Uit deze bespreking kunnen in elk geval de volgende conclusies worden getrokken. Er bestaat een ruim draagvlak om iets te doen met die intelligente snelheidsaanpassing. Bepaalde collega’s, waaronder ikzelf, vinden de resolutie op dit moment wel te vaag, maar de resolutie heeft alvast de meerwaarde dat er omtrent ISA iets wordt gedaan.
De resolutie werd unaniem goedgekeurd in de commissie, waardoor binnen zes maanden de regering wellicht met een plan naar voren komt om die intelligente snelheidsaanpassing te bevorderen.

Some colleagues, including myself, find the resolution too vague at the moment, but the resolution already has the added value that something is being done about ISA.
The resolution was unanimously approved in the committee, which means that within six months the government may come up with a plan to promote that intelligent speed adjustment.

Mijnheer de voorzitter, mijnheer Wollants, ik wil u bedanken voor uw zeer goed gedocumenteerd verslag.
Ik wil beginnen met de collega’s uit de commissie te bedanken die de voorstellen ondersteund hebben en die ook gevraagd hebben om die bijkomende hoorzittingen, waardoor wij toch wel met heel degelijke informatie deze resolutie hebben kunnen goedkeuren. Zoals de heer Wollants reeds heeft gezegd, werd de resolutie unaniem goedgekeurd in de commissie en ik hoop ook op een unanieme stemming straks hier in de plenaire vergadering.
Collega’s, heel veel zaken uit het verslag werden reeds duidelijk gemaakt. Wij blijven toch met heel veel verkeersdoden zitten, twaalfduizend in tien jaar. Er is een klein beetje goed nieuws: het cijfer daalt een klein beetje. In 2000 waren er in ons land nog 1 470 verkeersdoden. In 2011 werd dit cijfer teruggebracht tot 840, maar het zijn er natuurlijk nog steeds 840 te veel. Onze houding moet zijn om naar nul te gaan.

Many points in the report have already been made clear. We still have a lot of road deaths, 12 thousand in ten years. There is a little bit of good news: the figure is falling a little bit. In 2000, there were 1,470 road deaths in our country. In 2011, this figure was reduced to 840, but, of course, there are still 840 too many. Our attitude must be to go to zero.

Het is ook heel duidelijk – ik wil dit nogmaals zeggen ten aanzien van de heer Veys – dat alcohol en snelheid de verkeersdoden en verkeersongevallen meestal veroorzaken. Zeggen dat snelheid geen element is, is ontkennen wat in bijna alle wetenschappelijke onderzoeken wordt aangetoond.
Er zijn al heel wat ISA-proefprojecten geweest en er wordt heel vaak op gewezen dat ISA een instrument is van de toekomst, waardoor verkeersongevallen en vooral ook verkeersslachtoffers kunnen worden vermeden. Dat is de reden waarom daaraan moet worden gewerkt op alle niveaus – federaal, Vlaams maar ook in de gemeenten. Zowel het BIVV als professor De Mol heeft erop gewezen dat ISA niet alleen het meest geteste systeem is, maar ook het systeem met het meeste effect op de verkeersveiligheid.
Ik heb zelf het genoegen gehad om zowat acht jaar geleden in Gent aan een ISA-project te mogen meewerken. Wij hebben toen met vijftig systemen in de stand rondgereden, waaronder ook bussen. Het resultaat van dit proefproject was dat mensen die oorspronkelijk erg tegen het systeem waren gekant, na het proefproject heel erg voorstander waren en zelfs wilden dat het systeem niet meer werd uitgebouwd uit hun wagen. De heer Sven Vlassenroot heeft nadien een doctoraat gehaald met een proefschrift over het draagvlak van een dergelijk systeem. Daaruit blijkt heel duidelijk dat het draagvlak voor dit systeem heel groot is.
Ik wil er dan ook voor pleiten om de experimentele fase definitief af te sluiten. Er zijn heel veel proefprojecten geweest in verschillende landen. Ik meen dat wij nu tot actie moeten overgaan. Verschillende collega’s hebben erop gewezen dat Europa daarin een centrale rol moet spelen. De staatssecretaris heeft er ook op gewezen dat het weinig zin heeft om dit systeem enkel bij ons of enkel in een bepaalde regio toe te passen.

I myself had the pleasure of being able to participate in an ISA project in Gent about eight years ago. We then used fifty systems in the stand, including buses. The result of this pilot project was that people who were initially very opposed to the system, after the pilot project, were very much in favor and even wanted the system not to be extracted from their cars. Mr. Sven Vlassenroot subsequently obtained a doctorate with a dissertation on the support of such a system. This clearly shows that the support for this system is very large.
Therefore, I would like to advocate the completion of the experimental phase. There have been many pilot projects in different countries. I think we need to take action now. Several colleagues have pointed out that Europe should play a central role in this. The Secretary of State also pointed out that it makes no sense to apply this system only to us or only to a particular region.

