                    Monsieur le président, chers collègues, mon intervention sera courte et sera complétée par Mme Anne Dedry. Nous sommes dans un contexte de rejet mais nous espérons toujours vous faire changer d'avis. Pourquoi avoir déposé cette résolution et l'avoir soumise à la discussion?

Parmi les personnes âgées de plus de 75 ans, 12 % sont en situation réelle de dénutrition. Cela ne signifie pas qu'elles ont une alimentation déséquilibrée mais qu'elles sont carrément en carence alimentaire. Par ailleurs, 45 % sont en risque de dénutrition, que ce soit à leur domicile ou en milieu hospitalier. En maison de repos, on retrouve cette même situation mais je n'en parlerai pas ici puisque ces compétences ont été régionalisées. La situation est grave!

En 2011, tout un travail a été réalisé au parlement qui a donné lieu à la mobilisation de personnel infirmier et de gériatres, à des financements et à des projets-pilotes qui se sont mis en place sur base volontaire. Ils ne sont pas organisés de manière systématique via des bonnes pratiques. Quelles bonnes pratiques minimales devrait-on adopter? Il faudrait repérer, par exemple via leur médecin généraliste, une perte de poids chez les personnes âgées de plus de 75 ans. Il faudrait modifier la composition de leurs repas pour augmenter leur appétit, par exemple faire des petits repas répétés. C'est aussi une attention portée aux situations graves, telles que le deuil, l'isolement social, l'hospitalisation et le retour à la maison. Il peut s'ensuivre une augmentation des chutes, des fractures, des maladies plus longues avec complications, la perte de la force musculaire, la perte d'autonomie et le placement de ces personnes. Si une attention avait été portée à leur régime alimentaire, notamment leurs apports protéiniques, ces personnes seraient chez elles et en bonne santé.

Monsieur le président, même si certaines compétences sont partagées entre le fédéral, les Régions et les Communautés, le niveau fédéral se doit de faire quelque chose au vu de ses compétences en matière de Santé. Ce rejet, ce refus de discuter ou d'améliorer le texte proposé est, pour nous, inexplicable et dangereux

Among those older than 75 years, 12% are undernourished. This does not mean that they have a unbalanced diet, but that they are almost in a food shortage. Furthermore, 45% are at risk of malnutrition, whether at home or in a hospital. In the resting house, we are in the same situation, but I will not talk about it here because these skills have been regionalized. The situation is serious!

In 2011, all the work in Parliament resulted in the mobilisation of nurses and care practitioners, funding and pilot projects that were set up on a voluntary basis. They are not systematically organized through good practices. What minimum good practices should be adopted? For example, through their general practitioner, weight loss should be detected in people over the age of 75. The composition of their meals should be changed to increase their appetite, for example, making repeated small meals. It is also a focus on serious situations, such as mourning, social isolation, hospitalization and return home. There may be an increase in falls, fractures, longer illnesses with complications, loss of muscle strength, loss of autonomy and placement of these people. If attention had been paid to their diet, including their protein intake, these people would be at home and healthy.

Mr. Speaker, even though some competences are shared between the federal, the regions and the communities, the federal level must do something in view of its competences in the field of health. This rejection, this refusal to discuss or improve the proposed text is, to us, inexplicable and dangerous.

                    Cela signifie en effet que ce n'est pas une préoccupation du politique en matière de santé. Les gériatres ont d'ailleurs réagi de manière assez vive, disant que cette réalité existe et qu'elle touche aussi d'autres patients en oncologie ou atteints de maladies chroniques.

                    Mijnheer de voorzitter, ik ben blij dat minister De Block ook nog hier is. Mijn collega Gerkens heeft zonet al gezegd dat mevrouw De Block in 2011, toen zij Kamerlid was, deze thematiek bijzonder belangrijk vond. Een resolutie daarover heeft zij toen mee ondertekend.

Des te groter is dan ook mijn verbazing over het verloop van de besprekingen in de commissie. Verschillende collega’s van de meerderheid, zoals mevrouw Van Peel, mevrouw Van Camp, mevrouw Van Hoof, de heer Thiéry, mevrouw Hufkens en mevrouw Muylle, hebben gezegd dat zij dit thema heel belangrijk vinden en dat zij daaromtrent willen werken. Ik ben dan ook erg ontgoocheld over de manier waarop de bespreking verlopen is.

Als er iets kan worden verbeterd aan een tekst, dan kunnen daar amendementen voor ingediend worden. Collega’s van de meerderheid, u hebt dat niet gedaan. U hebt ons voorstel gewoon weggestemd. Dat vind ik eigenlijk geen correcte manier van werken.

Mijnheer de voorzitter, de huidige regering zegt voor efficiëntiewinsten te zijn. De regering zegt tegenstander te zijn van overconsumptie. Verschillende collega’s van de meerderheid zeggen uitdrukkelijk dat er nog besparingen mogelijk zijn in de sociale zekerheid. Welnu, in de commissie heb ik heel duidelijk uitgelegd en aangetoond dat wanneer wij de Britse richtlijn zouden toepassen op patiënten met ondervoeding, wij 65 miljoen euro kunnen besparen. Dat is toch niet niets? Echter, ook dat telde blijkbaar niet als argument.

Dat is dus een gemiste kans. Daarom wil ik uitdrukkelijk vragen om dit voorstel in de commissie opnieuw ter bespreking op te nemen.

The more I am surprised by the progress of the discussions in the committee. Several colleagues from the majority, such as Mrs. Van Peel, Mrs. Van Camp, Mrs. Van Hoof, Mr. Thiéry, Mrs. Hufkens and Mrs. Muylle, have said that they consider this topic very important and that they want to work on it. I am very disappointed with the way the discussion went.

If something can be improved to a text, then amendments can be submitted. My colleagues of the majority, you did not. You simply rejected our proposal. I do not think this is the correct way of working.

Mr. Speaker, the current government says to be for efficiency gains. The government is opposed to overconsumption. Several colleagues of the majority explicitly say that there are still savings possible in social security. Well, in the committee I explained very clearly and showed that if we applied the UK directive to patients with malnutrition, we could save 65 million euros. That is nothing, right? However, this also apparently did not count as an argument.

This is a missed opportunity. Therefore, I would like to expressly request that this proposal be reintroduced for discussion in the committee.
