                    Mijnheer de voorzitter, mijnheer de minister, collega’s, de relancemaatregel inzake specifieke steun in ontwrichte zones maakt het mogelijk steun te verlenen aan werkgevers die een investering wensen te verrichten in een door grootschalig collectief ontslag getroffen regio.

Dit wetsontwerp is een eerste noodzakelijke stap om deze relancemaatregel zo snel mogelijk operationeel te maken. De maatregel bestaat erin dat de werkgevers gedurende twee jaar een vrijstelling van 25 % op de doorstorting van de bedrijfsvoorheffing kunnen krijgen voor zover het nieuwe personeelsleden betreft. Deze nieuwe arbeidsplaatsen moeten het gevolg zijn van een investering waarvoor het Gewest steun heeft verleend.

De minister benadrukte dan ook in de commissie dat het begrip “gewestelijke steun” ruim geïnterpreteerd moet worden en niet beperkt is tot investeringssteun.

Volgens het samenwerkingsakkoord dat met elk Gewest dat interesse toont voor de federale maatregel moet worden afgesloten, zal het Gewest een lijst van gewestelijke steunmaatregelen aan de minister bezorgen. Deze lijst zal door de administratie dan ook worden opgenomen in een rondschrijven.

Een bijkomende voorwaarde voor de kmo’s is dat de arbeidsplaats ten minste drie jaar moet blijven bestaan. Voor de grote ondernemingen is dit vijf jaar.

De minister wees erop dat om te voorkomen dat voor elke afbakening van een steunzone de afzonderlijke en voorafgaande instemming van de Europese Commissie vereist zou zijn, er voor geopteerd is de in de artikelen 14 tot 19 van de Competitiviteitspactwet uitgewerkte maatregelen te doen voldoen aan door de Europese Commissie opgestelde algemene groepsvrijstellingverordening, die recentelijk aangepast is en in werking getreden op 1 juli 2014.

Collega’s Smaers, Vanvelthoven, Dewael, Van Rompuy en ikzelf namen het woord. Allen vroegen extra informatie over de voorbereidende contacten met de Gewesten en over de status van de samenwerkingsakkoorden. Hoe snel kunnen de steunmaatregelen in werking treden? Ook werd het belang benadrukt van een zo eenvoudig mogelijke aanvraagprocedure.

Mr. Speaker, Mr. Minister, Colleagues, the relance measure on specific aid in devastated zones makes it possible to provide support to employers who wish to make an investment in a region affected by large-scale collective redundancies.

This draft law is a first necessary step to make this relief measure operational as soon as possible. The measure consists in allowing employers to receive an exemption of 25 % from the transfer of the corporate advance fee for the new employees for a period of two years. These new jobs must be the result of an investment supported by the Region.

The Minister therefore stressed in the committee that the concept of “Western aid” should be interpreted broadly and is not limited to investment aid.

According to the cooperation agreement to be concluded with each Region showing interest in the federal measure, the Region will submit a list of regional support measures to the Minister. This list will therefore be included by the administration in a circular.

An additional condition for SMEs is that the workplace must continue to exist for at least three years. For large companies, this is five years.

The Minister pointed out that in order to avoid requiring the separate and prior approval of the European Commission for each delimitation of a support zone, it was opted to make the measures developed in Articles 14 to 19 of the Competitiveness Pact Act compliant with the General Group Exemption Regulation drawn up by the European Commission, which was recently amended and entered into force on 1 July 2014.

Colleagues Smaers, Vanvelthoven, Dewael, Van Rompuy and myself took the floor. All asked for additional information on the preparatory contacts with the Regions and on the status of the cooperation agreements. How quickly can the aid measures come into effect? It also emphasized the importance of making the application procedure as simple as possible.

                    De minister gaf als antwoord dat voorzien wordt dat de daadwerkelijke inwerkingtreding van al die maatregelen eind april 2015 zou zijn. De minister gaf ook aan dat op 18 december 2014, op het moment dat de Ministerraad het voorontwerp van wet en een ontwerp van samenwerkingsakkoord goedkeurde, alle bevoegde gewestinstanties een brief hebben ontvangen met de vraag om de onderhandelingen in dat raam aan te vatten.

Tot dusver vonden er enkel onderhandelingen plaats met de Vlaamse regering en die onderhandelingen bevinden zich dan ook in een eindstadium. De lijst met regionale steunmaatregelen die in aanmerking kunnen komen voor federale steun aan Vlaanderen, is op 27 februari goedgekeurd door de Vlaamse regering. De Vlaamse collega’s benadrukten dan ook het enorm belang van die maatregel voor de regio’s Kempen en Limburg.

