                    Monsieur le président, chers collègues, votée ce mardi en commission de la Défense, majorité contre opposition, cette résolution était déjà à l'ordre du jour de la commission de la semaine précédente, l'Open Vld pourtant co-signataire du texte ayant demandé le report du débat faute d'un consensus au sein de la majorité.

Le partenaire N-VA, très atlantiste, ce qui est évidemment son droit le plus strict, ne souhaitait pas voir écrit noir sur blanc une préférence européenne en matière d'achats militaires, ce qui, pour notre groupe, est inconcevable au regard des débats à venir sur le remplacement potentiel des F-16 en termes d'emplois et de retombées tant économiques que technologiques.

De plus, pour nous, ce débat aurait dû avoir lieu dans le cadre de celui plus large sur l'Europe de la Défense, un débat qui, pour rappel, avait déjà illustré la difficulté pour la majorité à s'accorder sur l'avenir de la Défense et aboutit à l'adoption d'une résolution sans grande portée, malgré les auditions, les textes de l'opposition et les amendements concernant notamment l'industrie de la défense.

À l'époque, la faiblesse de ce texte sur ces points et son absence même dans la résolution portée par la N-VA sur l'avenir de l'armée illustraient déjà les divergences de vues au sein de la majorité.

S'agissant de la présente résolution, nous ne nous opposons pas à l'idée générale du texte, à savoir que nous soutenons tous les considérants, même s'il est dommage qu'aucune référence ne soit faite au texte PS adopté sous la précédente législature et qui parlait de l'importance de l'industrie européenne de la défense. Nous soutenons une Europe de la Défense toujours plus intégrée tant sur le plan matériel, humain, stratégique de commandement qu'industriel. Nous espérons, dès lors, que ce sera la position défendue par le ministre lors des prochains sommets européens.

Nous soutenons le besoin de tendre vers une standardisation du matériel militaire belge avec nos partenaires stratégiques comme la France. Nous soutenons le besoin d'une coordination avec les entités fédérées sur les matières industrielles et de recherche et développement. Nous soutenons également l'idée d'élargir l'European Air Transport Command (EATC) qui est un bel exemple d'embryon de la Défense.

Sur la question industrielle, point sur lequel la majorité a tant de mal à s'accorder, car entre un atlantisme industriel de principe et aveugle au vu des changements de la politique étrangère américaine, de plus en plus tournée vers l'Asie-Pacifique et de moins en moins vers l'Europe, et des retours pour nos emplois, notre indépendance stratégique et technologique, il faudra bien un jour choisir.

Mr. Speaker, dear colleagues, voted this Tuesday in the Defence Committee, majority against opposition, this resolution was already on the agenda of the committee of the previous week, the Open Vld however co-signatory of the text having requested the postponement of the debate due to the lack of consensus within the majority.

The very Atlanticist N-VA partner, which is obviously its strictest right, did not want to see black on white as a European preference in terms of military purchases, which, for our group, is inconceivable in view of the upcoming debates on the potential replacement of F-16 in terms of jobs and economic and technological impacts.

Furthermore, for us, this debate should have taken place within the framework of the broader on Defence Europe, a debate that, for reminder, had already illustrated the difficulty for the majority to agree on the future of Defence and results in the adoption of a resolution with little scope, despite the hearings, the opposition texts and amendments concerning in particular the defence industry.

At the time, the weakness of this text on these points and its absence even in the resolution put forward by the N-VA on the future of the army already illustrated the divergence of views within the majority.

With regard to this resolution, we do not oppose the general idea of the text, namely that we support all considerations, even though it is a shame that no reference is made to the PS text adopted during the previous legislature and which talked about the importance of the European defence industry. We support an increasingly integrated Europe of Defence, both material, human, strategic command and industrial. We hope, therefore, that this will be the position defended by the Minister at the next European summits.

We support the need to aim towards a standardization of Belgian military equipment with our strategic partners such as France. We support the need for coordination with federal entities on industrial materials and research and development. We also support the idea of expanding the European Air Transport Command (EATC) which is a beautiful example of defence embryo.

On the industrial question, point on which the majority has so hard to agree, because between an industrial atlanticism of principle and blind in view of the changes in American foreign policy, increasingly oriented towards Asia-Pacific and less and less towards Europe, and returns for our jobs, our strategic and technological independence, one day we will have to choose.

                    Pour notre groupe, l'industrie européenne de la défense est un aspect essentiel pour l'avenir de notre Défense et le futur plan stratégique face au remplacement potentiel de plusieurs équipements majeurs. Nous demandons une véritable ambition de consolider la base industrielle et technologique de la Défense européenne, créatrice d'emplois et riche d'un savoir-faire innovant comme le démontrait en son temps le F-16.

La demande n° 8 nous satisfait dès lors très peu. Elle nous déçoit même quand on lit: "d'étudier la pertinence et la faisabilité juridique de la mise en œuvre d'une clause de préférence européenne sur le marché de l'armement." Comment faut-il illustrer cette pertinence aux auteurs de la présente résolution? Pour notre groupe, il ne faut pas l'étudier mais bien l'assurer et ce, sans remettre en cause, bien évidemment, notre engagement au sein de l'OTAN.

Ce n'est qu'autour de cet outil industriel belge et européen préservé et renforcé par le réseau européen des PME du secteur de la défense que devra être réactivée l'Europe de la Défense avec les partenaires européens qui en ont la volonté et dans le cadre de synergies entre la recherche et développement tant civil que militaire. En outre, cette coopération doit continuer à encourager l'achat commun de matériel militaire européen et ainsi favoriser encore un peu plus un socle commun de formation des militaires à l'échelle européenne et la compatibilité totale du matériel en opération, ce qui fait défaut aujourd'hui.

Il ne faut surtout pas rater le train européen et mettre à mal cette dynamique et toutes les retombées positives potentielles pour les industries belges et européennes. Citons, par exemple, le projet MUSIS et la question du remplacement à long terme d'équipements majeurs ou encore les éventuelles exceptions à défendre dans le cadre du débat sur le mandat de négociation de l'accord de libre-échange potentiel entre l'Union européenne et les États-Unis.

Il s'agit enfin de mettre l'accent sur les avantages qu'une telle coopération peut avoir pour l'emploi, la croissance, l'innovation et la compétitivité industrielle dans l'Union européenne mais aussi pour notre indépendance technologique et stratégique, ce que ne permet pas a priori entre autres le F-35, tout en respectant pleinement la législation en matière de marchés publics et la transparence, y compris parlementaire, que de tels marchés impliquent.

For our group, the European defense industry is a key aspect for the future of our Defense and the future strategic plan facing the potential replacement of several major equipment. We call for a real ambition to consolidate the industrial and technological base of the European Defence, which creates jobs and is rich in innovative know-how, as the F-16 demonstrated in its time.

Therefore, the requirement number 8 satisfies us very little. It even disappoints us when it is read: "to study the relevance and legal feasibility of the implementation of a European preferential clause on the arms market." For our group, we should not study it, but assure it, and that, without questioning, of course, our commitment to NATO.

It is only around this Belgian and European industrial tool preserved and strengthened by the European network of SMEs in the defence sector that the Defence Europe will have to be reactivated with the willing European partners and within the framework of synergies between both civil and military research and development. Furthermore, this cooperation must continue to encourage the joint purchase of European military equipment and thus further promote a common basis for military training at European level and the full compatibility of the equipment in operation, which is currently lacking.

Above all, we must not miss the European train and undermine this dynamic and all the potential positive impacts for the Belgian and European industries. These include, for example, the MUSIS project and the question of long-term replacement of major equipment or the possible exceptions to defend in the debate on the negotiating mandate for a potential EU-U.S. free trade agreement.

Finally, it is a matter of emphasizing the benefits such cooperation can have for jobs, growth, innovation and industrial competitiveness in the European Union, as well as for our technological and strategic independence, which is not possible a priori, inter alia, with the F-35, while fully respecting public procurement legislation and the transparency, including parliamentary, that such markets involve.

                    Pour ce faire, les entités fédérées doivent être pleinement consultées pour la rédaction du futur plan stratégique. Il serait en effet inconcevable pour le groupe PS que le plan stratégique ne prévoie rien sur le plan industriel européen et ne mette pas en avant une telle préférence. Pourquoi donc la majorité veut-elle adopter une telle résolution alors qu'elle est aux manettes du plan stratégique? Y aurait-il des difficultés au sein du gouvernement pour assurer la pertinence de l'industrie belge et européenne?

Un début de réponse sera offert dans les prochaines semaines avec la question du maintien ou pas de la capacité pour les avions belges de transporter des armes nucléaires. Cela déterminera si le marché du remplacement éventuel du F-16 est ouvert aux constructeurs européens ou au contraire déjà gagné par le F-35 américain.

Pour toutes les raisons que je viens d'évoquer, le groupe PS rejettera ce texte et souligne encore une fois son inquiétude dans le cadre du remplacement potentiel à venir et des retours pour nos PME et l'industrie européenne en général.

En guise de conclusion, il est dommage que cette initiative de la famille libérale se soit en définitive heurtée à l'opposition du partenaire N-VA. Cela a transformé une résolution qui aurait pu être noble au regard des objectifs initiaux poursuivis en un texte édulcoré, aux contours flous et sans aucune portée concrète, comme en témoigne l'amendement n° 17, qui transforme la phrase initiale "d'ouvrir l'EATC" à "étudier l'opportunité d'ouvrir l'EATC". Pourquoi pas, tant qu'on y est, un nouvel amendement libellé comme suit: "Il conviendrait, le cas échéant et dans la mesure des possibles, pour autant que les partenaires éventuels soient potentiellement d'accord, d'envisager dans la recherche d'un consensus unanime, probablement impossible à atteindre mais néanmoins nécessaire, d'étudier l'opportunité de réaliser une étude déterminant les conditions dans lesquelles pourrait se faire, ou pas, une ouverture des discussions à un probable, mais toutefois incertain, futur élargissement de l'EATC."

Vous l'aurez compris, chers collègues, le groupe PS non seulement votera contre ce texte, mais, en outre, ne déposera aucun amendement car, et vous en conviendrez comme moi, il est impossible d'amender le vide.

Je constate d'ailleurs que ni le ministre de la Défense, ni la plupart des auteurs de la résolution ne sont là, ce qui prouve bien que nous parlons pour ne rien dire.

To do this, federal entities must be fully consulted for the preparation of the future strategic plan. It would indeed be inconceivable for the PS Group that the strategic plan does not provide for anything on the European industrial level and does not highlight such a preference. So why does the majority want to adopt such a resolution when it is at the control of the strategic plan? Would there be difficulties within the government to ensure the relevance of the Belgian and European industry?