Cela témoigne de son caractère utile et consensuel et donc de son importance dans le combat pour limiter le nombre d'accidents dus à la vitesse. Comme l'a rappelé l'intervenante précédente, la vitesse est la cause principale de 30 % des accidents mortels!
Plusieurs études démontrent que ce système ISA reçoit de plus en plus l'assentiment de la population. Il est vrai que les auditions ont montré qu'il existe encore quelques obstacles, quelques freins. Le débat doit indispensablement être mené au niveau européen.
Beaucoup de chemin reste à faire au niveau des budgets à étudier. Les technologies vont également encore évoluer, puisqu'il y a une grande diversité de systèmes.
Je pense qu'il est important que le parlement donne un signal au gouvernement afin que ce dernier poursuive son travail dans la bonne direction, avec bien évidemment les Régions et dans le cadre européen.

Monsieur le président, monsieur et mesdames les ministres, chers collègues, nous connaissons tous les fameux tests issus du programme européen d'évaluation des automobiles (Euro NCAP) soutenu par de nombreux gouvernements et associations automobiles, dont l'objectif est de fournir aux consommateurs du monde automobile une évaluation indépendante et réaliste des performances de sécurité des voitures parmi les plus vendues en Europe.
Euro NCAP a pris une décision importante, qui aura sans nul doute un impact déterminant dans le déploiement à grande échelle de l'ISA, l'adaptateur de vitesse intelligent. En effet, depuis janvier, les véhicules embarquant la technologie ISA se verront créditer de points supplémentaires lors des tests d'Euro NCAP.
Par ce geste fort, le programme européen d'évaluation reconnaît l'efficacité des outils technologiques utilisant les informations de vitesse provenant de la reconnaissance de panneaux de signalisation, de données de cartes numériques ou d'une combinaison de ces sources de données, dans le cadre de la lutte contre l'insécurité routière et les efforts entrepris pour diminuer le nombre de morts et de blessés sur nos routes.
Si la décision d'Euro NCAP incitera clairement les constructeurs à équiper rapidement leurs véhicules, elle devrait également inciter nos États à accélérer la mise à jour des cartes numériques afin de constituer rapidement une large banque de données des limitations de vitesse sur tout le territoire de l'Union européenne. C'est un passage obligé afin d'assurer l'efficience du système.

We are all familiar with the famous tests of the European Car Assessment Programme (Euro NCAP) supported by many automotive governments and associations, whose goal is to provide consumers in the automotive world with an independent and realistic assessment of the safety performance of cars among the best-selling in Europe.
Euro NCAP has made an important decision, which will undoubtedly have a decisive impact on the large-scale deployment of the ISA, the intelligent speed adapter. As of January, vehicles using ISA technology will be credited with additional points in Euro NCAP tests.
With this strong gesture, the European Evaluation Programme recognizes the effectiveness of technological tools using speed information from the recognition of signals, digital map data or a combination of these data sources, as part of the fight against road insecurity and the efforts made to reduce the number of dead and injured on our roads.
While the Euro NCAP decision will clearly encourage manufacturers to quickly equip their vehicles, it should also encourage our States to accelerate the updating of digital maps in order to quickly establish a large database of speed limitations across the European Union. This is a necessary step in order to ensure the efficiency of the system.

Les spécialistes sont unanimes: la vitesse est à la fois un facteur déclenchant des accidents et aggravant de leurs conséquences. En agglomération, 70 % des piétons décèdent à la suite d'un choc avec un véhicule circulant à plus de 50 km/h, alors que 80 % d'entre eux auraient eu la vie sauve si ce même véhicule eut roulé à 30 km/h au moment de l'impact sur les routes nationales à l'approche des villages. Ce sont des statistiques alarmantes dues à la vitesse également.
La formation initiale des conducteurs, les campagnes de sensibilisation récurrentes et le contrôle/sanction sont des moyens nécessaires mais insuffisants pour obtenir une baisse sensible des vitesses pratiquées.
Aujourd'hui, grâce à ces nouvelles technologies et aux progrès techniques réalisés par les constructeurs automobiles et les équipementiers, il est désormais possible d'introduire dans les véhicules des systèmes qui obligent le conducteur à respecter les vitesses limites tout en assurant un véritable confort de conduite. Il serait, à mon sens, bien bête de se passer de cet outil, dont l'efficacité est à présent reconnue et démontrée dans notre combat incessant afin de diminuer le nombre de victimes sur nos routes.
Les constructeurs automobiles feront très rapidement leur part du job, poussés en cela par l'Euro NCAP. Les gouvernements ne peuvent rester à la traîne et doivent également, dès à présent, faire leur part de boulot. C'est la raison pour laquelle nous, groupe socialiste, soutenons totalement la proposition de résolution qu'il nous est demandé de voter cet après-midi.

