Mijnheer de voorzitter, collega’s, we hebben vier amendementen heringediend, die we ook bij de besprekingen in de commissie hadden ingediend, waar ze weggestemd werden door de meerderheid. Ik zal van de algemene toelichting gebruikmaken om ze tegelijkertijd mee te behandelen, om het u gemakkelijk te maken.
Mijnheer de voorzitter, de premier heeft daarnet tijdens het actualiteitsdebat aangedrongen op een inhoudelijke bespreking en in te gaan op de politieke keuzes die de meerderheid maakt. Ik denk dat het ontwerp op de caduciteit daar een goede gelegenheid voor is. Ik zou er ook gebruik van willen maken. Zo’n ontwerp bepaalt immers de agenda van de Kamer voor de komende weken en maanden.
Het ontwerp is niet zozeer belangrijk door wat erin staat, maar vooral door wat er niet in staat. Het ontwerp geeft zeer duidelijk aan welke zaken de nieuwe meerderheid niet meer belangrijk vindt en welke zaken zij van de agenda wil evacueren. Het gaat hier om ontwerpen waarvan ons Huis acht à negen maanden geleden heeft gezegd dat men ermee akkoord ging, dat ze belangrijk waren, dat men er goedkeuring aan hechtte en dat er in een van de kamers van ons Huis over zou worden gestemd. De nieuwe meerderheid zegt echter dat ze niet meer belangrijk zijn en dat ze van de agenda moeten worden geëvacueerd.
Ik heb de gelegenheid gegeven om op die keuzes terug te komen door amendementen in te dienen over zaken die u, al dan niet toevallig – mijns inziens is het een welbewuste politieke keuze –, vergeten op te nemen bent in het ontwerp.
Wat in het ontwerp niet meer staat, is het reeds deels goedgekeurde wetsontwerp op de duurzame ontwikkeling. Het is een wetsontwerp dat negen maanden geleden in ons Huis is goedgekeurd. De duurzame ontwikkeling wordt er structureel door verankerd in al ons regelgevend werk door een voorafgaande toetsing in te bouwen van alle besluiten van parlementen en regeringen om te kijken wat de sociale en ecologische effecten evenals de duurzaamheidseffecten zijn van wat wij goedkeuren voor de komende generaties.

Design is not so important by what is in it, but especially by what is not capable of it. The draft clearly indicates which matters the new majority no longer considers important and which matters they want to evacuate from the agenda. These are drafts which our House said eight to nine months ago that they were agreed to, that they were important, that they were approved, and that they would be voted in one of the rooms of our House. However, the new majority says they are no longer important and that they should be evacuated from the agenda.
I have given the opportunity to return to those choices by submitting amendments on matters that you, either accidentally or not – in my opinion it is a conscious political choice – have forgotten to include in the draft.
What is no longer in the draft is the already partially approved draft law on sustainable development. It is a bill that was passed in our House nine months ago. Sustainable development is structurally anchored in all our regulatory work by incorporating a pre-examination of all decisions of parliaments and governments to see what the social and environmental effects as well as the sustainability effects of what we approve for future generations are.

Dat staat er niet meer in. De nieuwe regering, de nieuwe meerderheid vindt de verankering van duurzame ontwikkeling in ons werk niet meer belangrijk en voert het van de agenda af.
Wat er ook niet in staat, is het deels goedgekeurde ontwerp tot hervorming van de Orde van Geneesheren. Dat ontwerp werd getrokken door collega Van Krunkelsven in de Senaat. Voor de s.pa is het niet bepaald de grote revolutionaire hervorming van het medisch beroep, maar toch een stap voorwaarts in de richting van een meer democratische orde van geneesheren, een minder corporatistische orde van geneesheren, een orde van geneesheren die ook meer belang hecht aan klachten van de patiënt en patiëntenrechten en patiëntenbelangen ook meer centraal stelt in het medisch beroep. De nieuwe meerderheid en regering vinden dat niet meer belangrijk, vinden dat niet meer prioritair, vinden die stap vooruit niet meer nodig, evacueren dat van de parlementaire agenda en nemen dat niet op in het ontwerp.
Wat er ook niet meer in staat, is het wetsontwerp tot invoering van de Orde van Kinesitherapeuten. Vanuit dezelfde filosofie als voor de Orde van Geneesheren het medisch beroep van kinesisten wat regelen, maar op een democratische, gestructureerde, minder corporatistische wijze, ook dat vindt de nieuwe regering, de nieuwe meerderheid, niet meer belangrijk. Het werd weliswaar al deels goedgekeurd door een van de kamers, maar het wordt van de agenda geëvacueerd.
Last but not least, wat de meerderheid ook niet meer belangrijk vindt, is transparantie creëren over en inzicht geven in de vaak zeer hoge wedden, vergoedingen en lonen van CEO’s, de top van het bedrijfsleven in ons land. Het ontwerp ter zake was in een vorige legislatuur al in een kamer goedgekeurd en daar gingen zelfs de liberalen mee akkoord. Ook dat wordt nu van de agenda van het Parlement geëvacueerd. Het is niet meer prioritair, het is niet meer belangrijk, het is niet meer van tel dat de mensen in ons land, de aandeelhouders, de klanten van bedrijven weten hoeveel het topmanagement verdient, welk beslag de CEO's al leggen op het vermogen van de bedrijven, de ondernemingen.

It is no longer a priority, it is no longer important, it is no longer a matter that the people of our country, the shareholders, the customers of companies know how much the top management earns, what pressure the CEOs already put on the assets of the companies, the enterprises.

Mijnheer de voorzitter, collega’s, wij vinden het zeer merkwaardig dat de nieuwe meerderheid onderhavige vier progressieve ontwerpen, die reeds een heel parcours door ons Huis hebben afgelegd, die op rand van goedkeuring staan en die wij de komende maanden op de parlementaire agenda willen houden, in de schuif steekt en ze in de commissie heeft weggestemd.
Mijnheer de voorzitter, collega’s, dat is dan een zeer goede illustratie van een inhoudelijk debat, wat de eerste minister daarstraks heeft gevraagd. Dat stelt ons zeer teleur. Wij rekenen op de progressieven in de regering, op de PS, want het zijn allemaal zaken die hun ministers moeten uitvoeren, en op het ACW, dat in het verleden mee sterk heeft gepleit voor die teksten, zodat ze toch nog als amendement in het ontwerp kunnen worden opgenomen en dus in de Kamer in bespreking blijven.
Wij kunnen ons echt niet voorstellen dat u geen belang hecht aan duurzame ontwikkeling, dat u niet wilt strijden tegen corporatisme in de medische beroepen en dat u zich niet interesseert voor de exorbitant hoge lonen van de top van het bedrijfsleven in ons land. Als u daaraan inderdaad geen belang hecht, als u dat niet meer interesseert, als wij daarover niets meer moeten zeggen, moet u het ontwerp steunen, anders steunt u best onze amendementen.

If you do not have any interest in it, if you no longer have any interest in it, if we have nothing to say about it, you must support the draft, otherwise you should support our amendments.