A start of response will be offered in the coming weeks with the question of ⁇ ining or not the capacity for Belgian aircraft to carry nuclear weapons. This will determine whether the market for the possible replacement of the F-16 is open to European manufacturers or, on the contrary, already won by the American F-35.

For all the reasons I have just mentioned, the PS Group will reject this text and once again highlights its concern in the context of the potential future replacement and returns for our SMEs and the European industry in general.

In conclusion, it is a shame that this initiative of the liberal family has ultimately collided with the opposition of the partner N-VA. This transformed a resolution that could have been noble in view of the initial objectives pursued into a sweetened text, with blurred contours and without any concrete scope, as evidenced by Amendment No. 17, which transforms the initial phrase "to open the EATC" to "to study the possibility of opening the EATC". “It would be appropriate, where appropriate and to the extent possible, as long as potential partners potentially agree, to consider, in search of a unanimous consensus, probably impossible to ⁇  but nevertheless necessary, to consider the possibility of conducting a study determining the conditions under which, or not, discussions could be opened to a likely, but yet uncertain, future enlargement of the EATC.”

You will have understood, dear colleagues, the PS group will not only vote against this text, but, in addition, will not submit any amendment because, and you will agree as I do, it is impossible to amend the vacuum.

I also find that neither the Minister of Defense nor most of the authors of the resolution are there, which proves well that we are talking to say nothing.

                    De Europese veiligheidsstrategie dateert reeds van 2003. Sindsdien is er veel veranderd in de wereld. Het voorstel van resolutie somt een aantal van de belangrijkste geopolitieke veranderingen op en geeft ook een indicatie van de nieuwe uitdagingen op het vlak van veiligheid en defensie.

We hebben zelf de afgelopen jaren de verhoogde inzet van de Belgische strijdkrachten kunnen vaststellen in Afghanistan, Libië, Mali, Irak, de Hoorn van Afrika en de Baltische staten. We zien ook in eigen land de impact van nieuwe bedreigingen, zoals cyberaanvallen, radicalisering en terrorisme. Daarom doet het voorstel een oproep aan de regering om in Europees verband vanaf volgende week actief te ijveren voor een herdefiniëring van de Europese strategie.

Op federaal vlak hebben we niet zitten wachten op die Europese bewustwording, getuige hiervan de oproep in het regeerakkoord om Defensie opnieuw de nodige middelen te geven om haar taken naar behoren te vervullen, ook met het oog op het versterken van het Europese veiligheids- en defensiebeleid en van de geloofwaardigheid van Defensie binnen Europa en binnen de NAVO.

De regering buigt zich momenteel over de toekomst van defensie, op basis van een strategische visie, die ontwikkeld wordt door de minister van Defensie en die ook aanleiding zal geven tot een nieuw strategisch plan voor de middellange termijn. Voor ons is het evident dat dat allemaal nauw met elkaar verbonden is. Zonder toekomstvisie, inclusief investeringen in Defensie, blijft de Europese veiligheidsstrategie dode letter en zal ons land zijn status van betrouwbare partner in de NAVO en in Europa niet kunnen blijven waarmaken.

Daarom zal onze fractie het voorstel van resolutie enthousiast goedkeuren.

The European Security Strategy dates back to 2003. Since then, a lot has changed in the world. The draft resolution outlines some of the main geopolitical changes and also indicates the new challenges in the field of security and defence.

In recent years we have been able to see the increased deployment of the Belgian armed forces in Afghanistan, Libya, Mali, Iraq, the Horn of Africa and the Baltic states. We also see in our own country the impact of new threats, such as cyber attacks, radicalization and terrorism. Therefore, the proposal calls on the government to actively engage in the European context from next week for a redefinition of the European strategy.

At the federal level, we have not been sitting waiting for that European awareness, as evidenced by the call in the government agreement to give Defence again the necessary resources to properly perform its tasks, including with a view to strengthening the European security and defence policy and the credibility of Defence within Europe and within NATO.

The government is currently dealing with the future of defence, based on a strategic vision developed by the Minister of Defence and which will also give rise to a new medium-term strategic plan. For us, it is obvious that all this is closely connected. Without a vision of the future, including investment in defense, the European security strategy remains a dead letter and our country will not be able to continue to fulfill its status as a reliable partner in NATO and in Europe.

Therefore, our group will enthusiastically approve the draft resolution.

                    Monsieur le président, cette proposition de résolution veut clairement appuyer la création d'une armée européenne. L'Union européenne, qui a reçu le prix Nobel de la paix, développe à présent une stratégie militaire qui n'est pas vraiment exemplaire sur le plan de la paix.

Ce texte considère donc comme une évidence que l'Union doive intervenir un peu partout dans le monde: au Moyen-Orient, en Afrique, voire – même si c'est moins net dans le texte – en Asie. Au nom de cette prétendue évidence, des investissements toujours plus importants seraient inévitables. En effet, financièrement, la proposition de résolution plaide pour investir plus dans le domaine de la Défense. À qui serait destiné cet argent? Aux multinationales de l'armement, qui devraient se développer. On lit, par exemple, au point 12: "poursuivre de façon pragmatique mais volontaire, en concertation avec le secteur, le groupement des entreprises européennes". Il s'agit donc d'un appel explicite à constituer un complexe militaro-industriel, un peu à la manière de ce qui se passe aux États-Unis.

Je suis quelque peu étonné. Généralement, on nous vend l'Union européenne et son arsenal de mesures antisociales au motif qu'elle nous a préservés de la guerre. Or que montre ce texte? Qu'il faut suivre cette tendance belliciste! Aux mesures antisociales, on ajoute ainsi des mesures guerrières. Donc, le tableau serait complet. Qui plus est, cette tendance serait liée au business de l'armement. Ce n'est pas vraiment une vertu en soi.

Je ne puis que vous dire que le PTB est contre une telle proposition de résolution. Et je conclurai en citant ces paroles de Jean Jaurès: "Le capitalisme porte en lui la guerre comme la nuée, l'orage.

Mr. Speaker, this proposal for a resolution clearly aims to support the creation of a European army. The European Union, which received the Nobel Peace Prize, is now developing a military strategy that is not really exemplary in terms of peace.

This text thus considers as obvious that the Union must intervene somewhat everywhere in the world: in the Middle East, in Africa, or even – even if it is less clear in the text – in Asia. In the name of this so-called obvious, increasing investments would be inevitable. In fact, financially, the resolution proposal calls for more investment in the field of defence. To whom would this money be destined? To the multinational arms companies, which should develop. It reads, for example, in point 12: "continue pragmatically but voluntarily, in consultation with the sector, the grouping of European companies". It is therefore an explicit call to form a military-industrial complex, somewhat like what is happening in the United States.

I am somewhat surprised. Generally, the European Union and its arsenal of antisocial measures are sold to us on the grounds that it has saved us from war. What does this text show? We need to follow this bellicist trend! To anti-social measures, war measures are added. So the picture would be complete. Moreover, this trend would be linked to the arms business. It is not a virtue in itself.

I can only say that the PTB is against such a proposal for a resolution. And I will conclude by quoting these words of Jean Jaurès: “Capitalism carries in itself war like the cloud, the storm.

                    Beste collega’s, de Belgische defensie moet zich inschrijven in een Europese context. Daarover is iedereen, elke fractie, het eens, ook de onze. Toch kunnen wij ons met deze resolutie niet akkoord verklaren, omdat ze naar onze mening veel te vaag overkomt. Een belangrijk aspect van een gemeenschappelijk veiligheids- en defensiebeleid moet focussen op samenwerking met landen om overlappingen en lacunes te vermijden. Enkel op die manier kunnen wij, samen met de andere 28 EU-landen, ons defensiebudget op een slimme manier besteden.

Als elk van die landen een nationaal leger in stand wil houden, zullen wij veel geld dubbel uitgeven. We moeten dus evolueren naar een Europees continent dat echt samenwerkt, niet naar een Europese defensie die de som is van 28 individuele lidstaten. Om dat goed te doen, moeten de lidstaten zich kunnen specialiseren in bepaalde taken, zodat op termijn geen overcapaciteit van de ene taak of ondercapaciteit van een andere taak het gevolg is. Daarom is er noodzaak aan een duidelijke topdownaansturing vanuit de Europese ministerraad naar defensie, de Europese dienst voor extern optreden en het Europees defensieagentschap.

Voor ons moet het nog een stap verder. Wij willen ook nationale defensieplanning vooraf laten coördineren op Europees vlak binnen het Europees defensieagentschap. Defensie in de 21ˢᵗᵉ eeuw zal Europees zijn of zal niet meer zijn.

The Belgian defence must be incorporated into a European context. Everyone, every group, all parties agree on this, including ours. Nevertheless, we cannot agree with this resolution, as it is, in our opinion, too vague. A key aspect of a common security and defence policy should focus on cooperation with countries to avoid overlapping and gaps. Only in this way can we, together with the other 28 EU countries, spend our defence budget in a smart way.

If each of those countries wants to maintain a national army, we will spend a lot of money twice. So we must evolve to a European continent that truly cooperates, not to a European defense that is the sum of 28 individual Member States. To do so correctly, Member States should be able to specialise in certain tasks so that, in the long run, no overcapacity of one task or undercapacity of another task will result. Therefore, a clear top-down action is needed from the European Council of Ministers for Defense, the European External Action Service and the European Defence Agency.

For us, it needs to be a step further. We also want national defence planning to be coordinated in advance at European level within the European Defence Agency. Defence in the 21st century will be European or will no longer be.

Collega’s, het Europese veiligheids- en defensiebeleid gaat niet alleen over defensie. Nergens in de voorgestelde resolutie zien wij een verzoek aan de regering om ons veiligheidsbeleid op een civiele manier aan te pakken. Er bestaat geen militaire oplossing. Het militaire aspect kan enkel een onderdeel van de oplossing zijn.

Wij moeten blijven inzetten op diplomatie, preventie, ontwikkelingshulp en ontwapening. Voorkomen is daarbij nog altijd veel beter dan genezen en bovendien zoveel goedkoper. Daarnaast moeten wij ook inzetten op de nieuwe uitdagingen voor de 21ᵉ eeuw. Cyber defence wordt het probleem van de 21ᵉ eeuw. Ook hier moeten wij op Europees vlak beter samenwerken.

Met het oog op het evolueren naar een verdere integratie wensen wij in afspraak met de EU-partners voor specialisatie te gaan. Wij willen het Belgische budget inzetten om samen met de andere lidstaten een volwaardige Europese defensie uit te bouwen. Dit moet leiden tot meer en betere defensie voor elke geïnvesteerde euro.