Experts are unanimous: speed is both a factor triggering accidents and aggravating their consequences. In agglomerations, 70 percent of pedestrians die as a result of a collision with a vehicle driving at a speed of more than 50 km/h, while 80 percent of them would have been saved if that same vehicle had driven at 30 km/h at the time of the impact on national roads when approaching villages. These are alarming statistics due to speed as well.
Initial driver training, recurring awareness campaigns and control/sanction are necessary but insufficient means of achieving a significant decrease in practiced speeds.
Today, thanks to these new technologies and the technical advances made by automotive manufacturers and equipment vendors, it is now possible to introduce in vehicles systems that force the driver to respect the speed limits while ensuring real driving comfort. It would, in my opinion, be very stupid to avoid this tool, whose effectiveness is now recognized and demonstrated in our unceasing struggle to reduce the number of victims on our roads.
Automotive manufacturers will do their part of the job very quickly, pushed in this by Euro NCAP. Governments cannot be left behind and must also, from now on, do their part of work. This is why we, the Socialist Group, fully support the resolution proposal that we are asked to vote this afternoon.

Mijnheer de voorzitter, mijnheer de staatssecretaris, collega’s, hoe sneller men rijdt, hoe minder tijd men heeft om informatie te verwerken en om te reageren. Hoe sneller men rijdt, hoe groter de afstand is om te stoppen voor een hindernis. Hoe sneller men rijdt, hoe meer schade en hoe ernstiger de letsels bij een botsing. De stopafstanden maken dat ook duidelijk. Aan een snelheid van 120 kilometer per uur heeft men 102 meter nodig om stil te staan, aan 140 kilometer per uur bedraagt die afstand al 134 meter op een droog wegdek. Bij een nat wegdek is dat respectievelijk 144 en 190 meter. Eigenlijk weet iedereen dat. Het is de logica zelf. Maar toch, overdreven en onaangepaste snelheid doden in ons land nog jaarlijks 250 bestuurders in ons verkeer.
Haaks op die vaststelling staat dat de Belgische bestuurder nog altijd bijzonder tolerant blijft ten opzichte van het te snel rijden. Volgens de jongste attitudemeting van het BIVV vindt ongeveer 40 % te snel rijden aanvaardbaar. Wij hebben dus nog heel wat werk voor de boeg als wij de doelstelling van 50 % minder verkeersdoden tegen 2020 effectief willen behalen, inzake beleid, maar zeker inzake het bewustzijn van onze autobestuurders.
Een adequaat snelheidsbeleid bevat heel wat elementen. Een snelheidsbeleid moet logisch zijn en gepaard gaan met sensibilisatiecampagnes. Brussel heeft daarvan deze week nog een goed voorbeeld gegeven, met een sensibilisatiecampagne die zowel beloont als bestraft. Meer controles zijn essentieel en na de controles moet uiteraard ook een straf volgen. Vooral bij recidive, bij veelvuldige snelheidsovertredingen, bij onverbeterlijke snelheidsduivels zeg maar, is er nog wel wat werk aan de winkel. De verkeerswetgeving is vandaag nog te mild voor recidive van zware snelheidsovertredingen. In die zin kijken wij uit naar het aangekondigd ontwerp van de staatssecretaris, dat daarvoor strengere straffen zal invoeren.

Brussels has given another good example this week, with a awareness campaign that both rewards and punishes. More checks are essential and after the checks, of course, a punishment should also follow. Especially in the case of recidive, in the case of frequent speed breaches, in the case of improved speed devils say, there is still some work to be done. Traffic legislation is still too mild today for recurrence of heavy speed violations. Laten wij even terugblikken. In 2004 werd in dit Parlement al een resolutie over ISA aangenomen. Eerlijk is eerlijk, bijna tien jaar later moeten wij vaststellen dat er beleidsmatig weinig vooruitgang geboekt is. Het feit dat de bevoegdheden op dit vlak versnipperd zijn over de verschillende beleidsniveaus is daar wellicht niet vreemd aan. Het is in de eerste plaats aan Europa om ISA op te leggen als voertuigtechnologie. Het is echter aan de Gewesten om snelheidskaarten uit te werken en up-to-date te houden. Deze resolutie heeft de verdienste dat zij aan de kar wil trekken om meer schot in de zaak te krijgen. Zij vraagt de federale overheid snel met een concreet plan te komen om de bestaande barrières voor het ISA-systeem weg te werken.
Het is belangrijk dat er op een gecoördineerde manier wordt samengewerkt om eindelijk tot resultaten te komen. Ieder niveau, ieder beleidsdomein, iedere sector, moet zijn verantwoordelijkheid opnemen, willen wij het hier over tien jaar niet opnieuw hebben over deze materie. Daarom verdient deze resolutie alle steun. Ik dank collega Temmerman voor het initiatief.

Every level, every policy area, every sector, must assume its responsibility, if we do not want to talk about this matter again in ten years. That is why this resolution deserves all support.
