Mevrouw D'Hondt, ik ben er fier op dat wij eindelijk een eerste resultaat bereiken in het bestrijden van de werkloosheidsvallen. In het kader van de activering van de welvaartsstaat ligt vandaag een eerste tastbaar wetsontwerp ter stemming, een wetsontwerp waarover de VLD-fractie verheugd is. Het ontwerp past immers in de strijd tegen de werkloosheidsvallen, meer bepaald door het verhogen van de laagste lonen. Hoe primitief het ook moge klinken, in beginsel haalt men mensen slechts over de streep om opnieuw actief te worden als er iets tegenover staat in klinkende munt. Dat is geen schande. Integendeel, wij zijn van mening dat werken moet worden beloond. De regering heeft gekozen voor een parafiscale benadering. Daar is wat discussie over geweest en ik heb begrepen dat ook mevrouw D'Hondt hier een tiental minuten heeft aan besteed. Ik geef grif toe dat ook onze fractie in het verleden de fiscale benadering heeft overwogen. Oorspronkelijk genoot dit trouwens de voorkeur van de sociale partners. Op het terrein is echter gebleken dat de parafiscale benadering het voordeel van de snelheid biedt. Bovendien is het in de fiscale context onmogelijk een onderscheid te maken tussen de loontrekkenden en de andere beroepscategorieën. Een dergelijk gevaar voor schending van het gelijkheidsbeginsel moet worden vermeden. Dat is de voornaamste reden waarom deze regering het probleem via de parafiscale weg oplost, op zuiver juridische gronden. De bruto kostprijs van deze maatregel wordt geraamd op 3,1 miljard frank. Dat is een substantieel bedrag maar voor onze fractie is dit gegeven aan evolutie onderhevig. Op termijn en na evaluatie van de eerste effecten van de maatregel moet de weg openliggen voor een verbreding en verdieping van de maatregel. Ook aan deze bekommernis komt het wetsontwerp tegemoet. Ook voor de VLD is het geenszins de bedoeling een gat te slaan in de sociale zekerheid. Daarom is het belangrijk dat de maatregel volledig gedekt wordt door een alternatieve financiering die het stelsel op geen enkele manier in gevaar brengt. Het voorliggende wetsontwerp is een noodzakelijke voorwaarde voor het wegwerken van de werkloosheidsvallen. Het volstaat echter niet. Het geheel moet passen in een algemene benadering die allerhande ingrepen voorziet, bijvoorbeeld in de werkloosheidsverzekering maar ook op het vlak van de niet-financiële werkloosheidsvallen. Wij zien dit wetsontwerp dan ook in samenhang met een aantal aangekondigde initiatieven van de minister voor Tewerkstelling met betrekking tot werklozen die opnieuw een job aanvaarden. Tot slot willen wij ook aandacht vragen voor de situatie van de deeltijdse werknemers. Het is een goede zaak dat dit wetsontwerp een evenredig voordeel toekent in verhouding tot het aantal gepresteerde arbeidsuren. Dit is een ander bewijs van de efficiëntie van de parafiscale benadering. Collega's, dit wetsontwerp bewijst dat deze regering niet alleen bekommerd is om een lastenverlaging voor de werkgevers maar dat zij er ook naar streeft om de werknemers beter te laten worden van hun arbeid. Onze fractie zal dit wetsontwerp dan ook voor de volle honderd procent steunen.

In the context of the activation of the welfare state, today a first tangible bill is being voted, a bill that the VLD group welcomed. After all, the draft fits in the fight against the unemployment drops, more specifically by raising the lowest wages. No matter how primitive it may sound, in principle, people only get over the line to become active again when there is something opposed in sounding coins. That is not shame. On the contrary, we believe that work should be rewarded. The government has chosen a parafiscal approach. There has been some discussion about it and I have understood that Mrs. D'Hondt has also spent a dozen minutes on this. I am confident that our group has also considered the tax approach in the past. Initially, this, by the way, was preferred by social partners. On the ground, however, it has been shown that the parafiscal approach offers the advantage of speed. Furthermore, in the fiscal context, it is impossible to distinguish between the wage-takers and the other occupational categories. Such a risk of violation of the principle of equality should be avoided. That is the main reason why this government solves the problem via the parafiscal route, on purely legal grounds. The gross cost of this measure is estimated at 3.1 billion francs. That is a substantial amount, but for our group this is subject to evolution. At the time and after evaluation of the initial effects of the measure, it should open the way for the extension and deepening of the measure. This concern is also addressed by the draft law. Also for the VLD it is by no means intended to break a hole in the social security. Therefore, it is important that the measure is fully covered by alternative financing that does not compromise the system in any way. The present draft law is a necessary prerequisite for eliminating the unemployment traps. However, it is not enough. The whole should fit into a general approach that provides for all types of interventions, for example in the unemployment insurance, but also in the field of non-financial unemployment cases. We therefore see this bill in conjunction with a number of initiatives announced by the Minister for Employment with regard to unemployed people who accept a job again. Finally, we would also like to pay attention to the situation of part-time workers. It is a good thing that this bill gives a proportionate advantage in relation to the number of hours worked. This is another proof of the efficiency of the parafiscal approach. Colleagues, this bill proves that this government is not only concerned about reducing the burden on employers, but that it also strives to make workers get better out of their work. Our group will therefore support this bill 100%.

