                    Mijnheer de voorzitter, collega's, overeenkomstig artikel 275, § 3 van het WIB 1992 moeten de koninklijke besluiten met betrekking tot de bedrijfsvoorheffing zo spoedig mogelijk bij wet worden bekrachtigd.

De koninklijke besluiten bevatten de volgende maatregelen: indexering van de schalen inzake bedrijfsvoorheffing, verhoging van de aanvullende belastingen van 6,7 naar 7%, aanpassing aan de belastinghervorming, aanpassingen aan de beslissingen van de Ministerraad van 14 oktober 2003, aanpassing ingevolge de programmawet van 24 december 2003 en de wet van 13 maart 2003 betreffende de aanvullende pensioenen, toepassing van de 75%-regel voor sommige niet-inwoners, herkwalificatie van huurinkomsten van bedrijfsleiders en bedrijfsvoorheffing op auteursrechten en naburige rechten.

Dit wetsontwerp heeft tot doel deze bekrachtiging te verwezenlijken. In het verleden liep deze bekrachtiging nogal wat vertraging op, maar dat is nu niet meer het geval. Het wetsontwerp werd door een ruime meerderheid goedgekeurd in de Kamercommissie. De oppositie greep dit wetsontwerp in de commissievergaderingen aan om te beweren dat de belastingdruk in België niet daalt, dat de begroting niet in evenwicht is, dat de schuldratio te weinig daalt en dat de economie het slecht doet. De oppositie legde de schuld daarvoor bij de regeringspartijen.

Mr. Speaker, colleagues, in accordance with Article 275, § 3 of the 1992 WIB, the royal decrees concerning the corporate advance tax must be ratified by law as soon as possible.

The Royal Decrees contain the following measures: indexation of the scales of corporate advance tax, increase of the additional taxes from 6.7 to 7%, adaptation to the tax reform, adjustments to the decisions of the Council of Ministers of 14 October 2003, adaptation under the Program Act of 24 December 2003 and the Act of 13 March 2003 on supplementary pensions, application of the 75% rule for some non-residents, re-qualification of rental income of business managers and corporate advance tax on copyright and related rights.

This draft law aims to ⁇  this ratification. In the past, this ratification was delayed somewhat, but this is no longer the case. The bill was approved by a large majority in the Chamber Committee. The opposition took up this bill in the committee meetings to argue that the tax pressure in Belgium does not decrease, that the budget is not balanced, that the debt ratio decreases too little and that the economy is doing bad. The opposition blamed the government parties for this.

As far as the report is concerned, Mr. Speaker, and now I speak on behalf of the VLD group.

                    Mijnheer de voorzitter, namens de VLD-fractie zie ik het als mijn plicht om te repliceren op het verhaal van de oppositie, door de zaken in hun juiste context te plaatsen. 

Het is een feit dat we in dit land meer en meer de goede kant opgaan. Onze buurlanden Nederland, Frankrijk en Duitsland zijn de beste referentiepunten om ons beleid te evalueren. Collega's, in de voorbije jaren was de economische groei in België groter dan in de ons omringende landen. Terwijl andere Europese landen als het ware grossieren in tekorten op de begroting, is de begroting in België al voor het vijfde jaar op rij in evenwicht.

De CD&V-oppositie blijft dan ook oeverloos melken over de overname van het Belgacom-pensioenfonds, maar Eurostat heeft deze operatie bekrachtigd. Net zoals in een voetbalwedstrijd is het goal of geen goal. Het zijn niet de spelers die daarover beslissen, maar de scheidsrechter beslist of er effectief een doelpunt is gemaakt. Met begrotingen wordt nu eenmaal niet gefoefeld. Zij worden opgesteld volgens regels die dezelfde zijn als in alle andere Europese landen.

Beste collega's, de belastingdruk op arbeid op de loonsom daalt effectief van meer dan 52% in 1999 tot 42% na vier jaar regeringVerhofstadt. Dat kan iedereen ook aflezen op zijn belastingbrief. De volgende jaren, 2004, 2005 en 2006, zal dat voor de mensen alsmaar duidelijker worden. Door de verhoging van de aanvullende belastingen van 6,7% naar 7% zal de belastingverlaging bij de inkohiering nog meer voelbaar zijn bij de mensen omdat ze in de komende jaren op basis van de beslissingen die deze regering heeft genomen alsmaar meer zullen terugkrijgen. 

