette intervention en Libye.

Libya is the largest oil producer in Africa, with 3.5 percent of the world’s oil resources.
It is still more than troubling that countries like the United States, Britain or France decide to attack Libya and that these same countries do not move, when almost identical situations take place in other countries. If it is the defence of human rights that really guides our steps, then why not intervene in Côte d’Ivoire, North Korea, Bahrain, Oman, Saudi Arabia or even more in Iran where the latest demonstrations of opposition to the regime in place have been scattered in blood and violence? There is no logic in the reactions of the international community. Why act in Libya? Why not act elsewhere? Should we wait until the end of the conflict and the time to count the dead to know the real issue of this war?
So what guarantee do we have that Gaddafi’s power will not make room for a more Islamist, more integrist power after our military action? Who will take care of the post-war? What fate will be reserved for the dictator? Unfortunately, all these questions remain unanswered.
As far as I am concerned, I can only denounce the attitude of those who have received Colonel Gaddafi as a head of state worthy of that name, while it has been known, for years, that this man is a real furious fool and a terrorist! How could we, at one point, unlock the red carpet to such an individual during his visit to our country? We simply had financial and economic interests that pushed us to pact with the devil! There are a lot of questions and no answers are heard at the moment.
Finally, as far as I am concerned, I wonder whether our country, without a government for nine months, has the political and financial means to start a war. What happens if the operation fails? What will our government do in current affairs to counter a possible terrorist threat? The first priority should be to form a government as soon as possible instead of going to war! For these reasons and especially for the enormous doubt that floats over the real purpose of this military operation but also to show that my party rejects environmental hypocrisy, I decided not to support this resolution by abstaining. I would like to denounce the opacity of the situation, fearing that the real issues are not those mentioned to justify this intervention in Libya.

La protection des droits de l'homme est un objectif noble, qu'on ne peut que soutenir et encourager. Néanmoins, face aux nombreuses questions sans réponse, je préfère m'abstenir. J'espère sincèrement que je me trompe et que cette action pourra régler la question des droits de l'homme en Libye et faire en sorte que le sang cesse de couler.
S'il vous plaît, je lance un appel aux responsables politiques afin qu'ils soient à l'avenir plus prudents quant à la nature des régimes qu'ils soutiennent et vis-à-vis desquels ils engagent notre pays en suivant de simples intérêts financiers ou économiques!

It cannot be without risk. Whoever claims the opposite asks for the impossible.