Monsieur le président, le groupe Ecolo-Agalev trouve ce projet de loi intéressant et il le soutiendra. La différence entre les revenus de remplacement et les revenus du travail avait tendance à diminuer et cela posait parfois problème pour la réinsertion sur le marché du travail. Les revenus de remplacement, comme les revenus du travail, ont comme objectif de garantir un minimum de dignité de vie. Deux pistes s'ouvraient pour relever les salaires les plus bas: soit par une réduction des cotisations sociales, soit par la fiscalité. Ce projet de loi prend l'option de réduire les cotisations sociales tout en évitant de déséquilibrer les recettes de la sécurité sociale. Deuxième élément intéressant: on ne prend plus seulement en compte le travail à temps plein, mais bien la réalité actuelle, c'est-à-dire aussi bien le travail à temps plein que le travail à temps partiel. La réduction des charges sociales est donc proportionnelle au temps de travail de chacun. Nous espérons que cela donnera une impulsion en termes d'insertion sur le marché du travail de ceux dont les revenus sont à la limite entre les revenus de remplacement et le salaire de base, qui a très peu augmenté ces dernières années. Nous aimerions que le ministre, comme il nous l'a promis en commission, se donne des indicateurs afin que nous puissions, par exemple dans un an, évaluer l'impact de cette mesure, non seulement sur la qualité de vie des travailleurs, mais aussi sur les plans d'embauche et sur la baisse du chômage.

There were two ways to raise the lowest wages: either through a reduction in social contributions or through taxation. The reduction of the social burden is therefore proportional to the working time of each. We hope that this will give a boost in terms of insertion into the labour market of those whose income is at the boundary between replacement income and the basic salary, which has increased very little in recent years. We would like the Minister, as he promised us in the committee, to give indicators so that we can, for example, within a year, assess the impact of this measure, not only on the quality of life of workers, but also on employment plans and on the decline in unemployment.

Mijnheer de voorzitter, collega's, ik wens het belang van dit wetsontwerp te onderstrepen. Het is een eerste concrete beslissing over een oud dossier, namelijk dat van de werkloosheidsvallen. Het geeft waarschijnlijk het best weer wat men bedoelt met het activeren van uitkeringstrekkers en het vormen van een actieve welvaartsstaat. Met dit ontwerp wordt inderdaad de inkomensprikkel hersteld bij die categorie van uitkeringstrekkers die vandaag in feite niet kunnen ingaan op vacatures. Men kan het ontwerp dan ook enkel toejuichen. Over de techniek - parafiscaal of fiscaal - hebben we lang gediscussieerd. In het verslag vindt u alle pro's en contra's terug. Het spijt me dan ook dat mevrouw D'Hondt de zaal heeft verlaten. Ik wil er haar op wijzen dat ze in de vorige legislatuur de fiscale idee heeft verdedigd. Er werd toen ook de aandacht gevestigd op een aantal andere problemen in het kader van de werkloosheidsvallen. We vinden daar een aantal sporen en voorstellen van terug in het ontwerp dat door de regering werd ingediend in het kader van de programmawet inzake de werkgelegenheid. Er werden inderdaad een aantal zeer concrete ingrepen in de werkloosheidsreglementering opgenomen, die moeten voorkomen dat mensen gebetonneerd raken in dit uitkeringsregime en integendeel de weg terugvinden naar de arbeidsmarkt. Men moet rekening houden met de andere delen van de parlementaire resolutie. Men had ook oog moeten hebben voor de deeltijdse - voornamelijk - werkneemsters die een uitkering genieten vanuit het werkloosheidsstelsel en die vandaag geen enkel financieel belang hebben om meer uren te presteren aangezien dit enkel zou leiden tot een vermindering van hun aanvullende uitkering. Ook daarop zal de regering een antwoord moeten bieden. Men moet ook aan deeltijdse werknemers die weinig uren presteren een perspectief bieden, dat leidt naar meer werk.

I would like to point out to her that in the previous legislature she defended the tax idea. For reasons of efficiency and efficiency, but also for practical reasons of feasibility, we were then in favor of the parafiscal impulse. However, I would like to point out to the Government that this draft implements one element of a parliamentary resolution that could count on a large majority in the previous legislature. At the same time, the attention was also drawn to a number of other problems in the context of unemployment cases. We find there a number of traces and suggestions back in the draft submitted by the government within the framework of the Employment Programme Act. Indeed, a number of very concrete interventions were included in the unemployment regulation, which should prevent people from becoming embedded in this benefit scheme and, on the contrary, find their way back to the labour market. The other parts of the parliamentary resolution should be taken into account. It should also have been taken into consideration for the part-time – mainly – female workers who receive benefits from the unemployment system and who today have no financial interest in performing more hours as this would only lead to a reduction in their additional benefit. The government will also have to respond to this. It is also necessary to provide a perspective for part-time workers who perform few hours, which leads to more work.