Collega Gilkinet had wat vragen bij de maatregel en over de ondersteuning van investeringen. Hij vroeg of die wel doeltreffend waren.

De heer Gilkinet diende ook een amendement in om te voorzien in een jaarlijkse evaluatie van de criteria en de percentages die werden bepaald om in aanmerking te komen voor een vrijstelling van bedrijfsvoorheffing, alsook in een algemene evaluatie van de steunmaatregel na een periode van drie jaar. Dat amendement werd niet goedgekeurd omdat de minister bevestigde dat er een jaarlijkse evaluatie zal plaatsvinden, en dat staat zo trouwens ook vermeld in de memorie van toelichting. Die jaarlijkse evaluatie is ook nog eens expliciet opgenomen in de regeling en in de samenwerkingsakkoorden met de Gewesten.

Het wetsontwerp werd in de commissie aangenomen met 13 stemmen voor en 1 tegen.

Mijnheer de voorzitter, nu kom ik tot mijn persoonlijke bedenkingen.

Collega’s, ik ben heel blij dat deze regering een prioriteit heeft gemaakt van het nu voorliggend wetsontwerp voor ontwrichte zones. Ik vind dat een zodanig vreselijk woord dat ik liever over steunzones spreek.

Volgens mij is dat wetsontwerp van enorm belang, aan Vlaamse zijde, voor de regio’s Kempen en Limburg. De sluiting van Ford Genk heeft heel wat teweeggebracht en is op dit ogenblik voor Limburg catastrofaal. Heel veel mensen zijn momenteel op zoek naar een job.

Net de maatregel van de vrijstelling van doorstorting van bedrijfsvoorheffing ten belope van 25 % kan een duwtje in de rug geven zodat de ondernemingen in Limburg en in de Kempen de stap zetten om nieuwe mensen aan te werven. Ik ben dan ook heel blij dat de huidige maatregel heel breed opgevat is, de moeilijkheid bestond immers vaak in de verplichte combinatie met investeringssteun. Allerlei maatregelen, van de kmo-portefeuille over RSZ-vermindering tot allerlei leningen die bekomen kunnen worden via de Vlaamse regering, kunnen dienen als gewestelijke steun, wat ook een van de voorwaarden was.

The Minister responded that it is expected that the actual entry into force of all these measures would be at the end of April 2015. The Minister also stated that on 18 December 2014, at the time when the Council of Ministers approved the preliminary draft law and a draft cooperation agreement, all competent regional authorities received a letter asking to start negotiations in that framework.

So far, only negotiations have taken place with the Flemish government and these negotiations are therefore in a final stage. The list of regional aid measures that may be eligible for federal aid to Flanders was approved by the Flemish government on 27 February. The Flemish colleagues therefore emphasized the enormous importance of this measure for the regions of Kempen and Limburg.

Colleague Gilkinet had some questions about the measure and about the support for investments. He asked if they were effective.

Mr Gilkinet also submitted an amendment to provide for an annual review of the criteria and percentages determined to be eligible for exemption from enterprise premium, as well as a general review of the aid measure after a three-year period. That amendment was not approved because the Minister confirmed that an annual review would take place, and that is also stated in the explanatory note. This annual review is also explicitly included in the arrangement and in the cooperation agreements with the Regions.

The bill was adopted in the committee with 13 votes for and 1 against.

I now come to my personal concerns.

Colleagues, I am very pleased that this government has made a priority of the current draft law on degraded zones. I think that is such a terrible word that I would rather talk about support zones.

In my opinion, this bill is of enormous importance, on the Flemish side, for the regions of Kempen and Limburg. The closure of Ford Genk has caused a lot and is currently catastrophic for Limburg. A lot of people are currently looking for a job.

Just the measure of the exemption from the transfer of corporate advance tax of 25 % can give a push in the back so that the companies in Limburg and in the Kempen take the step to recruit new people. I am therefore very pleased that the current measure is very broad, because the difficulty often consisted in the mandatory combination with investment aid. All kinds of measures, from the SME portfolio on RSZ reduction to all kinds of loans that can be obtained through the Flemish government, can serve as regional support, which was also one of the conditions.

                    Monsieur le président, monsieur le ministre, chers collègues, nous allons adopter aujourd'hui la loi qui exécute le pacte de compétitivité et les articles du Code des impôts pour les mettre en adéquation avec la décision de la Commission européenne.