Small and medium-sized countries, given the price tag, can no longer raise the resources to finance a nationally versatile army. Militarily speaking, Europe consists of small countries with small armies and even smaller budgets. Even the French and British defence budgets are under heavy pressure. Their ambition level has been greatly reduced. Germany has no ambitions at all.

Nevertheless, we all want to continue doing our own thing necessarily and without real coordination.

In practice, many of those countries maintain capacity, while there is already a surplus at European level. Take as an example tanks or combat aircraft, which are often not even deployable in certain interventions.

This is pure waste. At the same time, the serious gaps in our arsenal are not addressed. Satellites, unmanned drones, tanker planes and precision ammunition are needed to carry out high-tech operations with less risk of dead and civilian casualties.

The European security and defence policy is not just about defence. Nowhere in the proposed resolution we see a call to the government to address our security policy in a civilian way. There is no military solution. The military aspect can only be a part of the solution.

We must continue to focus on diplomacy, prevention, development aid and disarmament. Prevention is still much better than cure and, in addition, so much cheaper. We must also address the new challenges of the 21st century. Cyber defence is becoming the problem of the 21st century. We also need to work better together at the European level.

In order to evolve towards further integration, we would like to agree with the EU partners for specialization. We want to use the Belgian budget to build a full-fledged European defense together with the other Member States. This should lead to more and better defence for every euro invested.

Kijkend naar de oostelijke en zuidelijke grenzen van de Europese Unie stellen wij vast dat de situatie daar zeer snel evolueert. Daar komt bij dat de Verenigde Staten hun aandacht steeds meer richten op Azië en omgeving.

De Europese Unie moet meer op de voorgrond treden, maar de Europese motor sputtert nog een beetje. Wij merken dat de Europese defensie nog te gefragmenteerd over de lidstaten plaatsvindt en dat wij daardoor de jongste tijd geen efficiënt antwoord kunnen geven op concrete situaties.

Onze strategische visie op de defensie van Europa moet dan ook efficiënter worden. Ik meen dat wij het daarover eens zijn. Meer Europa is nodig inzake defensie. Dat is ook het streefdoel van het voorstel van resolutie.

Wij moeten natuurlijk ook de realiteit zien waarin wij moeten werken. In tegenstelling tot bepaalde fracties zien wij militaire samenwerking over de Europese grenzen heen niet als de mirakeloplossing voor alle problemen en uitdagingen waar Defensie op het moment mee te maken krijgt.

Furthermore, it must be recognised that most other European countries have a strong national reflex in relation to their own defence which makes the idea of a fully integrated and unified European army ⁇  not a realistic short-term goal.

The European defence industry needs to be strengthened. Capacity development and maintenance in Europe must be developed efficiently. Our objective is, therefore, a more competitive, innovative and integrated European industrial defence policy and a defence strategy to ensure the capacity of the European defence and to better place in sight. In addition, the European defence industry must have a positive impact on related economic sectors in the EU and in our country.

I believe that this resolution is an important step in that direction.

Soevereiniteit is in deze discussie ook een belangrijk element. Als ik met mensen uit de defensiewereld over one command spreek, dan hoor ik dat onze militairen daar klaar voor zijn. De wetgeving moet echter worden aangepast. Er blijven taboes bestaan aan het wateroppervlak.

En d'autres termes, nous avons des responsabilités politiques vis-à-vis de ce secteur. Le ministre de la Défense est responsable politiquement. Comme nous l'avons souligné à travers notre proposition de résolution, les Régions ont également leurs responsabilités.

                    Je voulais également indiquer que, dans le cadre des réflexions que nous devons avoir au sein de notre commission en matière de défense européenne, j'ai pris la liberté de réunir un certain nombre d'informations complémentaires, notamment sur le cadre juridique qui s'applique au marché européen en matière de défense et de travailler sur la manière la plus adéquate de veiller à nos intérêts industriels et, ce faisant, à nos emplois (un million).

Monsieur le président, le Conseil européen des 25 et 26 juin est l'occasion de faire le point sur dix-huit mois d'avancées en matière de PSDC et de tenter de délivrer, à travers notre gouvernement, un message politique qui ait un peu de contenu en matière de défense européenne. Il s'agit ici d'une nouveauté. L'initiative avait été prise par M. Herman Van Rompuy en décembre 2012. L'objectif est de rendre une dimension politique, un pilotage politique au dossier de la défense européenne.

Néanmoins, nous devons faire preuve d'honnêteté. Après une décennie que l'on pourrait qualifier de "dorée" sous M. Javier Solana, il est clair que Mme Catherine Ashton n'a pas, à mon sens, porté la défense européenne et la PSDC comme les outils dont elle disposait lui en donnaient la possibilité, tels que le Traité de Lisbonne et la manière dont avait été préparé le terrain par M. Javier Solana.

Peu d'opérations ont donc été mises sur pied depuis la mise en œuvre du Traité de Lisbonne. Elles ont été évoquées comme étant une option, pour être, ensuite, écartées en Libye, au Mali, au profit d'actions ad hoc.

Onze missions civiles et cinq opérations militaires sont actuellement déployées. Mais qui le sait? Qui en parle? Ce manque de visibilité résulte du fait que ces missions sont principalement des missions de conseil pour réformer des secteurs de sécurité en Ukraine, au Mali ou encore à la frontière du Niger.

Pourtant, on ne dit pas assez que toutes les dispositions du Traité de Lisbonne de décembre 2009 n'ont pas été mises en œuvre. On fait toujours allusion à certains blocages structurels, ce qui n'est pas le cas. Le Traité de Lisbonne nous permettait de développer une coopération structurée permanente, mais nous ne l'avons pas fait.

Un fonds de lancement est également prévu pour financer la phase initiale des opérations PSDC; 50 millions d'euros sont envisagés et même 100 millions d'euros pourraient être débloqués à la demande de la France.

Une grande déception concerne l'absence de progrès dans la mobilisation des moyens de réaction rapide des groupements tactiques. Le manque de volonté politique des États membres à ce niveau est clair. Jusqu'à présent, nous n'avons pas pu recourir aux 1 500 hommes prévus qui représentent une option prioritaire en cas de réponse à fournir dans une situation de crise.

Cette proposition de résolution initiée avec l'Open Vld et soutenue par la majorité entendait d'essayer, à notre niveau, de sortir de la frilosité politique en matière de défense européenne et d'aborder plus franchement les problématiques de la sécurité européenne comme les cyber-attaques, la situation en Irak, en Syrie, en Ukraine, les questions de migration en Méditerranée, l'absence d'État en Libye, les menaces terroristes au Sahel ou au Nigeria ou le retour à des discours rappelant la guerre froide en Russie.

Nous savons également que Washington désire que les Européens s'investissent plus pour leur sécurité.

Notre réponse, face à cette équation stratégique, est d'établir un meilleur suivi politique grâce à cette proposition de résolution.

M. Pirlot est intervenu en commission mais je regrette qu'il n'ait pas participé fondamentalement au débat. Par contre, M. Dallemagne a déposé de nombreux amendements de grande qualité et même s'il a été retenu dans une autre commission, ses amendements ont été défendus.

I also would like to point out that, as part of the reflections that we need to have in our European Defence Committee, I have taken the freedom to gather a number of additional information, in particular on the legal framework that applies to the European defence market, and to work on the most appropriate way to protect our industrial interests and, thereby, our jobs (one million).

Mr. Speaker, the European Council of 25 and 26 June is an opportunity to review the eighteen-month progress made in the PSDC and to try to deliver, through our government, a political message that has some European defence content. This is a novelty. The initiative was taken by Mr. Herman Van Rompuy in December 2012. The aim is to make a political dimension, a political steering of the European defence dossier.

However, we need to be honest. After a decade that could be called a “doree”. Javier Solana, it is clear that Catherine Ashton did not, in my view, use European defence and the CSDP as the tools at her disposal enabled her, such as the Lisbon Treaty and the way Mr. Ashton had prepared the ground. by Javier Solana.

Eleven civilian missions and five military operations are currently deployed. But who knows? Who talks about it? This lack of visibility is due to the fact that these missions are mainly advisory missions to reform security sectors in Ukraine, Mali and the border with Niger.

However, it is not enough to say that not all the provisions of the Lisbon Treaty of December 2009 have been implemented. There is always reference to some structural blockages, which is not the case. The Lisbon Treaty allowed us to develop a permanent structured cooperation, but we did not.

A launch fund is also planned to fund the initial phase of the PSDC operations; €50 million is planned and even €100 million could be unlocked at the request of France.

A great disappointment is the lack of progress in mobilizing the means of rapid reaction of tactical groups. The lack of political will at this level is clear. So far, we have not been able to resort to the 1,500 men planned, which are a priority option in case of response to be provided in a crisis situation.

This resolution, initiated with the Open Vld and supported by the majority, was intended to try, at our level, to get out of European defence political frilance and to address more frankly European security issues such as cyber attacks, the situation in Iraq, Syria, Ukraine, the migration issues in the Mediterranean, the absence of a state in Libya, the terrorist threats in the Sahel or Nigeria or the return to talks recalling the Cold War in Russia.

We also know that Washington wants Europeans to invest more in their security.

Our answer, in the face of this strategic equation, is to establish a better political follow-up through this resolution.

Badawi a été condamné en première instance en 2013 à sept ans d'emprisonnement et à 600 coups de fouet pour avoir exprimé son opinion sur son blog, le Liberal Saudi Network, notamment à propos des droits de la femme en Arabie saoudite. M. Badawi a ensuite été condamné en appel en 2014 à dix ans d'emprisonnement, 1 000 coups de fouet et une amende d'un million de riyals saoudiens, soit 237 000 euros, assortis d'une interdiction de voyager et d'utiliser les médias pendant une période de dix ans à l'issue de sa peine.

M. Dallemagne a insisté sur le fait que la situation de M. Badawi est loin de constituer un cas isolé en Arabie saoudite. Compte tenu de ces faits, notre estimé collègue en a appelé au gouvernement fédéral. Il appelle le gouvernement fédéral à intervenir pour condamner la situation de M. Badawi mais également entamer une réflexion plus approfondie sur les relations qu'entretient la Belgique avec ce pays. Par ailleurs, l'auteur de la résolution a demandé que celle-ci soit rapidement adoptée, tout simplement, chers collègues, parce que nous sommes aujourd'hui le 18 juin et que le ramadan commence le 18 juin; or, cela pourrait être une période propice à des gestes de clémence ou de grâce de la part des dirigeants saoudiens.

Notre collègue Mme Capoen rappelle son attention constante pour la situation de M. Raif Badawi et d'autres défenseurs des droits de l'homme dans le monde. Elle a confirmé que de nombreuses autres personnes sont emprisonnées en Arabie saoudite pour leurs opinions et que le nombre d'exécutions capitales, pour les cinq premiers mois de 2015, est déjà égal au nombre total de condamnations à la peine de mort rien que pour l'année 2014.