Mijnheer De Crem, het getuigt van weinig respect tegenover de traditionele CVP-kiezer om vandaag schande te roepen over het feit dat de vorige regering en de huidige regering de gevolgen van veertig jaar CVP-beleid niet volledig hebben weggewerkt. Het gaat over uw beleid, waaronder acht jaar dat van Jean-Luc Dehaene. CD&V beweert bij hoog en bij laag dat de partij niet tegen belastingverlaging is. Ik wil u zelfs geloven op dat punt. Uiteraard bent u niet tegen belastingverlaging. U wil echter ook meer geld voor kinderbijslag. U wil meer geld voor wonen. U wil meer geld voor onderwijs. U wil overal meer geld. De vraag is waar u dat geld gaat halen. 

Dames en heren van CD&V, ik zeg u dat economie de basis van alles is. Zonder belastingverlaging zal u de economie niet kunnen aanzwengelen. Zonder belastingverlaging was er in ons land geen grotere economische groei dan in de buurlanden. Zonder belastingverlaging was er ook nu nog meer werkloosheid. Zonder belastingverlaging — en dat is heel recent — waren er zelfs geen hogere fiscale ontvangsten voor het eerste kwartaal van 2004 geweest. 

Als VLD'er ben ik dan ook heel fier dat de regering een prioriteit heeft gemaakt van belastingverlagingen, ook bij de onderhandelingen van deze regering. Mijnheer De Crem, vermits het geld van de overheid niet onbeperkt is, moeten er keuzes worden gemaakt. U maakt geen keuzes. Uit alle gegevens die vandaag voorhanden zijn blijkt immers dat deze regering met de VLD erin de juiste keuzes heeft gemaakt.

Wij hebben immers de crisisbelasting afgeschaft die u heeft ingevoerd. Wij hebben de belastingschalen geïndexeerd. Wij hebben de fiscale discriminatie tussen gehuwden en ongehuwden afgeschaft. Wij hebben de vennootschapsbelastingen verlaagd van 40% naar 34%, voor KMO's zelfs naar 24%. Wij hebben in de Vlaamse regering de schenkingsrechten verlaagd. Wij hebben de registratierechten verlaagd. Mijnheer De Crem, wij zijn bovendien bij de vorming van de huidige regering een prioriteit blijven maken van het voortzetten van de belastingverlaging en van een verlaging van de belasting op arbeid. Daarvan hebben wij een prioriteit gemaakt en wij zullen dat blijven doen, mevrouw D'hondt.

Ik zeg u daarbij dat de VLD prioritair zal blijven ijveren voor belastingverlagingen, tot de belastingen in ons land op een aanvaardbaar peil liggen. Ondernemen mag niet worden bestraft. Werken moet worden beloond. Alleen een sterke economie kan immers uw oproep voor meer geld voor een en ander mogelijk houden.

Die persoon schrijft mij het volgende: "In vergelijking met vorig jaar is ons maandelijks netto pensioen niet zozeer verhoogd. De zeven solidariteitsafhoudingen verhoogden lichtjes, de voorheffing van het pensioen verminderde weliswaar met 4,41 euro, doch de voorheffing op het vakantiegeld verhoogde met 66,69 euro. Ons netto vakantiegeld is 59,5 euro minder dan vorig jaar. Op 10 mei hebben wij ons aanslagbiljet voor het jaar 2003 ontvangen. Vorig jaar werd 25,8 euro terugbetaald.                     Mijnheer de voorzitter, mijnheer de minister, collega's, de heer Tommelein heeft daarnet een toespraak gehouden en er was niemand in het halfrond die in staat was om de twee handen op elkaar te krijgen, zelfs zijn eigen fractie niet. Ik denk dat dit sprekend is voor de situatie waarin de heer Tommelein zich vandaag bevindt. Het is erger dan een roepende in de woestijn, hij is een roepende in een bijzonder grote woestijn. Er is zelfs niemand die nog luistert naar wat hij te zeggen heeft op het vlak van belastingen en belastingdruk.