Le groupe MR soutient évidemment ce projet, parce qu'au terme de cet accord, le gouvernement s'est engagé à veiller, en collaboration avec les exécutifs régionaux, à rendre opérationnelle le plus vite possible la mesure de relance concernant les aides spécifiques aux zones franches.

Lors de l'élaboration du pacte de compétitivité, le gouvernement avait pour objectif de prendre une mesure qui permettait d'offrir à court terme une aide aux employeurs qui souhaitent investir dans une région touchée par un licenciement important.

                    La Commission européenne ayant marqué son accord, l'adoption de ce projet permettra aux investisseurs de connaître au préalable et avec précision les réductions de précompte professionnel dont elles bénéficieront en cas d'embauche de personnel.

Pour que l'investissement entre en ligne de compte, il doit être aussi reconnu par les Régions et il faut qu'une aide soit octroyée par les Régions à cet investissement. Dans ce cadre, vous nous avez dit, monsieur le ministre: "Un accord de coopération doit être conclu avec les Régions". Nous venons d'entendre que c'était le cas pour la Flandre. J'espère que la Wallonie suivra! Nous espérons ainsi que ces accords de coopération, signés rapidement, permettront à cette mesure de sortir tous ses effets, parce que c'est une étape importante et nécessaire, afin de rendre opérationnelle cette mesure de relance, qui lance un signal clair en faveur du redéveloppement économique de ces zones.

Le MR se réjouit du fait que le gouvernement agisse de manière rapide, efficace et précise au moyen d'instruments fiscaux incitatifs simples, afin de permettre à des investisseurs de s'installer, de se développer et de créer de l'emploi dans des villes en difficulté. Nous pensons évidemment à La Campine et au Limbourg ainsi qu'à Carsid dans la région de Charleroi, à Caterpillar et à présent, on pense, en province du Luxembourg, à une entreprisse qui vient d'annoncer qu'elle fermerait ses portes en juin 2016.

Notre groupe, monsieur le ministre, soutiendra ce projet fondateur d'une dynamique nouvelle en matière de développement mais aussi en matière de synergie avec les Régions.

We obviously think of La Campine and Limburg as well as Carsid in the Charleroi region, Caterpillar and now we think, in the province of Luxembourg, of a company that has just announced that it will close its doors in June 2016.

Our group, Mr. Minister, will support this project, which is the foundation of a new dynamic in terms of development but also in terms of synergy with the Regions.

                    Mijnheer de voorzitter, collega’s, het wetsontwerp dat vandaag ter stemming voorligt, vindt zijn oorsprong in de wet van 15 mei 2014 betreffende de uitvoering van het pact voor competitiviteit, werkgelegenheid en relance. In diezelfde periode, mei van vorig jaar, nam de vorige Vlaamse regering de beslissing om steunzones in te stellen voor Genk en Turnhout. Bij de Vlaamse administraties werden concrete dossiers uitgewerkt om zowel vanuit het gewestelijke als het federale niveau steunmaatregelen te kunnen nemen voor de extra getroffen regio’s.

Ik hou mijn uiteenzetting samen met mijn collega’s uit Limburg ten behoeve van de Kempen, maar vooral ook ten behoeve van Limburg. Wij vinden allemaal dat dit een zeer goede maatregel is. Wij kunnen dan ook niet wachten om het wetsontwerp hier goed te keuren zodat deze maatregel kan worden uitgevoerd. Het is immers een maatregel die kan bijdragen tot bijkomende werkgelegenheid en relance in de ontwrichte zones. Ik vind dat woordgebruik trouwens niet helemaal terecht.

Het is spijtig dat wij tot de vaststelling van ontwrichte zones zijn moeten komen, gelet op de grootschalige gevolgen van de collectieve ontslagen in Ford Genk in Limburg, en heel wat herstructureringen en collectieve ontslagen in de Kempen. Denk maar aan Philips Turnhout, Heinz Turnhout en Henrad Herentals. De Kempen en Limburg zijn de meest geïndustrialiseerde regio’s in Vlaanderen. In Wallonië zijn er ook heel wat. In die regio’s voelt men de gevolgen van crises en grootschalige crises als eerste.

Wij zijn dan ook blij dat deze fiscale steunmaatregelen een vrij snel proces hebben gekend. Wij hopen dat dit ons een stap dichter zal brengen bij nieuwe groei en tewerkstelling in de getroffen regio’s.