This proposal refers to the development of its proposal for a resolution following the hearing of Ensaf Haidar, the wife of Raif Badawi, on 27 May 2015 in the Committee on Foreign Relations. I would like to thank the Chairman of the Committee for organizing this hearing.

She confirmed that many more people are imprisoned in Saudi Arabia for their opinions and that the number of death executions in the first five months of 2015 is already equal to the total number of death sentences in 2014 alone.

                    En rappelant également que l'Arabie saoudite souhaite exercer la présidence du Conseil des droits de l'homme des Nations unies pour le dixième cycle 2015-2016, Mme Capoen a expliqué qu'elle soutient la présente proposition de résolution mais qu'elle a préféré ne pas la signer en raison du fait qu'elle porte sur le cas d'une personne spécifique.

Notre collègue M. Stéphane Crusnière a rappelé également son attention constante pour la question des droits de l'homme et de la liberté d'expression en Arabie saoudite. Il a souligné que l'épouse de Raif Badawi a été entendue par la commission des Relations extérieures à son initiative.

Au-delà du cas particulier de M. Badawi, il a rappelé l'importance de la liberté d'expression qui doit constituer une priorité absolue et non négociable de la diplomatie belge et qui garantit tant la liberté de religion que la liberté de ne pas croire. M. Crusnière a plaidé dès lors davantage pour qu'on évoque la liberté d'expression et de religion et la lutte contre toutes les formes de discrimination plutôt que de mettre en exergue l'un ou l'autre groupe en particulier dans l'esprit, a-t-il rappelé, de la thèse de M. Huntington sur le choc des cultures.

Pour ma part, j'ai souligné que le cas de M. Raif Badawi est symbolique d'un affrontement d'idées qui doit être examiné de manière beaucoup plus large. Il s'agit en effet d'une personne qui est victime d'avoir usé de sa liberté d'expression, ce qui doit être condamné fermement. Je me suis donc, chers collègues, un peu démarqué de la position de M. Crusnière à propos de la thèse de Huntington qui ne doit pas, à mes yeux, être si facilement repoussée d'un revers de la main. Il y a bien des visions culturelles qui s'affrontent et il faut pouvoir identifier les idées liberticides et anti-humanistes voire anti-humaines.

Le traitement subi par M. Badawi est tel qu'il a été jugé que les blessures causées ne permettaient pas qu'on lui administre des coups supplémentaires jusqu'à nouvel ordre. La communauté internationale a condamné cette situation par la voix de différents responsables politiques, notamment Amnesty International.

J'ai terminé mon intervention en insistant sur la nécessité que les entités fédérées, en raison de leur compétence en matière d'exportation d'armes, soient associées à la réflexion sur notre diplomatie.

Mme Sarah Claerhout rappelle quant à elle que les condamnations successives de M. Raif Badawi constituent des violations flagrantes au droit à la liberté d'expression. Les voies de recours internes, a-t-elle rappelé, sont aujourd'hui épuisées puisque la Cour suprême saoudienne s'est prononcée le 7 juin 2015 sur cette affaire.

Recalling also that Saudi Arabia wishes to hold the presidency of the United Nations Human Rights Council for the tenth cycle 2015-2016, Capoen explained that she supports this proposal for a resolution but preferred not to sign it because it concerns the case of a specific person.

Our colleague Mr. Stéphane Crusnière also recalled his constant attention to the issue of human rights and freedom of expression in Saudi Arabia. He stressed that Raif Badawi’s wife was heard by the Foreign Relations Committee on her own initiative.

In the case of Mr. Badawi, he recalled the importance of freedom of expression which must constitute an absolute and non-negotiable priority of Belgian diplomacy and which guarantees both freedom of religion and freedom of not believing. by Mr. Crusnière therefore pleaded more for freedom of expression and religion and the struggle against all forms of discrimination rather than highlighting one or another group in particular in the spirit, he recalled, from Mr. Crusnière's thesis. Huntington on the shock of cultures.

I would like to point out that the case of Mr. Raif Badawi is symbolic of a clash of ideas that must be considered in a much broader way. It is in fact a person who is a victim of having used his freedom of expression, which must be strongly condemned. I am therefore, dear colleagues, a little distant from the position of Mr. Crusnière about Huntington’s thesis which, in my opinion, should not be so easily pushed back by a reverse of the hand. There are many cultural visions that confront each other and we must be able to identify the liberticide and anti-humanist and even anti-human ideas.

Treatment by Mr. Badawi is such that it was judged that the injuries caused did not allow him to be administered additional strikes until new order. The international community has condemned this situation by the voice of various political leaders, including Amnesty International.

I concluded my speech by insisting on the need for federal entities, due to their competence in arms exports, to be associated with the reflection on our diplomacy.

Mrs Sarah Claerhout recalls that the successive convictions of Mr. Raif Badawi constitutes flagrant violations of the right to freedom of expression. Internal remedies, she recalled, are now exhausted since the Saudi Supreme Court ruled on 7 June 2015 on this case.

Pourtant, 90 exécutions ont eu lieu dans ce pays en 2014 et le nombre de peines capitales déjà prononcées pour les cinq premiers mois s'élèvent déjà à 90. De plus, l'Arabie saoudite a été élue au Conseil des droits de l'homme des Nations unies et elle souhaite même – c'est la cerise sur le gâteau – en assurer la présidence du dixième cycle 2015-2016.

Mme Nele Lijnen a souligné le caractère emblématique du cas de M. Raif Badawi en Arabie saoudite, un État dans lequel tant la liberté d'expression que les droits des femmes sont bafoués. Malgré la récente 100ᵉ condamnation à la peine de mort prononcée en 2015, ce pays a été élu au Conseil des droits de l'homme de l'ONU. Notre collègue a plaidé pour l'adoption de la présente proposition de résolution afin d'adresser un signal clair au monde entier et d'appeler au respect des droits de l'homme, en particulier, au Moyen-Orient. Elle espère que ce texte permettra d'apporter un soutien à ceux-ci à travers le monde et de supporter ceux qui se battent pour pouvoir s'exprimer librement, même si elle reconnaît qu'une résolution n'a qu'une faible portée.

M. Benoit Hellings a rappelé que, lors de son audition, l'épouse de M. Raif Badawi a souligné que la situation de son mari risquait de ne pas s'améliorer avec des pressions politiques allant à l'encontre des autorités saoudiennes. L'orateur a donc pointé du doigt le fait que la Belgique est fortement dépendante de l'Arabie saoudite non seulement en ce qui concerne la vente d'armes de la FN Herstal, mais également en matière énergétique, ce qui empêche notre pays d'adopter une position forte et déterminée quant au respect des droits de l'homme. Il a également pointé du doigt le rôle géostratégique que joue l'Arabie saoudite en soutenant Daesh contre lequel la Belgique se bat pourtant en Irak et en Syrie.

Notre président, M. Dirk Van der Maelen, a souligné que la communauté internationale adopte une attitude ambivalente quant au radicalisme islamique qu'elle combat en Syrie et en Irak tout en fermant les yeux quant au soutien que l'Arabie saoudite y apporte à des groupes radicaux.

M. Van der Maelen a alors plaidé pour que la commission des Relations extérieures renouvelle son invitation à entendre l'ambassadeur d'Arabie saoudite, qui est restée sans réponse jusqu'à présent, et pour que la Belgique s'oppose clairement à la candidature de ce pays à la présidence du Conseil des droits de l'homme des Nations unies pour le dixième cycle 2015-2016.

M. Olivier Maingain s'est tout d'abord inquiété du fait que toutes les voies de recours internes soient désormais épuisées pour M. Raif Badawi en Arabie saoudite, à la suite de la décision de la Cour suprême du 7 juin dernier. Il a rappelé que le principe d'universalité des droits de l'homme ne peut être soumis à des critères de subjectivité culturelle. Appelant à la coordination de l'ensemble des pouvoirs exécutifs en Belgique, M. Maingain a plaidé pour une position diplomatique plus déterminée, qui pourrait consister, par exemple, à rappeler les ambassadeurs des États membres de l'Union européenne si une nouvelle séance de coups de fouet devait être infligée à M. Badawi. Il semble en effet que la diplomatie du dialogue n'apporte pas de résultats suffisants. L'Arabie saoudite étant également dépendante des revenus qu'elle tire de ses ressources pétrolières, notamment au travers de ses relations avec la Belgique, l'orateur a plaidé pour que notre pays ne faiblisse pas dans ses exigences démocratiques et ne limite pas son action à des protestations médiatiques.

Notre collègue M. Blanchart a souligné le fait que la situation de M. Raif Badawi ne constitue pas un cas isolé en Arabie saoudite, où la barbarie est institutionnalisée, comme le démontre – et c'est M. Blanchart qui a soulevé ce point – l'annonce récente de l'engagement de huit nouveaux bourreaux pour pouvoir y exécuter les peines capitales. C'est donc un métier en pleine expansion… Il a plaidé pour un large soutien à la présente proposition de résolution.

Notre excellent collègue, M. Jean-Jacques Flahaux, souligne la terrible situation de l'Arabie saoudite en termes de respect des droits de l'homme, et de la femme en particulier – à laquelle on a toutefois récemment attribué un droit de vote. La liberté d'expression et la liberté d'exercice d'une religion y sont aussi fort restreintes. En effet, l'apostasie est passible d'une condamnation à la peine de mort à coup de sabre. De plus, seule le sunnisme est reconnu comme religion, alors que 15 % de la population est chiite et qu'un million de chrétiens résident en Arabie saoudite, la plupart y étant employés comme travailleurs immigrés. M. Flahaux a souligné le paradoxe des relations belgo-saoudiennes, puisque la Belgique achète du pétrole à l'Arabie saoudite qui recourt à cette manne financière pour soutenir le terrorisme islamiste international, contre lequel – comme plusieurs membres en commission l'ont évoqué – se bat, au demeurant, notre pays en Syrie et en Irak en participant à la coalition internationale contre Daesh.

M. Wouter De Vriendt s'est réjoui que la question des droits de l'homme, et plus particulièrement les traitements inhumains infligés à M. Raif Badawi constituent une priorité pour tous les groupes politiques. Il a fait remarquer que, si la présente proposition de résolution porte sur un cas particulier – celui de M. Badawi étant en effet à l'origine de cette démarche –, les points 7 à 10 formulent néanmoins plusieurs demandes d'ordre plus général, adressées au gouvernement.