Wat hier vandaag voorligt, is symptomatisch voor de algemene malaise van de VLD en voor wat de VLD de laatste jaren niet gedaan heeft, in tegenstelling tot de beloftes. Ik was vanmorgen op de markt van Oostende, mijnheer Tommelein, en daar zei men dat VLD eigenlijk "Veel Laten Doen" betekent. Inderdaad, die partij heeft zich veel laten doen. Zij is stoer geweest voor de onderhandelingen en ook vandaag, na de onderhandelingen, maar tijdens de onderhandelingen heeft zij heel snel toegegeven aan Di Rupo en de PS. Daarvoor zal zij wellicht het gelag betalen op 13 juni.

Op het vlak van het sociaal statuut van de zelfstandigen sprak men van een historisch akkoord. Het was nog nooit gebeurd dat er zo'n vooruitgang zou worden geboekt. Vandaag stellen wij vast dat het sociaal statuut van de zelfstandigen een soort plofkip is, de plofkip van paars: zeer veel water en heel weinig vlees.

Op het vlak van het begrotingstekort geldt hetzelfde. Er staat in uw programma dat er geen enkele euro tekort mag zijn. Wij hebben daarover een lange discussie gehad, ook in de commissie. Ik zal u onmiddellijk het bewijs geven dat er wel degelijk een tekort is op uw federale begroting. De totale netto overheidsschuld, mijnheer Tommelein, is van eind 1999 tot eind 2003 gestegen. U moet mij en de rest van het halfrond er eens van overtuigen hoe het kan dat de netto uitstaande schuld stijgt als er elk jaar een overschot is op de begroting. Dat moet u straks eens technisch komen uitleggen. Het is het mooiste bewijs dat er vier jaar op een rij wel degelijk een tekort is geweest op de federale overheidsbegroting.

Het bedrag is niet onaanzienlijk, het gaat over 11 miljard euro. Toen u aan de macht kwam, bedroeg de totale overheidsschuld 246 miljard euro. U hebt - ontken het niet, mijnheer Daems - 11 miljard euro schulden bijgemaakt. Dat komt omdat u tekorten hebt gerealiseerd op de federale begroting, anders kan men niet tot deze getallen komen. Het staat allemaal in de toelichting op de begrotingscontrole. U moet het maar eens goed lezen. Wat hier voorligt, is symbolisch voor het mislukken van paars en de zwakke positie van de VLD in deze regering.

De gemiddelde belastingdruk daalt helemaal niet in België, de gemiddelde belastingdruk is gestegen. De gemiddelde belastingdruk van Verhofstadt I is 46,2 procent, wat hoger is dan de gemiddelde belastingdruk van Dehaene II. Ik citeer hier cijfers van de Europese Commissie. De regering die het hoogste record haalde was de regering Verhofstadt in 2002 met 46,6 procent. Sinds de Tweede Wereldoorlog was er geen enkele regering die zo'n hoge belastingdruk heeft opgelegd aan zijn bevolking. Ik ga het verhaal niet telkens opnieuw doen, maar u weet dat in de buurlanden de afgelopen drie jaar de belastingdruk ondertussen wel significant gedaald is, behalve in België. We hebben ondertussen de bronzen medaille behaald op het vlak van de belastingdruk. Onze technici hebben berekend dat als paars nog drie, vier jaar aan de macht blijft, we de zilveren en ook de gouden medaille behalen.

Wat hier nu voorligt is een reparatie-KB omdat wij heel veel druk hebben uitgeoefend op de regering. We zijn naar de Raad van State gegaan en hebben gezegd dat wat hier voorligt niet kan. Er zijn inderdaad een aantal tarieven verlaagd op het vlak van personenbelasting. U herhaalt dat voortdurend en het is juist dat de tarieven verlaagd zijn. Anderzijds hebt u voor evenveel euro nieuw geld opgehaald. Vandaag stond in De Tijd dat de belastingopbrengsten in de eerste drie maanden van het jaar met 7,5 procent gestegen zijn. Leg mij eens uit, mijnheer Tommelein, hoe dat kan. De economische groei mag dan nog 2 procent zijn, hoe kan u 7,5 procent hogere belastingopbrengsten realiseren? Dat komt omdat u de belastingdruk aan het verhogen bent, omdat u de accijnzen aan het verhogen bent.