Ik hoorde recent Marcia De Wachter van de Nationale Bank van België zeggen dat het zeker voor de regio’s Kempen en Limburg extra moeilijk moet zijn om te moeten opboksen tegen Nederland dat de jongste jaren fors heeft geïnvesteerd in een serieuze lastenverlaging op arbeid. Bovendien heeft men in Nederland al een tax shift doorgevoerd. Voor de noordelijke regio’s Kempen en Limburg is het dan ook des te belangrijker dat zij een loonlastenverlaging krijgen omdat zij anders nog moeilijker kunnen concurreren met Nederland waar de loonlasten veel lager liggen dan in België.

The draft law, which is put to the vote today, has its origin in the law of 15 May 2014 concerning the implementation of the Pact for Competitiveness, Employment and Recovery. In the same period, May last year, the previous Flemish government made the decision to establish support zones for Genk and Turnhout. In the Flemish administrations, concrete dossiers were drawn up in order to be able to take support measures for the more affected regions from both the regional and federal levels.

I hold my presentation together with my colleagues from Limburg for the benefit of the Kempen, but above all also for the benefit of Limburg. We all think this is a very good measure. Therefore, we cannot wait to approve the bill here so that this measure can be implemented. After all, it is a measure that can contribute to additional employment and relance in the devastated zones. I think that word use is not entirely correct.

It is regrettable that we have had to come to the establishment of disrupted zones, given the large-scale consequences of the collective dismissals at Ford Genk in Limburg, and a lot of restructuring and collective dismissals in the Kempen. Think of Philips Turnhout, Heinz Turnhout and Henrad Herentals. The Kempen and Limburg are the most industrialized regions in Flanders. There are a lot of things in Wallonia. In these regions, the consequences of crises and large-scale crises are felt first.

We are therefore pleased that these tax aid measures have experienced a fairly rapid process. We hope that this will bring us a step closer to new growth and employment in the affected regions.

I recently heard Marcia De Wachter of the National Bank of Belgium say that it must ⁇  be extra difficult for the regions of Kempen and Limburg to have to fight against the Netherlands that in recent years has invested heavily in a serious reduction of the burden on labor. In the Netherlands, a tax shift has already been implemented. For the northern regions of Kempen and Limburg, it is therefore all the more important that they receive a reduction in wage charges because otherwise they may be even more difficult to compete with the Netherlands, where the wage charges are much lower than in Belgium.

                    Ik hoop dus dat die fiscale gunstmaatregel, samen met de strategische economische plannen SALK en DYNAK, Limburg en de Kempen weer wat dynamiek en groei kan bezorgen en dat wij in de komende jaren effectief voor nieuwe tewerkstellingsplaatsen en nieuwe investeringen in die regio’s kunnen zorgen.

Mijnheer de minister, zoals u beloofd hebt tijdens de behandeling van dit wetsontwerp in de commissie voor de Financiën, vraag ik u naar een heel snelle uitvoering van het wetsontwerp en het nodige koninklijk besluit, dat nog moet worden gemaakt, ter uitvoering van een eenvoudige aanvraagprocedure van de fiscale gunstmaatregel. Ook het samenwerkingsakkoord tussen de federale overheid en de Vlaamse overheid zou er snel moeten komen, zodat wij begin mei een effectieve maatregel hebben, waarop onze ondernemingen een beroep kunnen doen.

                    Mijnheer de voorzitter, mijnheer de minister, collega’s, velen hebben het hier al gezegd: wij keuren vandaag het wetsontwerp goed dat het mogelijk maakt om de regio Genk, en bij uitbreiding Limburg, en Turnhout officieel als steunzone te erkennen. In die zone krijgen bedrijven een lastenverlaging van 25 % op de sociale bijdragen op de nieuwe tewerkstelling die zij daar creëren. Ik kan u verzekeren dat die maatregel geen moment te vroeg komt, mijnheer de minister.

In juni 2013 pleitte onze fractieleider Patrick Dewael in dit halfrond er al voor om Limburg te erkennen als een ontwrichte zone. De aankondiging van de sluiting van Ford Genk was toen in Limburg nog maar net als een bom ingeslagen. Vandaag is de fabriek al twee maanden dicht. De sluiting tastte ons sociaal en economisch weefsel aan. 12 000 mensen verloren rechtsreeks of onrechtstreeks hun job. Het was een harde noot om te kraken voor heel veel families in Limburg.