As our colleague Sarah Claerhout recalled, Saudi Arabia joined the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in 1997. Nevertheless, 90 executions took place in this country in 2014 and the number of death sentences already issued for the first five months already stands at 90. She hopes that this text will support them around the world and support those who are fighting for free speech, even though she recognizes that a resolution has only a small scope.

by Mr. Benoit Hellings recalled that, during his hearing, the wife of Mr. Raif Badawi stressed that her husband’s situation risked not to improve with political pressures against the Saudi authorities. The speaker therefore pointed to the fact that Belgium is heavily dependent on Saudi Arabia not only in terms of the sale of weapons from FN Herstal, but also in energy matters, which prevents our country from adopting a strong and determined position in respect of human rights. He also pointed to the geostrategic role played by Saudi Arabia in supporting Daesh, against which Belgium is fighting in Iraq and Syria.

Our President Mr. Dirk Van der Maelen, emphasized that the international community adopts an ambivalent attitude regarding the Islamic radicalism it fights in Syria and Iraq, while closing its eyes on the support Saudi Arabia provides to radical groups there.

by Mr. Van der Maelen then pleaded for the Foreign Relations Committee to renew its invitation to hear the ambassador of Saudi Arabia, which has remained unanswered so far, and for Belgium to clearly oppose the country’s candidacy for the presidency of the UN Human Rights Council for the tenth cycle 2015-2016.

by Mr. Olivier Maingain was first concerned that all internal appeal routes are now exhausted for Mr. Maingain. Our colleague Mr. Blanchart emphasized the fact that the situation of Mr. Raif Badawi is not an isolated case in Saudi Arabia, where barbarism is institutionalized, as demonstrated – and it is Mr. Badawi. Blanchart who raised this point – the recent announcement of the engagement of eight new bullies to be able to execute the death penalty there. Therefore, it is a business in full expansion... He pleaded for broad support for this resolution proposal.

Our excellent colleague, Mr. Jean-Jacques Flahaux, highlights the terrible situation of Saudi Arabia in terms of respect for human rights, and women in particular – which, however, has recently been granted the right to vote. Freedom of expression and freedom to exercise a religion are also severely restricted there. Indeed, apostasy is punishable by a sentence to death with the sword.                     Ces demandes sont pour la plupart concrètes et mesurables. Il appartiendra donc, et d'autres membres y compris le président M. Van der Maelen l'ont souligné, à la commission de vérifier à court terme ce que fera le gouvernement et, plus particulièrement, le vice-premier ministre et ministre des Affaires étrangères et européennes en la matière. L'intervenant a également réitéré sa demande d'entendre l'ambassadeur saoudien.

Nous avons alors entendu au sein de la commission la représentante du ministre. Elle a indiqué que le ministre partage la préoccupation des membres de la commission concernant la situation des droits de l'homme en Arabie saoudite et, en particulier, l'application de peines corporelles telles que celles infligées à M. Raif Badawi. Il s'agit d'un châtiment corporel cruel qui est interdit part la Convention contre la torture et autres peines ou traitements cruels, inhumains ou dégradants à laquelle l'Arabie saoudite a adhéré le 23 septembre 1997. Le gouvernement note avec soulagement que l'application de nouveaux coups de fouet à M. Badawi a été suspendue depuis janvier 2015. Il s'inquiète cependant beaucoup suite à la confirmation de la condamnation par la Cour suprême.

Suite au prononcé de la peine, l'Union européenne et ses États membres ont immédiatement réitéré leur forte opposition à ce type de traitement ou de punition. Ils ont appelé les autorités saoudiennes à suspendre tout châtiment corporel à l'égard de M. Badawi et à envisager de mettre fin à la pratique de la flagellation. La représentante du ministre regrette à cet égard qu'aucune référence ne soit faite dans le développement et les considérants de la proposition de résolution déposée par notre collègue aux actions menées par l'Union européenne, qui est pourtant un acteur essentiel sur ce thème. Comme pour tous les autres pays, la question des droits de l'homme forme une composante essentielle des relations bilatérales de la Belgique avec l'Arabie saoudite. Au cours de l'examen périodique universel de l'Arabie saoudite en octobre 2013, la Belgique a transmis des recommandations concernant la liberté d'expression et d'association au gouvernement saoudien. La Belgique aborde d'ailleurs à chaque occasion le thème des droits de l'homme au cours de ses contacts bilatéraux avec les autorités saoudiennes.

Le cas particulier de M. Raif Badawi a été abordé à plusieurs reprises par les autorités belges, tant à Ryad qu'à Bruxelles. Le ministre lui-même a souligné sa préoccupation sur cette question à Genève, devant le Conseil des droits de l'homme, en mars 2015. Il a également abordé la question dans un entretien bilatéral avec le prince Turki Bin Mohammed bin Saud al Kabeer, vice-ministre des Affaires étrangères, qui menait la délégation de l'Arabie Saoudite au cours de la réunion entre l'Union européenne et le Conseil de Coopération du Golfe, fin mai 2015.

Following the sentence, the European Union and its Member States immediately reiterated their strong opposition to such treatment or punishment. They called on the Saudi authorities to suspend any corporal punishment against Mr. Trump. Badawi and to consider ending the practice of flagellation. In this regard, the Minister’s Representative regrets that no reference is made in the development and considerations of the resolution proposal submitted by our colleague to the actions carried out by the European Union, which, however, is a key actor on this subject. As with all other countries, the human rights issue is an essential component of Belgium’s bilateral relations with Saudi Arabia. During the Universal Periodic Review of Saudi Arabia in October 2013, Belgium submitted recommendations on freedom of expression and association to the Saudi government. Belgium also addresses the human rights issue on every occasion in its bilateral contacts with the Saudi authorities.

The particular case of Mr. Raif Badawi has been addressed several times by the Belgian authorities, both in Riyadh and in Brussels. The minister himself highlighted his concern on this issue in Geneva, before the Human Rights Council in March 2015. He also addressed the issue in a bilateral interview with Prince Turki Bin Mohammed bin Saud al Kabeer, Deputy Foreign Minister, who led the Saudi Arabia delegation during the meeting between the European Union and the Gulf Cooperation Council at the end of May 2015.

Selon la représentante du ministre, la diplomatie belge restera mobilisée sur la question des droits de l'homme en Arabie saoudite et plus particulièrement sur le cas de M. Raif Badawi. Cependant, il convient de souligner que le gouvernement belge choisit ses interventions en fonction de leur efficacité et qu'il privilégie généralement une diplomatie forte mais discrète. Pour avoir un réel impact, il est nécessaire de donner la priorité à l'engagement et au dialogue afin d'éviter que toutes les portes ne se ferment. La Belgique continuera à soulever la question des droits de l'homme et du sort réservé à M. Badawi dans les jours et dans les semaines à venir. Enfin, la représentante du ministre a confirmé que la réflexion sur la position de la diplomatie belge par rapport à l'Arabie saoudite serait également étendue aux entités fédérées de notre pays.

Quelques échanges ont ensuite eu lieu comme celui entre M. Maingain et moi-même sur la notion d'universalité. Je vous renvoie à ce sujet au texte qui sera publié.

M. Dallemagne s'est félicité que la commission ait pu mener un débat serein et de qualité sur la présente proposition de résolution qui concerne des valeurs essentielles en matière de droits humains. La préoccupation première de son texte est de mettre fin au traitement cruel infligé à M. Badawi mais il ne s'est pas focalisé sur ce seul cas. En effet, M. Badawi est devenu une figure emblématique qui personnifie l'ensemble des souffrances de la population saoudienne et les enjeux majeurs de respect des droits de l'homme et de la sécurité au niveau international. La proposition de résolution formule certaines demandes précises qui pourront être vérifiées et contrôlées.

Ik zal dus het standpunt van N-VA toelichten.

Sommige mensen, vaak mensen van kwade wil, zeggen dat N-VA geen aandacht heeft voor mensenrechten. Niets is minder waar, collega’s. N-VA heeft wel degelijk aandacht voor mensenrechten en voor het geval Raid Badawi. Jammer genoeg geraak ik niet altijd door de mediamuur. Ik heb hierover al meerdere vragen gesteld, heb er een opiniestuk over geschreven, heb zelfs met de collega's van de oppositie en met Amnesty International acties gevoerd aan de Saoedische ambassade en voor Amnesty International al enkele acties op sociale media ondernomen.

De Canadese minister van Buitenlandse Zaken John Baird heeft de veroordeling van Badawi sterk veroordeeld. De provincie Québec, waar zijn vrouw en drie kinderen in ballingschap leven, heeft een spoedprocedure opgestart om de heer Badawi het statuut van immigrant om humanitaire redenen aan te bieden, met als reden nood aan bescherming.

Ook Zweden heeft al militaire samenwerkingsovereenkomsten geannuleerd en de Zweedse minister van Buitenlandse Zaken, mevrouw Wallström, heeft heel wat demarches ondernomen tegen Saoedi-Arabië.

Raif Badawi is echter geen alleenstaand geval. Ook zijn advocaat Waleed Abulkhair en talrijke mensenrechtenactivisten zitten opgesloten in Saoedi-Arabië. De track record van Saoedi-Arabië is heel verontrustend.

Some people, often people of evil will, say that N-VA has no regard for human rights. Nothing is less true, my friends. N-VA is ⁇  concerned with human rights and in the case of Raid Badawi. Unfortunately, I don’t always get through the media wall. I have already asked a number of questions, written a piece of opinion on it, even taken action with colleagues from the opposition and Amnesty International at the Saudi Embassy, and have already taken some action on social media for Amnesty International.

Unfortunately, I was prevented when Ms. Badawi was in Brussels, but I have had personal contact with her several times before and after that.

And if that’s not enough, we have a human rights professor as group leader. That also counts for something.

Important to the case of Badawi is the great international attention that is still there. Canada plays a leading role in this. Canadian Foreign Minister John Baird has strongly condemned Badawi's conviction. The province of Quebec, where his wife and three children live in exile, has launched an emergency procedure to offer Mr Badawi the status of immigrant for humanitarian reasons.

Sweden has already cancelled military cooperation agreements, and the Swedish Foreign Minister, Ms. Wallström, has undertaken a number of demarches against Saudi Arabia.

Raif Badawi is not an isolated case. His lawyer Waleed Abulkhair and several human rights activists are also detained in Saudi Arabia. The track record of Saudi Arabia is very worrying.

In the first half of 2015, more executions were already carried out than in all 2014. These executions are also often very inhumane, such as headlessing with a sword in the middle of the street. Saudi Arabia has announced a vacancy for eight new jobs.

De beste grap moet echter nog komen: Saoedi-Arabië wil in 2015-2016 voorzitter worden van de Mensenrechtenraad. Niemand hier in het Westen kan dit begrijpen.