U kent uit Nederland "het tientje van Kok", dat ging over tien cent in gulden uitgedrukt per liter benzine. We zitten vandaag ook met een tientje, maar het is geen tien eurocent, maar tien euro. Ook geen tientje van Fientje dus. In de programmawet en in Raversijde werd beslist dat er in 2007 tien euro per tankbeurt bijkomt. Dames en heren, denk elke tankbeurt aan Verhofstadt, denk aan paars want per tankbeurt legt u een briefje van tien euro in de schaal door de belastingverhoging op het vlak van accijnzen op benzine en diesel.

U verhoogt de belasting voortdurend en anderzijds zou u in principe de belastingen moeten verlagen. In plaats van de verlaging van de personenbelasting ligt hier nu een KB voor dat zegt dat de beloofde personenlastenverlaging uitgesteld wordt tot in 2006. Wat een cynisme! Wat doet u eigenlijk? U bent nu al belastingen aan het heffen aan de pomp bij de mensen en de verlaging van de personenbelasting die er ter compensatie zou moeten komen, stelt u uit tot in 2006.

De mensen voelen dat in hun portemonnee. Daarom zijn de mensen zo kwaad op u, mijnheer Tommelein. Daarom zijn de mensen vandaag zo kwaad op de VLD. Ze moeten vandaag al betalen door een verhoging van belastingen en de belastingverlaging komt pas veel later, in 2006, als ze er ooit zal komen als u aan de macht blijft. Dat is onaanvaardbaar.

Dit koninklijk besluit komt er eigenlijk op neer dat u aan 1,2 miljoen gezinnen een renteloze lening zult vragen. Het is de vraag of dat een kleine of grote renteloze lening is. Het is een heel grote renteloze lening. Het gaat hier over 1,1 miljard euro, een gigantisch bedrag, dat u onttrekt aan de gezinnen, mijnheer Tommelein. U vraagt een renteloze lening aan de gezinnen. Nochtans hebben de gezinnen absoluut recht op dat geld.

Het gaat dus per gezin over 850 euro aan belastingverlagingen die u nu niet doorvoert, terwijl de mensen aan de pomp al wel aan het betalen zijn voor een duurdere benzine. Wat een cynisme! Het is dan ook niet verwonderlijk dat de statistieken die wij voortdurend uitbrengen, worden bevestigd door de OESO en door de Europese Commissie, met name dat de belastingdruk onder uw regering voortdurend stijgt.

Dan is er nog een heel asociale component aan dit koninklijk besluit. Ook de bedrijfsvoorheffing voor een aantal vervangingsinkomens trekt u op, terwijl dat vroeger niet bestond. Nu vraagt u dat ook deze mensen — de loopbaanonderbrekers, de mensen met tijdskrediet, de mensen met ouderschapsverlof — bedrijfsvoorheffing, een renteloze lening, gaan betalen aan Verhofstadt en Co. Ik wil hiermee maar zeggen dat dit koninklijk besluit bijzonder asociaal is.

Ik wil al even repliceren op de mogelijke repliek die u zult geven. U zult zeggen dat u dit in het jaar 2001 allemaal had voorspeld. Men had namelijk toen al vastgelegd wat men ging doen in 2003, 2004, 2005 en 2006. Dat is die fameuze tabel 15, waarnaar u wellicht zult verwijzen. De minister heeft in 2001 ook het volgende gezegd. Ik zal even citeren uit het verslag van toen, mijnheer Tommelein, zodat u dat heel goed in uw oortjes kunt knopen. Ik citeer: "Zo de budgettaire toestand zulks mogelijk maakt, herhaalt de minister zijn voornemen om de diverse maatregelen zo spoedig mogelijk in de bedrijfsvoorheffingen door te rekenen zodat de loontrekkenden de belastingvoordelen in hetzelfde tempo kunnen genieten als de zelfstandigen. Die kunnen hun voorafbetalingen immers meteen aan alle in het raam van de hervorming genomen maatregelen aanpassen." De minister zei zelf dat hij het naar voren zou trekken. Vandaag moeten wij constateren dat al het geld is opgebruikt om deze lastenverlaging te doen. Nochtans heeft onze economie daar bijzonder veel nood aan. U gaat het niet doen. U gaat het pas in 2006 doorvoeren. Ondertussen zijn de mensen wel aan de pomp aan het betalen. U vult uw kassen, u vult uw tekorten op en de lastenverlaging komt pas veel later. U hebt zich laten doen. De VLD staat voor "Veel Laten Doen", maar wat hier vandaag voorligt, tart elke verbeelding.