                    In tijden van crisis heeft men veerkracht en een horizon nodig. Voor Limburg betekende dat meer investeringen, meer bedrijven, meer economie, nieuwe economische polen, innovatie, creativiteit en solidariteit, maar vooral veel jobcreatie en jobbehoud. De vrijstelling van de doorstorting van de bedrijfsvoorheffing ter waarde van 25 % voor bedrijven die investeren, is een directe economische injectie die kan tellen. Zonder planlast, zonder wachttijden, eenvoudig, helder en duidelijk. Een substantiële verlaging van de loonkosten, zuurstof voor onze economie.

Patrick Dewael benadrukte het al in de commissie voor de Financiën van 25 februari. Hij zei daar: “Dit is een fiscale stimulus die echt het verschil kan maken, die investeerders over de streep kan halen om niet in Nederland of Duitsland maar hier bij ons te investeren en jobs te creëren.

Dat is overigens ook een maatregel die haar nut in het verleden heeft bewezen. Na de sluiting van de Kempische steenkoolmijnen hielp ze ons om nieuwe tewerkstelling te creëren. Of zoals hij ook zei in die commissie: “Deze maatregel is als het ware de turbo op het SALK.”

Ook voor de regio Turnhout is dit een concrete en zeer stevige duw in de rug. De voorbije jaren kwam de regio vaak in het nieuws met ontslagen en bedrijfssluitingen zoals Philips, Heinz, McCain en DAF. Met deze maatregel worden de broodnodige impulsen gegeven aan ondernemers die in de Kempen willen investeren en vooral ook jobs creëren.

Mijnheer de minister, u verklaarde in de commissie dat de publicatie midden maart zal plaatsvinden. Het samenwerkingsakkoord met de Gewesten kan meteen daarna worden getekend. Hetzelfde zou gelden voor de publicatie van het KB dat de zones afbakent. Vóór eind april zal deze maatregel dan echt in werking treden.

Mijnheer de minister, vandaag laten wij de donkere winter stilaan achter ons. De economische lente zal groei en welvaart brengen, werkgelegenheid zaaien en jobs oogsten in Limburg, in Turnhout, in Vlaanderen, in ons land.

Ik dank de collega’s die dit ontwerp vandaag zullen steunen.

In times of crisis, we need resilience and a horizon. Today we leave the dark winter quietly behind us. The economic spring will bring growth and prosperity, seed jobs and harvest jobs in Limburg, in Turnhout, in Flanders, in our country.

                    Mijnheer de voorzitter, ik denk dat over dit dossier weinig verschil van mening bestaat. Het is in de vorige legislatuur ontstaan op een ogenblik van grote economische problemen in een aantal regio’s in ons land.

Ik denk dat alle politieke partijen hieraan met al hun macht en kracht hebben getrokken om dit dossier rond te krijgen.

Wij hebben vertraging in dit dossier opgelopen die aan niemand te wijten is. Ik ben blij dat dit element van het competitiviteitpact dat onder de vorige regering is ontstaan ook door deze minister is opgenomen en tot een goed einde, tot dit ontwerp heeft geleid.

                    Mijnheer de minister, u hebt in de commissie begrepen dat snelheid in deze gewenst is. U heeft toen als tijdspad einde april, begin mei voorgespiegeld. Misschien moet u dat nog even toelichten. Zit alles nog op schema of hebben we hier of daar nog hindernissen te overwinnen?

Ik wil de noodzaak tot snelheid vandaag nog eens onderstrepen, omdat ik weet heb van nieuwe investeerders, die al een aantal maanden wachten op die maatregel. Nogmaals, de vertraging is aan niemand te wijten, maar snelheid is geboden om de jobs, waarover we het vanmiddag in veel discussies hebben gehad, te kunnen creëren in de meest kwetsbare gebieden van onze regio.

Ik hoop dat we de tekst vandaag unaniem of bijna unaniem kunnen goedkeuren en dat de snelheid, die er nu in zit, ook kan worden aangehouden.

                    Monsieur le président, monsieur le ministre, chers collègues, je suis assez peiné de devoir briser, en quelque sorte, cet unanimisme béat en faveur de ce projet de loi.

Il est question ici du mécanisme repris aux articles 275.8 et 275.9 du Code des impôts sur les revenus. Mais la philosophie de ces deux articles est la même que celle des articles 275.1 à 275.9.

Quel est ce mécanisme? Il faudrait pouvoir le dire aux travailleurs. En fait, l'employeur prélève, sur le salaire de ses travailleurs, un précompte qu'il doit remettre au fisc. Plutôt que de reverser ledit précompte à ce dernier, il se l'accapare, ce qui représente 25 %.