Dit leidt me dan tot deze resolutie. Zoals reeds eerder is aangehaald, kunnen we ons goed vinden in de geest van deze tekst. We onderschrijven dan ook de meeste zaken in deze resolutie. We hebben ze echter niet ondertekend. Dit is hoofdzakelijk een principiële kwestie. De N-VA probeert consequent te blijven, zowel in de meerderheid als in de oppositie.

Gezien deze resolutie hoofdzakelijk over een persoonlijk geval gaat, hebben we ze niet ondertekend, omdat we dit in het verleden ook niet hebben gedaan. Het is toch moeilijk om elk schrijnend geval in deze wereld in een resolutie te gieten. Als we dat zouden doen, zou de commissie voor de Buitenlandse Betrekkingen elke dag minstens tien resoluties moeten goedkeuren.

Dit wil echter niet zeggen dat we niet akkoord gaan met deze resolutie. Wij verwachten een duidelijk en krachtdadig signaal van de minister. Tot nu toe zijn we namelijk een beetje op onze honger blijven zitten met de gegeven antwoorden op onze vragen. Zeker nu vandaag de ramadan begint, vaak gebruikt als een periode voor genade, is het nu tijd om nog luider te roepen en actie te ondernemen, hopelijk deze keer met meer effect.

However, this does not mean that we do not agree with this resolution. We expect a clear and strong message from the government. So far, we’ve been a little hungry with the answers to our questions. Especially now that Ramadan begins, often used as a period of grace, it is now time to cry even louder and take action, hopefully this time with more effect.

Dallemagne. J'ai, pour ma part, cosigné ce texte sans aucune hésitation.

Mon groupe a toujours suivi de près la situation de Raif Badawi. Le 7 mai 2014 à 11 h 00, avant la médiatisation de ce scandale, nous n'étions malheureusement que quelques-uns à manifester devant l'ambassade d'Arabie saoudite. C'est mon collègue, Stéphane Crusnière, qui a demandé l'audition de l'épouse de M. Badawi. Cette résolution intervient dans le prolongement de cet échange de vues et de plusieurs questions parlementaires sur le sujet, sur le blasphème notamment et sur la condition des femmes dans ce pays.

Pour rappel, mon collègue M. Dallemagne l'a précisé en commission, ce texte porte sur Raif Badawi, célèbre blogueur saoudien qui a tant fait parler de lui début janvier, lorsqu'il a subi une première séance de 50 coups de fouet. Le jeune homme a en effet été condamné le 7 mai 2014 à dix ans de prison, 260 000 euros d'amende et 1 000 coups de fouet et risque même la peine capitale qui, comme évoqué par le rapport, se traduit en Arabie saoudite par la décapitation. Et ce pourquoi, chers collègues? Pour insulte à l'islam sur son site internet.

La proposition de résolution qui nous est soumise aujourd'hui formule une série de demandes précises au gouvernement belge, afin qu'il intervienne formellement et rapidement auprès des autorités saoudiennes en faveur de Raif Badawi. Le texte souligne que, si la priorité essentielle est bien sûr d'intervenir auprès des autorités saoudiennes afin de faire libérer immédiatement et sans condition M. Raif Badawi, il s'agit aussi que celles-ci annulent la condamnation et les peines qui ont été prononcées à son encontre, notamment celle de l'interdiction de quitter le territoire.

Cependant, si ce texte parle essentiellement de ce cas spécifique et emblématique, il va bien plus loin. En effet, le cas Badawi n'est hélas que la face émergée de l'iceberg. Il convient de réclamer aux autorités saoudiennes, non seulement la libération sans condition de M. Je suis convaincu que la liberté d'expression condamne de facto et fermement toute tentative visant à incriminer celle-ci, notamment concernant les questions religieuses, comme les lois relatives au blasphème, une liberté d'expression qui garantit la liberté de croire ou de ne pas croire et au-delà de la sacro-sainte liberté d'expression que nous défendons ardemment, je tiens à revenir sur ce que certains ont dit en commission: non, on ne peut sous aucun prétexte remettre en question l'universalité des droits de l'homme. Je suis convaincu qu'aucune culture, aucune religion, aucune coutume ne peut servir à légitimer les atteintes à ces droits.

C'est pourquoi, en Arabie saoudite comme ailleurs, nous devons le plus fermement possible nous opposer et condamner le recours à la torture ou aux châtiments corporels mais aussi à toutes les atteintes aux droits de l'homme, des LGBT, des minorités, autant de populations qui ont un statut plus que précaire dans cette région du monde.

Beyond the questions raised by this resolution or on this particular case, we have always put as one of the absolute priorities of Belgian diplomacy the freedom of expression within the meaning of Article 10 of the European Convention on Human Rights and, more generally, the respect for fundamental freedoms, an inalienable and non-negotiable priority, whether it be addressing the situation in Belgium, in Europe or around the world.

Saudi Arabia, of course, does not escape this, despite the power released by its natural resources. I am convinced that freedom of expression de facto and firmly condemns any attempt to incriminate it, especially concerning religious issues, such as the laws relating to blasphemy, a freedom of expression that guarantees the freedom to believe or not to believe and beyond the sacred-holy freedom of expression that we fiercely defend, I want to return to what some have said in committees: no, under no pretext can be questioned the universality of human rights. I am convinced that no culture, no religion, no custom can be used to legitimize violations of these rights.

Therefore, in Saudi Arabia and elsewhere, we must as firmly as possible oppose and condemn the use of torture or corporal punishment as well as all violations of human rights, LGBT, minorities, as many populations that have a more than precarious status in this region of the world.

For all these reasons, dear colleagues, we will support this text with strength and vigor.

The iconic case of Raif Badawi – I recall that he created the blog Free Saudi Liberals – forces us, European Democrats living in a neutral and secular society, to ask us a number of questions, not all having a simple and obvious answer.

These questions in the end concern the universality of human rights, both the criminal or non-criminal character of the facts and the punishment or punishment imposed. Among these questions, these are the most important: can a religion or a current of thought claim to universality and declare its universal values under the pretext that they result from the truth of which it claims to be the sole holder? Then, can religious diversity with its cultural and philosophical differences, the diversity of ideals based on religious, humanitarian, atheist or agnostic convictions, converge towards a common heritage recognized by humanity, therefore universal? Même l'Arabie saoudite s'en rend compte puisque les peines devaient se faire toutes les semaines et pour l'instant, elles sont reportées, mais pas supprimées, sauf la première. Il s'agit d'un châtiment corporel cruel qui se fait en public, qui est formellement interdit par la Convention contre la torture et autres peines ou traitements cruels, inhumains ou dégradants. Le paradoxe, c'est que l'Arabie saoudite a ratifié cette convention et est très loin de l'appliquer.

Le journal Le Monde du 19 mai a rapporté que l'Arabie saoudite crée de "l'emploi" en recrutant huit bourreaux pour procéder à des décapitations et amputations de mains conformément à la sharia. L'offre d'emploi va même jusqu'à préciser qu'aucune qualification particulière ni expérience préalable ne sont requises et que les postes sont rémunérés à l'indice le plus bas de la fonction publique. Où va la décence?

Monsieur le président, notre pays est lié à l'Arabie saoudite par des relations économiques qui croissent de manière exponentielle. Cela ne doit pas faire oublier, au contraire, la situation des droits de l'homme dans ce pays, ni la nécessité d'y combattre les comportements indignes et il faut le dire, moyenâgeux en fait. J'insiste, nos relations économiques ne peuvent en aucun cas occulter les problèmes en matière de droits de l'homme. C'est pourquoi, fidèle à notre tradition, notre ministre des Affaires étrangères a dénoncé ces situations et s'est exprimé de façon très claire à ce sujet, en rappelant le combat permanent de notre pays pour la défense des droits de l'homme et des libertés fondamentales.

Le cas particulier de Raif Badawi a été abordé à plusieurs reprises par la Belgique tant à Riyad qu'à Bruxelles.

Je voudrais quand même citer ici l'intervention au Parlement européen de notre parlementaire européen Gérard Deprez qui a dit: "Ce qu'il y a de tragique et d'insupportable dans le traitement cruel infligé à M. Badawi, c'est qu'il ne s'agit pas d'un cas isolé ou d'une bavure qui serait imputable à des services répressifs trop zélés. Ce qui est tragique et insupportable, c'est qu'il s'agit d'un système. Pire, ce système est un système légal, élaboré, construit et mis en œuvre par les institutions d'un pays que nous considérons comme un pays allié. Ce qu'il y a de tragique et d'insupportable dans le châtiment qui est infligé à M. Badawi, ce n'est pas seulement la brutalité des coups qu'on lui inflige, c'est que ces coups lui sont donnés pour apostasie, c'est-à-dire pour insultes à l'islam, alors même qu'il faisait simplement usage d'internet pour alimenter un débat démocratique. Ce qu'il y a de tragique et d'insupportable dans la brutalité du châtiment infligé à M. Badawi, c'est qu'il n'y a, au fond, pas de différence de nature entre certaines pratiques sauvages de Daesh, que je préfère appeler les nazislamistes que nous bombardons, et certaines pratiques sauvages mais légales de l'Arabie saoudite que nous ménageons."

Je crois que c'est un point important et nous n'échapperons pas à un débat plus profond au-delà de l'affaire Badawi.

Le ministre des Affaires étrangères lui-même a souligné sa préoccupation sur cette question à Genève devant le Conseil des droits de l'homme en mars. Il l'a également réitérée dans un entretien bilatéral rappelé par Richard Miller tout à l'heure avec le vice-ministre des Affaires étrangères.

Nous maintenons un dialogue étroit et exigeant avec tous les États, dont l'Arabie saoudite, sur la situation des droits de l'homme, dans les formats les plus appropriés pour ces dialogues bilatéraux, mais également aux Nations unies à travers l'examen périodique universel du Conseil des droits de l'homme. Cela a été souligné tout à l'heure. Ce qui est détestable, c'est que, d'une part, au sein même de ce Comité des droits de l'homme, l'Arabie saoudite figure pour trois ans et que, d'autre part, elle a postulé à sa présidence.

Raif Badawi is found guilty because he is tried, of course, by a court in Saudi Arabia, whose legality can be disputed since it is a special court. He is therefore sentenced to sentences that have been further aggravated in appeal but the substance of the matter concerns the legislation in force in Saudi Arabia, beyond his case. Even if one can save it, then it will remain the case of hundreds of people who, as stated in Richard Miller’s report, have already been sentenced to death in 2014 and the number has already doubled in 2015.

The punishment that is being imposed on Raif Badawi is atrocious and inhuman. There is no other word. Even Saudi Arabia realizes this, as the sentences were supposed to take place every week and for now they are postponed, but not removed, except for the first one. It is a cruel physical punishment that is performed in public, and is formally prohibited by the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. The paradox is that Saudi Arabia has ratified this convention and is far from implementing it.