Ik zal tot slot nog een opsomming geven van alle belastingverhogingen die u de laatste maanden door het Parlement of door de Ministerraad hebt gejaagd:

111 miljoen euro optrekking van de opcentiemen voor de verrekening van de bedrijfsvoorheffing en voorafbetalingen. Ik zal mijn bron citeren: "Algemene Toelichting van de Begroting", pagina 119. Inhouding bedrijfsvoorheffing van 11,08%. Primaire arbeidsongeschiktheid, moeder- en vaderschapsverlof, 78 miljoen euro, pagina 121 van de Algemene Toelichting. Inhouding bedrijfsvoorheffing van 10,1% op loopbaanonderbreking en 17,1% op deeltijdse formules. Daarmee haalt u 67 miljoen euro op. De uitbreiding van de niet-indexering van de uitkering voor arbeidsongevallen met 16 tot 20% arbeidsongeschiktheid tot gevolg. 24 miljoen euro haalt u daarmee op. Verhoging van de energiebijdrage, mijnheer Tommelein, 127 miljoen euro haalt u daarmee op. Taks op de effecten aan toonder, 92 miljoen euro. Dat is de totale lijst van 902 miljoen euro belastingverhogingen die u doorvoert. U zegt dat daar belastingverlagingen tegenover staan. U zegt dat de personenbelasting verlaagt. Vandaag gaan wij dus beslissen om de compensatie voor al die verhogingen die ik hier opsom — mensen hebben recht op een verlaging daartegenover om gelijk te blijven —met twee jaar uit te stellen, mijnheer Tommelein. De mensen hebben terecht schrik dat uitstel afstel wordt. Ik zeg het nogmaals, VLD: "Veel Laten Doen". Het is een schande dat u dit vandaag door het Parlement wil jagen.

The amount is not insignificant, it is about 11 billion euros. When you came to power, the total public debt amounted to 246 billion euros. You have – don’t deny it, Mr. Daems – repaid 11 billion euros of debt. That’s because you realized deficits on the federal budget, otherwise you can’t get to these numbers. This is all stated in the explanation on budgetary control. You need to read it well. What lies ahead here is symbolic of the failure of purple and the weak position of the VLD in this government.

The average tax pressure does not decrease at all in Belgium, the average tax pressure has increased. The average tax pressure of Verhofstadt I is 46.2 percent, which is higher than the average tax pressure of Dehaene II. I quote figures from the European Commission. The government that hit the highest record was the Verhofstadt government in 2002 with 46.6 percent. Since the Second World War, there has been no government that has imposed such a high tax burden on its population. I am not going to repeat the story over and over again, but you know that in the neighboring countries in the last three years the tax pressure has since decreased significantly, except in Belgium. In the meantime, we have won the bronze medal in terms of tax pressure. Our technicians have calculated that if purple remains in power for three or four years, we get the silver and also the gold medal.

What is ahead here is a repair KB because we have put a lot of pressure on the government. We went to the State Council and said that what is present here cannot be done. There are indeed some reductions in terms of personal tax. You repeat that constantly and it is correct that the rates have been reduced. On the other hand, you have collected new money for the same amount of euro. Tax revenue increased by 7.5% in the first three months of the year. Please explain to me, Mr. Tommelein, how this can be done. If the economic growth is still 2 percent, how can you ⁇  7.5 percent higher tax revenues? That’s because you’re raising the tax pressure, because you’re raising the excise duties.