Certains de ces articles visent à cumuler différentes exonérations. Il est parfois question de 100 % du précompte. Autrement dit, la totalité de l'impôt du travailleur est prélevée par l'employeur et n'est pas versée au fisc. Je ne peux appeler cela qu'un vol légalisé de salaires des travailleurs.

On ne peut que soutenir et applaudir à deux mains l'idée de soutenir les Régions en difficulté, mais cela ne doit pas se faire par le biais de mesures coûteuses et inefficaces. En effet, quel est le coût de cette dispense de précompte professionnel? Je ne parle pas seulement des articles 275.8 et 275.9; je pense à l'ensemble des dispenses de précompte professionnel. En 2005, cela représentait pour l'État un coût de 200 millions d'euros. En 2013, derniers chiffres disponibles, on atteignait les 3 milliards d'euros en termes de perte budgétaire pour l'État. Le montant a donc été multiplié par quinze entre 2005 et 2013. C'est énorme, alors que le résultat est nul en termes d'emplois. On parle du coût des intérêts notionnels, mais avec cette mesure de dispense du précompte professionnel, on se trouve face à la petite sœur de ces derniers.

Plutôt que de réduire les moyens de l'État sous prétexte de créer des emplois dont on ne voit jamais la création, utilisons-les pour créer des emplois où cela est nécessaire.

Par ailleurs, je voudrais émettre une critique particulière à l'égard des articles précités. Parallèlement au cadeau offert aux employeurs, on assiste à une extension du travail intérimaire. Les travailleurs se voient donc infliger une double peine. Non seulement ils doivent concéder une partie de leurs impôts à leur patron, mais ils voient également leurs conditions de travail se détériorer puisqu'on leur impose de travailler comme intérimaire.

This is the mechanism referred to in Articles 275.8 and 275.9 of the Income Tax Code. But the philosophy of these two articles is the same as that of articles 275.1 to 275.9.

What is this mechanism? We should be able to tell the workers. In fact, the employer takes, from the salary of his employees, a pre-count that he must return to the tax. Instead of reversing the aforementioned pre-account to the latter, it accumulates it, which represents 25 %.

Some of these articles aim to cumulate different exemptions. Sometimes it is a question of 100% of the pre-account. In other words, the entire employee tax is collected by the employer and is not paid to the tax. I can only call this a legalized theft of workers’ wages.

One can only support and applaud with both hands the idea of supporting the Regions in difficulty, but this should not be done through costly and ineffective measures. In fact, what is the cost of this professional pre-account exemption? I am not talking only about Articles 275.8 and 275.9; I am talking about all the exemptions from professional pre-account. In 2005, this represented for the state a cost of 200 million euros. In 2013, the last available figures, we reached 3 billion euros in terms of budget loss for the state. The amount was thus multiplied by fifteen between 2005 and 2013. This is huge, while the result is zero in terms of jobs. We talk about the cost of notional interest, but with this measure of exemption from the professional pre-count, we are facing the younger sister of the latter.

Rather than reducing state resources under the pretext of creating jobs that you never see being created, let us use them to create jobs where it is necessary.

In addition, I would like to express a particular criticism regarding the aforementioned articles. Along with the gift offered to employers, we are witnessing an extension of the temporary work. Workers are subject to double punishment. Not only do they have to pay a portion of their taxes to their boss, but they also see their working conditions deteriorate as they are forced to work as temporary workers.

Ik wil ten aanzien van deze assemblee benadrukken dat wij een strak tijdschema proberen aan te houden. Na de bespreking vandaag, volgt de publicatie van het wetsontwerp in het Belgisch Staatsblad in de tweede helft van maart. Het ondertekenen van het samenwerkingsakkoord met Vlaanderen, na publicatie van de wet in het Belgische Staatsblad, gebeurt eind maart. De publicatie van het KB met steunzones en het bijbehorende formulier noodzakelijk om de tegemoetkoming te bekomen, zal plaatsvinden in de tweede helft van april. Eind april of begin mei zal de maatregel in werking treden. Dat is de tijdlijn die wij in de commissie hebben uitgezet en die wij zullen trachten te handhaven. Wij zullen alles in het werk stellen om dit gestand te doen.

Ik heb nog een kleine opmerking specifiek voor Limburg. Ik ben in overleg met de Vlaamse regering om ervoor te zorgen dat de afbakening van de zones op de meest adequate en de meest zinvolle manier gebeurt, teneinde tot maximale resultaten te komen.