The newspaper Le Monde ⁇  on May 19 that Saudi Arabia is creating “employment” by recruiting eight thieves to carry out scraping and amputating hands in accordance with Sharia law. The job offer even clarifies that no special qualifications or prior experience are required and that positions are paid at the lowest public service index. Where is Dignity?

Mr. President, our country is linked to Saudi Arabia by economic relations that are growing exponentially. This must not, on the contrary, make forgetting the human rights situation in this country, nor the need to combat indignant and, it must be said, medieval behaviors. I insist that our economic relations cannot under no circumstances hide the issues of human rights. Therefore, faithful to our tradition, our Minister of Foreign Affairs denounced these situations and expressed itself very clearly on this subject, recalling our country’s ongoing struggle for the defense of human rights and fundamental freedoms.

The particular case of Raif Badawi has been addressed several times by Belgium in both Riyadh and Brussels.

I would like to quote here, however, the speech to the European Parliament of our MEP Gérard Deprez who said: "What is tragic and unbearable in the cruel treatment inflicted on Mr. Deprez. Badawi is that this is not an isolated case or a scandal that would be attributable to overly zealous repressive services. What is tragic and unbearable is that it is a system. Worse, this system is a legal system, developed, built and implemented by the institutions of a country that we consider an ally country. It is a terrible and unbearable punishment that is inflicted on him. Badawi, it is not only the brutality of the beats that are being inflicted on him, it is that these beats are given to him for apostasy, that is, for insults to Islam, even when he simply used the internet to fuel a democratic debate. What is tragic and unbearable in the brutality of the punishment inflicted on Mr. “Badawi, it’s that there’s basically no difference in nature between some of Daesh’s wild practices, which I prefer to call the Nazi Islamists that we’re bombing, and some of Saudi Arabia’s wild but legal practices that we have.”

I believe this is an important point and we will not escape a deeper debate beyond the Badawi case.

The foreign minister himself highlighted his concern over the matter in Geneva before the Human Rights Council in March. He also reiterated this in a bilateral interview recently recalled by Richard Miller with the Deputy Foreign Minister.

We maintain a close and demanding dialogue with all states, including Saudi Arabia, on the human rights situation, in the most appropriate formats for these bilateral dialogues, but also at the United Nations through the Universal Periodic Review of the Human Rights Council. This has just been stressed. What is disgusting is that, on the one hand, Saudi Arabia has been in the Human Rights Committee for three years, and, on the other hand, it has applied for its presidency.

                    Mijnheer de voorzitter, collega’s, zo meteen zullen wij, hopelijk unaniem, een goed voorstel van resolutie goedkeuren. Het Parlement zal de resolutie wel goed moeten opvolgen, om ervoor te zorgen dat de regering ze ook uitvoert. Hier werden al heel veel mooie resoluties goedgekeurd, zonder dat ze de regering hebben aangezet tot daden.

Er rijst een pertinente vraag, die gereflecteerd wordt in punt 11 van de tekst: hoe gaan wij om met het Saoedische regime als wij onze verontwaardiging tonen over de gruwel en de schending van de mensenrechten in het land. Beperken wij ons tot een publieke aanklacht tegen de foltering en de celstraf van Raif Badawi of gaan wij verder? In elk geval, dit is een eerste, voorzichtige stap, maar een belangrijke stap. Het is goed dat ook de meerderheidspartijen het voorstel volledig steunen.

Wat er gebeurd is met Raif Badawi, is niet min. Nog maar onlangs, op 7 juni, bevestigde het hooggerechtshof van Saoedi-Arabië de straf van 10 jaar cel en 1 000 zweepslagen. Voor de liefhebbers onder ons, het gaat over twintig reeksen van vijftig zweepslagen, met telkens een week ertussen. Eigenlijk zijn het geen zweepslagen, maar slagen met een lichte houten stok, vooral gericht op de rug, de benen en de knieën, licht genoeg om geen breuken te veroorzaken, maar wel zwaar en pijnlijk genoeg om kneuzingen te veroorzaken. However, Saudi Arabia has backed and ratified a number of international laws, which actually prohibit such torture. The International Convention against Torture was ratified in 1997.

Ik heb het ook al gezegd in de commissie en ik ga hier dus niet te lang op in maar de punten 8, 9, 10 en zeker 11 maken de tekst breder en vragen de regering om alle lijfstraffen en folteringen te veroordelen en steun te bieden aan de organisaties in Saoedi-Arabië die zich tegen dergelijke mensenrechtenschendingen verzetten.

Saoedi-Arabië schendt de mensenrechten op zeer drieste en systematische wijze. Rapporten van Amnesty International en Human Rights Watch spreken over de opsluiting van dissidenten zonder enige vorm van proces. Er zijn publieke onthoofdingen en noem maar op.

Ik wil kort citeren uit een rapport van Amnesty International, het 15ᵈᵉ rapport van vorig jaar. Het gaat over oneerlijke rechtsgang en nieuwe wetgeving in Saoedi-Arabië die kritiek op de regering, vredevolle activiteiten en vormen van normale oppositie gelijkschakelt met terrorisme en ook als dusdanig behandelt en bestraft. Het gaat over mishandeling van personen in gevangenschap. Blijkbaar wordt dat zeer frequent gerapporteerd. Het gaat om discriminatie van vrouwen op alle mogelijke manieren. Het gaat om het gebruik van de doodstraf en dozijnen publieke executies.

Het rapport van Human Rights Watch wijst erop dat men politieke dissidenten en mensenrechtenactivisten blijft gevangzetten enkel en alleen wegens geweldloze activiteiten. Er is de systematische discriminatie niet alleen van vrouwen maar ook religieuze minderheden. Voorts trekt men zich weinig aan van sociale minimumnormen bij de behandeling van negen miljoen buitenlandse arbeidskrachten. Er is – ik herhaal het – de nieuwe antiterrorismeregelgeving die normale oppositie gelijkschakelt met terrorisme en er zijn de zweepslagen en foltering, niet alleen van Raif Badawi maar ook van vele, vele anderen. Het rapport spreekt ook over doodstraffen voor wie beschuldigd wordt van tovenarij en hekserij.

Ook wij worden trouwens geconfronteerd met dat terrorisme.

Wat doen wij als België en als Europa? In 2011 was er democratisch protest in Bahrein. Die protesten werden breed democratisch gedragen vooral bij de sjiitische gemeenschap in Bahrein. Saoedi-Arabië is Bahrein binnengevallen om dat protest te onderdrukken. De pantserwagens die destijds in Bahrein zijn binnengevallen, waren deels van Vlaamse makelij. We spreken over 2011, amper vier jaar geleden. Blijkbaar vinden wij het kunnen dat onze Vlaamse industrie dergelijke technologie uitvoert, dat die technologie in Saoedi-Arabië terechtkomt en dat het land die technologie gebruikt voor gewelddadige onderdrukking in een land zoals Bahrein.

Wat doen wij nog? Wij organiseren koninklijke bezoeken aan Saoedi-Arabië. Ook dat vinden wij blijkbaar niet erg.

We cannot deny that Saudi Arabia plays an important role in promoting and reinforcing terrorism in Libya, Gaza, Yemen, Syria, Iraq and Afghanistan through IS, Al Qaeda and the Taliban. We are also facing this terrorism.

What do we do as Belgium and as Europe? In 2011 there was a democratic protest in Bahrain. These protests were widely democratically carried out, especially among the Shiite community in Bahrain. Saudi Arabia invaded Bahrain to suppress the protest. The armored vehicles that were then invaded in Bahrain were partly Flemish. We are talking about 2011, just four years ago. Apparently we think it is possible that our Flemish industry implements such technology, that that technology ends up in Saudi Arabia and that the country uses that technology for violent repression in a country like Bahrain.

What do we still do? We organize royal visits to Saudi Arabia. We do not seem to mind that either.

                    Enkele maanden geleden bracht Koning Filip nog een bezoek aan Saudi-Arabië en dat bezoek werd gedekt door de regering, dus door de N-VA, de MR, CD&V en de Open Vld. Op die manier legitimeren wij echt wel een schurkenregime en het wordt tijd dat wij daarmee ophouden. Laten wij daarom handelen naar de geest van deze resolutie en ervoor zorgen dat dergelijke bezoeken in de toekomst niet meer kunnen. Wij hebben immers een zeer cynisch signaal uitgestuurd, niet alleen ten aanzien van mensenrechtenactivisten wereldwijd, maar ook ten opzichte van andere landen die de mensenrechten schenden. Inderdaad, onze boodschap aan Saudi-Arabië is er eigenlijk een van “doe maar”. Het is de boodschap dat zij Raif Badawi, en vele anderen, kunnen blijven behandelen zoals zij het doen. Als puntje bij paaltje komt, gaat onze Koning daar op bezoek en wordt er een tournee gemaakt om zoveel mogelijk economische deals te sluiten.

Ten derde, de handelsbetrekkingen. Wij exporteren technologie die Saudi-Arabië toelaat om Bahrein binnen te vallen en wij organiseren koninklijke bezoeken. Blijkbaar vinden wij het ook niet erg dat de handelsbetrekkingen tussen België en Saudi-Arabië toenemen. Ik heb een nota bij van het Agentschap voor Buitenlandse Handel, over de handelsbetrekkingen van België met Saudi-Arabië. Op pagina’s 5 en 6 staan mooie grafieken over de evolutie van de export naar Saudi-Arabië en van de import uit Saudi-Arabië. Wel, die cijfers gaan in stijgende lijn. Waarop wacht onze minister van Buitenlandse Zaken en waarop wacht staatssecretaris De Crem om een publieke verklaring af te leggen? Ook onze bedrijfswereld kan bewust worden gemaakt van de landen land waarmee zaken worden gedaan. Een dergelijk signaal lijkt mij perfect mogelijk, maar tot op heden is het nog altijd wachten daarop.

Op iets langere termijn is het belangrijkste punt in de resolutie eigenlijk onze vraag 11 aan de Belgische regering om de Belgische diplomatieke, militaire, economische, commerciële en energiegerelateerde betrekkingen met Saudi-Arabië te onderwerpen aan een grondige reflectie, gelet op wat wij allen vaststellen. Laten wij daar alstublieft werk van maken. Mijnheer Van der Maelen, wij kunnen daaraan werken in de commissie die u voorzit. Wij dragen een gedeelde verantwoordelijkheid om hiervan daadwerkelijk werk te maken.

On pages 5 and 6, beautiful graphs show the evolution of exports to Saudi Arabia and imports from Saudi Arabia. These figures are going in a rising line. What is our Minister of Foreign Affairs waiting for and what is State Secretary De Crem waiting for to make a public statement? Our business world can also be made aware of the countries with which business is done. Such a signal seems to me perfectly possible, but to date it is still waiting for it.