You know from the Netherlands "the tenth of Kok", which was about ten cents in golden expressed per liter of gasoline. We also have a tenth, but it is not ten euro cents, but ten euros. Not even a dozenth of fientje. In the program law and in Raversijde it was decided that in 2007 there will be 10 euros per tank burst. Ladies and gentlemen, think of every tank shift at Verhofstadt, think of purple because per tank shift you put a ten-euro bill in the scale due to the tax increase in terms of gasoline and diesel excise duties.

You are constantly increasing the tax and on the other hand you should in principle reduce the taxes. Instead of the reduction of the personal tax, here is now a KB for which it says that the promised reduction of the personal burden is postponed until 2006. What a cynicism! What do you actually do? You are already charging taxes on the pump to the people and the reduction of the personal tax that should come in compensation, you postpone to 2006.

People feel that in their wallets. That’s why people are so angry at you, Mr. Tommelein. That’s why people are so angry at the VLD today. They already have to pay today through an increase in taxes and the tax reduction will not come until much later, in 2006, if it will ever come there if you remain in power. That is unacceptable.

This royal decree actually consists in asking for a interest-free loan from 1.2 million families. The question is whether it is a small or large interest-free loan. It is a very large interest-free loan. It is about 1.1 billion euros, a huge amount, which you take away from the families, Mr. Tommelein. You are applying for an interest-free loan to the families. However, families are absolutely entitled to that money.

Therefore, it is about 850 euros per family in tax cuts that you are not implementing now, while the people at the pump are already paying for a more expensive gasoline. What a cynicism! It is therefore not surprising that the statistics we constantly publish are confirmed by the OECD and the European Commission, in particular that the tax burden under your government is constantly increasing.

Then there is another very associative component to this royal decision. Also, the corporate advance fee for some replacement income is drawn, while that did not exist before. Now you ask that these people—the career breakers, the people with time credit, the people with parental leave—company advance fee, an interest-free loan, be paid to Verhofstadt and Co. I would like to say that this royal decision is ⁇  antisocial.

I would like to replicate for a moment on the possible replica you will give. You will say that you had predicted all this in the year 2001. They had already recorded what they were going to do in 2003, 2004, 2005 and 2006. That is the famous table 15, to which you may refer. The Minister also said in 2001 the following. I will quote from the report of that time, Mr. Tommelein, so that you can very well get it in your ears. I quote: “As long as the budgetary situation makes it possible, the Minister reiterates his intention to include the various measures as soon as possible in the corporate advantages so that the employees can enjoy the tax advantages at the same rate as the self-employed. The VLD stands for "Many Let Do", but what stands out here today, tires any imagination.

Finally, I will give you a list of all the tax increases you have pursued in recent months by the Parliament or the Council of Ministers:

111 million euros of the opt-outs for the settlement of the company advance fee and advance payments. I will cite my source: "General Explanation of the Budget", page 119. Retention of corporate advance tax of 11,08%. Primary disability, maternity and paternity leave, 78 million euros, page 121 of the General Explanation. Retention corporate advance fee of 10.1% on career break and 17.1% on part-time formulas. This will raise 67 million euros. The extension of the non-indexation of the benefit for occupational accidents to result in 16 to 20% disability. 24 million euros will be raised. Increasing the energy contribution, Mr Tommelein, 127 million euros will be raised by you. Tax on the effects of tounder, 92 million euros. Ik heb in de Kamer reeds duidelijk gezegd dat u de mensen daarmee tracht te bedriegen. U gebruikt macro- economische gegevens. U gebruikt een verhouding tussen het bruto binnenlands product en de fiscale inkomsten hoewel u perfect weet dat u cijfers hanteert van de inkomsten van het jaar 2001-2001 die het gevolg waren van een sterke economische groei in 2000.

Mijnheer Bogaert, u wil de mensen nog altijd een rad voor de ogen draaien. Ik noteer dat CD&V bepaalde keuzes maakt. CD&V zal de personenbelasting op dezelfde manier verlagen zoals de VLD heeft gedaan, zal de accijnzen verlagen, zal de effecten aan toonder afschaffen en zal veel meer geld uitgeven.