In the longer term, the key point in the resolution is actually our Question 11 to the Belgian Government to submit the Belgian diplomatic, military, economic, commercial and energy-related relations with Saudi Arabia to a thorough reflection, given what we all conclude. Please let us work on that. Mr. Van der Maelen, we can work on this in the committee that you chair. We share a shared responsibility to make this work.

Toutes les interventions qui ont eu lieu en séance plénière ont convergé au niveau de l'analyse, ce dont je me réjouis. En effet, la résolution à l'examen a tout d'abord pour vocation de sauver la vie d'un homme – c'est évidemment important –, à la demande de son épouse, une épouse courageuse, digne, qui parcourt la planète et qui est venue nous voir, notamment grâce à M. Crusnière qui a demandé à ce que nous la recevions.

Bien entendu, nous espérons pouvoir sauver la vie de cet homme, faire en sorte qu'il ne subisse plus de châtiments particulièrement cruels et qu'il puisse être libéré. Cet homme a été condamné pour avoir exprimé sereinement et calmement sur un blog des idées relatives à la liberté, à la dignité humaine. Il est tout à fait hallucinant qu'au XXIᵉ siècle, un homme puisse être condamné à subir de tels traitements dégradants et inhumains qui pourraient lui coûter la vie, comme l'a rappelé, notre collègue Mme Nele Lijnen.

Par ailleurs, je souhaite remercier tous les coauteurs, mais aussi les services qui ont permis que nous soyons en mesure de voter cette résolution aujourd'hui.

Il s'agit d'un cas particulièrement emblématique, d'une situation extrêmement choquante en matière de respect des droits de l'homme en Arabie saoudite. En effet, au regard des condamnations, des traitements, des peines de prison dont font l'objet certains pour apostasie, pour homosexualité, pour avoir exprimé des opinions librement ou pour appartenir à des minorités religieuses, la situation dans ce pays peut être considérée comme l'une des pires au monde en matière de respect des droits de l'homme.

Nous devons absolument revoir l'avenir de nos relations avec ce pays. Nous sommes véritablement à un tournant, nous ne pouvons plus fermer les yeux. Pourquoi l'Arabie saoudite se comporte-t-elle de la sorte aujourd'hui? Parce que ce pays n'a jamais subi aucune forme de sanction ou de réprobation de la communauté internationale! Cela dure depuis tant d'années car nous avons détourné le regard de ce pays, alors que nous connaissions la situation. Nous avons fermé les yeux, et c'est insupportable. Cela doit changer. J'espère vraiment que notre diplomatie va enfin amorcer ce virage et que nous aurons une discussion approfondie, également avec les entités fédérées. L'Arabie saoudite ne peut rester le principal partenaire en termes d'armement. Ce pays menace sa population et met en danger la stabilité et la sécurité du monde aujourd'hui. Ceci doit être dit et répété. C'est aussi la raison pour laquelle je me réjouis du fait que nous ayons cette unanimité.

Je termine en disant combien j'ai été impressionné par l'épouse de M. Badawi, par la dignité et la modernité de cette femme, par son courage, sobre, simple, mais déterminé pour faire libérer son mari. Elle était l'une d'entre nous, elle était une citoyenne du monde. Elle montrait à quel point les femmes et les hommes d'Arabie saoudite méritent, comme nous, la liberté et la dignité.

This man was convicted for serenely and calmly expressing on a blog ideas relating to freedom, human dignity. It is quite hallucinating that in the twenty-first century a man may be condemned to undergo such degrading and inhumane treatment that could cost him his life, as our colleague Nele Lijnen recalled.

I would like to thank all the co-authors, but also the services that have enabled us to vote on this resolution today.

This is a ⁇  iconic case, an extremely shocking situation in respect of human rights in Saudi Arabia. Indeed, with regard to the convictions, treatments, and prison sentences which are the subject of some for apostasy, for homosexuality, for expressing opinions freely or for belonging to religious minorities, the situation in this country can be regarded as one of the worst in the world in respect of human rights.

We absolutely need to rethink the future of our relations with this country. We are really at a turning point, we can no longer close our eyes. Why does Saudi Arabia behave this way today? Because this country has never suffered any form of sanction or reproof from the international community! This has been going on for so many years because we have turned our eyes away from this country, while we were aware of the situation. We closed our eyes and it was unbearable. This must change. I really hope that our diplomacy will finally start this turn and that we will have a deep discussion, also with the federal entities. Saudi Arabia cannot remain the main partner in terms of arms. This country threatens its population and threatens the stability and security of the world today. This must be said and repeated. This is also why I am pleased that we have this unanimity.

I’ll finish by saying how impressed I was by the wife of mr. Badawi, by the dignity and modernity of this woman, by her courage, sober, simple, but determined to free her husband. She was one of us, she was a world citizen. It showed how much women and men in Saudi Arabia deserve, like us, freedom and dignity.

Malheureusement, l'Arabie saoudite a le triste privilège d'être dans le top 3 des pays qui pratiquent le plus la peine de mort, avec l'Iran et l'Irak. C'est un voisinage qui n'est pas flatteur. Tout simplement parce que l'Arabie saoudite n'a pas accepté de traduire dans son droit interne, malgré des tentatives de réforme de son ordre judiciaire, les conventions internationales qu'elle ratifie et qu'elle signe. Si vous lisez, souvent, elle mentionne une réserve qui est "la compatibilité des conventions internationales avec le droit islamique". Notamment pour la Convention de lutte contre toute forme de discrimination à l'égard des femmes, il y a une mention expresse de l'Arabie saoudite de réserve en ce qui concerne l'application de cette Convention au regard du droit islamique.

Il est donc temps que la diplomatie européenne, et c'est un rôle qui nous tient à cœur, assume avec plus de fermeté une volonté à l'égard de l'Arabie saoudite. J'ai dénoncé avec d'autres la présence de notre roi aux obsèques ou en tout cas aux cérémonies d'hommage qui ont suivi le décès du roi Abdallah.

                    Je l'ai fait, non pas parce qu'il fallait dénoncer une attitude traditionnelle dans les relations diplomatiques, mais parce que, si l'on ne commence pas à poser graduellement des gestes forts, il n'y aura pas d'acceptation par l'Arabie saoudite d'une prise de conscience de ses obligations internationales. Il faut maintenant avoir cette volonté. La proposition de résolution constitue sans doute bien plus un message adressé à notre gouvernement pour qu'il pose de tels gestes.

J'ai suggéré que, si le châtiment devait de nouveau être infligé à M. Badawi, la Belgique pourrait rappeler son ambassadeur. Il faudrait aussi suggérer aux autres capitales européennes une démarche collective de cette ampleur. C'est la seule manière d'amener nos alliés, notamment dans la coalition internationale – conduite par les États-Unis, dont nous connaissons les liens privilégiés avec l'Arabie saoudite –, à peser de tout leur poids auprès de cette dernière pour mettre fin à ces pratiques d'un autre temps, qui sont indignes de la civilisation que nous connaissons.

Ten eerste, ik ben het uiteraard volkomen eens met het voorstel van resolutie betreffende de stand van zaken van de mensenrechten in Saoedi-Arabië en de situatie van de ondertussen wereldbekende blogger Raif Badawi, maar daarover gaat het niet.

Waarover ik het wil hebben is de hypocrisie van sommige partijen die ik hier terechte uiteenzettingen heb horen houden. Als men het salafisme in Saoedi-Arabië terechtwijst en aanvalt, dan moet men consequent zijn.

Het is gemakkelijk om hier vrijblijvend een resolutie goed te keuren, de zoveelste in een lange rij, waarna het geweten weer eens is gesust en wij onze plicht hebben gedaan. Geen mens hier, en zeker niet in Saoedi-Arabië, die van dergelijke resoluties wakker ligt.

Waar ze wel wakker van liggen, zijn de politieke relaties die wij met hen onderhouden. Niet alleen de politieke relaties die wij met hen onderhouden, maar ook de faciliteiten die zij en hun regime en vooral de religieuze strekking die zij vertegenwoordigen, het wahabisme, het salafisme, in Europa, in België, in Brussel krijgen.

Ik vind het hypocriet om vandaag over een dergelijke resolutie te stemmen, maar geen probleem te hebben als leden van de koninklijke familie, samen met ministers van de federale regering, zoals vorig jaar het geval was met prinses Astrid, naar ginder reizen om daar naar de pijpen van het regime te dansen en te zeggen hoe goed en hoe fantastisch het er allemaal wel is, zolang er maar centen in Saoedi-Arabië kunnen worden verdiend.

Of wanneer het gaat over de vele moslimorganisaties die met de oliedollars van de Saoedi’s worden gefinancierd zodat zij hun activiteiten hier in praktijk kunnen brengen dankzij de Saoedi’s. Dat is blijkbaar voor niemand een probleem.

Wel, als dat geen probleem is, zou u feitelijk beter zwijgen over Saoedi-Arabië in dit soort resoluties. Wees consequent, doe wat u echt kunt doen, wijs Saoedi-Arabië erop dat het geen partner van ons kan zijn in de strijd tegen het zogenaamde radicale moslimextremisme wanneer het zelf even extremistisch en gevaarlijk is. Zeg tegen de Saoedi’s dat wij niet langer tolereren dat zij met hun geld hier moskeeën openhouden en organiseren, en hun strekking hier propageren. Stuur geen handelsmissies meer naar Saoedi-Arabië met op kop ministers van Buitenlandse Zaken, prinsen en prinsessen, koningen en koninginnen. Dan zal uw kritiek voor één keer geloofwaardig klinken.

Le rôle ingrat du rapporteur étant de ne pas entrer trop dans l'explicitation de ce qu'il dit, je veux néanmoins être clair sur l'universalité des droits humains. Cette discussion a d'ailleurs été évoquée en commission par M. Maingain.

Je ne remets évidemment pas en cause l'universalité des droits humains. Ce que j'ai voulu dire, c'est qu'il y a une certaine contradiction à déclarer que des droits sont universels quand ils s'appliquent en réalité à une toute petite partie de l'humanité et qu'il y a des milliards d'individus qui ne bénéficient pas de ces droits humains.

Pour le dire en d'autres mots, l'universalité des droits humains n'est pas un acquis. C'est un combat qui demande sans cesse à être mené et sur tous les plans qui ont été évoqués à l'occasion du débat sur la proposition de résolution qui a été déposée. C'est un combat qui doit être mené sur le plan politique, économique, juridique, diplomatique et aussi – c'est ce que j'ai voulu dire – sur le plan des idées et philosophies.
